The flexibility of the codes are addressed as'exceptions' but again they are specifically called out in the code as exceptions. The day that a permit application is filed is the day that the application is vested under the current adopted edition of the building/energy codes. Lastly, the City of Edmonds formally adopted by ordinance the 2006 versions of the State building/energy codes and that is what my office is charged to enforce. I know you are very busy and I really need an answer to my question on the existing part our house. It has 2 x 4's and the designer said it has R-13. It has been a very economical house to heat and has been very comfortable. I believe the new code requires R-21 and the designer said he didn't think we could get R-21 in there. I hope we don't have to tear all the walls out to meet those requirements as that was the existing part of the house before the remodel. The designer needs to know as soon as possible so he can enter this all on the computer and then have the engineer review it. Time is of the essence as I have only 4`months left before the permit application expires. My husband had lung cancer for 10 years and had been ill many years before the diagnosis and was not able to take care of these things and I was not aware of what was happening to him or the plans for the house. We spent all our time going to doctors, treatments and hospitals. I want to sell 'my house and came down to the city building dept. so I would have everything taken care of properly when I do sell it. This has delayed me so much as we didn't think it would take this long. I can't afford to drag this out as the cost of all these fees etc. are just going out of site. Will the 2 x 4 walls with R-13 be acceptable for the existing, original part of the house? I would really appreciate hearing from you as soon as possible.
