During the preliminary review, the Board requested that more detail on the design for the w bus shelter be presented during the final review process. Mr. Bissell explained that the park will contain primarily Or trails and landscaped areas, as well as a bus shelter which will be located on Railroad Avenue. iL ¢ " cn Arvilla Ohlde stated that in the preliminary design, the bus shelter roof was shown as being made of a solid white z w' material. She explained that this has been changed to a clear material so that views would not be blocked. John zBarker remarked that the design is consistent with, and was inspired by, the Hekinan wave, and a clear roofing 1-0 material will open up views to the water, sky and mountains. He presented a variety of roofing materials which w w could be considered for use. o c/3Boardmember Pierce asked which material would be most suitable for ease of maintenance, and Boardmember U ; O Bylsma added that salt air might dull the finish on certain materials. rv': Boardmember Frank stated that clear material may also increase the amount of heat being generated beneath it, She LL also suggested that a product that is slightly colored or treated might help filter out some of the heat and be more — z practical from a maintenance perspective. U S Mr. Barker explained that the structure will face toward the east, and that there will be vegetation screening on the O west side. There will also be a 2 foot to 3 foot open air space where trapped heat can escape. He stated that z Community Transit approved the design for the bus shelter and will be providing its funding as well. Boardmember Pierce asked who will be providing maintenance for the shelter. Arvilla Ohlde stated that the Parks and Recreation staff will be handling the maintenance. Mr. Barker showed a sample of an inter -locking brick paver which has the appearance of beach sand. These pavers are individually made by an artist and will be used at various points in the trail system. Boardmember Frank stated that this new park will be an asset to the community. There were no audience comments on this project. Boardmember Bylsma stated that he prefers a material which contains combs or lines, and recommended that the architect explore a material which might also be more solar -reflective. Boardmember Frank explained that the Board wants to make certain that excessive heat does not become a problem for people using the bus shelter, and that she prefers the material which contains some type of line in the design. _ © Boardmember Pierce stated that lined material may detract from the design and appear too busy. Boardmember Bylsma stated that he did not feel that a very small line design in the material would create a conflict. Mr. Barker explained that he and Arvilla Ohlde will be exploring the use of different materials which will address the concerns that the Board has expressed and, at the same time, keep the design simple without too much conflict. Boardmember Frank also suggested that the Board consider appointing Wanda Peterson to replace her since Ms. Peterson was the first runner-up when the Board last accepted and reviewed applications to fill the position left vacant when Carolynne Harris resigned recently. She stated that Wanda Peterson would, in her opinion, do an excellent job on the Board. Site Location: 100 Railroad Avenue C. Introduction/proposal: The City of Edmonds has acquired the property directly south of the ferry terminal pier. The Parks and Recreation Division is proposing a beach restoration project to create a new park. The park will consist of a walkway, contoured hills with lawn grasses and native beach grasses. The applicant is also proposing trees and shrubs, mostly clustered along the north and south property lines and along the street. A new bus stop shelter is also proposed. The shelter will have a wave like roof to fit into the dune and wave atmosphere of the beach. This proposal appeared before the Board at the June 19, 1996 ADB meeting. At that meeting the Board had generally favorable comments regarding the project. The Board requested that the applicant provide greater detail of the proposed bus stop shelter, and that perhaps, the shelter could be reduced in length from the proposed size. The applicant has submitted new details for the proposed bus stop shelter which appear to address the concerns of the Board. Since the applicant is pressing no additional changes, and since the board favored the remaining portions of the project, the comments found in section D below are a repeat of those found in the preliminary report. D. Background: 1. Description of Property: The property is zoned CW and allow park uses as a permitted use. 2. Environmental Review: The City has acted as lead agency and completed a SEPA review along with the shoreline permit issued by the City of Edmonds. 3. Other Permits: The proposal requires a Shoreline Permit. The applicant has. applied for a shoreline permit which was approved by the Hearing Examiner. The Hearing Examiner's approval has been appealed to the State Shoreline Hearings Board. No appeal hearing is scheduled at the date of this report. Since this is a preliminary review no motion is required. However, the Board and the applicant should both be aware that if the shoreline permit is denied on appeal, a design change is possible. E. Summary: As it appears that the applicant has addressed the concerns of the ADB from the preliminary review. UJ :E � [ Mr. Bissell explained that the property is subject to SBPA review and a shoreline permit is required by eU ti local and state ordinance. The applicant has been through this process and there was an appeal filed on cn d i. the shoreline permit application. The hearing for that appeal is scheduled for October 28, 1996. Any r w approval from the Board would have to be contingent upon approval of the shoreline permit. The applicant made a very complete application and staff recommends approval. This item can come back to z I-- �- O the Board on their consent agenda since it was scheduled for only a preliminary approval at this time, z� g o Ms. Ohlde also requested that this proposal be placed on the Board's consent agenda for the next meeting contingent upon the shoreline process being completed. She explained that staff just went 0 - before an administrative court judge for an order of dismissal in that the Hearings Board accepted the 0 H y, appeal three days late. The judge said they would complete a submittal by next Friday and a UJ = L determination by July 5, 1996 could take place. If not, eight different meetings are scheduled between now and October 28, 1996. There was an indication that this issue may be settled before October 28. o —z ui (n Ms. Ohlde presented background information describing the park process. She noted that the City L) received grant funding for $1.4 million of the acquisition costs. They have also applied for development 0 r# grant funding. This project scored very high (first and second) on both grant funding opportunities. It is a key piece of property because it provides an entry into the City. The design is geared to enhance the beach amenities. She presented a schematic design to indicate where the different elements of the plan would be located. She noted the importance of working closely with their neighbors on the three sides. They have created a partnership with the ferry terminal to make sure that the development of the two sites is consistent to soften the property dividing line. The consultant has done a good job of looking at all of the issues and concerns while still preserving the site for a passive use. XVI L Mr. Barker explained that the concept behind this design is for a passive use park. They have tried to create a low bank series of dunes that roil from the west to the east. The beach would have small dunes which would start to roll up towards the bus shelter to make it part of the land form. The dunes will help preserve the site as a passive use and also breaks the area into smaller spaces for picnics, etc. It also allows for different types of views and deflects some of the winds. Mr. Barker said the concept for the plant material is simple. He described the natural type of plantings which will be used at the park. He also pointed out that there will be a riparian planter at the bottom of the swell so that drainage from the bus shelter and lawn area will flow down to the low points and out to the sound. This will add another element of wildlife, as well. The bus shelter will be designed in character with the park. Ms. Ohlde explained that the City is working in conjunction with the Arts Commission to provide for the I percent for the arts. The amount available is only $2,000. The thought is that because there are so many art elements in this project design, , keeping those elements going with advise from the Arts Commission and retaining the money for future projects after the park is developed would be more appropriate. They plan to put a fence from the entrance to help direct the pedestrians to the crossing area. U= Bruce Higgins, 20138 44th Avenue Northeast, Seattle, said that at previous public meetings regarding 2 this project, there were a host of issues and concerns expressed by the public. He said he put together a list of these concerns for the City. The proposed design addressed all of these concerns, as well as other more subtle concerns. This park will provide classroom type opportunities to many groups of people. He noted, however, that the park design and development is only a part of the system. The people who use the park and mother nature will have a significant impact on the park, too. The plan addresses the public's vision for the park. Boardmember Goodrick commented that the design plans for the park are superlative. Boardmember } Young agreed, but said he expects to see more details for the design of the bus shelter. He does not see the need for a bus shelter of this size at this park. He would like to see some projections to support the need for this shelter. Mr. Higgins noted that when the ferry terminal is moved, the ferry system plans to ® take the bus shelter with them. Ms. Ohlde said the terminal building would become a public facility with amenities such as restrooms, etc. Boardmember Oakiief commented that the applicant did an incredible job on this project. He likes the idea of making the bus shelter different than those existing elsewhere in the City. This park is intended to be something special. Boardmember comments were that the project was wonderful. Boardmembers Young and Oaklief expressed that the applicant did an excellent job of paying attention to detail, but they suggested that they continue to work on the bus shelter design. Bissell advised that staff recently approved a request for new entry covers on an existing building at 8301212th Street Southwest. He explained that this building is a home which has been converted to an office in the Five Corners area. 'There were some existing fabric covers over the entry doors and the applicant will replace these with a gable type covers which match the roof lines on the entry doors. The Boardmembers discussed site visits and whether they were appropriate. Mr. Bissell explained that I there is controversy between the city attorneys regarding this matter. Therefore, he would encourage the Boardmembers to continue to visit the sites until they are told otherwise. Boardmember Young said the attorney expressed concern that if a Boardmember visits a site, this visit will influence their decision. W. Bissell stated that if a Boardmember were to meet an applicant on site, that would clearly be wrong. However, since the applicant has seen the site, the Board should be j allowed equal opportunity to become familiar with the site. If a Boardmember has information which the applicant or the public cannot access, the decision will then be biased in a way that is unfair to the ' applicant and the public. If the site is visible and available to the public and the applicant, the members of the Board should have the opportunity to visit the site. Boardmember Young said his understanding is that the Board could not make a decision for or against an application based upon something they saw at the site. The Boardmembers can visit the site and make suggestions. lbir.
