The regular meeting of the Edmonds City Council was called to order at 7:30 P.M.
by Mayor Harve Harrison, with all council members present except Gellert, Tuson
and Nelson.
MAYOR'S ANNOUNCEMENT
Mayor Harve Harrison announced the passing this evening of Don Lawson. Mr. Lawson
served for 22 years as the City Supervisor. Mayor Harrison asked the Council and
others present in the Chambers to join him in a moment of silence in memory of
Mr. Lawson.
APPROVAL OF MINUTES'
Minutes of the meeting of January 30 had been posted, mailed and distributed and
with no omissions nor corrections, they were approved as written.
COUNCIL.' "PARTICIPATION
Councilman Nordquist said he would like to have Items 6,7,8, 10, and 11 held over
until there is a full council. He therefore made the motion to postpone these
items to the next meeting. Councilman Haines seconded the motion and explained
that he was in agreement with Councilman Nordquist as he also thought there should
be a full council on at least some of the items. A second reason was that there
would be less than a majority vote. City Attorney'John Wallace pointed out that
• Item 46 was just to set a hearing. Councilman Nordquist then withdrew this item
from his motion. On call for the question, the motion carried.
CORRESPONDENCE
The Deputy City Clerk read an Appeal to City Council received from Bennett A. Box
wherein he appealed the engineering requirements imposed by the Edmonds Planning
Commission at the hearing of 5-38-72. The Mayor asked the CAO to make arrangements
to put this on the agenda.
Mayor Harrison read a letter which had been received from Dan Coulter, Mayor of
Mountlake Terrace, in which he stated that the recently completed -Snohomish County
and North King County Transportation Study recommended a new arterial along the
Snohomish -King County line from Interstate 5 east to Sign Route 527. He said they
feel there would be great advantage to South Snohomish County and North King County
in this arterial becoming a new alignment for Sign Route 104 eastward.' The letter
also stated that the South Snohomish County Chamber of Commerce and the City of
Mountlake Terrace have passed Resolutions requesting legislators to introduce
legislation required to direct the State Highway Department to study the feasibility
of such a realignment of Sign Route 104. Mayor Coulter asked for City of Edmonds
support and hoped we would pass a similar resolution. Mayor Harrison asked for
Council consideration of this matter and if it is the desire of the Council it can
be put on a future agenda.
SET HEARING DATE FOR PLANNING COMMISSION RESOLUTION 4399
Planning Commission Resolution #399 had been received from the Planning Commission
recommending approval of vacation of 25 ft. street R/W at 21080 and 21088 - 88th P1.W1
• as petitioned,by Bennett Box and Howard Parrett, owners. This item had been
continued from the January 23 and January 30 since the attorney had advised that
a petition must be received before a vacation can be heard. The City Clerk reported
that a petition for Vacation had been received signed by four property owners
representing two-thirds of the real property abutting the street to be vacated.
Therefore, it was moved by Councilman Nordquist and seconded by Councilman Winters
that proposed Resolution #270 be passed setting Tuesday, the 6th of March as the
hearing date for determination by the City Council of said petition. Motion carried.
AUTHORIZATION TO CALL FOR BIDS FOR PURCHASE OF PUBLIC WORKS VEHICLES
J. Herb Gilbo, Director of Maintenance and'Operations, asked for approval to
purchase ten new vehicles. It was his recommendation that we go out,for bid
in one set of specifications in order to receive a better price. A motion was
then made by Councilman Nordquist and seconded by Councilman Haines to authorize .
the Public Works Department to call for bids for purchase of vehicles as outlined
in Mr. Gilbo's proposal and also for the disposition of any vehicles that result
from this. Motion carried. Councilman Nordquist stated that some years ago the
Council had specified that all City vehicles should be one color. He asked Mr. Gilbo
if this would be the case with the new vehicles and Mr. Gilbo said that this can be
made a part of the specifications.
CAO REPORT
CAO Ron Whaley reported that City Attorney Wallace had asked for clarification
regarding two claims received by the City two weeks ago from Bennett A. Box and
William A. Wilson, attorneys, for services performed as court appointed attorneys
for indigent defendants. In going over the minutes of the meeting two weeks ago
it was not clear how these claims were to be handled. City Attorney John Wallace

recommended that these claims be rejected, therefore, a motion was made by Councilman
Nordquist and seconded by Councilman Winters that the claims submitted by Bennett
A. Box and William A. Wilson two weeks ago for attorney fees be rejected. Carried.
Mr. Whaley stated that he had received a letter from the IRS notifying us that
our Application for Exemption has been approved effective January this year.
Councilwoman Shippen questioned Councilman Nordquist about the.delay on item #10,
the proposed amendment to the Salary Ordinance regarding the Planner and Assistant
Planner. She was wondering if the proposed Assistant Planner would still be
available. City Planner, Joe Wallis, stated that she would still be available.
Mayor Harrison asked the Council what their position was on the resolution to
support Mountlake Terrace's effort in regard to Sign Route 104 realignment. A
motion was made by Councilman Nordquist and seconded by Councilwoman Shippen to
make this an agenda item. Motion carried.
There being be further business to come before the Council the meeting adjourned
at 7:59 P.M.

ROLL CALL
The Edmonds City Council regular meeting was called to order at 7:30 P. M. by •
Mayor Harve Harrison, with all council members present except Tuson and Nelson.
Councilman Nordquist arrived at 8:06 P. M.
APPROVAL OF MINUTES
Minutes of the council meeting of February 6th had been posted, mailed and dis-
tributed, and with no omissions nor corrections, they were Approved as written.
COUNCIL PARTICIPATION
Mayor Harrison announced that there would be a meeting of the Association of
Snohomish County Cities and Towns at 6:30 P. M. on Thursday, February 22 at the
Viking Restaurant in Stanwood, and he noted that reservations should be made
and asked any council members who wished to attend to call the Mayor's secretary
so that they would know how many would be going.
Mayor Harrison read a memo from CAO Ron Whaley reminding him and council of the
legislative hearing on Wednesday the 14th at 7:30 P. M. in Olympia.
Councilwoman Shippen reminded council of the joint meeting with the Park Board,
aa)so scheduled for Wednesday evening the 14th in the Mayor's office.
CORRESPONDENCE
The City Clerk advised council of the re ceipt of a new letter of Intent to
commence annexation proceedings in the Chase Lake area. The petition had been
signed by owners of not less than 10% of the assessed valuation of the area .
requesting annexation, and the City Clerk noted that two separate petitons
were being presented, each with a slightly different boundary on one end. The
City Engineer explained that Petition A included the area south of`.the city
limits and north of 220th between 76th W. and 85th Pl. W. Petition B was south of
the Edmonds city limits and north of 220th between a line 127 feet east of 80th W.
and 85th P1. W. The percentage of property owners signing the petition amounted
to 26% in Area "A" and 28% in Area "B", being adequate on both. City Engineer
Larson stated that a meeting had been held by the proponents for the proposed
annexation, to which representatives of the City had been invited and attented.
The result of that meeting was the submitting of the two petitions. Deputy City
Attorney John Wallace advised that at this point, council could meet with the
initiating parties to determine if the city will accept the proposed annexation,
and whether the city will require the adoption of a proposed zoning regulation
and assumption of existing city indebtedness. Approval must be a condition pre-
cedent to circulation of the petition. Upon the Attorney's recommendation that
this meeting for a hearing could be held tonight, since there were a group of
property owners from the area present, it was moved by Councilman Gellert,
seconded by Councilman Haines that this meeting be placed on tonight's agenda
following the item of Correspondence. Motion carried.
HEARING: ON LETTER OF INTENT TO COMMENCE ANNEXATION PROCEEDINGS
The hearing was opened on the letter of Intent to commence annexation proceed-
ings for the Chase Lake area. Colleen Brown stated that from experience with
obtaining signatures in the area now proposed, she felt they could quite easily
get the required 75% and should be able to complete the petition quickly. She
noted that the sewer problem in the area of the Chase Lake School was getting
worse all the time.
