MOTION CARRIED. NEW WALL MOUNTED SIGN La Playa Azul 101 Main Street (Final Approval) The Applicant's Representative, Bart Haynes, Amp Art Signs, 12309 15th Avenue NE, Seattle, 98125, was present. Mr. Bissell presented the staff report. He stated the existing building has a sign over the main entrance, and a sign on the east side of the building where the parking area is located. The applicant is proposing to remove the existing sign on the east side of the building and'replace it with a new updated sign. The proposed sign area is 56 square feet and 75.6 square feet is allowed for the entire building. The applicant has stated the existing sign over the main entrance will be reduced in size so that the total sign area of the two signs will equal the 75.6 square feet which is allowed. Mr. Bissell described the sign as having two parts. The top part has a neon tube with an aluminum background; the bottom part is a plastic -faced cabinet sign. He indicated the Board has previously approved some neon signs in the downtown area. Also, the Board has expressed concern with the cabinet type signs in the past for the downtown area. The site is unusual in its proximity to the ferry holding lanes. Mr. Bissell pointed out there is some separation from the downtown area by the proximity to the ferry holding lanes which may be an issue for discussion. The colors include blue neon letters on a white background for the upper portion, and the lower portion is proposed to have blue letters on a yellow background. He indicated the plans show the sign to be located over the allowable height of 14 feet. The applicant will need to mount the sign so that it does not exceed the 14 foot height limit. The Applicant's Representative, Bart Haynes, addressed the Board. He stated the proposal is to provide exposure for the business. Regarding the aluminum background, it will house the electrical components for the neon. The aluminum box will be painted to match the texture coat of the building itself. It will appear that it is a part of the building as opposed to being a box sign. The letters "La Playa Azul" will be painted blue with a green outline. Each letter will be outlined with blue neon. The lower portion of the sign is proposed to have a back -lit face, which will have a more subtle approach. The colors are based on what is currently on the building. Boardmember Goodrick questioned the necessity of bringing the sign on the east side down to 14 feet. The trees that are there are attractive and they camouflage part of the building. The landscaping is more attractive than the building, and they would have to cut the trees in order to see the sign if it is brought down to 14 feet. Mr. Bissell stated in order for the sign to be above 14 feet, the applicant would need to apply for a variance. Responding to Boardmember Young, Mr. Haynes stated they intend to take down the sign over the front entrance which is basically wood letters, and redo the same thing. It will need to be scaled back, but it will be the same configuration. Mr. Haynes described the type of neon to be used. He stated the neon will be equivalent to a 60 watt bulb. It will not be loud or garish. Architectural Design Board Meeting Page 3 May 15,1996 Chairman Oaklief noted there was no one present in the audience, and therefore it was not necessary to open this portion of the meeting to receive comments from the public. Boardmember Young commented he would be supportive of a height variance as well as a bulk sign variance so that it would not be necessary to reduce the sign over the front entrance. Further, the two existing signs were nice when they were first put up and they were consistent with the overall appearance of the building. While the proposal is tasteful, he does not feel it is appropriate on a building that has an Hispanic character. He suggested a subdued neon tubing sign similar to what is currently used by. Provinces on 5th Avenue. This may be more in keeping with the character of the building and the area. Mr. Haynes stated the proposal reflects the logo that is currently being used by the restaurant. It is their letter style, and their colors. Boardmember Sullivan commented he is comfortable with the proposed sign on the east side of the building. He suggested that the east sign as well as the sign over the front entrance could be tied together. He encouraged the Applicant's Representative to speak to the owner and figure out a cohesive plan. Chairman Oaklief asked if the back -lit sign or the cabinet is an issue? Boardmember Sullivan responded no, it is not an issue to him. He is comfortable with the proposed sign; he is uncomfortable with the fact that they are not connected and it does not address the building as a whole. Mr. Haynes suggested the sign over the front entrance use the same color scheme as the sign on the east side. The applicant will not be able to paint the building due to financial reasons. W. Sullivan stated he feels the two signs need to be related. It is a key area of the city. Chairman Oaklief commented he likes the idea of the neon. He suggested making the lettering on the top and bottom the same. He would also like to see the sign over the front entrance match the sign on the east side. Boardmember Pierce stated his only concern about the sign is the balance between brightness and getting the message out. It is located in a somewhat view corridor. Chairman Oaklief stated he is not concerned with the neon; he believes the brightest part will be the lower portion. Mr. Haynes explained how the lighting will be diffused on the lower portion. He also described the subtle neon that will be used; the color will be horizon blue. Boardmember Sullivan suggested having the two signs align in height. He encouraged the Applicant's Representative to consider the sign over the front entrance read only "La Playa Azur'. Mr. Haynes stated the owner of the restaurant has a need to advertise that it is both a restaurant and bar and will want this verbiage on both signs. MOVED BY BOARDMEMBER SULLIVAN, SECONDED BY BOARDMEMBER PIERCE, TO APPROVE ADB-96-63 AS SUBMITTED WITH THE FOLLOWING CONDITIONS: (1) THE SIGN TO BE PLACED ON THE EAST ELEVATION BE HELD TO THE COMMUNITY STANDARD OF NOT TO EXCEED 14 FEET IN HEIGHT; AND (2) THE EXISTING SIGN THAT IS LOCATED ON THE SOUTH SIDE OVER THE MAIN ENTRANCE OF THE BUILDING BE REDUCED IN AREA SO AS TO CONFORM TO THE ALLOWABLE SIGN AREA OF 75.6 SQUARE FEET, AND THAT IT BE SET AT A 'HEIGHT THAT IS IN ALIGNMENT WITH THE SIGN ON THE EAST ELEVATION. He would like to see a motion made that should the applicant apply for a variance and it is granted, that he would not have to come back before the ADB for approval. Mr. Bissell next requested guidance from the Board regarding two issues that have come before him. The fast issue was regarding a cabinet sign in a neighborhood business area. Chairman Oaklief stated in his opinion approval of a cabinet sign in a neighborhood area would depend on how the building works with the street; whether or not the building is set back from the street or not. Boardmember Sullivan commented that if staff is unsure about the placement of a cabinet sign in a neighborhood business area, then approval of that sign should be placed on the Consent Agenda for ADB approval. Another option would be for the staff member to contact the Chair of the Board to discuss whether or not it should come before the ADB. The second issue Mr. Bissell brought forward dealt with landscape changes, specifically regarding reduction in the amount of landscaping at existing businesses. He questioned if staff should make the decision to approve or deny these requests. Boardmember Young commented that if it is a request for reducing landscaping that has been approved by the ADB, the request should be brought forward to the ADB. 8. Site Location: 101 Main Street C. Introduction: The existing wall mounted sign at La Playa Azul is in disrepair. The applicant is proposing to replace that sign with a different type of sign. ID. Staff Analysis: 1. Material: The proposed sign has two material types, found in the top and the bottom The top portion of the sign which contains the words "La Playa Azul" is proposed with neon letters on an aluminum background. The lower portion of the sign which contains the words "Mexican Restaurant and Bar" is proposed to be a plastic faced cabinet sign. 2. Lighting: The lower portion of the sign is proposed to be internally illuminated. The top portion of the sign is proposed to be illuminated with neon tubing. 3. Colors: The applicant is proposing a two-part sign with the upper portion using blue neon letters on a white background, and the lower part using blue letters on a yellow background. 4. Sign Location: The sign is proposed for the southern end of the eastern wall of the building located at 101 Main Street. S. Sign Area and Sign Height: Posed Allowed Sign Area 56 square feet 75.6 square feet Sign Height 14 feet 14 feet Note: The plans submitted by the applicant indicate that there is an existing sign with an area of 48 square feet. This would leave a total sign area greater than the allowed 75.6 square feet. The applicant has stated that the existing sign located on the south side of the building would be altered to conform with the size limitations. It should also be noted that he plans submitted by the nns sus applicant indicate that the top of the proposed sign would be over 14 feet above the ground. The applicant trust alter the proposal so that the sign is not more than 14 feet above the ground. 6. Design Guidelines: The applicant has proposed both exposed neon and an internally illuminated cabinet sign. In the past the Board has expressed concern that this type of sign application may not comply with the design guidelines. Section 20.10.070(A)(2) of the design guidelines state that "colors should avoid excessive brilliance and brightness, except where that would enhance the character of the area." Section 20.10.070(A)(5) states that "all signs should conform to the general design theme of the development." E. Summmy In order to approve this application, the Board must find that the proposal is consistent with the. Design Policies found in the Comprehensive. Plan and the requirements found in the Zoning Ordinance.
