326 <br />• <br />February 13, 1979 - Work Meeting <br />The regular meeting of the Edmonds City Council was called:to order at 7:40 p.m. by Mayor Harve <br />Harrison in the Council Chambers ofAhe Edmonds Civic Center.. CARNS MOVED, SECONDED BY COUNCILWOMAN <br />ALLEN, TO APPROVE THE BALANCE OF.THE CONSENT AGENDA. MOTION CARRIED. The balance of the Consent <br />Agenda included the following: <br />(A) Roll call. <br />(B) Approval of Minutes of -February 6, 1979. <br />(D) Passage of Resolution 423., commending Lila Crosby. <br />(E) Acknowledgment of receipt of Claim for Damages from Robert A. Moss in the amount of <br />$66.40. <br />(F) Report on bids opened February 7, 1979 for Senior Center roofing, and award to low bidder, <br />Perry Watkins, in the amount of $14,714. <br />(G) Approval of proposed Paragraph 2(h) of.Performing Arts Center Agreement and <br />authorization for Mayor to execute Agreement. <br />(H) Setting date of February 27, 1979 for hearing of P.C. Resolution 612, recommending approval <br />of Contract Rezone from -RML -to BN -- 8301 212th S.W. (Gaylord) <br />(I) Referral to Planning Commission the proposed vacation of right-of-way of repealed LID to <br />establish a street north of 199th St. S.W. and west -of 76th Ave. W. <br />AUTHORIZATION FOR MAYOR TO EXECUTE QUITCLAIM DEED TO PORT OF EDMONDS FOR UNDIVIDED ONE-HALF INTEREST <br />IN FISHING PIER PARKING LOT PROPERTY�[Item (C) on Consent Agenda] <br />Councilman Nordquist asked if a buy and sell agreement should not be included when the City executes <br />a document with another agency, in case at some future date there would be the desire to acquire the <br />whole piece of property. City Attorney Jim Murphy said that suggestion had merit and a first right <br />of refusal agreement could be made with the Port. COUNCILMAN NORDQUIST MOVED, SECONDED BY COUNCILMAN <br />CARNS, TO APPROVE ITEM (C) ON THE CONSENT AGENDA WITH THE ADDITON THAT THE CITY ATTORNEY BE -INSTRUCTED <br />TO DRAFT AN AGREEMENT OF FIRST'RIGHT OF REFUSAL TO BE OFFERED TO THE'PORT OF EDMONDS. MOTION CARRIED. <br />COUNCIL <br />Councilman Gould said it was his understanding that the proposal for the fishing pier parking lot • <br />has not been completed and submitted,.and he would like to know the status. There was some dis- <br />cussion as to whether the second grant application had been submitted. Mayor Harrison said the <br />Staff would investigate this matter. <br />Councilman Gould advised that he had.'been approached prior to this evening's meeting by a taxicab <br />driver who was concerned about the license fees charged for taxicab drivers in the City of Edmonds. <br />Councilman Gould advised him that this was a work meeting.but that..he could present his concerns at <br />the next meeting and ask that the Council set a time to discuss the matter. <br />Councilwoman Allen said.she had.been-asked what power the City has to remove trees that are a <br />definite hazard, such as when they very apparently are dead or mostly so. Ciy Attorney Jim Murphy <br />said if it definitely was a public hazard he would think it could be ordered cut at the citizen's <br />expense, or if power lines are endangered the PUD probably would do it. He said there is no ordinance <br />on the .books now to protect the.right-of-way from such, and an.ordinance would be necessary and_ <br />assurance provided that the tree was,a hazard to protect the right-of-way from such. <br />Councilwoman Allen commented that the Snohomish County Study.for Transportation Plan calls for <br />$4,060 from the City which is a budgetary matter. Public Works Director Leif Larson said the <br />City Engineer will be attending a meeting on this and more information will be forthcoming. <br />Councilwoman. Allen reported briefly on her trip to Washington, D.C., for the Puget Sound Council <br />of Governments. <br />MAYOR <br />Mayor Harrison asked for confirmations of two Parking Commission, both appointees <br />having met with the Council prior to this evening's meeting. COUNCILMAN-CARNS MOVED, SECONDED BY <br />COUNCILWOMAN ALLEN, TO CONFIRM THE APPOINTMENT OF CHARLES KORTEN TO POSITION 2 ON THE PARKING <br />COMMISSION, COMPLETING THE TERM EXPIRING MAY 1, 1979 AND ALSO BEING APPOINTED TO THE NEXT FULL TERM <br />C� <br />
