Dave and I discussed this issue and the decided not to require him to obtain an encroachment permit or move it because
of the following reasons.
1. the sign was on private property until we purchased right-of-way for the signal at 224th, and nothing was said to the
owner at the time for him to move it.
2. City of Lynnwood (contracting agent) placed the relocation within the contract but later made the decision not to move
the sign because of the size of the sign foundations and cost to move it. They adjusted the location of the signal pole
instead.
