19611010 City Council MinutesM Mayor Maxwell appointed Councilman Sorensen, Chairman; and Councilmen Tuson and Slye to serve in connection with annexations to do the preliminary investigations on future requests. This Committee to be called the Annexation Committee. A Petition was presented for an LID for sewering of the entire Ballinger annexation area. It was moved by Councilman Tuson, seconded by Councilman Christensen that the Attorney be instructed to draw a Resolution of Intention to form an LID for the construction of sewers in the area known as Lake Ballinger. Motion carried. A Petition for annexation of approximately 20 acres was received for an area from 220L1 to 2242!, between Highiiay 99 and the interurban R/W. The petition represented substantially in excess of 10% of the last assessed valuation of property of the area involved. The Petition was taken under advisement and turned over to the Annexation Committee. A motion was made by Councilman Christpnse''11sec� ed by Councilman Lambe that Resolution r58 be passed, recognizing the overage°of aebnizTIng 'built by Mr. Chris Salamonsen on Fifth Ave. Motion carried. It was moved by Councilman Sorensen, seconded by Councilman Lambe that the firm of Clark - Coleman and Associates be retained to proceed with Phase #2 of Planning for the City of Edmonds for the maximum amount of $19,700.00 less the federal grant. Motion carried. A motion Was made by Councilman Christensen, seconded by Councilman Tuson that the Mayor be authorized to negotiate for False Arrest insurance. Motion carried. It was moved by Councilman Slye, seconded by Councilman Lambe that Ordinance #904 be passed, zoning for Preview Homes, to R-8. It was moved by Councilman Lambe, seconded by Councilman Christensen, that Ordinance #906 be passed, cash prepayment expiration notice on LID #1 01. Motion carried. It was moved by Councilman Slye, seconded by Councilman Sorensen that Ordinance y#907 be passed, cash prepayment expiration notice on LID #103. Motion carried. Meeting was then recessed to Tuesday, October 101 at 8 P.M., and notices of same sent to the two newspapers and one radio station. October 9, 1961 Meeting was held for the purpose of opening bids on the Civic Center. Mayor Maxwell presided, with all councilmen present. E • After recommendation by the architect, and discussion 16' the Civic Center bids, a motion was made by Councilman Christensen, seconded by Councilman Lambe that the I-iayor be authorized to enter into contract with Venne Beauchamp for the basic bid of 8202,180.00, plus Alternates J3, Plaza Canopy 1311,214.00� ;r5, Pistol Range '33,259.00g !. J8, Screen Wall $4,534.00; and ;---9, Plaza Paving $11,698.00. A roll call vote showed 5 councilmen in favor, with Tuson and Slye voting no, and the motion carried. It was moved by Councilman Simpson, seconded by Councilman Tuson that the city accept the bid of Hart Plumbing & Heating for the mechanical work on the Civic Center for 'i56,512.00 with Alternate ;�l at 5385.00, and the mayor be authorized to enter into contract with them. Motion carried. It was then moved by Councilman Tuson, seconded by Councilman Simpson to accept the bid of Keystone Electric for electrical ?cork on the Civic Center at the basic bid of � 31,944.00, with Alternates 42 for 8188.00, and 43 for 0i408.00, and the mayor be authorized to enter into contract with them for the work. Motion carried. The meeting was then adjourned. City Clerk yor October 17, 1961 • Regular meeting was called to order by Mayor I.iaxwell with all councilmen present. A motion was made by Councilman Sorensen, seconded by Councilman Christensen that the suit Claim deed from Clarence and Grace Wickstrom for 30 f t. of property for street purposes, easterly from 9th Ave., north of Casper, be ac.;epted and the City Clerk be authorized to have the deed recorded. Motion carried. Residents of Fifth Avenue, who would be directly affected by a Late Comer Agreement in their area were invited to attend this meeting to voice their opinions on the matter. Those present were agreeable to such an arrangement, so in answer to a request from Mr. Chris Salamonsen, a motion was made by Councilman Tuson, seconded by Councilman Slye that the attorney be instructed to prepare a Late Comer Agreement for the area on Fifth Avenue south, northerly from the needy constructed apartment house owned by Mr. Salamonsen. Motion carried. A request for a Dance license for Ray's 99er on Highway 99 was referred to the Police Chief for investigation and a report. A letter received from Mrs. Adair on 82' Ave. S., south of 31m Way, requesting im- provement of the street conditions, was turned over to the City Supervisor to see that some widening might be done, and the street grade furnished. At the recommendation of the City Engineer that the contract for the construction of the Ballinger Trunk Sewer be awarded on the basis of the low bid, a motion was made by Councilman Tuson, seconded by Councilman Harrison that the City accept the bid of Seattle General Corporation for 0"95,145.00 on the Ballinger Trunk Sewer construction and the Mayor be authorized to sign the contract with them. Motion carried. It was moved by Councilman Tuson, seconded by Councilman Simpson that the final plat • of P•iaplewood Village ; 1 be approved and the Mayor be authorized to sign the final plat as soon as all bonds have been posted. Motion carried. A motion was made by Councilman Tuson, seconded by Councilman Slye that in answer to their request, the School Board be notified that the City is receptive to working out a Late Comer Agreement to serve the Seaview Heights School with sanitary sewer. Diotion carried. Councilman Tuson then made a motion, seconded by Councilman Slye that the motion awarding the bid to Seattle General Corporation for the construction of the Ballinger Trunk Sewer be amended, to state thhttthe contract be awarded subject to securing of financing for the project. Motion carried. A request for a Late Comer Agreement to serve Bjorn Thuesen's Preview Homes area with sanitary sewer from 12" & Fir to about 450 ft. of piping to the end of the line was turned over to the Water -Sewer Committee for investigation and report. In regard to the discussion held with the Town of ?•Wood*.•gay on access routes submitted by the State Hi-hway Dept., a motion was made by Councilman Harrison, seconded by Councilman Slye that the Highway Dept. be notified that the Council delay approval of any of the proposed routes. A roll call vote showed 3 councilmen in favor, 4 against, and the motion failed to carry. It was then moved by Councilman Christensen, seconded by Councilman Harrison that the Ilighway Dept. be informed that the City presently disfavors any route passing through o _ K��sA� the City of Edmonds until the �� pfianning has been done by the Planners for the City of Edmonds. Motion carried. A motion was made by Councilman Sorensen, seconded by Councilman Slye that the Engineer be authorized to establish the street grade on 121' Avenue, north of Main, to its end. • Motion carried.
