19681007 City Council Minutes46-& seconded by Councilman Kincaid to establish a council policy that any proposal on contract zoning presented to the City Council must first be heard by the Planning Commission without recommendation from the Council, and that the proponent of the contract zoning submit the proposal to the Planning Commission in writing. Motion carried unanimously. CLAIMS FOR DAMAGES Claims for damages were acknowledged from M. Critchley and from Arnold E. Bowsher. These were referred to the City Clerk for processing. TRAFFIC LIGHT AT 3RD AND DAYTON Proposals had been opened on October 1 at 2:00 P.M. for installation•of a traffic light at 3rd and Dayton. Bids were: Service Electric Co. $2,380.00 plus tax Signal Electric, Inc. .29589.10 Emles Electric Co. 25275.00 General Service Electric, Inc. 29192.00 The City Engineer recommended that the low.bid be accepted and a motion was made by Councilman Bennett, seconded by Councilman Nelson that General Service Electric, Inc. be given the job of installing the light at 3rd and Dayton at a cost of $2,192.00 plus tax and the Mayor be authorized to have the PUD install a pole at this intersection. Motion carried. AUTHORIZATION - CALL FOR BIDS ON POLICE CARS A motion was made by Councilman Nordquist, seconded by Councilman Tuson to authorize a call for bids for 4 police cars with bucket seats, bids to be opened on October 21 at 2:00 P.M. Motion carried. UNION OIL BEACH In regard to the proposed use by the City of the Union Oil Beach property, a motion was made by Councilman Kincaid, seconded by Councilman Bennett to authorize the City Attorney to prepare a one- year lease with the Union Oil Co. for use of the beach, including first rights to purchase. Motion carried. PROPOSED PARK RESTROOM STRUCTURE It was moved by Councilman Bennett, seconded by Councilman Nelson to authorize the expenditure of $1,500.00 to Jack McClellan for plans for park restroom structures. Motion carried. PLANNING COMMISSION RESOLUTION #289 Planning Commission Resolution #289 was to council, recommending the denial presented of a proposed amendment to the zoning map from CG to RMH property described in Planning Commission File R-12-68. This was in the Ballinger district and it was recommended that it was not desirab le to encourage high density apartments -because of inadequate streets. There had been no appeal made, and it was therefore moved by Councilman Nordquist, seconded by Councilman Tuson to uphold the denial of the Planning Commission in their Resolution #289. Motion carried unanimously. FIRST READING: PROPOSED -ORDINANCE Council heard the first reading of a proposed ordinance Regulating the Invasion of Street R/W. APPROVAL OF PLAT The plat of Seaview Woods was presented.to-council, and after study it was moved by Councilman Nelson, by Councilman Kincaid seconded that the City approve the final plat of Seaview Woods. Motion carried. There was no further business, and the meeting adjourned at 11:40 P.M. City Clerk Mayor October 7, 1968 1969 FINAL BUDGET HEARING In accordance with state law, hearing was, held on the Final Budget for the City of Edmonds for the year 1969 on Monday, October.7, 1968. Hearing was called to order by Mayor Harve Harrison with all councilmen present. Mayor Harrison then introduced the following members of his Citizen's Laison Committee who were in the audiences James Sawyer, Bob Lakey, Bill Nelson, Bud Hartwick, Pat Healy, and Ken Welling. Mayor Harrison then called on City Supervisor D. C. Lawson to present the budget, and Supervisor Lawson explained each individual budget item. Following this, the hearing was opened. Police Judge William J. Goulder requested that another look be taken at the salary of the Police Judge. He did not believe that it should have been cut $25.00 per month from the preliminary sheet that he had seen. It was explained that many cuts had been made on the 0 ;front page of the proposed Salary Ordinance; some of $25.00 and others of up to $50.00 per month. Several members of the Police Dept. were present, and they also were dissatisfied with .the salaries proposed for them. Councilman Kincaid, however, brought out the fact that the Police Dept. had decided to negotiate with the City through their Union representative, and that this made it necessary for any discussions on wages to be held through these negotiating ' committees and thus prevented salary discussions on a personal basis between the council members and individual policemen. �i There were no tax payers in the audience who wished to comment further on the final budget, and the hearing was therefore closed. Because of further proposed salary negotiations, it was, moved by Councilman Kincaid, seconded by .Councilman Nordquist that the council defer action on .the Salary Ordinance and hold it for further discussion. However, Councilman Bennett felt that the salaries had been reviewed in detail, and he was prepared to vote tonight on salaries as well as on the Budget. At this point, Councilmen Kincaid and Nordquist retracted their motion. It was moved -by Councilman Kincaid, seconded by Councilman Nordquist that proposed Ordinance 1389 be passed, adopting the Final Budget of the City of Edmonds for the fiscal year com- mencing January 1, 1969. A roll call vote showed all councilmen voting in favor, and the motion carried unanimously. It was then moved by Councilman Nordquist, seconded by Councilman Slye that proposed Ordinance #1390 be passed, levying the general taxes for the City of Edmonds for the fiscal year commencing January 11 1969, and providing for the collection thereof! A roll call vote was taken, with all councilmen voting in favor, and the motion carried unanimously. This ended the budget hearing, and the meeting adjourned at 11:15 P.M. City Clerk Mayor October 15, 1968 ROLL CALL The regular meeting of the Edmonds City Council was called to order by Mayor Harve Harrison with all councilmen present. APPROVAL OF MINUTES Minutes of the meeting of October 1 had been posted and mailed, and since there were no omissions nor corrections, they stood approved. HEARING: FINAL ASSESSMENT ROLL - LID #140 - SEWERS, VICINITY 8tb & PUGET Engineer Larson explained the final costs of the LID. The final total costs were $17,033.59, with $3,998.17 reimbursable from the City of Edmonds., making a total cost for the LID in the amount of $13,035.42. The preliminary estimate was $12,700.00 with zoned front foot cost of $6.a$. The final zoned front foot cost was $7.74, the difference mainly coming from the fact that some of the original assessed property had to be deleted from the LID. Hearing was then opened. John Kannair, 1420 8m Avenue North, objected to the fact that the property. owners were having to pay the cost of a main trunk line. Engineer Larson explained that the main trunk line was installed at the cost of the City of Edmonds, not the property owners. The main line was installed to connect LID #151. H. D. Propst, Jr., 19514 — 100L Avenue W. asked when the project would be completed. He said the property had been left in a terrible shape, and that his neighbors yard had been a mud hole, and the contractor had dumped rocks in it and had gone' --off and left it. Councilman Bennett asked about e the use of the performance bond to get this project completed. Engineer Larson stated that the original contractor had gone bankrupt, but that sufficient retainage was held to pay to have all of the work done to complete the job. Ech's had been hired and would perhaps have the work done in a week. Hearing was closed. Councilman Bennett moved, seconded by Councilman Slye that Ordinance #1391 be passed approving and confirming the final assessment roll of LID #140. Motion carried. HEARING: FINAL ASSESSMENT ROLL - LID #162 - 5tb AVENUE SOUTH SIDEWALKS Engineer Larson explained the final costs of the LID. The preliminary estimate for total cost was $7,000.00, $5,000.00 of which was to be paid by the property owner and the balance by the City of Edmonds. The final cost was $10,445.25, with the increase in price due to the retaining wall. $5,000.00 was still chargeable to the property owner and the balance of $5,445.25 to be paid by the City of Edmonds. There was no one in the audience who wished to -ask questions so hearing was closed. A motion was made by Councilman Slye, seconded by Councilman Nordquist that Ordinance #1392 be passed approving and confirming the final assessment roll of LID #162. Motion carried. HEARING: ON PLANNING COMMISSION RESOLUTION #288 - RECOMMENDING AMENDMENT TO COMPREHENSIVE LAND USE PLAN MAP BY REDESIGNATING AS SINGLE FAMILY RESIDENCE PROPERTY DESCRIBED IN PLANNING COMMISSION FILE CP-1-68. City Planner Merlin Logan explained that for some reason three small lots on the west side of Second Avenue and just north of Edmonds St. had been zoned multiple residential. Residents of the Breakwatee Townhouse on the east side of Second Avenue had petitioned to have the area EDFsc single family, be- cause they had purchased their property with the understanding they would have an unobstructed view.
