RE: Request to Resurface Upper Bell Street

Thank you for your letter of November 24, 2004 requesting that the City of Edmonds repair and
repave Bell Street. The street has been previously identified as in need of repaving and is
identified on our pavement management plan. Last summer I re -inspected it, and I would agree
that it certainly needs to be overlaid soon.
The City has developed a -•seven-year overlay program. This program consists of seven
geographical zones in the City'and a standardized pavement condition evaluation process. The
goal of this program is to pave the worst streets in a particular neighborhood once every seven
years. Not only do zones assist in ensuring we pave the worst streets in our neighborhoods; they
also provide for efficiencies in construction. As a result of these efficiencies, the City of
Edmonds receives favorable construction bids for our pavement overlay projects. This pavement
management system works well when funded adequately.
Bell Street was identified in 2001 to be repaved with asphalt concrete pavement. At that time,
this street was scheduled to be overlaid in 2006. However, in the fall of 2002 Initiative 776 was
passed by the voters of Washington. With the passage of I-776, 46% of the City of Edmonds
transportation funding revenues were eliminated. Many transportation programs were eliminated
or cut, including the 2003 Overlay Program; the 2004 Overlay Program was also scaled back. At
this time, due to the severe cut backs, it is difficult to estimate when your street will be overlaid.
City Council recently passed the 2005 budget which did not include funding for the general
pavement overlay of streets in 2005 or 2006.

our street (Upper Bell Street).
My phone call to your office of August 9, 1995 assured me our street would be evaluated
that winter — 1995. I would appreciate knowing approximately what date has been set
for the repaving to be done.
In July 20011 was told a Michael Lynn would check out the condition of the road. As I
recall one pothole was filled around that time. No other information has been
forthcoming from your office.
I would very much appreciate your response and would hope that some date has already
been set for the road repairs.

Your letter was referred to me for response. Thank you for your interest in traffic safety. It
has taken me longer than I would normally wish to research the answers to your concerns. I
apologize for that, but hope you find the following information useful.
The Edmonds City Code does have restrictions for parking on public streets. That portion of
the code is administered by the Edmonds Police Department. Your access right-of-way,
however, is only twenty feet wide, and it appears that your neighbor is actually parking on
private property. It is very difficult to determine where public right-of-way ends and private
property begins, unless property corners are staked by a surveyor.
The Engineering Division staff has a very complete inventory of the pavement condition of the
City streets. Unfortunately, the "street" you utilize for access is an unnamed alley, and as
such, has not been rated. I will insure that it will be evaluated during the next rating period.
It does appear that it needs resurfacing and, after the evaluation, it will go onto the prioritized
list for paving. A number of factors are used to determine when a street is to be resurfaced.
If you wish to call me sometime at your convenience, I will try to explain how the system
works.
I have notified the Public Works maintenance crews regarding the items of trash on Olympic

1. What are the guidelines for having a camper parked on a public street? We live on the
�• public street comprised of upper Edmonds and Bell Street. It really is more an alley than a
street and only allows for one-way traffic. Near the end of the street on the right hand
�Q side the neighbors have a camper parked year round. Are there any city codes that would
allow us to have the city request that this camper be stored at another location when not in
use? The residents have chosen not to honor the requests of the neighbors.
2. If you have an opportunity to check on the above request, perhaps you could also check
the condition of the road and determine if it could be placed on the list to be repaved. A
rather bad patch job was done last year in spots but the road is really in need of
resurfacing. I was surprised that the street in front of the Mayor's house was redone this
summer when there are many streets in much greater need of repair. Ours, to mention
only one.
C 3. Finally, there have been several items in the grass along Olympic Avenue for more than a
�1 C1J • year now, as you go north from Main Street: a rusty old bed frame, a large box (perhaps
` for an animal) and, more recently, a black plastic bag of rubbish. Would it be possible to
have the city's disposal service pick these items up?
