Attorney John Wallace advised that notification of absence from three
consecutive council meetings must either be in writing or can be excused
by douncil action.
Councilman Gellert moved, seconded by Councilman Tuson that council
excuse Dr. Anderson from attending the city council meetings until May 15
because of prior committments. The motion carried.
There was no further business, and the meeting adjourned at 9:10 P.M.

Regular meeting of the Edmonds City Council was called to order at 7:30 P.M.
by Mayor Harve Harrison, with all council members present except Nelson and
Anderson.
APPROVAL OF MINUTES
Minutes of the council meeting of March 20 had been posted, mailed and distributed.
Councilman Gellert noted that on Page 5, paragraph 1 he wished to clarify the
statement with regard to "viewpoint of the residents", and point out that he

was referring to residents of the Meadowdale Area and did not wish to imply .that
Jim Haines had suggested Dr. Anderson as a nominee. The minutes were then approved
as corrected.
COUNCIL PARTICIPATION
Councilman Tuson asked City Engineer, Leif Larson what had happened with the
reducing station downtown. Mr. Larson replied that we had run'low oh funds when
we increased the amount for the Yost Park water tank and when we changed it from
steel to concrete.
Councilwoman Shippen said it was her understanding that the position of Recreation
Supervisor- would be funded to the end of this year regardless of when the EEA funds
ended. She asked for clarification. CAO Whaley stated that he had checked back
in the records and found that a motion had, in fact been made to retain the
Recreation Supervisor after the EEA funding had expired. Subsequently, the person
holding this job took another position in Seattle. At that time we were not allowed
to refill any position vacated. Following a.study" the Park Board has requested
that the position to filled permanently. According to records, 87,523 persons
participated in various recreation programs last year which seems to indicate that
this position is pretty important to Edmonds. Based on this, Mr. Whaley contacted
the EEA to see if they would fund this position again. They feel they can fund
this position due to the number of EEA personnel the City of Edmonds will retain.
It was indicated that if this is to be a permanent position, they will fund until
the end of the EEA program.
Councilwoman.Shippen asked when Brackett's Landing is going to be complete as far
as landscaping and asphalting goes? Engineer Larson replied that hopefully, the
paving will be completed by the latter part of April. She then talked with Engineer

Larson and Rod Garretson, Park and Recreation Director about the landscaping stating
that she had not seen the new plans. It was stated that something would be brought
in next week. Mayor Harrison inquired about the lighting and was informed that
this is'still being studied. Councilman Tuson also expressed interest in the
lighting and hoped this _phase of the project would be taken care of before any
asphalting is done. Engineer Larson said he would bring the layout over for the
council to view this evening. Councilwoman Shippen asked Mr. Garretson if he was
going to review the signing also: She thought it better to have one large sign
with lots of words than several small signs with few words.
Councilman Gellert inquired about the survey being done by the Planner and the
Jaycees that he had read about in the newspaper. He said he was not clear on
what the Jaycees function was in this. City Planner, Joe Wallis, explained that
this survey is for the purpose of providing basic information to ascertain long
term goals for the community and to inventory existing conditions. Mr. Wallis
found that the Jaycees had already made some studies along this line and decided
to utilize them as a vehicle to get this program "off the ground". Mr. Wallis
said he hopes to survey every household in order to give the City some good
direction and to possibly establish some priorities.
AUDIENCE PARTICIPATION
Bob Hollowell commented that he thought surveying all households would be a waste
of time since all we would get would be attitudes and opinions and nothing of
substance. This was discussed briefly and Mayor Harrison stated that he felt
one of the benefits would be to involve a greater number of people in plans for
Edmonds' future.

Keith LaBelle from the Park Board said he would like.to thank Council for their
continuing support of the recreation program. He assured the council that from
time to time they would provide the council members with statistics regarding
participation in the recreation programs.
Mrs. Fred Knouse was in the audience and she asked that the Mayor read the lett:er
that had been presented to him at the start of the meeting. It stated that a
committee was being established by the Citizens League for Animal Welfare Society.
The prime objective of this committee is to establish a South Snohomish County
Animal Shelter and related programs. They would like to have diversified rep-
resentation from South County cities who can represent the Mayor, City Council
and Police Department. It'waw, the intent of this letter to ask for such a person
or persons from the City of Edmonds. Councilwoman Shippen indicated that she
would serve on this committee. Councilman Tuson said he would be happy to attend
evening meetings as he was busy during the day. Mrs. Knouse announced that there
is a meeting scheduled for 8:00 P.M. this coming Thursday at the Edmonds Library.
Councilman Tuson said he would not be able to attend this meeting due to a prior
commitment. Councilman Shippen then said.she would be there.
The Mayor stated at this point that he had received a proposal from the Police
Chief regarding a new fee schedule for animal licensing. Copies were distributed
to the council and to the representatives from CLAWS.
CORRESPONDENCE
Mayor Harrison read a letter from the Puget Sound Governmental Conference stating
that on Saturday, March 31, 19739 a day -long workshop on Human Resources is being
held at the Sea-Tac Motor Inn for elected officials and executive staff of local
governments. CAO Ron Whaley will attend.
Mayor Harrison then mentioned a letter he had received from the North Beach
Citizens Committee wherein they are asking our support in an action to permit
automobile driving on the ocean beaches. He said he was personally opposed to
their position. The Mayor said he would like to ask the Council to take positive
action to support the Washington Parks and Recreation Commission so that we can
get that message to them. This matter was turned over to the Park Board for
study and comment.
CONSIDERATION OF EDMONDS' PARTICIPATION IN SCOPE (CON'D. FROM MARCH 13)
Councilman Gellert asked that this matter be postponed until the Police Chief
has returned from vacation. Meanwhile, Mr. Whaley stated that if council members
had any specific questions regarding the agreement, he would appreciate receiving
a memo listing points in question. A motion was then made by Councilman Gellert
and seconded by Councilman Tuson to postpone this matter until April 10. Carried.
CONSIDERATION OF STUDY PROPOSAL BY L.A. BAILEY FOR CITY PEDESTRIAN/BICYCLE
TRAIL SYSTEM
In opening remarks, Mayor Harrison stated that the Park Board has recommended
acceptance of Mr. Bailey's proposal. He then read a letter from Mr. Bailey
wherein Mr. Bailey asks for help in financing his studies into the Pedestrain/
Bicycle Trail System for the City of Edmonds. He also states in the letter
that he is engaged in a graduate program at the University of Washington and
has undertaken as one of his research documents a set of Standards and Guidelines
that the City of Edmonds could use in implementing the present Pedestrian/Bicycle
Trail System. He estimates about three months to complete this presentation and
requests financial assistance in the amount of fourteen hundred dollars ($�400.00).
Mr. Bailey said his report would,'give the City the tools to make an evaluation of
proposed routes. It goes into actual technical data such as the bicycle and its
rider, the radius of curvatures, grade limitations, etc., plus planning and
engineering aspects, and implementation and possible ordinances. Mr. Bailey
then showed some slides of a Bicycle Trail System in Davis, California, and
other areas there. Councilman Tuson inquired into the availability of funds
to finance a study such as this, and asked if the same type of study couldn't
possibly be done by our Engineering Department and Park Department. Councilman
Tuson questioned Mr..Bailey on the State Highway Department's involvement in
studies such as this, Mr. Bailey said that the Highway Department was interested
in the highways and not residential streets. Councilman Tuson stated that it
should be spelled out what width the paths are to be whether four feet wide or
eight feet wide, etc. Engineer Larson said it would be a question of time and
that it is a new field, but that he would be interested in knowing how long
Davis, California had been involved in their bicycle program. Mr. Bailey stated
that they had been working on standards since 1962. The Mayor asked how long
it would take to finalize the set of standards for the City of Edmonds, and Mr.
Bailey replied that it would be three or four months. Mr. Bailey said the funds
are for the purpose of allowing him time to actually do the graphics, the street
layouts, etc. Councilman Nordquist asked if this was a basic research paper that
could be applicable to the whole State of Washington. Mr. Bailey said this was
possible. There followed some discussion on financing and the Mayor wondered if
this could be financed on a South County basis since our Recreation Programs are
operated that way now. Questions were asked about whether the city has any plans
for a Bicycle Trail System for this fiscal year and whether these pathways are
being considered when streets are being improved. Engineer Larson and Mr. Gilbo

Director of Public Works stated that improvements have consisted of mainly widening
shoulder where possible. Councilman Tuson suggested if other cities in the area are
interested, perhaps the cost could be split three or four ways. Mr. Bailey pointed
out, however, that if he were working for several cities his fee would be higher.
Keith LaBelle said that one of the things the Park Board is looking for is to
have some sort of standard or guidelineset up, perhaps even in ordinance form,
so that as street improvements occur bicycle trails, pedestrian paths, etc. are
considered in conjunction with those street improvements.
There was more discussion of costs, following which a motion was made by Councilman
Gellert and seconded by Councilwoman Shippen that we accept the recommendation of
the Mayor and implement the offer of the study to be made by Mr. Bailey for the
amount of $1,400, which amount is to come from the contingency fund in the City
of Edmonds budget, and which study is to produce a set of applicable standards
and methods of cost estimating a Bicycle Trail System for the City of Edmonds.
This is to include a covering recommendation from the Park, Planning and Public
Works Departments. Councilman Tuson stated that he intended to vote against the
motion, but wanted to comment that the City Engineer, who is also the Safety
Engineer, and the Park Department are people who are doing the same thing and to
him this is just a matter of $1400. The motion failed to carry following a roll
call vote with Tuson, Nordquist and Winters voting no and Gellert and Mrs. Shippen
voting yes.
CONSIDERATION OF LYNNWOOD AMBULANCE LICENSE
Senior Patrolman Kenneth Estes reported that he had done an extensive background
check on the company and the personnel. He directed council's attention to a
letter from Chief Glandt, Lynnwood Police Department regarding a Mr. Brown employed
by Lynnwood Ambulance. Chief Glandt stated in this communication that Mr. Brown
would be an asset to any employer who gives him an opportunity to prove his capabilities.
Our ordinance stated that no employee of an ambulance company can be a convicted
felon, but Officer Estes requested that this case be considered on its own merits.
Mayor Harrison asked Albert Stutzke, the owner of Lynnwood Ambulance, if he would
like to make any comments. Mr. Stutzke felt that another ambulance service was
needed in this area due to the "population explosion'." He mentioned that they
had been called in to assist (by Edmonds) several times in the past few days.
Councilman Gellert noted that it has been difficult for ambulance companies to
stay in business and asked for Mr. Stutzke's comments in this regard. He replied
that this is one of the reasons for desiring a license to operate in Edmonds
in addition to Lynnwood, Mountlake Terrace, etc. Councilman Tuson asked how
they intended to cover calls from all these cities with just two vehicles.. Mr.
Stutzke said he has another vehicle on standby. Mayor Harrison asked Fire Chief
Cooper if he had any comments regarding more than one ambulance company being licensed
in Edmonds. Chief Cooper said there would be no interference with his department
and could be of assistance. Councilman Gellert noted that it is the trend for
cities to go towards a Medic I -program with regard to their aid cars. He asked
Mr. Stutzke if it would be compatible with their plans if Edmonds went in this
direction. He answered in the affirmative. Councilman Gellert then asked Officer
Estes if it was his intent to have the felony record of this one particular individual
waived in this instance. Following some discussion, City Attorney Murphy said
he did not want to change the ordinance, but would like to consider this on its
own merit. Councilman Nordquist made a motion seconded by Councilman Tuson to
approve the license of Lynnwood Ambulance and waive the felony record requirement
of the ordinance with regard to one of the employees in this particular case.
Councilman Nordquist wanted to emphasize that he was basing his request for a waiver
• on the opinion of his attorney, several doctors from Stevens Hospital and Lynnwood
Chief of Police Al Glant, After a brief discussion, the motion carried.
REPORT ON VEHICLE BID OPENING (POSTPONED FROM MARCH 20)
Herb Gilbo, Director of Maintenance and Operations, reported that bids were opened
on Friday, March 16 for four trucks and six Police vehicles. Three dealers submitted
bids, but only one for the entire package.. He recommended acceptance of the low
bid of Sumner Ford in the amount of $25,651.50 for the four trucks; and acceptance
of the low bid of Chapman -Pearce Ford in the amount of $22,259.85 for the six
Police vehicles. Councilman Nordquist made a motion seconded by Councilman Winters
to accept the low bid of Sumner Ford for the trucks and that the trucks are to
be painted Edmonds Blue. Motion carried. Councilman Nordquist then made a motion
seconded by Councilman Tuson to accept the low bid of Chapman -Pearce Ford in the
amount of $22,259.85 for the six Police vehicles. Motion carried.
ACCEPTANCE OF DEDICATION OF OPEN SPACE TO CITY OF EDMONDS UNDER 5-4-73 (4 LOT
SUBDIVISION - MEADOWDALE BEACH ROAD AND OLYMPIC VIEW DRIVE - DAVE FREY
City Planner Joe Wallis projected a map on the screen showing the tract in
question. He also showed color slides of the area. Mr. Wallis said it is a
rather good subdivision and the residents were concerned about maintaining a
buffer zone and one sure way of doing this was to deed Tract E to the City of
Edmonds so that it would not be subdivided and built upon: City Attorney Murphy
stated that the property would be conveyed by Quit Claim Deed. Councilman Gellert
made a motion seconded by Councilman uson that the City of Edmonds accept the
dedication of Tract E in the above -entitled matter. Motion carried.
PRELIMINARY PLAT OF GATEWOOD

City Planner, Joe Wallis reviewed this plat for the council and projected maps"

and photographs on the screen showing the area in question. He noted that there
would be driveways opening up onto 220th which is a community arterial which he
thought was not desireable. However, turnarounds will be provided, so that no
traffic will have to back onto 220th. After some further comments, he recommended
approval of the plat.
Councilman Tuson inquired about the sewer and the drainage. Engineer Larson
answered that there are sewers available in 9th Avenue and that they would have
to connect to laterals already put there based on a previous plat that had been
submitted. Therefore, 9th Avenue would not have to be torn up again. Storm
drainage problems will be resolved. There was also some discussion about one
of the lots on the north side of the plat that had been excluded from this
subdivision. The lot is encumbered as the neighbor to the north of it has first
right of refusal, so the developer did not purchase this lot. There was con-
siderable discussion regarding ingress and egress to the tract. Councilman
Nordquist then made a motion to approve the preliminary plat of Gatewood with
the restrictions to include three driveways off 220th using common driveways
with none backing out on 220th between lots 4 and 5, 6 and 7 and 8 and 9, and
lot 3 to have ingress and egress off 10th Avenue. The motion was seconded by
Councilman Winters and carried, following a roll call vote.
PRELIMINARY PLAT OF SEAVIEW FIRS
City Planner Joe Wallis reported on this plat indicating that it is located on
90th Avenue West at 180th Street S. W. and is zoned RS-12. He showed maps and
slides of the area. He recommended approval with a minimum amount of tree -cutting.
Following a brief discussion, a motion was made by Councilman Nordquist and
seconded by Councilman Tuson to approve the preliminary plat of Seaview Firs, •
subject to tree cutting requirements established by the Planner. Motion carried.
FINAL PLAT OF MAPLEWOOD
City Engineer, Leif Larson made a brief statement regarding this plat and rec-
ommended approval. A motion was made by Councilman Gellert and seconded by
Councilman Nordquist to approve the final plat of Maplewood. Motion carried.
PROPOSED AMENDMENT FOR 2 HOUR PARKING - 8 TO 6, MONDAY THROUGH FRIDAY
This is an ordinance of the City of Edmonds, supplementing Section 8.64-065 of
the Edmonds City Code limiting parking on portions of Sunset Avenue from Main
Street to Bell Street. A motion was made by Councilman Tuson and seconded by
Councilwoman Shippen to pass Ordinance 41652. Motion carried.
REPORT FROM COUNCIL REPRESENTATIVES(GN VARIOUS COMMITTEES
Councilman Gellert reported that SnoCom had voted to request implementation of
911 by October or November, and the Director was authorized to send a letter to
General Telephone in this regard. At the same time General Telephone was asked
to give some thought to cutting their exchanges at the county line.
Councilman Nordquist reported that the Health Board had noted that tuberculosis
is down in the county and that the in -patient treatment at Firlands is negligible.
He also mentioned that the South County Health Office located on Scriber Lake
Road has completed installation of their x-ray equipment. They would like to
invite members of the council and staff to stop by to see their facility.
DEVELOPMENT OF BRACKETT'S LANDING

City Engineer Leif Larson showed a map to council indicating planting and.parking
,areas plannned for Brackett's Landing. He pointed out the location where a historical
monument of some kind will be placed. There was some discussion on the paving
and the possibility of planting grass instead. It was thought that the salt
spray would be harmful to the grass. A motion was made by Councilman Nordquist
and seconded by Councilman Gellert to pass this matter along to the Park Board.
Motion carried.
CLAIMS FOR DAMAGES
Council acknowledged receipt of a Claim for Damages from Dr. Alfred B. Mueller.
This was referred to the City Clerk's Office for processing.
CAO REPORT
CAO Ron Whaley reported that the City has had several inquiries already about
Cleanup Week which is held every year. In a letter received from the American
Public Works Association, it was stated that Keep America Beautiful Day has
been set for April 28, 1973. He asked that we run our Cleanup Week in con-
junction with this. A motion was made by Councilman Nordquist and seconded
by Councilman Gellert to set the week of April 28th to May 1, 1973 as Cleanup
Week. Motion carried. Councilman Gellert mentioned that he would like the
corner lot in Perrinville cleaned up at this time. Mr. Whaley stated that the
owner had been contacted and asked to do so.
Mr. Whaley said that starting the second week of April he would like to have

the Employment Position Classifications reviewed. Council members Gellert
Shippen and Nordquist will sit in on the meetings when exempt position applications
are reviewed. Councilman Gellert asked for a one week notice regarding these'
meetings. Mr. Whaley said he would advise of the schedule.
Mr. Whaley passed out a draft of a Manpower Training Agreement. He then briefed
the council and read parts of the agreement. Council -members stated that they
would like to have more time to consider this item and therefore a motion was
made by Councilman Gellert and seconded by Councilman Nordquist that the Manpower
Training Agreement discussion be put on the agenda for April 3rd.
There being no further business to come before council, the meeting was adjourned
at 11:00 P.M.

Regular meeting of the Edmonds City Council was called to order at 7:30 P.M.
by Mayor Protem Natalie Shippen, with all council members present except
Anderson and Nelson, who was in Olympia attending a Legislative Session.
APPROVAL OF MINUTES
• Minutes of the council meeting of March 27 had been posted, mailed and dis-
tributed. Councilman Nordquist called attention to Par. 1, 2nd line from
bottom on page 4, referring to "his attorney". He would like that changed
to "owner's" attorney. In the next paragraph on page 4 regarding the vehicle
bid opening, Councilman Nordquist would like it stated that the bid amounts
included sales tax. Mayor Protem Shippen then said that the Deputy City
Clerk had called to her attention that the dates for Cleanup Week, mentioned
on page 6, should be changed to April 21, 1973 to May 1, 1973, instead of
April 28 to May 1. The minutes were then approved as corrected.
COUNCIL PARTICIPATION
Councilman Tuson stated that he had received a letter dated March 29th regarding
a gas line installed in Edmonds under Dayton Street. In the letter he was
advised that the Gas Company rebored and installed the line to a depth of
30".
Councilman Gellert said he had noticed that whenever a new house was built
on 88th Avenue West, the street was ripped up, He asked if utilities were
not supposed to be brought to the lot line? City Engineer, Leif Larson, stated
that the water lines are part of the old Alderwood Water Lines and the water
service lines are put in as they are needed. Councilman Gellert then asked
if we are requiring that the person who tears up the road does an adequate
job of restoring the road surface. *Mr. Larson said this is being done.
Councilman Nordquist referred the council to a letter he had inserted in each.
mailbox this evening. The letter was from the Snohomish County Council on
• Alcoholism and he asked the council to review this.
Mayor Protem Shippen reminded the council that representatives from CLAWS
were present at the last council meeting, and at that time Mrs. Shippen said
she would attend a meeting scheduled for last Thursday. The animal control
problem was to be discussed. At this meeting Mrs. Shippen was asked to
request a Resolution of Sympathy from the Edmonds City Council. Councilman
Gellert said we have an animal control agreement for one year and he would be
reluctant to break this contract. Mrs. Shippen stated that this is to be
simply an expression of interest in a unified method of animal control. Police
Chief, Marlo Foster remarked that he thought it was inevitable that we get
into this sort of agreement. Following some discussion, Mayor Protem Shippen
made a motion seconded by Councilman Tuson that Edmonds express an interest
by Resolution in establishing a South Snohomish County Animal Shelter to be
a multilateral approach to the animal control problem. Motion carried.
Mayor Protem Shippen noted that we have been asked for appointments to
Snohomish County Solid Waste Disposal Steering Committee. She said she has
appointed herself to this committee and would be open to.suggestions from
anyone else that would like to volunteer. Councilman Gellert suggested that
�y perhaps the City Engineer should attend these meetings. Mr. Larson stated
that he has been connected with the Washu Study for some time and attends
the meetings.
Mayor Protem Shippen asked if anyone would object to moving the CAO Report
from the bottom of the agenda to a place following the Audience Participation
portion. After a brief discussion it was thought that following the
