Mgr. <br />Nancy Dilworth, Landscape Architect <br />Gary McComas, Fire Marshal <br />John Wallace, City Attorney <br />Jackie Parrett, Deputy City Clerk <br />Councilwoman Allen asked that Item (I) be removed from the Consent Agenda. COUNCILMAN NORDQUIST <br />MOTION: MOVED, SECONDED BY COUNCILMAN KASPER, TO -APPROVE THE BALANCE OF THE CONSENT AGENDA. MOTION CARRIED. <br />The approved portion of the Consent Agenda included the following: <br />(A). Roll call. <br />(B) Approval of Minutes of February 19, 1980. <br />(C) Acknowledgment of receipt of Claims for Damages from W. C. Brennan and Hans Lutz, amounts <br />to be determined. <br />(D) Report on status of handlingand storage of hazardous materials •in downtown Edmonds. <br />(E) Setting date of March 4, 1980 for hearing design review of�7=unit PRO at 17422 71st'Ave. <br />W. - Diversified Builders (File PRD-3-79). <br />(F), Setting date of March 4, 1980 for hearing on Shorelines Management Substantial Development <br />Permit for 3-lot subdivision at Lots 12, 13, 14, 17, 18 and 19 of Maple Manor (unrecorded) <br />off Olympic View Dr. <br />• (G) Authorization to accept.Quit Claim Deed -in conjunction with short subdivision for 9' of <br />right-of-way along Driftwood Lane (Patrick). <br />(H). Acknowledgment of receipt of petition for water/sewer LID, vicinity of 72nd Ave. W. and <br />175th S.W., and passage of Resolution of Intention 254, creating LID and setting date of <br />April 15,.1980 for hearing on preliminary assessment roll. <br />(J) Referral to Council Finance Committee for review and recommendation -the question of <br />.installation of a City purchasing system. <br />PROPOSED RESOLUTION ADOPTING RULES OF -PROCEDURE FOR CONDUCT OF PUBLIC HEARINGS [Item (I) on Consent <br />Agenda <br />Councilwoman Allen questioned the reason for adopting these when.a resolution was adopted in 1974, <br />copies of.which had been furnished.to the Council in this week's Council material. City Attorney <br />John Wallace noted that the rules adopted in 1974 were for the conduct of Council meetings, and <br />MOTION: these rules were for the conduct..of public hearings. COUNCILWOMAN ALLEN MOVED, SECONDED BY COUNCILMAN <br />N.ORDQUIST, TO PASS.RESOLUT.ION 463, ADOPTING THE RULES OF PROCEDURE FOR CONDUCT OF PUBLIC HEARINGS. <br />MOTION CARRIED.. Councilman Nordquist requested that they..be prepared in booklet form and be Dlaced <br />in the compartments at each Council member's place on the rostrum. <br />MAYOR <br />Mayor Harrison called attention to a memorandum from M.A.A.. Dibble asking for a brief discussion to <br />provide.some guidelines for Staff work:regarding the Sunset -Ave. problems... tiayor Harrison said <br />Parks and. Recreation Manager Jim Jessel. was prepared to discuss some -proposed alternatives, and he <br />invited Mr. Jessel to speak. Mr. Jessel introduced Nancy Dilworth, a landscape architect in his <br />division.,.who discussed three alternatives she had develoned,.illustrating each with drawings. <br />These.,iqere briefly discussed and the Council agreed to discuss them more fully, without public <br />
