The landscaping in the parking lot was approved earlier. Mr. Westlin asked how high off the ground and Mr. Holt stated it was about 43 inches. Mrs. Block stated it is well within their allowable amount. They will need to get permission from the Engineering Department to install their sign, Mrs. Block added. MR. WESTLIN t1ADE THE. VERGIN, Site review for a Day Care Center at 7806-196h S.M Rt•1H) Mr. Vergin was not present, but Mr. Larry Delvendahl appeared for the applicant. Mrs. Block stated this was for a clay care center, a duplicate to the one built in Bellingham. They did have to have a conditional use permit. Mrs. Block pointed out at the time of the Staff review with the Fire, Building, Engineering and Planning Departments, there was some concern expressed about the fact that there would he people parking and pulling off into the parking area anu turning around to get back out into 196th. It was tight if people were parking out in front; there would not be sufficient "drop=off" area for this type of facility. The Staff recommendation was that the parking be reconfigured to allow adequate drop-off areas. Mr. Delvendahl did not object to the Staff suggestions. Ile said the building would be for daytime use only, the latest at 6:30 p.m. The building is the exact same building as the one in Bellingham with the exception of some change in increased space area that did not change the building configuration. The setbacks and all else had been approved, and Mrs. Block stated that the Board at this time should review the parking situation. Mr. Latourell strongly recommended several speed control devices, speed bumps, through- out the area. t•lrs. Block stated there was also an apartment toward the rear v.,ith parking exiting in the same direction, there were 42 parking spaces -for a 28 unit building. Mr. Delvendahl said there were some dense trees which should be thinned. tie also said there would be about 4 employees. l4r. Latourell suggested building a barrier to divide traffic and mark it by arrows to avoid problems in turning around and dropping off; he then suggested a talk with a reliable landscape architect or nurseryman regarding trees and their removal. There were no obvious problems other than the traffic situation. HR. ADB-44-77 CITY OF EDHONDS, STATE FISHERIES DE:PART11ENT -.Three regulatory signs to control scuba%skin diving, fishing aiid boating over new underwater reef located at Dayton.St. Beach and north breakwater of Port of Edmonds (PU) Mr. Rod Garretson, Director of Part; Planning and Recreation in the Community Development Department of the City of Edmonds was present along with Mary Lou Mills, of the State Fisheries Department. A presentation of slides was shown indicating the locations of the proposed signs. tor. Garretson stated the State Fisheries Department wished to insure that an adequate supply of fish will be available for this pier and have begun construction of artificial reefs.
