3-121 . / <br />December 19, 1978 - continued <br />PROPOSED ORDINANCE AMENDING 1978 BUDGET <br />The proposed ordinance was to authorize an increase in the revenues and appropriations of the <br />Capital Improvement Fund 325 for the purchase of the fishing pier parking lot. Finance Director <br />MOTION: Art Housler reviewed the proposal. COUNCILWOMAN ALLEN MOVED, SECONDED BY COUNCILMAN NORDQUIST, <br />TO ADOPT ORDINANCE 2046, AMENDING THE 1978 BUDGET AS PROPOSED. MOTION CARRIED. <br />The Council adjourned. to Executive Session .at 8:15 p.m.,.at which.time Councilman Herb arrived. <br />They reconvened at 8:35 p.m. to discuss the salary ordinance. <br />PROPOSED 1979 SALARY ORDINANCE <br />[Item (I). on Consent Agenda] <br />III ISI III <br />The salary of the Mayor had not been designated in the proposed ordinance, and this was considered, <br />with general agreement that the 6.5% cost -of -living guidelines should be followed. Section <br />2.(4) of the proposed ordinance, having to do with salaries for Council members elected to <br />terms of office commencing January, 1980, was discussed, as it proposed a monthly salary of <br />$200, rather than the per meeting salary currently specified. The concept of the monthly <br />salary appeared to be acceptable, but there was a difference in opinion regarding the amount. <br />Some felt Councilmen's salaries should be brought up to be more in line with. other cities, but <br />the opinion also was expressed that if the amount becomes significant it becomes a problem if <br />you are employed full time and feel you.have to do too much and it thereby may conflict with <br />MOTION: your full time job. COUNCILWOMAN ALLEN MOVED, SECONDED BY COUNCILMAN HERB, TO ADOPT ORDINANCE <br />Amended 2047, WITH THE MAYOR'S SALARY SPECIFIED AS $91.6 PER MONTH. COUNCILMAN CLEMENT MOVED, SECONDED <br />BY COUNCILMAN GOULD, TO AMEND THE MOTION TO CHANGE THE AMOUNT STATED_IN SECTION ?;(4) TO $175 <br />Amendment PER MONTH. A ROLL CALL VOTE WAS TAKEN ON THE.MOTION TO AMEND, WITH COUNCIL MEMBERS CLEMENT AND <br />(Failed) GOULD VOTING YES, AND COUNCIL MEMBERS HERB., ALLEN, NORDQUIST, AND NAUGHTEN VOTING NO. THE <br />MOTION TO AMEND FAILED. COUNCILMAN HERB MOVED,.SECONDED BY COUNCILWOMAN ALLEN, TO AMEND THE <br />Amendment MOTION TO ADD THE FOLLOWING WORDS AT THE END OF THE SENTENCE IN SECTION 9: "OR JANUARY 1, <br />1979, WHICHEVER IS THE LATER." THE MOTION TO AMEND CARRIED. The Consent Agenda included the following: <br />(A) Roll call. <br />(B) Approval of Minutes of December 19, 1978. <br />(C) Acknowledgment of receipt of claim for damages from Edward. J. McMorrow in the amount of <br />$500.00. <br />(D) Authorization for Street Use Permit - landscaping for new office building at 23607 Highway <br />99. <br />(E) Authorization for Mayor to sign Interlocal Agreement for Joint Acceptance of Gasoline <br />Products with Snohomish County and City of Edmonds. <br />(F) Authorization for Mayor to sign.1979 Jail Contract with City of Lynnwood. <br />(G) Adoption of Ordinance 2048, changing quarterly payments of 6% utility taxes and CATV to <br />monthly payments. <br />
