The regular meeting of the Edmonds. City Council was'called to order at 7:35 p.m. by Mayor Harve
Harrison in the Council Chambers of the Edmonds Civic Center. All present joined in the flag salute.

CONSENT AGENDA
MOTION: Items (C) and (D) were removed from the Consent Agenda. COUNCILMAN GOULD MOVED, SECONDED BY COUNCILMAN
CARNS, TO APPROVE THE BALANCE OF THE CONSENT AGENDA. MOTION CARRIED. The approved portion of the
Consent Agenda included the following:
(A) Roll call.
(B) Approval of Minutes of August 7, 1979.
• (E) Setting date of September 4, 1979 for hearing on appeal from Bennett Box
on ADB ruling regarding tree cutting.
(F) Setting date of September 4, 1979 for hearing on appeal from Tube Art Displays, Inc., on
ADB ruling regarding pole sign at Hong Kong Garden Restaurant.
(G) Authorization to sell Unit.15 (Mobile Sweeper) for $5,000 and Unit 464

REPORT ON BIDS OPENED AUGUST 1 FOR BUILDING AND SITE IMPROVEMENTS OF SENIOR CENTER [Item (C) on
Consent Agenda
Councilmen Carns and Gould asked what.the budget was for the Senior Center.site improvements, as the
report indicated the low bid exceeded.funds available. City Engineer Jim Adams responded that it
was $150,000, the low bid being $199,705. He added that a report was expected this week to -determine
the areas where the differences were, and that a redesign may be necessary. Councilman Carns cautioned
MOTION: that -any changes should be coordinated with the people at the Center. COUNCILMAN CARNS MOVED,
SECONDED BY COUNCILMAN GOULD, TO APPROVE ITEM (C) ON THE CONSENT AGENDA. MOTION CARRIED.
AUTHORIZATION FOR.MAYOR.TO EXECUTE CONTRACT FOR 1979 HUD.BLOCK GRANT FUNDS [Item (D) on Consent Agenda]
Councilwoman Allen removed this item from the Consent Agenda, but by the time it came up for discussion
MOTION: the question she had was resolved. COUNCILWOMAN ALLEN MOVED, SECONDED BY COUNCILMAN NORDQUIST, TO
APPROVE ITEM (D) ON THE CONSENT AGENDA. MOTION CARRIED.
Councilman Nordquist stated that at last week's SCPTBA meeting the subject had -arisen of bus usage
on Sunset Ave., following which a letter was sent to the City on this subject. COUNCILMAN NORDQUIST
MOVED, SECONDED BY COUNCILWOMAN ALLEN, THAT THE SUBJECT OF PUBLIC TRANSIT SERVICE USE OF SUNSET AVE.
• AND BELL ST.. BE PLACED ON THIS EVENING'S AGENDA FOLLOWING THE DISCUSSION OF TRAFFIC RESTRICTIONS ON
SUNSET AVE. AND 3RD AVE. MOTION CARRIED.
RECONSIDERATION OF PROPOSED ORDINANCE FOR TRAFFIC RESTRICTIONS ON SUNSET AND 3RD AVES.
City Engineer Jim Adams displayed maps illustrating the proposal which had been adopted by the
Council and later reconsidered. He said the signs were constructed and ready to be installed.
Mayor Harrison then opened the discussion to the public because the residents of Cary Rd. and Hanna
Park Rd. would be adversely affected by the proposal. Herb White of 400 Sunset Ave. said the residents
of Sunset Ave. had met and he was representing them. He read a letter reviewing the previous action
and stating that reconsideration by the Council of the ordinance they had passed was unfair and
without adequate.justification. The ordinance passed had provided that Caspers St. would be one-way
going east, from 2nd to 3rd Ave., but this would prohibit access by the residents of Cary Rd. and
Hanna Park Rd., causing them to drive an additional 3/4 mile to gain access to their homes. Mayor
Harrison now suggested an alternative solution, to locate the one-way section between Sunset and 2nd
Ave. He said that would eliminate the round-the-block.cruising and open the access to Cary Rd. and
Hanna Park Rd. Jim Mueller of 209 Caspers described again how the residents of Cary Rd. and Hanna
Park Rd. would be impacted with the ordinance as previously passed.. Irvin Pinyerd of 344 Sunset
felt the beaches should be reopened for parking so the people causing the problems could go back
there instead of using Sunset. David Preston of 809 Cary felt Union Oil Beach should be reopened as
the offenders would find some place to go and probably would move to the area of Water St. when
Sunset became restricted. Councilman Carns responded that breaking of the law should not be allowed
anywhere and that was what the offenders were doing. Margaret Smith of 606 Sunset said the residents
could no longer tolerate the conditions on Sunset. She said her son's car had been hit three times
while parked and often they cannot get to their homes because of .the cars double parked in the
street or idling while the drivers visited. Mary Goetz of 608 2nd Ave. asked how many police officers
were needed to protect the people and enforce the ordinances. Police Chief Marlo Foster responded
that his Staff consisted of 28 people and he enumerated how they were utilized, noting that the
staffing is 50% below the average in the State. He said there was no money in the budget for additional
officers.. Mrs. Goetz was advised to be present during the budget proceedings in December to state

her feelings that the number of police officers should be increased. Mary Duke of 529 3rd Ave. N.
also felt the number of police personnel should be increased. Bob Crump of 501 2nd Ave. N. said he
would be willing to drive the extra distance which would be necessitated by the ordinance but he
felt signs should be erected to indicate limited access. Other suggestions were made, several
asking for more.police personnel. Mayor -Harrison noted that there may have to be a shift of priorities
from some services to police services.. Barbara Gould of 903 Cary saidshe frequently walks 2nd Ave.
and it is not a street that should have traffic routed to it as part of it does not even have a
sidewalk. Larry Hubbard of .101 Caspers said the experienced cruisers turn around in his driveway
and go back down Sunset. Jim Muller then urged that an emergency ordinance be passed this evening
to alleviate the problem on Sunset. He.suggested that two one-way sections be adopted and the no
left turn from Main St. be maintained to discourage ferry traffic. He also suggested a sign at 3rd
and Caspers to indicate "no outlet." He suggested that the entire problem be considered at a later
date and he volunteered to serve on a committee to work with the youth to reduce the problems. Herb
Wright also asked that an emergency ordinance be put into effect this evening which could be modified
laterif necessary. The public portion of the hearing was then closed. After some further discussion,
MOTION: COUNCILMAN CARNS MOVED, SECONDED BY COUNCILMAN GOULD, TO PASS ORDINANCE 2085, USING THE ORIGINAL
ORDINANCE DRAFT BUT MODIFYING IT TO STATE THAT TRAFFIC ON CASPERS ST. WILL BE RESTRICTED TO AN
EASTERLY DIRECTION FROM SUNSET AVE. TO 2ND AVE. N., AND FINDING THAT AN EMERGENCY EXISTS AND THE
ORDINANCE WILL TAKE EFFECT IMMEDIATELY. MOTION CARRIED.
PUBLIC TRANSIT SERVICE USE OF SUNSET AVE. AND BELL ST.
Mike Christopher of SCPTBA (Community Transit) said a reroute of some local routes had been requested
recently for weekends only which would require the southbound use of Sunset. A route between Edmonds
and the University of Washington is planned to begin in September which also would use Sunset southbound,
and an existing route.to downtown Seattle uses Sunset southbound.. The Community Transit Board of
Directors had asked that these uses be proposed to the City Council for concurrence. Mr. Christopher
MOTION: displayed routing maps to illustrate the proposals. COUNCILMAN HERB MOVED, SECONDED BY COUNCILMAN
NORDQUIST, TO REFER TO THE STAFF FOR STUDY THE PROPOSALS OF THE COMMUNITY TRANSIT, WITH THE MATTER
BEING RETURNED TO THE COUNCIL NEXT WEEK. MOTION CARRIED. The Staff was advised that their response
would not have to be in next week's packet but could be presented -next -Tuesday if additional time
was needed for study.

DISCUSSION OF REHABILITATION OF SHELL CREEK
City Engineer Jim Adams stated that indiscriminate dumping has resulted in deterioration of the
creek. He said his department is working with the neighbors to bring the situation to their attention
and to suggest corrective actions. He said stream protection was more than a technical problem. He
felt public support and projects involvingneighborhood children were necessary for long-term
solutions and he said his department would continue to work with Al Bailey, who brought this to the
Council's attention, and with the other neighbors. He noted that much -of the stream runs through
private property, and the City's authority to undertake projects on private property is limited.
Councilman Gould suggested that this project be identified as one.which needs work, and that it
should be determined which is private and which is not private property. Councilman Herb felt this
should be related to the upcoming budget and requirements should be narrowed down to determine the
dollars needed. Jim Mueller noted that runoff from such places as. Main St. is putting oil into the
stream, and some of the skimmers had not been working. Information received from Al Bailey will be
included_.in thebasin planning efforts of the Public Works Department.
REVIEW OF TITLE 20 OF COMMUNITY DEVELOPMENT CODE (REVIEW CRITERIA AND PROCEDURES, INCLUDING ROLE OF ADB)
The Planning Commission had reviewed the Title 20 draft on July 19, 1979, and changes evolved from
that review were shown in the draft presented to the Council. The Planning Commission recommended
that all rezones be heard by the Planning Advisory Board, rather than by the Hearing Examiner as
-specified in the draft. The draft indicated only those rezones started by the City, such as area
rezones, would be heard by the Planning Advisory Board. The Planning Staff did not agree with the
Planning Commission on this point, and Community Development Director John LaTourelle discussed
this. Planning Commission Chairman John McGibbbon reaffirmed the.Commission's stand that all rezones
should be reviewed by the Planning Advisory Board. Other aspects of the draft were discussed.
COUNCILMAN CARNS MOVED, SECONDED BY COUNCILMAN GOULD, THAT PARAGRAPH A OF THE CHAPTER REGARDING THE
HEARING EXAMINER, SHOULD BE CHANGED TO STATE THAT THE COUNCIL MAY REMOVE THE HEARING EXAMINER BY A
MAJORITY VOTE WITH THE CONCURRENCE OF THE MAYOR, OR BY A VOTE OF FIVE MEMBERS (RATHER THAN SIX) OF
THE CITY COUNCIL. MOTION CARRIED. Councilman.Nordquist had a question regarding protests of street
vacations (paragraph C on page 20-35), and he.was advised that was State law. It was noted that
references to RMD business uses should be deleted in view of recent actions. COUNCILMAN GOULD
MOVED, SECONDED BY COUNCILMAN KASPER, THAT ALL REZONES WILL BE HEARD BY THE PLANNING ADVISORY BOARD.

20, INCLUDING THE PLANNING COMMISSION CHANGES AND THOSE MADE BY THE COUNCIL, AND,THAT THE COMPLETED

DISCUSSION ON FACILITIES.AND PROGRAMS FOR YOUTH

Councilman-Nordquist had placed this item on.the agenda, noting that there are many good youth in
the community, and he felt there should be programs for them. Community Development Director John
LaTourelle responded that.efforts had been made. He noted that earlier tonight a young man had
stated several times that the Union Oil Beach is closed, when in fact it finally is open, but it
cannot be used.as a race track. He said his department gets calls every week thanking them for all
that has been done there. He added that the recreation programs in the City had been more than
doubled, because the Council.had put money into the program so they could hire good people. He felt
an outstanding job had been done in providing recreation opportunities in Edmonds. He said they
would be delighted to meet with a youth advisory group if they could find people with whom to work,
but the only people they can make contact with are those who do not abuse the City parks. Council-
woman Allen suggested creation of a Youth Advisory Board as a permanent board of the City. Mary
Duke of 529 3rd Ave. N. said she had been told that problems on the beach arise from no rules, no •

enforcement, and no police. Fred Hedges.of 376 Sunset felt an.advisory group should work with the programs
for youth entertainment and have a type of "crime-watch".for the youth. Mary Goetz of 608 2nd Ave.
added that an advisory board should..work closely with the Mayor.and Council. John Munn expressed
the view that the. young people are not being challenged enough. He suggested a youth patrol wherein
two young male police officers.are assigned to areas where there are problems. Mr. LaTourelle noted
that the use of beach guards from 6:00-10:00 p.m. had been very beneficial, but he felt the problems
went beyond having one or two beach guards there. Councilman Nordquist wound up the discussion by
saying he would correspond with several -cities throughout the United States and gather information
regarding:a youth advisory committee. He said Councilman Gould had volunteered to help and he asked

OF COUNCILMEN GOULD AND KASPER, THE POSSIBILITY OF CREATING A YOUTH ADVISORY COMMITTEE. MOTION

COUNCIL
Councilman Gould advised he would.not be present September 11, September 25, and October 16. Councilman
Gould noted that a letter.had been received from Security Design Associates, Inc., commenting that
the City offices had been "unbeatable ,in pleasantness and helpfulness" in getting their business
started, and stating they were glad they made the decision tolocate in Edmonds. He felt such a
letter was worthy of note.
Councilman Gould said he would like to set as an agenda item a discussion of whether or not some
kind of policy should be created.so the Council is made aware.of the final outcome on claims for

Councilman.Carns advised there would.be a.discussion on August 15 regarding the funding for emergency
medical services and the options under recent legislation.. Mayor Harrison recommended that a hospital
district be established as the service area because there is a great danger that some jurisdictions
may not pass the necessary levy. Councilman Carns noted that had been Edmonds' position in the
past, and the general concensus was that it should remain such.
Councilman Kasper said he had attended the last ADB meeting and he felt there was a lot of confusion
on the part of the Board as to their authority. He suggested that until the Council meets with the
ADB there should be a City Attorney and adequate Staff at their hearings to give them proper guidance.
There.was no further business to come before the Council, and the meeting was adjourned at 10:45 p.m.
