Councilman Slye made the motion, seconded by Councilman Simpson that tho requeet of Columbus •
Construction Co. of Soattle for the City to establish the -grade on Juniper, east of 11=7
before the company paves it, be turned over to the City End hoer for invoatigation and
recommendation as to what to do in re;;ard to the request. Motion carried. �
Resolution „!49 of the Planning Commission was received, recommending that the Council �
project to a 40 ft. width the R/W between P and proposed 10-' at the 'aickstrom-Lydell
property and also a 40 ft. R/W between 10'-. and lltn from Laurel to Pine. The motion was made
by Councilman Christensen, seconded by Councilman Harrison that Ordinance ;,`900 be passed,
placing these two proposed streets on the comprehensive plan. Motion carried.
PIayor Maxwell presented to the Council the preliminary budnp
get of the City of Edmonds for
the year 1962.
In connection with the agreement between Mountlake Terrace qnd Edmonds on the Ballinger
Trunk se;-r-er, it was moved by Councilman Tuson, seconded by Councilman Christensen to accept
the revised sections in the agreement as it stands, and the motion carried.
A request for the installation of a 4 inch hater main by the City on Sprague Street for the
Harris and McGinness properties was roferred to the Supervisor for a report.
The Council authorized a survey by the P.U.D. for street L-t�hts in the nawly annexed
Ballinger area, and also asked for recommendation for better lighting along the Ferry route
in the City of Edmonds.
It was moved by Councilman Tuson, seconded by Councilman Lambe that Ordinance-;;`901 be passed,
changing the water rates for the City of Edmonds. I•lotion carried.
Mayor Maxwell reported he had been served with a "Quo Warranto" proceeding by the City of
Lynnwood in connection with the annexation of the Talbot Park area by Edmonds.
It was.moved by Councilman Sorensen, seconded by Councilman Slye to authorize the Attorney
to draw an ordinance cha,n-ing the expiration date of City of Edmonds do; licenses from
January to June, and in the interim the licenses be sold for an 18 month period to accomplish
the change. Motion carried.

Meeting was c,.11ed to order by Mayor M .xwell with all councilmen present except Simpson.
Bids were opened on LID A05, Euclid Avenue se,.•iers. There was one bids
Sims -Kurth Co. 113,389.00
Upon recommendation of the Engineer, because of the bid being too high above the estimate, a
motion was made by Councilman Christensen, seconded by Councilman Slye that the City reject
all bids and the certified check be returned to the bidder. Motion carried.
A motion was made by Councilman Tuson, seconded by Councilman Slye that the City of Ed,ionds
enter into agroement with the City of I.1ountla.ke Tori2ace for the Joint Use of Sewage Dis_oosul
Facilities with the Ballinger Truck oewer line as outlined in the Agreement, and the Mayor be
authorized to sign same. Motion carriod. •
It was moved by Councilman Tuson, seconded by Councilman Christensen that the City of Edmonds
call for bids to be opened October 10 at 8s00 P.K. for Edmonds' portion of the construction
of the Ballinger Trunk Sewer. Motion carried.
A letter received from Mr. McFarland asking if the building at 103 Ilain Street is subject to
condemnation was referred to Mr. Herbert, Building Inspector, for inspection.
Resolution i';Y-fl of the Planning Commission was received, recommending tha t the Durocher property,
Lot 1, Block 1, Plat of Pine Acres be zoned R-8. The Attorney was instructed to drag ;n
ordinance for the zoning of this annexed property.
It was moved by Councilman Sorensen, seconded by Councilman Slye that the sewor easement
from Jack Swan be accepted. Notion carried.
A letter was received from Mr. Chris Salamonsen stating that an apartment house he is building
on Fifth S. was 3 inches over on the public RIW on.the W.W. corner. It was moved by Council -an
Chriotensen, seconded by Councilman H,,,,rrison that a Resolution be drawn bl the City Attorney
-recognizing the overage, and a copy be sent to the Snohomish County Title Co. I.lotion carried.
A letter from Mr. Salamonsen asking for a se,�7er agreement to sewer some of his properties
was referred to the Chairman of the '.later-Sewor committee.
11r. Val Rupieks presented the council with a preliminary proposal for Phase ; 2 of the Pla:nnin-
from Clark -Coleman and Associated.
A motion was made by Councilman Harrison, seconded by Councilman Tuson that the Challenge
from the City of Mountlake Terrace for a football ;ame between them and the City of Edmonds
as outlin.ad in their letter be accepted. Motion carried. Councilman Tuson was then ap-pointed
by the 1-layor to be both Coach and Business I•i�?,nager for Edmonds. •

After recommendation by the City Engineer, a motion was made by Councilman Slye, seconded
by Councilman Sorensen that the City accept the improvements as completed on the plat of
Bel Aire, Division "A". Motion carried.
It was moved by Councilman Christensen, seconded by Councilman Tuson that the Preliminary
Budget for the 1962 for the City of Edmonds as presented be adopted. Motion carried.

Meeting was held for the Hegring on the Final Budget and levying of the taxes for the
year 1962. Mayor Maxwell called the meeting to order with all councilmen present except
Simpson and Christensen.
There were no protests on the final budget as presented, and a motion was made by
Councilman Tuson, seconded by Councilman Lambe that Ordinance #902, setting the final
budget for the City of Edmonds for the year 1962 be adopted. Motion carried.
It was then moved by Councilman Sorensen, seconded by Councilman Slye that Ordinance #903,
levying the taxes for the City of Edmonds for the year 1962, be adopted. Motion carried.
Meeting was then adjourned.

October 3, 1961

Regular meeting was called to order by Mayor Maxwell with all councilmen present except
Simpson.
A motion was made by Councilman Tuson, seconded by Councilman Lambe that Ordinance #902
be passed, adopting the Final Budget for the City of Edmonds for the year 1962. Motion
carried.
It was moved by Councilman Slye, seconded by Councilman Sorensen that Ordinance 4903 be
passed, levying the taxes for the City of Edmonds for the year 1962. Motion carried.
A motion was made by Councilman Sorensen, seconded by Councilman Slye that the regular
monthly bills be paid and warrants drawn on the proper funds. Motion carried.
A motion was made by Councilman Sorensen, seconded by Councilman Slye that the bills
against the Civic Center be paid as follows: Edmonds Tribune -Review, $11.41; Daily
Journal of Commerce, $39.60; Hall & Bennett, �95.50; and the Everett Daily Herald,
617.10. Motion carried.
Councilman Sorensen made the motion, seconded by Councilman Slye that Estimate #2,
(semi-final) to Francis Cattron for the bulkhead at the City Beach in the amount of
32554.30 be paid. Motion carried.
It was moved by Councilman Sorensen, seconded by Councilman Slye that the bill for
$150.00 to Snohomish County Humane Society be paid on Emergency Ordinance #869 for
the month of September as per contract. Motion carried.
The Mayor read and accepted the resignation of Tom Murphy as Chairman of the Civil Service
Commission. Mayor Maxwell then appointed Mr. Meredith Stokes to the Civil Service
Commission. A motion was made by Councilman Tuson, seconded by Councilman Lambe that
the Mayor's appointment of Mr. Stokes be confirmed. Motion carried.
At the recommendation of the City Engineer, it was moved by Councilman Sorensen,
seconded by Councilman Slye that the City accept the improvements in the Plat of Glen -
Dale Acres for permanent maintenance. Motion carried.
A letter from Emmet M. Bacon of the Ballinger area was received, complaining about an
equipment rental establishment near his home in an area not zoned for this. The
complaint was referred to the Supervisor for investigation.
A request from I-1m. H. Race, 740 Casper, to subdivide and use a 20 ft. easement road on
the W. side of the property was referred to the Street Committee for investigation and
report.
A request for annexation of approximately 336 acres lying west of highway 99 near the
S.E. corner of 238t' and 841� W. was turned over to a committee on annexations, which
was set up by the Mayor.
