Citizen input is crucial in our development of transportation strategies and project prioritization. I am writing to follow up on our previous Traffic Engineer's letter to you dated February 5, 2000 and your recent discussion with Mayor Haakenson. The addition of sidewalks along the west side of Ninth Avenue North, between Puget Drive and Caspers Street, has been added to the walkway plan database. Over the next year, the City will be preparing a Comprehensive Walkway Plan. We will hold neighborhood meetings to assist in the identification of walkway deficiencies. We will also be asking that citizens assist us in the prioritization of projects. The primary goals of the Comprehensive Walkway Plan, as currently identified, will be to improve pedestrian mobility by connecting existing walkways, schools, parks and other public facilities. I believe your proposal for additional sidewalks along Ninth Avenue North will rate well. Physical construction of this sidewalk will be an established prioritization component of the Comprehensive Walkway Plan. There are no immediate plans to improve the intersection of Ninth Avenue North and Caspers Street. This intersection was reconfigured in 1998. The new configuration provides better sight distance, and the accident rate has decreased. The intersection is not a good candidate for a signal, as a signal would lower the level of service along SR 524 and would increase rear end accident rates. Accidents at this intersection have primarily consisted of single vehicles running off the road. The Police Department will be notified of your concerns and asked to provide additional enforcement along SR 524 in an attempt to lower speeds along Ninth Avenue North. There are no immediate plans to improve the intersection of Caspers Street and Seventh Avenue North. The City's Development Services Engineer has been notified that any new multifamily developments in the vicinity will be required to evaluate the geometrics of this intersection. Student Representative Marc Gluth asked if the projected traffic signal at Highway 99 and 215th would not cause some confusion, and City Engineer Jim Adams responded that they have a plan to put in new signals on Highway 99 which will be coordinated to allow smooth flowing traffic. Those in the audience were invited to comment on this proposal. Natalie Shippen, 1022 Euclid, said that since the Comprehensive Plan calls for high density, multiple, and only two acres have to be CG, why not zone the remainder RMH instead of CG. Ms. Block responded that it primarily had to do with setbacks, and if it were zoned for RM use a great deal more setback would be required for the park - and -ride and the commercial office building, and there really is no reason to require the additional setbacks. She said the staff felt it was reasonable to go CG. The park -and -ride lot will accommodate 256 cars. It was asked who the contributors to the traffic signal will be and the response was that there are three: LaPierre, Stevens Hospital with their tower addition, and Blue Cross. Councilmember Gould questioned what would take place on the property if the park -and -ride lot does not develop. Because the Council had questions and it appeared they may want to make some modifications, a public hearing was suggested. It was noted that the PAB will have a public hearing on November 12 on downtown parking so the Council may wish to MOTION: discuss in -lieu parking after that. DISCUSSION ON RIGHT-OF-WAY ACQUISITION AT 1020 PUGET DR., WITH FURTHER INFORMATION ON ALTERNATIVES TO SOLVING PROBLEM Roger Hertrich, the property owner at this address, requested an extension of the 0� discussion because the Council this evening had passed an ordinance allowing the staff to approve variances of fence heights so he could apply to the staff for a variance for a fence over 6' in height. He noted that the fee schedule had been removed from the Consent Agenda for further study and said he would be willing to pay the old Hearing Examiner fee for that if the Council would approve a refund if the Zo change is approved and the fee thereby reduced by the matter going to the staff. He said he had other estimates which are different from that he discussed previously, J but he did not think he should go into them until the problem of height is solved. The Committee authorized the City Engineer to negotiate within his cost estimate with Reid, Middleton & Associates. The total project cost is estimated to be $120,000, with 80% federal funding. Chief Foster said the suggested fee would cover only the cost of wages and benefits for three employees, plus a small amount for vehicle rental, using an obsolete or spare police car. He felt the lack of administrative or supervisory charges was mitigated by benefit to the Police Department in that a uniformed police officer would bea crime deterrent in the increasingly busy and critical waterfront area. He noted that these security officers are trained as reserve police officers and serve as backup officers for the regular officers in and adjacent to the waterfront. They fall into a special category in the wage manual, that of "Security Employees," which are in a lower grade than police officers. They do not fall under LEOFF, but they are included in the Port's insurance and the City's false arrest insurance. COUNCILMAN MOTION: CARNS MOVED, SECONDED BY COUNCILMAN GOULD, TO AUTHORIZE THE MAYOR TO EXECUTE AN AMENDMENT TO THE "AGREEMENT FOR SECURITY PERSONNEL" TO PROVIDE FOR AN .INCREASE IN HOURS FROM EIGHT TO FIFTEEN PER DAY AND AN INCREASE IN THE AGREED FEE FROM $1,800 TO $3,600 PER MONTH. MOTION CARRIED. Mayor Harrison announced that there are two vacancies on the Edmonds Arts Commission and the candidates would be available for interview in his office at 7:00 p.m., June 11, 1979, just prior to the Council meeting. Mayor Harrison had received a proposal from Marilyn M. Smith to operate a small raft and innertube concession at Brackett's Landing. The Parks and Recreation Division Staff had no objections to such a concession, provided certain restrictions were met. These were enumerated. It was noted that there is no lifeguard service at Brackett's MOTION: Landing, and the dangers and liability were discussed. COUNCILMAN NAUGHTEN MOVED, SECONDED BY COUNCILWOMAN ALLEN, THAT THE REQUEST FOR A RAFT AND INNERTUBE CONCESSION AT BRACKETT'S LANDING BE DENIED UNLESS THERE IS BETTER JUSTIFICATION, BECAUSE THE LIABILITY IS TOO GREAT TO HAVE SUCH A CONCESSION ON THE BEACH. AUDIENCE Roger Hertrich of 1020 Puget Dr. asked about the status of the requested response from the State Highway -Department regarding 196th St. City Engineer Fred Herzberg responded that their letter had not yet been received although it had been expected this date. He said the State had assured them that no matter what decisions are made on the designs of Phase II, Phase I would not be affected. Regarding the drainage on Phase I, Mr. Hertrich said he had been advised that the Highway Department had applied for a hydraulic permit from the State Fisheries Department, and they were requesting their design as discussed previously where all the drainage would exit at the berm at Olympic and 196th. Mr. Hertrich said it was his understanding that the City would take care of the runoff problem, and that had to do with a settling pond rather than drainage into the creek. Mr. Herzberg was unaware of such an application having been made but he said if such an application were approved then the Fisheries.Department would feel there is no problem, and if it were not approved the State Highway Department would have to do something to correct it. Councilman Carns said the Council had appropriated funds for drainage retention at Maplewood Park, and the State could not override that but would have to come to the Council for any changes. Mr. Herzberg noted that the holding pond is a City operation and not a part of the State's plan. g Mr. Hertrich felt there were some unanswered questions, and Councilman Carns agreed, f%.,L.4:�,,1�1;,A ugesting that the Engineering Department investigate and report back to the Council. Paul Roy of 840 Alder noted that several years ago he had included a holding pond for drainage on some property where he constructed a home and the neighbors had complained that it was a hazard so he had to eliminate it. He asked if any ponds the City constructed would be fenced. Mayor Harrison responded that they more than likely would be. HEARING ON CITY OF EDMONDS DRAINAGE SYSTEM PLAN City Engineer Fred Herzberg introduced his assistant, Jim Adams, and.Technical Studies Engineer Bob Franklin who had been concentrating their efforts on the drainage problems in the City. Mr. Herzberg then gave a slide presentation to illustrate.the storm water problems in the City and an overview of the storm water management. Mayor Harrison said the Everett City Council was concerned that they may be placed in a position where they legally were forced to proceed with construction. A proposed agreement between the Alderwood Water District and the City of Everett was presented to the Council for ratification which would insure a significant portion of the funding. The Public Works Director recommended that the Council ratify the agreement because it would (1) Insure a significant portion of the funding not otherwise available, (2) Insure the design proceeds for a facility that will be required someday in the future, and (3) Insure design is completed at an early date and be ready for whatever funding may become available. COUNCILMAN MOTION: HERB MOVED, SECONDED BY COUNCILMAN NORDQUIST, TO FOLLOW THE RECOMMENDATION OF THE PUBLIC WORKS DIRECTOR WITH REGARD TO THE LOAN REPAYMENT AGREEMENT OF THE EVERETT WATER FILTRATION PLANT.. Mr. Larson noted that the agreement will be between the City of Everett and Alderwood Water District, but Alderwood Water District always contacts the three cities for concurrence. AUDIENCE Roger Hertrich of 1020 Puget Dr. asked if approval had been received from the State with respect to Councilman Carns' motion that the right-of-way for SR524 would be taken 5' from each side. Public Works Director Leif Larson said the motion was forwarded to the State and they are.proceeding on the first phase. HEARING ON P.C. RESOLUTION 618 RECOMMENDING APPROVAL OF A PROPOSED AMENDMENT TO THE Assistant City Planner Mary Lou Block said the applicant in this matter was 0. W. Logan, and the area to be rezoned was approximately 12,000 sq. ft. That area would allow 4.91 units, and the applicant was proposing a contract rezone which would limit him to three units, one of which is an existing building. There is RML zoning to the north and west of this site, RD to the east, and RS-8 to the south. The soil type is gravelly sandy loam, the site flat, and no apparent site drainage problems. The Staff recommended approval because the site is not in an environmentally sensitive area, and a declaration of nonsignificant environmental impact had been issued; because RML zoning would be in harmony with the zoning of.adjacent properties to the north, east, and west, and the RS-8 properties to the south would not be adversely impacted; and because this action appeared to be in the best interest of the health, safety, and general welfare of the citizens of Edmonds. Ms. Block said that the changes that had occurred in this area to support the rezone were the gradual development of multi -family uses on all but one side. Councilman Nordquist noted that the City had gone on record in 1968-69 to keep this area as a buffer zone between the commercial activity on.the highway and the 78th Pl. W. cul-de-sac. Councilman Gould noted that there was nothing in the covenant regarding the,trees not being removed, as stated by the applicant, nor were the parking provisions indicated. He thought the Council's decision might be influenced by whether or not he receives approval, so he suggested this matter again be continued. He felt confident his application would be approved and said he altered his plan slightly and moved the fence back'from the edge of the sidewalk so something can be planted to screen the appearance of the fence. He also had considered the possibility of raising the earth in that area to give the effect of a berm, as that would reduce the visual effect of the height of the structure. He had been able to reduce the cost by MOTION: changing the type of brick in the unit. COUNCILMEMBER ALLEN MOVED, SECONDED BY COUNCILMEMBER KASPER, TO CONTINUE THIS MATTER UNTIL DECEMBER 8, 1981. Councilmember Naughten thought the decision should be made immediately, saying the fence height had nothing to do with what the Council would allow. Councilmember Gould felt the same, saying waiting would not change his mind about what they want to do about settling the issue. He said his primary interest was to treat the people in the project equally and to move the project expeditiously.
