19740611 City Council Minutes141 1 • • A MOTION WAS MADE BY COUNCILMAN -WELLING,- SECONDED BY COUNCILMAN ANDERSON THAT JUNE 18 BE SET AS THE DATE FOR HEARING ON PLANNING COMMISSION RESOLUTON #441, AND THE MOTION CARRIED. RESOLUTION OF COMMENDATION FOR FORMER COUNCILMAN DON TUSON A MOTION WAS MADE BY COUNCILMAN ANDERSON, SECONDED BY COUNCILMAN GELLERT THAT PROPOSED RESOLUTION4305 BE PASSED, COMMENDING DONALD TUSON FOR HIS SERVICES TO THE CITY AND THE CITIZENS THEREOF.* MOTION CARRIED. Mayor Protem Nordquist suggested that a plaque with resolutions of commendation would be nice, and one way of saying thank you to people who serve the city for many years. M.A.A. Ron Whaley added that some sort,of award program would also be nice for employees; that some outstanding people serve the city for a number of -years with little or no recognition; -and that the awards might::.also include those who have made outstanding suggestions for improvements. REQUEST FOR BID DATE FOR PUBLIC WORKS -SHOP ADDITION AND STORAGE SHED City Engineer Leif Larson requested that a bid date of June 27 be set for the Public Works shop addition and storage shed. The bid will include the proposals for design and the cost of construction subject to the approval of the design. Engineer Larson mentioned that this would be a Turnkey type of proposal, and Councilman Welling said he felt the city should decide first whether or not it wants the Turnkey program., There was some discussion, and A MOTION WAS MADE BY COUNCILMAN ANDERSON, SECONDED BY COUNCILMAN GELLERT THN JUNE 27 BE SET AS THE DATE FOR OPENING BIDS -ON THE PUBLIC WORKS SHOP ADDITION AND -STORAGE SHED. THE MOTION CARRIED, WITH COUNCILMAN WELLING VOTING AGAINST. INFORMATION ON 196TH S.W.. 64TH W. TO 81ST W. UAB PROJECT M.A.A. Ron Whaley distributed to•.council a memo from the City Engineer reporting on information regarding the unofficial advisory from the UAB on funding of the project on 196th from 64th to 81st W. Further information and report will be presented by the City Engineer on June 18. CLAIMS FOR DAMAGES The City Clerk reported that claims for damages had been received from Richard E. Bader, 1141 Vista Place, for .damage to his car when driven through the gate at entrance to Union Oil Beach; from Larry L. Pipkin, 9822 Cherry Street, for flooding damage in his home due to the water pressure surge; and from John Sargent, 9630 Blake Place; also flooding of basement due to the water pressure surge. The claims were referred -to the City Clerk for processing. .ADJOURNMENT There was no further business to come before council, and the meeting was adjourned at 9:00 P.M. Harrison, Mayor' The Edmonds City Council Work Meeting was called to order by Mayor Harve Harrison at-8:05 P.M., with all council members -present, except Nordquist, who had notified the City Clerk.that he would be absent. APPROVAL OF MINUTES Councilman Gellert noted that on page 2, paragraph 2, first line of the June 4th minutes, he did not mean to commend the staff - he meant to recommend to the staff the article in the Nations Cities magazine. The minutes were then approved as amended. COUNCIL PARTICIPATION Councilman Anderson said that he would like to bring up the subject of the follow- up and response we make to the IAC regarding the fishing pier. He stated that he and Councilwoman Shippen had attended the last meeting last evening of .the Port and that this was one o.f.the topics on their agenda: He felt it will take some initiative on our part now cooperating with them to'look at the details and the problems this project can bring. He said the Port suggested a joint committee; and he would advise that we respond by making some -appointments to join that committee. He, therefore, made a MOTION SECONDED BY COUNCILWOMAN SHIPPEN THAT WE AUTHORIZE THE MAYOR,TO APPOINT A COMMITTEE OF FOUR, COMPOSED OF TWO COUNCIL PERSONS, THE DIRECTOR OF PARKS-,."JAND.RECREATION AND THE POLICE CHIEF TO SIT ON THAT JOINT COMMITTEE. MOTION CARRIED. Council members Anderson and Shippen volunteered to join that committee. Parking in conjunction with this project was discussed, and Mayor Harrison asked if it seemed to be the :consensus that establishment of the fishing pier was 14�: MOTION: contingent upon establishment of some parking facility? Mrs. Shzppen stated that this was her impression. Mayor Harrison read a letter he was writing to Mr. Francis, Director of the IAC, in which he stated that provision for parking should be included as a part of the project. He proposed one parking space per five fisherman as a fair ratio. He also suggested use of the large tract of ground just south of Dayton Street and extends east to the new State Highway Route 104. He asked for council opinion of the letter. Councilman Nelson said that he thought the word "contingent" was too "heavy". He did not feel that the project should be dependent upon parking. City Attorney, James Murphy, made some modifications to the letter so that it would not appear mandatory. There was further discussion regarding the parking, a park and ride lot, how many people take advantage of the present fishing dock and what method of transport is used to arrive at the waterfront. Councilman Nelson stated that he had gone down and picked up the Convention Program for the Association of Washington Cities, and he noted that there were some very good workshops. He encouraged council members to take -advantage of them if time permits. Councilwoman Shippen mentioned a letter which had been,, -,received from Bob Gilbert in which he had requested that copies of material provided to the council for the meetings also be sent to the news media. MAA Ron Whaley said that they do receive the same packet as the council members do, with some.minor exceptions.. Councilman Gellert stated that he had promised some time to Dr. Mueller so that he could make a status report on the Blue Ribbon Committee. Dr. Mueller said that they have been meeting twice a month since February and that they intended to accelerate their meetings inJune and possibly July. Hopefully they would then have a report for the council in August. Dr. Mueller mentioned that they had interviewed the Mayor, Mr. Whaley, Mr. Murphy, etc. and that they have yet to interview the Mayor of Mercer Island and others. Mayor -Harrison suggested that they might also speak to Chester • Biesen and Floyd Jennings. Councilwoman Shippen.asked how many weeks or months it would take to implement a change, if a change in government is indicated. Mr. Murphy answered that it would go into effect the January following the election. CORRESPONDENCE The Deputy City Clerk read a letter from Mrs. William Cooper, 22406 - 72nd Place West. Mrs. Cooper said she would like to have the turning movements in and out of the parking lot at K-Mart, on 224th approximately 15 to 20 feet east of Highway 99, eliminated. REPORT ON BIDS OPENED JUNE 4 FOR ASPHALT Bids were opened by the City Clerk on June 4th for supplying asphalt for the 1974 Street�Improvement Program. Bids were received from Knowles Construction Company, Bothell; Associated Sand and Gravel Co., Inc., Everett and Washington Asphalt Co., Inc., Bellevue. Knowles was the low bidder with bids of $12.90/ton for Class "B" Asphalt; $11.00/ton for A.T.B. Asphalt and $26.00/ton for Driveway Extensions. Herb Gilbo, Director of Public Works, requested that council authorize acceptance of the low bid of Knowles Construction Company. There was some discussion, part of which was concerned with driveway extensions. Councilman Winters stated that he thought there should be some arrangement made to have Knowles follow through..with estimates to the abutting property owners for the driveway extensions. A MOTION'WAS THEN MADE BY COUNCILMAN NELSON AND SECONDED BY COUNCILMAN GELLERT TO ACCEPT THE RECOMMENDATION OF THE DIRECTOR OF PUBLIC WORKS' AND AWARD THE CONTRACT FOR SUPPLYING 1974 ASPHALT REQUIREMENTS TO THE LOW BIDDER, KNOWLES CONSTRUCTION COMPANY. MOTION CARRIED. Mr.Gilbo asked if council would like to make a decision on the idea of carrying driveway extensions to the property line. Councilman Gellert suggested that Mr. Gilbo give the council an estimate of the affect that would have on the budget. PRELIMINARY REPORT ON STREET CLASSIFICATIONS & STREET DESIGN STANDARDS • City Planner, Joe Wallis, passed out a sheet showing the street classifications and posted a map on the bulletin board indicating the major streets in the city. He said that the classification that he considered..mott critical is the fairly small street that serves 4-6 lot subdivisions. Standards as they now stand require that the street be designed to accommodate large pieces of emergency equipment. However, in discussions with Chief Cooper, it was learned that there is a small "attack" unit available, so that you don't necessarily have to design to accommodate a snorkel. There was some discussio on off-street parking, right-of-way widths, etc. Mr. Wallis noted that the map, to which he had been referring, was prepared by the Engineering Department. He said that the darker areas on the map indicated areas that generate higher .traffic demands. Mr. Wallis noted that there are more private streets being developed and he thought there should be a city policy established as to the treatment of private streets. Councilmari�..Nelson asked if any thought had been given to the establishment of park- ways. Mr. Wallis said that he is not much in favor of them. Mr. Wallis went on to say that next week he will be making a proposal to the council to approach this matter from an advisory committee in relationship to a much breader subject than just streets. Bicycle paths, foot paths, etc. would also be taken into consideration. Dick Allen, Assistant Engineer, stated that in recent times we have been faced a great variety of problems in relation to development of new plats. He used as a example areas in the north end, which is a general -rural type area, which is building up in the density of a suburban -urban type community, but yet the facilitgies are of rural nature. The question has.come up whether sidewalks, curbs, etc. are wanted in these areas. He said this is inter -tied with the zoning requirements, classification standards for the streets, utility requirements and fire protection requirements. Mr. Allen thought Mr. Wallis' idea of an advisory committee was desireable so that we can come up with asset of standards that will cover most situations. Mot-e-general • • discussion followed, with Mr. Wallis answering questions and referring to the map' from time to time, Wherifasked about a the frame involved to complete this study; Mr. Wallis replied that it would be about a 9-month program which will be done by the staff with one supplemental staff member on a part-time basis. STATUS REPORT'ON SPACE NEEDS City Planner Wallis reported on this item and presented some printed material to the council regarding the study. One of the sheets submitted to the council indicated how the study would develop from month to month. Mr. W'dills said that with the the comple- tion of some of their other projects, they have reached the point where they.can do a portion of the research in house and call on the consultants as needed. Councilman Gellert mentioned that he had suggested some time ago the use of consultants_ for the purpose of coming up with -a design that the city would live.with and leave such things as the actual square footage requirements to the staff. Mr. Walliscaid that another element to consider is the school situation. He felt that if that facility is utilized, an architect would be a must to transform it into a proper facility for city use. Mayor Harrison felt that if we hire a study done at this time, it would be obsolete by the time we are ready to implement it. He thought our foremost concern right now should be what is going to be done in.planning for fire protection for the whole South County Area. He felt the outcome of this could guide the whole space study for the City of Edmonds. It was the consensus that a study of this kind is a little premature, as there will be more people -related problems coming up in the next few years.that we cannot plan for at this -time. There was a discussion regardin the two school properties (Edmonds Elementary and Edmonds Junior High); and Councilwoman Shippen said she would like to have a report on those. Mr. Wallis said he would like to take our data base and see where the areas remaining to be developed are and where the population centers are; and whether the services should be moving to meet population centers. The possibility of an Olympic View Water District annexation was brought up. City Attorney, Jim Murphy, stated that • a contract with the District says that the city could take over the assets and obligations of the District and dissolve the District, when the city took over 50% of either the fair market value of the property or the square footage of the District boundaries. He said we are not very far away from that. He said further, that the council has the power MOTION:to make a determination with regard to taking over the District. COUNCILMAN ANDERSON MOVED, SECONDED BY COUNCILMAN GELLERT TO DELAY CONSIDERATION OF IMPLEMENTING A SPACE NEEDS STUDY UNTIL SUCH FURTHER TIME AS IT SEEMS APPROPRIATE.. M.A.A. Ron Whaley was asked how pressed for space the city is at the present time. He explained;.and_said that if our growth continues at its present rate for the next five or six -years, that space requirement would be approximately 4-5,000 sq. ft. He said we could use half of that right now.. He suggested that a work load re -distribution could help and.that MOTION:perhaps the old church building could be better utilized.. COUNCILWOMAN SHIPPEN SAID THAT SHE WOULD LIKE TO AMEND THE MOTION TO ASK.THAT COUNCIL BE GIVEN INFORMATION ABOUT THE TERMS OF ACQUISITION OF THE JUNIOR HIGH SCHOOL PROPERTY, AND TO PROVIDE COUNCIL WITH SOME GENERAL FIGURES ABOUT POSSIBLE COST OF REMODELING. F61=1-owing. some further', di-scussion, THE -,MOTION AS AMENDED WAS VOTED UPON AND CARRIED AND THE MAIN MOTION ALSO CARRIED. -i 1� DISCUSSION ON SPEED LIMIT ON 196TH Councilwoman Shippen stated that she would like to have a 25 mph minimum speed limit set for 196t4 and a maximum of 35 mph. Many trucks use the route and.cannot maintain the 25 mph and -thereby cause a great number of cars to pile up behind them;. She suggested that the trucks could use an alternate route out of Edmonds. ,The possibility -of, establishing a truck route was discussed, but it was thought that any'such action be delayed until the completion of SR 104. Following more discussion, Councilwoman Shippen MOTION:made a MATION TO'ESTABLISH A MINIMUM SPEED LIMIT OF 25 MPH BETWEEN OLYMPIC AVENUE AND 88TH ON 196TH. The motion died for lack of a second, and no further action was taken. DISCUSSION ON FENCES BETWEEN PARKS AND PRIVATE PROPERTY Rod Garretson, Director of Parks and Recreation, asked that the council set the policy that the city should follow with regard to fences. Councilman Winters stated that he thought it was up to the property owner to put up a fence if he wants to protect his property. Mayor Harrison said he would not like to see the city get into the fence building business. A motion was made by Councilman Welling that the city adopt no policy regarding building fences to separate park property from private property.,. The motion MOTION:died for lack of a second. A MOTION WAS THEN MADE BY COUNCILMAN�CGELLERT AND SECONDED BY COUNCILMAN ANDERSON THAT THE CITY ADOPT A POLICY TO MAKE ITS PARKS AS ACCESSIBLE AS POSSIBLE AND THEREBY NOT BUILD FENCES AROUND THE PARKS EXCEPT WHERE NEEDED FOR SAFETY. MOTION CARRIED. DISCUSSION REGARDING COLE PROPERTY This is a small parcel of,property adjacent to the city parking lot which is up for sale. it was discussed br6fly, and City Attorney Murphy said.that an appraisal from a local realtor should be obtained before you do anything. The matter was referred to the Engineer and Planner to see how many parking spaces could be obtained from the property. DISCUSSION ON A SIDEWALK IMPROVEMENT PROJECT M.A.A. Ron Whaley stated that Councilwoman Shippen had suggested recently that we select an -area for sidewalk improvement and proceed with it. Mr. Whaley said that this had been discussed at a CDC Meeting and he reported on the conversation that had taken MOTION:place. There was general discussion. COUNCILMAN GELLERT MOVED, SECONDED BY COUNCILWOMAN 40 • SHIPPEN TO INSTRUCT THE ATTORNEY TO PREPARE A RESOLUTION TO INSTITUTE A SIDEWALK IMPROVEMENT PROJECT ON BOTH SIDES OF THE STREET ON 5TH AVENUE FROM-DAYTON, SOUTH TO WHERE THE STATE SIDEWALK IMPROVEMENT ENDS NEAR SR 104; AND IF POSSIBLY COMBINED WITH UNDERGROUNDING, IT WOULD TAKE THE FORM OF AN LID. The attorney pointed out that ownerships of the properties along the proposed improvement route would have to be verified, and that there will have to be a hearing. THE MOTION WAS VOTED UPN AND CARRIED. WITH COUNCILMAN WINTERS VOTING AGAINST. PROPOSAL OF COUNTY USING 75TH PL. W. AS ACCESS TO PROPOSED COUNTY PARK Council and staff were in receipt of a memo from the Engineering Department indicating that this is not feasible due to the geological formation of the Meadowdale Area and that it would be difficult to provide off-street parking. Also, policing and main - MOTION: tenance of the facilities would be an additional cost to the city. COUNCILMAN GELLERT MOVED; SECONDED BY COUNCILMAN NELSON TO ACCEPT THE RECOMMENDATION OF THE CITY ENGINEER. M., with all council members present except Nordquist. APPROVAL OF MINUTES Councilman Winters mentioned that on the last page of the minutes of June 11, he did not vote "no" dui:ing the discussion on the Sidewalk Improvement Project. He said it was Councilman Anderson who had voted "no". Councilwoman`Shippen said that in the second paragraph under Council Participation, line 4, she wanted clarification that it was her impression that it was the Port.-. Commission's feeling that the establishment of the Fishing Pier was contingent upon the establishment of parking facilities. She did not want to imply that it was necessarily her own feeling. The minutes ere then approved as corrected. COUNCIL PARTICIPATION Councilman Nelson said that on Saturday, June 22nd, coincident with -the Edmonds Art Festival, the SnoMet Group has arranged for the oval articulated bus to be here in Edmonds for display between 3:15P.M. and 4:45 P.M. It would be available for free rides from 4:00 P.M. to 4:45 P.M. He said it is a Swedish version of a public transportation which is 60' long bends in the middle. It carries•74 passengers. Councilman Gellert asked Marie Botnen for comment on the -letter which had been received from Bob Gilbert regarding council material being supplied to the press. Miss Botnen said that she had received numerous items this week and the matter has been straight- ened out.. Councilman Anderson wanted to be sure that the question of the entrance from K-Mart • onto 224th was being followed up. The City Engineer indicated that they are looking into it. Councilman Anderson then asked if there would be an assignment of,a committee to work with the Port on the Fishing Pier. The Mayor answered that he -would do so. Councilwoman Shippen asked if the staff understood that they were to proceed with the standards that were to apply with regard to sidewalks (as discussed last meeting). M.A.A. Ron Whaley said that a motion was not necessary and that they would proceed. i Mayor Harrison then appointed the committee to work with the Port Commission on the Fishing Pier Project. They were as follow: Rod Garretson, Director of Parks.- and Recreation; Marlo Foster, Police Chief;. Councilman Nelson and Councilman Winters. He said he hoped.that these persons could protect the best interests of the downtown business distric t with regard to parking. There was a brief discussion, and it was suggested that a report be made to -the council following each meeting of the committee. AUDIENCE PARTICIPATION A gentlemen in the audience mentioned that a petition had been submitted for a temporary street closure. He asked if he could -speak on the matter at this point.
