I also wish to thank city staff for the opportunity that Paul Dragoo, (my engineer representative) and I had to meet with the City Engineer, on Friday, November 30, 2001. /' T As we have previously indicated, alley surface water runoff was historically conveyed along the east side of the alley to Pine Street. Over the years the adjacent properties have used the public right-of-way for yard improvements that extend beyond their fence lines. Fill and rockeries have raised the topography of that portion of the alley right-of-way. Consequently, the traveled portion of the alley has slowly adjusted to the west. A route of flow for alley surface water disappeared. Altering storm water run-off from the alley has exacerbated the traditional ground water conditions that we have privately had to deal with over the years. In short, the current surface water issues that we have asked assistance in resolving include: increased pooling of storm water at the entrance to my parents' garage and parking area (that is west of the alley right-of-way); and the surface water traversing my parent's lot between the garage and south property line that accumulates during minor storm events on the patio area between the garage and residence. We are hoping that the improvements associated with the two catch basins will help to redirect surface water along the historical route on the east side of the alley right-of-way. As Dave, Paul, and I discussed on Friday afternoon, the raising of the finished grade of the alley and the height of the berm associated with the westerly catch basin has created restrictions to ingress and egress for my parents' garage and the level use of the adjacent visitor parking area lying perpendicular to the garage entry. Your suggestion (this morning) that the alley surface should be re -graded as a cut (rather than built up with fill) to promote right-of-way surface runoff returning to the historical route along the east line of the right-of-way and minor adjustments to the height of the westerly catch basin features certainly sounds like.a practical resolution to both the drainage and access issues. Mr. Dragoo has given me similar advice. Mr. Dragoo has also suggested that we could create a shallow gravel filled trench adjacent to the garage apron and extend that feature to the northeast corner of my parent's property. Mr. Dragoo believes that such a trenching can be constructed consistent with the previous alley elevations and allow for the conveyance of any storm water surface runoff collecting at the garage entrance back to the alley at the northeast corner of my parent's lot. With the placement of a'minor amount of additional gravel between alley improvements and the garage structure, he believes we can minimize existing conditions confronting pedestrian use of the parking area during the wet season. If such a minor improvement cannot be accomplished during your re -grading activities, might I have permission to privately route such alley surface water runoff that collects on my parents' property to a discharge point on the alley at the northeast corner of their lot? I could then place a small amount of crushed rock on the parking area to tie it into the city's alley improvements. Thank you again for all of your assistance. I am assuming that you already have, as I received a call from Jim Cameron last Friday, Dec. loth that the crew would be out to attend to the sd1aping of the alley on the following Tuesday as they could not secure the right equipment on the Monday. Well, they did come out on Monday the 13th and fiddled around cutting a lip diagonally on the south side of the property of the right-of-way running between the two catch basins. This lip of course will be flattened in no time. They did absolutely nothing to the right-of-way to the east of our property so the alley still slopes to the west. As you know, we had a terrible downpour on the Tuesday and during the night and that amount of rain after only one 24 hour period has run into our garage and off the alley onto our 5 foot apron to the cement floor _leaving it in a muddy mess. It's a harbinger of what's go.ifi.g to happen if our weather continues to be as rainy as it is today! Why can they not scrape the alley to the east. I suspect it is because they don't want to take out the "landscaping" on the property L.o the east of us that is well in to the city's right-of-way. We don't have any water in our basement yet, but it surely will if this problem continues. Just as we've had in years past. Please, continue to have this considered. It's a pain in the neck for us and not our faults. The growth of Juniper Tams across the alley needs to be removed so that the alley can slope to the east harm4ng no one. You asked Harry and me to get in touch with you if we continued to have difficulty in getting the City to regrade our alley be- tween 8th and B. About three weeks after you -were -in our home, Noel Miller and another City staff member were in our *alley when Harry happened to be outside.' He told my husband that nothing could be done about the rockery and growth infiltration, etc. that had accumulated in the right-of-way, but that the d1`inage problem onto our property could be attended to. We heard nothing further until I called John Ttftelot. Mr. Turtelot told me he had nothing to do with public .right-of-way and to get back in touch with Noel Miller. I called Mr. Miller's office on Oct. 19th and put a message on his voice mail requesting he call us back and let us know when they would be grading the alley because of the drinage problem. So far we have had no reply even though we have an4answering machine. I've waited to push this until you were sure.to be our next mayor but now I am getting worried about the heavy rainy season being upon us and our once more having water collecting in pools in the back yard and seeping into our basement. John had mentioned that the City has a Dan Fien (?) who takes care of drainage problems. I wish one of your staff would back up their service to the citizens. Will you once again intervene, please? I didn't.want to take up time talking about this at our next parking committee meeting. Abbut seven or eight years ago we contacted Bobby Mills about this and got nowhere but perhaps the time is ripe now as the people who live across the lane from u•s with the swimming pool have their home up for sale. When the pool was built a cyclone fence -was put up on the property line we believe, according to where our survey stakes are located inside the 20 foot right -a -way.. In addition, they."landscaped" five to seven feet out into the right-of-way with Juniper Tams. The problem was not super bad..until we purchased.a very good. used LTD station wagon fr.om good friends and Harry deci.ded to close in the carport to become a double garage. Even for ,-him it can be a bit of a nuisance driving into the unfinished carport but absolutely impossible for me unless I go back and forth many timesto`get the vehicle in, under cover. a • We wish the landscaping could.be torn out so we had the proper use of the lane. The people just north of the.pool'people added railroad ties etc. to their west side of their property with rocks. It's a wonder the City hasn't been sued yet with'someone scraping the side of their cars as they drive back and.forth to their garages. You will see that we are generally pleased with the way the different departments operate. We do have one particular complaint that is personal to us and maybe in other areas of the city. We complained once before of this problem and city staff arrived to look over the situation but nothing was done about it. We would now like to take the opportunity to place a..formal complaint in -writing and it is the followings Landscaping_encr_oachments on ---pubic rights of way, such as the alley between Fine and Fir_ streets and 8th and B avenues should not be permitted. Though we own two compact cars it is difficult to avoid driving on top of the shrubs that have been planted into the right of way as we back out of our garage or carport. Logs have been placed on the right of way, and short stakes, to hold the plastic down so that weeds don't grow up between the shrubs. ` We would appreciate very much the city attending to this problem. It would seem at first that "landscaping" is a great idea, but to us, in this parti- cular area it has been a great nuisance. Thank you for your cooperation.
