2013-0562 Community Health - Structural.pdf June 8, 2013 Leif Bjorback Building Official City of Edmonds th 121 5 Avenue North Edmonds, WA 98020-3145 Subject: Community Health – (Structural Only Review) Address: 23320 Highway 99 Permit: 2013-0562 Per your request, Beck & Associates has completed a review of the structural only drawings and calculations for conformance with the 2009 International Building Code (IBC), as adopted and amended by the State of Washington and the City of Edmonds. Our review of the plans and calculations indicates that corrections are necessary prior to permit issuance. The applicant should address the following comments in itemized letter format in addition to making corrections & revisions to the drawings. General Notes (S1.00-S1.04) 1) Reference the Design Criteria on S1.00. According to the calculations, the dead load nd used for design of the 2 level floor is 28 psf, not 80 psf as specified in the Design Criteria. Please clarify and update either the design or the General Notes as required. 2) Reference the Lateral Forces section on S1.00. The General Notes should identify the lateral force resisting systems utilized for the building: ordinary concentrically braced frames and special reinforced concrete shear walls. 3) Reference the Splice Schedule on S1.01. Specify the concrete compressive strength on which the splice schedule is based. Geotechnical 4) The Riley Group, Inc. recommends that the project plans and specifications be submitted to them for a general review to confirm that the recommendations in geotechnical engineering report have been interpreted an implemented properly in the construction documents. The Riley Group should provide a letter of review indicating that their recommendations have substantially been incorporated into the project plans and specifications. Where corrections or additional recommendations are required based on the geotechnical review, those corrections and recommendations need to be incorporated into the plans and specifications prior to re-submittal of the plans for our review. Lateral 5) It appears that the design of the lateral force resisting system will need to consider a redundancy factor, rho, of 1.3. Provide an analysis for determination of rho in each Permit 2013-0562 June 8, 2013 Page 2 of 3 direction. Revise the lateral design as determined by the analysis. ASCE 7-05, Section 12.3.4.2 6) Horizontal reinforcement in structural walls is required to terminate at the edges/ends of structural walls with standard hooks engaging the edge reinforcement. Alternatively, the edge reinforcement should be enclosed in U-stirrups having the same size and spacing as, and spliced to, the horizontal reinforcement. Update the drawings accordingly. ACI 318-08, Section 21.9.2.3 7) Collector elements with compressive stresses exceeding 0.2 f’c at any section are required to be provided with transverse reinforcement satisfying 21.9.6.4(c) over the length of the element. Provide an analysis of the collector elements to determine if the stresses exceed 0.2 f’c and provide transverse reinforcement as required. ACI 318-08, Section 21.11.7.5 S2.01G – Grade Level Framing Plan 8) Section 3/S3.10 and 4/S3.10 are cut on the plans. These detail references appear to be incorrect. 9) Reference the column located at grids B & 4.5. Detail 5/S3.00 is called out as the foundation for support of this column. Please review this condition and provide an analysis to demonstrate that the foundation has adequate strength for the imposed forces. S2.02 – Floor Framing Plan 10) Reference the column located at grids B & 4.5. This column supports the end of a braced frame which is discontinuous at this level. As a result, it is required to be designed for loads considering overstrength. Provide an analysis to demonstrate that this column has adequate strength. Revise the design as required. ASCE7-05, Section 12.3.3.3 S3.01 – Foundation Details 11) Reference detail 4/S3.01, Typical Concrete Column at Spread Footing. Transverse reinforcement in columns is required to comply with Section 21.13 of ACI 318-08. The engineer should provide calculations to demonstrate that adequate transverse reinforcement is provided in the concrete columns. ACI 318-08, Section 21.13 S3.21 – Framing Details 12) Reference 4/S3.21. Review the connection of the beam to the concrete wall. The detail referenced is for a typical beam condition. However, this condition is where a braced frame occurs. Provide an analysis for the design of this connection and specify all connection requirements. Revise the design as determined by the analysis. S3.30 – Concrete Wall Elevations 13) Reference 1/S3.30. a) According to the calculations (9) #9 threaded for coupler at collector are required to be provided (p. LA-164). Currently, (6) #9 are specified. The number of required collector bars needs to be coordinated with detail 3/S3.15, as well. Permit 2013-0562 June 8, 2013 Page 3 of 3 b) The design of the concrete wall is based on tank design principles. However, there is no wall framing perpendicular to the wall along grid B.
