(RGI) was retained by Community Health Center of Snohomish County to provide intermittent earthwork observation and geotechnical special inspection services during the construction of the above -referenced project from July 29, 2013 to May 16, 2014. Our services were completed in accordance with the inspection requirements outlined in the City of Edmonds' requirements in the pre -construction meeting. Our observations included soil bearing capacity, fill compaction, excavation stability, erosion control, rockery and retaining wall installation, and other geotechnical related issues. RGI reviewed the site and design plans approved by City of Edmonds for construction. Based on our observation, the earthwork construction has been completed in substantial conformance with City of Edmonds' approved plans and the geotechnical special inspection requirements. The following briefly summarizes the services that we have performed. 1. Soil Bearing Capacity The building is supported on a continuous exterior and interior spread column foundations bearing on very dense native soil. Based on our observations of the native foundation subgrade soils, the native soil is suitable for the design bearing capacity of 5,000 pounds per square foot (psf). 2. Excavation Observations A RGI representative observed the major site excavations, footings, and utility trenches during construction. Our observations indicated that the excavations were performed in dense native soil. The temporary cut slopes were observed to be in stable condition. No significant soil movement was observed on the site or adjacent properties. The backfill has been placed to re-establish the lateral support for the adjacent properties. Structural Fill and Compaction RGI observed and verified the structural fill placed on site during construction. Both native soil and imported structural fills were used for the project. The structural fills were placed in lifts and properly compacted. Based on our observations, the structural fills placed on the site were adequately compacted. 4. Subsurface Drainage RGI observed the installation of subsurface drainage. The drainage was installed per the approved plans. 5. Erosion Control - Temporary During our site visits, RGI representatives did not observe erosion on the site or sediment tracking onto the streets, the public storm water system or adjoining properties during construction. 6. Rockeries and Retaining Walls RGI observed the installation of rockeries along the property lines. The excavation was in stable condition and rockeries were installed properly. RGI also observed the construction of retaining walls onsite. All retaining walls were supported on dense native soil subgrade. The retaining walls were backfilled and compacted properly to have met the design requirements. 7. Other Geotechnical RGI attended the pre -construction meeting with the City of Edmonds on the project site.
