19791009 City Council Minutes• October 2, 1979 - continued 43. 1 Councilman -Gould noted that the Edmonds School District will be running a bond issue on.the May 20 ballot for.improvements to the football field, and he suggested.the City's bond issue should not be on the same ballot, but on one prior to that. The'election..date.prior would be April Un. M.A.A. Charles Dibble stated the Staff would discuss this:the next.day.at the Staff meeting to determine whether there would be any problem in having an.earlier date. COUNCILMAN CARNS MOVED, SECONDED BY COUNCILMAN HERB, TO APPROVE THE BALANCE OF THE CONSENT AGENDA. MOTION CARRIED. The approved items on the Consent Agenda included the following: (A) Roll call. (B) Approval of Minutes of October 2, 1979. (C) Setting date of October 16, 1979 for hearing on.contract rezone from RS-8 to BN, property located at 23107 100th Ave...W. J f • ACCEPTANCE OF SCHEDULE II, 3.0 MILLION.GALLON RESERVOIR AND -ESTABLISH 30-DAY LIEN PERIOD [Item (E) on Consent Agenda Councilman Herb questioned whether the painting of the inside of the tank was satisfactory, having read of some problems when it was tested. He was advised that the tank had been repainted and the 14OTION: Staff report indicated the purity -tests were acceptable to. the City. COUNCILMAN CARNS MOVED, SECONDED BY COUNCILMAN GOULD, TO APPROVE ITEM (E)..ON THE CONSENT AGENDA. MOTION CARRIED. PROPOSED.ORDINANCE FOR PARKING RESTRICTIONS IN CENTRAL BUSINESS.DISTRICT Item G on Consent Agenda Councilman Gould felt the Council should examine what they were doing on parking restrictions, noting that the Staff would'be making a traffic study that will give them the opportunity to make comprehensive changes. He said the changes provided in this.ordinance would be costly.. The Staff had advised that there are approximately 150 signs in the Central Business District which will require changing and recommended that the proposed ordinance be amended to read two-hour parking between 8:00 a.m. and'6:00 p.m.,.Monday.through Saturday,except holidays, which results in a cost of $10 each, or a total of $1,500 to accomplish. Any additional wording would require new signs at an approximate cost of $42 each, or a total of $6,300. .Councilman Gould suggested that the Staff's recommendation be accepted and that further changes be delayed,until the traffic study is accomplished. Mayor'Harrison added that the Edmonds Chamber of Commerce was. in favor of this recommendation. Councilman Kasper noted that the map provided of the Central:Business District does not correspond to the streets stated in the ordinance. He was in agreement with parking restrictions for the Central Business District but he commented.that when changes..are.made it gets into, a lot of money. MOTION: COUNCILMAN CARNS THEN MOVED, SECONDED.BY.000NCILMAN GOULD,..TO..ADOPT ORDINANCE 2099 WITH THE CHANGES READING FROM 8:00 TO 6:00 P.M., RATHER THAN FROM 9:00 TO'4:00 P.M.. MOTION CARRIED. (It was subsequently determined by the City Attorney that the Council's intent.had been to follow the Staff's recommendation, but the proposed ordinance had excepted Saturdays from the restrictions and the Staff's recommendation had not, and the motion did not state a change in the exception for Saturdays. Therefore, the amended ordinance will be placed on the next Consent Agenda in order to clarify this point.) ` 3S ` October 9, 1979 - continued MAYOR • Mayor Harrison advised that John Hodgin's term on the Planning Commission expired this date and that he had served only four months to fill.an unexpired term. Mayor Harrison wished to reappoint him to MOTION: a four-year term. COUNCILWOMAN ALLEN MOVED, SECONDED BY COUNCILMAN HERB, TO CONFIRM THE MAYOR'S REAPPOINTMENT OF JOHN HODGIN TO POSITION 1 ON THE PLANNING COMMISSION.,_TERM TO EXPIRE OCTOBER 9, 1983. MOTION CARRIED. MOTION: MOTION: Mayor Harrison advised that the Staff wished to advertise for repainting of the 1.5 million gallon water tank at Five Corners. The intent was to paint it in the same color and texture as the new tank. It was questioned whether the tank needed repainting, whether this was budgeted, and what it would cost. Councilman Gould suggested the call for bids be authorized but that the Council request the above information before awarding the bid. COUNCILMAN CARNS.MOVED, SECONDED BY'COUNCILWOMAN ALLEN, THAT AUTHORIZRTION'BEIGIVEN'TO ADVERTISE FOR THE REPAINTING OF THE 1.5 MILLION GALLON WATER TANK ON THE BASIS THAT THE COUNCIL BE PROVIDED THE INFORMATION AS TO NEED OF REPAINTING, COST OF REPAINTING, AND WHETHER THE REPAINTING HAS BEEN BUDGETED. MOTION CARRIED. COUNCIL Councilman Gould referred to a memo from M.A.A. Dibble recommending another reception to honor boards and commissions and commenting on last year's successful reception. M.A.A. Dibble suggested the date of November 30, if the Council wished to have the reception. There was general agreement that the reception should be held, and financing was discussed. Last year the Council members had personally financed the reception.. On.question, City Attorney Wayne Tanaka stated it would be proper to finance such from the Council Fund. The concensus of the Council was that the Council would personally pay for any liquor provided.at the reception and the Council Fund would be used to pay for the other items. Councilman Gould received direction to proceed with plans for the reception. Councilman Kasper said he felt'the ordinance regarding Sunset Ave. was illegal because it caused people to back into driveways to turn around and, further, he felt the people of Edmonds should be able to enjoy the waterfront view. City Attorney Wayne Tanaka said a legal opinion would be pro- vided regarding that ordinance. There was no further business to come before.the Council, and the meeting.was adjourned at 6:45 p.m. [This meeting was scheduled one hour earlier than the normal meeting time because of a Boundary Review Board hearing on.a proposed Edmonds annexation election and to afford Council members the opportunity to attend if they so desired..
