Members of the City Council, Mayor Naughten, and
met at 8:00 a.m. in the basement meeting room of
Restaurant in Edmonds, Saturday, February 25th,

City Attorney Mark Eames began the meeting with a legal briefing and review
of the functions of elected officials. Two specific topics covered by Mark
were the Mayor/Council Plan of Government and the Open Public Meeting Act
(RCW 42.30). The basic powers of the Council were discussed including the
organization and regulation of internal affairs; defining of functions; power
and duties of officers and employees; fixing of compensation and working
conditions of officers and employees; levying.of taxes; granting of fran-
chises; establishment of annual budget; declaration of eminent domain/con-
demnation. An outline was then distributed entitled "Mayor's Powers and
Duties" covering RCW's 35.A 12.090, 100, and 130.
Attorney Wayne Tanaka then discussed both the Appearance of Fairness and
Conflict of Interest Doctrines as they relate to the Mayor and Council.
Several issues were brought up by the Council including campaign promises,
Staff and Council interaction and conferral regarding Council Meeting issues,
and Councilmembers' hearing of proponent/opponent issues to public meetings.
COUNCIL PRESIDENT
The group then began discussion of committee assignments. It was suggested
that the Public Safety and Community Services Committees be disbanded since
their function was questionable. Councilmember Steve Dwyer felt, however,
that an additional six months should be allowed prior to such a decision so
that the committee meeting arrangements and organization could be reassessed.
The Councilmembers concurred with Dywer's suggestion.
Finance Director Art Housler then arrived to take part in a brief discussion
of the Lanier Recording System. It was decided that the Councilmembers would
consider the matter individually over the weekend in order that a decision
regarding the purchase of the equipment could be made at the February 28th
City Council Meeting.
Workshop Minutes - Continued
Councilmember Kasper then called for discussion regarding the continuation
of the Council President position. The original reasons for creating the
position were reviewed with all Councilmembers agreeing that the position
is a necessary one and should be maintained.
FIRE CHIEF
The final topic for discussion during the morning portion of thw workshop
was the Edmonds/Woodway Fire Service Contract. The current proposal by the
City represents a revision to the original Woodway formula. Concerns re-
garding the proposal included the basis of valuation used by Woodway (buildings
only; forests, vehicles, etc. not included), and deviation from Woodway"s
originally expressed desire of sharing costs equally on a partnership basis.
The proposal will be discussed further at the Council Meeting on 2-28.
The workshop then adjourned for lunch at 12:00 p.m.

Department Heads and the Executive Secretary joined Mayor Naughten
and Members of the City Council at 12:00 Noon for lunch. The Work-
shop continued at 1:00 P.M. as follows:
DATA PROCESSING REVIEW - FINANCE DIRECTOR ART HOUSLER
The Data Processin Sub -Committee has been studying the inner workings
(technical aspects of the various vendor computers and will be making
their recommendation. to the Date Processing Committee soon. The whole
Data Processing Committee will review the sub -committee's information
and recommendation and make their final proposal to the City Council by
April 10.
Since there is much detail work that can be accomplished during this
interim period, Art asked direction .from the Council as to whether he
should proceed with that detail work or not. The response was favorable
from those present, with instructions to proceed with bringing the Depart-
ment Heads on board concerning the impact upon their respective depart-
ments.
REVIEW OF 1984 DEPARTMENTAL GOALS
The Department Heads distributed and briefly discussed.their 1984 Goals.
Copies of departmental goals are.available in the Mayor's.office.
Police Chief Foster took his allotted time to discuss details of a future
recommendation he will be making for an increase in the Narcotics Investi-
gation Contingency Fund. There were no conclusions or action.
MAYOR NAUGHTEN
Mayor Naughten stated he will be sending his recommendation to change the
name of Dayton Street Park to Rosalynn Sumners Park through the normal
channels of the Planning Board and the Architectural Design Board. If the
name change is approved he hopes to see it implemented sometime in April.
The Mayor recommended that Councilmembers visit Union Oil Beach .if possible
to see the changes that have been made recently to make it a family -type
beach. The Mayor noted there have been $30,000 worth of improvements com-
pleted this year.
The Mayor informed the Council there will be various booklets and cassette
tapes dealing with City Councils available for their.use in the,Council
Office at City Hall.
Any suggestions or questions for the Citizen survey should be turned in to
Mayor Naughten no later than March 2.
