Graf Building Official • Incorporated August 11, 1890 9 Sister Cities International — Hekinan, Japan Il 0'.W , Date: October 27, 1995 To: File From: John Westfall, Fire Inspector Subject: 1011 Puget Drive BUMINQ NOd211995 Anna of Oly View Deli (771-8280) contacted the fire department on October 23, regarding a new appliance which should arrive on Thursday October 26, 1995. This appliance is a ductless ventilation hood (class 1) and deep fat fryer with a built-in Ansul fire suppression system. This appliance is on casters, however per operating instructions should be secured to an adjacent wall for seismic concerns. Attached is the cut sheet for the pre-engineered device. Oct 23. 1 spoke with Donald Mobley (1-800-288-1555) at distribution company: Giles Enterprises in Alabama. Mr. Mobley gave me clarification points regarding this system: 1) Fire suppression system is an Ansul system. Manual and automatic operation. Two cylinders and discharge nozzles; one for surface (dry chemical), one for plenum space (wet chemical). Coverage rating and specifications per NFPA 96 (attached), chapter 10. A 285 degree fusible link dumps the master cylinder onto the surface which in turn allows dump into plenum space and shuts off electrical power. 2) Ventless hood system consists of electrically charged element which collects the grease product from cooking vapors. A charcoal filter behind this then captures odors. I assume the "clean"(?) vapors then are expelled to the exterior. If airflow is reduced within this circuit, or improper placement of extraction/filter elements occurs, the system is interlocked off. Cleaning of reusable grease extractor is recommended daily. Charcoal filters have one month recommended life span. 3) Other AHJs who may be of help: Vancouver(WA) Fire & Seattle Fire. Appliances vary by cooking methods; grill frying or deep -fat frying. He will send an 18 page manual regarding more specific features/operation. Contacted John Gentry at Vancouver Fire. He recalls that the appliance requires assembly upon receipt. Wiring for the fan was part of assembly of appliance and just happened -to be wired backwards by the business owner. Vancouver Fire asked for an "acceptance test" for this system. The system required charged activation to perform this step, however no test cylinders were provided for test activation. Eventually the business owner gave up on this appliance due to Fire concerns and inability to be "accepted". City of Edmonds Sb Office of Fire Prevention Contacted Fire Chief Equipment in Bellevue (641-2127), who is an Ansul authorized dealer. This gentleman led me to believe there are more than a few of these appliances out there and he services them just as he would a ducted system. Contacted Jeannine Graf: her concerns are an IAMPO approval or listing. Contacted Brad Reading of Mountlake Terrace Fire (776-1162), who recommended tracing down the UL listings to discover what features are actually tested and listed. Check the Mechanical Code for exhausting requirements. UMC 20021, exception #2 states "the exhaust from any hood serving commercial food heat -processing equipment may terminate in a prope►1y engineered air recovery system for recirculation to the room in which the hood is located'; upon approval of the Building Official (attached UMC excerpt). Contacted Jay at R&T Hood (726-0940). He has not seen any of these. When I mentioned the dry chemical agent, he reminded me of the UL 300 requirements for synthetic cooking oils, which require a wet chemical type agent to adequately suppress a cooking surface fire. Contacted Wes Christenson at Underwriter's Laboratory: 1) Regarding the UL listings for this device (attached excerpt: category YZCT for "Hoods, ductless, for use with specified commercial cooking appliances), he states that the fire -suppression system on the Giles appliance is tested with a particular ,type(s) of cooking device. This, or these, device will be labeled and noted on the UL plate. Hence, any approval should incorporate a check of the listed compatible cookers from the UL label. The cooker label should agree. These combinations have been tested and the dry chemical agent has been listed for the prescribed use of those cookers. 2) Regarding the grease recovery system, EPA method 202 has been utilized to test the pollutants emitted from the ventilation system. The grease content leaving the appliance is at apparently a low enough threshold to pass this test method. Actions: -Memo to Jeannine of findings. Recommend accept this appliance in Edmonds. -Recommend permitting of these appliances in order to track locations, for semi- annual servicing follow-up. -Recommend FD to provide "installation" acceptance. -Acceptance test points: fastening appliance to wall, checking compatibility of ductless hood to commercial cooker (UL label checks), assurance from owner to operate per manufacturer specifications (e.g. strictly animal fat type deep fat frying vs. synthetic oils if so prescribed), portable 40-B sodium or potassium bicarbonate dry chemical fire extinguisher mounted < 30' from appliance, manual and automatic interconnected power supply shutoff requiring manual reset if tripped, • appropriate and periodic cleaning of ductless hood surfaces, grease extractors, filters and cooking area surfaces. Dates of cleaning shall be recorded and maintained on premises. • UFC Section 1006 compliance. 10/26. Wes Christensen called from UL he has more information. Ductless hood may be of an "integral' variety where there are specific model listings. This type of ductless hood will have a UL label stating "Commercial cooking appliance" or "Commercial cooking appliance with integral hood". The City understands that your company re -stripes existing stalls on your managed property on a yearly basis (a business practice that we are not familiar with and which the code does not provide much flexibility). At this time permits are issued and are valid for one year thus your company would have to obtain yearly permits for each site to re -stripe. The reason the City requires a permit is to verify code compliance to stall dimensions (i.e., width, length, disabled, etc.), control devices (i.e., wheelstops, signage, fire lanes, no parking lanes, etc.) and safety measures (directional arrows, stop signs, etc.). At this time the City cannot offer your company a blanket parking lot permit however the following is possible: • Obtain a parking lot re -striping permit for each site (based on current code provisions such that the City can verify code compliance) and, • For subsequent years for each site obtain a compliance permit (substantially less fee) provided code provisions do not change and the lot (striping, spaces, control devices, etc.) stays exactly the same as the original approved plan. In this way the City can verify code compliance and be assured that spaces, access, signage, directional arrows, disabled parking, etc. is not indiscriminately changed without City approval.
