ROLL CALL
Regular meeting of the Edmonds City Council was called to order by Mayor Harve Harrison with all
councilmen present except Bennett and Nelson, who had both indicated that they would be late.
APPROVAL OF MINUTES
Minutes.of the meeting of November 5 had been posted and mailed, and since there were no omissions
nor corrections, they were approved as presented.
PROPOSED RESOLUTION OF INTENTION TO SEWER PETITIONED AREA SOUTH OF MEADOWDALE JR. HIGH
In regard to the proposed Resolution of Intention to sewer the petitioned area south of the Meadow -
dale Jr. High School, which had been continued from the. council meeting of November 5th, the City
Engineer reported it would be his recommendation that the best method of sewering this area was into
the Lynnwood sewer system. He added that it 'vas possible to pump the area sewage into the proposed
Unit 6 sewer line after that is installed, but from an engineering standpoint, he recommended it
best to sewer through the Lynnwood line by a gravity flow. A motion was then made by Councilman
Haines, seconded by Councilman Nordquist that this matter be continued to the next council meeting
on December 3, during which time a letter can be written tothe City of Lynnwood in regard to the use
of their sewer line. Motion carried.
SEWERING UNITS 5 AND 6
Engineer Larson stated that the signatures on the petitions for sewering of Units 5 and 6 had been
checked in the County Auditor's office and verified by the Title Company, and that there was in
excess of 50% of the lineal footage of the property inthe proposed LID area represented. Following
discussion, it was moved by Councilman Stye, seconded by Councilman Tuson that proposed Ordinance
• #1395 be passed, creating LID #164 for sewering of Units15 and 6. Motion carried.
HEARING; PLANNING COMMISSION RESOLUTION #290
Hearing was held on Planning Commission Resolution #290, File R-14-68, recommending a rezone from RS-8
to RS-12 of property in the Pine Ridge area. City Planner Merline Logan gave the council an explana-
tion of the background and reason forthe request bythe property owners to enlarge the building lots
in this area. Hearing was then opened.
Robert Hovde, 20427 - 86th P1. W., spoke in favor of the proposed rezone to larger lots for building.
No one else in'.the audience wished to comment, and theiearing was closed.
A motion was made by Councilman Nordquist, seconded by Councilman Slye that proposed Ordinance #k1396
be passed, changing the zoning of this area described in Planning Commission Resolution #296 and
their File R-14-68 from RS-8 to RS-12. Motion carried.
HEARING: PLANNING COMMISSION RESOLUTION #291
Hearing was held on Planning Commission Resolution #�291, File ZO-7-68, recommending redefinition of
mobile homes and trailers and listing as a prohibited use in residential districts. City Planner
Logan explained that the old ordinance on trailers did not spell out clearly mobile homes as such,
and in order to clarify the ordinance, "mobile homes" had been redefined and listed under prohibi-
tive uses. Hearing was opened.
Councilman Haines brought up the question oftow does one differentiate between a trailer type of
mobile home and a home that is being moved from one location to another; thatle felt the definition
didn't clearly separate one from the other. Mr. Jack Maynard in the audience noted that the state
licenses mobile homes, but that it does not license homes that can be moved from one "permanent"
location to another, such as when a highway necessitates the moving of a Name to another location.
• Building Official Slabaugh stated that he felt there would be no trouble in his office with the defi-
nition as it stood in the proposed ordinance. There were no other comments from the audience, and
the hearing was closed. Following some discussion, it was moved by Councilman Slye, seconded by
Councilman Nordquist that proposed Ordinance #1397 be passed, amending the zoning ordinance in accor-
dance with the recommendations in Planning Commission Resolution #k291. Motion carried.
SET HEARING DATE FOR APPEAL FROM PLANNING COMMISSION RECOMMENDATION IN RESOLUTION 292
Planning Commission Resolution #292 had been presented to council, recommending denial of a proposed
amendment to the official street map to establish a street sight -of -way midway between 9th Avenue S.
and loth Avenue S. extending northerly from Elm Street, as set forth in Planning Commission File
ST-3-68. An appeal was received from A. J. Baumgartner, stating that the property owners wished a
hearing before the council on .this matter. It was therefore moved by Councilman Nordquist, seconded.
by Councilman Tuson that December 3 be set as the hearing date on the appeal from the recommendation
in Planning Commission Resolution #292. Motion carried.
PRESENTATION OF PLANNING COMMISSION RESOLUTIONS
City Planner Logan presented Planning Commission Resolution #k2939 recommending an amendment to the
zoning map to designate.as RMH property presently zoned Public Use and legally described in Planning
Commission File R-15-68. He also presented Planning Commission Resolution #294, recommending an
amendment to the official zoning map to remove the "Hospital" designation from said map and zone to
RML property legally described in Planning Commission File R-16-68. Both of these Resolutions were
to be set for a hearing before council, and it was moved by Councilman Slye, seconded by Councilman
Nordquist that December 3 be set as the date for hearings on Planning Commission Resolutions #293 and
#294. Motion carried.
REPORT ON BIDS - UNITS 2 AND 3 SEWERS
Bids had been opened on Monday, Movember 18 at 2:00 P.M. inihe Council Chambers for LID #161, Units
• 2 and 3 sewering. Present at bid opening were the City Clerk, City Engineer, Assisiant.City Engineer,

Director of Public Works, Wayne Jones from Reid, Middleton & Associates, Inc., and several representa-
tives from bidding companies. Seven bids were received:

Engineer Larson recommended that the low bid be accepted, and it was moved by Councilman Slye, seconded
by Councilman Nordquist that the bid on LID #161, Units 2 and 3 Sewers, be awarded to National Con-
struction Co., Inc. for the amount of $480,730.00, and the Mayor be authorized to enter into contract
with them. Motion carried.
AUDITING OF BILLS
A motion was made by Councilman Slye., seconded by Councilman Nordquist that vouchers #7698 through
#7873 in the total amount of $141,250.18 be approved and the City Clerk be authorized to issue warrants
in payment of these regular monthly. bills. 'Motion carried.
It was moved by Councilman Slye, seconded by Councilman Nordquist that vouchers #36 and #37 in the
total amount of $19,692.12 against the 1967 Water -Sewer Revenue Bond Issue be approved for payment,
and the motion carried.
A motion was made by Councilman.Slye, seconded by Councilman Nordquist that the following LID bills
be approved for payment:
LID #140 - $574.75 to Ech's Burner Oils, Inc. for asphalt overlay and repairs, and $26.20 to Edmonds
Tribune Review for legal publications; O
LID #153 - $608.10 to Street Arterial Fund for reimbursement of gas tax monies;
LID #161 - $4,431.78 to Bass Construction Co. for contractors estimate #4; $1,954.89 to Gray &
Osborne for final engineering services; $50.00 to V. T. Rice and Gertrude G. Rice for payment of Ease-
ment; $80.00 to Jack R. & Brenda C. Graesser for payment of easement; $100.00 to David M. & Beverly
B. Larson for payment of easement; $80.00 to Daily Journal of Commerce for legal publications; $17.00
to Edmonds Tribune Review for legal publications and the City Clerk be authorized to issue interest
bearing warrants to Grande & Co., Inc. in the total amount of $6,713.67 to cover these bills against
the LID to date;
LID #162 - $21.20 to Edmonds Tribune Review for legal publications and the City Clerk be authorized to
issue an interest bearing warrant to City of Edmonds in the same amount'to cover this bill;
LID #164 - $8.00 to Lenore S: Collins for expenses incurred checking assessed valuations and the City
Clerk be authorized to issue an interest bearing warrant to City of Edmonds in the same amount to cover
this bill; and
LID #166 - $278.10 to Reid, Middleton & Associates, Inc. for engineering services and the City Clerk be
authorized to issue an interest bearing warrant to City of Edmonds in the same amount to cover this bill.
CORRESPONDENCE
A letter was read from Patrick D. Coogan, 17228 - 76th Ave. W., regarding the speed limit on 76th Ave.
West, and this was referred to the Safety Committee.
A second letter from Mr. Coogan was read, dealing with a proposed sub -division by Mr..Del Dern in the
76th Ave. W. area, and this was referred to the Planning Dept.
COUNCIL PARTICIPATION
Councilman Nordquist reported that he had.received several inquiries from individuals and from mortgage
companies asking the reason for the City of Edmonds' staggered LID billing dates, instead of the same
LID being billed on the same date every year. He then commended the City Clerk for pursuing the problem
and working it out with the new Deputy Treasurer so that now each individual LID billing from the City
of Edmonds$ Treasurer's Office will be now due on the same date each year.
Councilman Slye.noted that the Fire Dept. had ceased pumping water:from one of the hydrants last week
because of so many particles of wood, etc. coming from the line fed by the Alderwood Water District.
Councilman Tuson inquired aboutthe proposed beautification of the Treatment Plant.
CLAIMS FOR DAMAGES
Council acknowledged receipt of claims for damages from Mrs. William. Cline, Robert A. Mundt, J. V.
Shantz, Mr. & Mrs. Egon F.. Backman, and Don Nelson. These were referred to the City Clerk for pro-
cessing.
FIRST READING: PROPOSED ORDINANCE FOR ACQUISITION OF CERTAIN PROPERTY FOR PARK PURPOSES
First reading was held on a proposed ordinance for the acquisition for public park purposes of certain
parcels of property, and providing for condemnation proceedings.
REPORT ON PURCHASE OF POLICE CARS
A brief report was given by Police Chief, Grims.tad on the purchase of the police cars with the City of
Seattle. He noted that the City of Edmonds would realize a saving of approximately $500.00 per unit
by ordering these vehicles with Seattle..
There was no further business to come before council, and the meeting was adjourned at 9:15 P.M.
