I am writing to inform you of the status of the storm drainage project that you have inquired about
with my staff.
It is my understanding that a few years ago, the previous Assistant City Engineer discussed with
you a project involving the replacement of the storm drainage pipe that comes off Twelfth
Avenue North, heads west through your property, and discharges on the privately -owned hillside.
We have record of a partial survey in support of that drainage project.
In early 2008, the City's Engineering Division had significant staff turnover, going many months
without a City Engineer, Assistant City Engineer, and Stormwater Engineering Program
Manager. The Assistant City Engineer position currently remains unfilled due to status of the
City's finances. Given these vacancies and the City's financial status, projects have been
reprioritized.
The vast majority of the workload for the City's Stormwater Engineering Program Manager, Jerry
Shuster, currently consists of revising the City's stormwater code and supporting procedures and
updating the City's Stormwater Comprehensive Plan. The code update is to comply with a
Federally -mandated stormwater permit administered by the State Department of Ecology. There
are several compliance deadlines this summer for components of this permit that require a large
amount of staff time.
Updating of the Comprehensive Plan includes evaluating permanent fixes for drainage projects
such as the one on Twelfth Avenue North and prioritizing them for design and construction based
on staffing levels and budgetary considerations. This Plan is currently scheduled to be completed
early next year. In light of these priorities, Jerry currently has very little time available to manage
or design the project in question. Ed Sibrel, also on my staff, had started to look at alternatives
for the project, but has been re -assigned as a capital project inspector due to staffing needs.
Our plans for the project on Twelfth Avenue North this year include a more complete survey of
project area, an evaluation of pipe rehabilitation techniques or possible pipe replacement on your
property and the disposition of the discharge down the hillside. As you know, the downstream
portion of this project is entirely private property, and the time-consuming task of -acquiring
easements will be a substantial part of this project.

In summary, I want you to know that the Twelfth Avenue North project is currently on our drainage
project needs list, and we will be pursuing actions this year toward the resolution of this issue. Much has
changed since your last conversation with the former Assistant City Engineer in terms of staff availability
and the financial status of the City. These factors have caused a delay in getting this project completed.
