The authorization to proceed with the study was verbally approved by you, and our scope of work included a site meeting with you on August 1, 2007, observed the excavation of three test pits, conducted laboratory index testing, and preparation of this report. SITE AND PROJECT DESCRIPTION The Klahaya Club is located at 10307 — 238'h Street SW in Edmonds, Washington. As shown on the attached Figure 1, the site is practically level, and the existing improvements include a one- story clubhouse, a swimming pool, several tennis courts, an u-shaped paved driveway located between the clubhouse and 2381h Street SW, and parking areas adjacent to the driveway. Based on our discussion, we understand that the existing swimming pool will be expanded to the west by about 8 feet. The new expanded portion of the pool will be about 6 feet deep, or about 6 feet shallower than the deepest portion of the existing pool. In addition, a single -story addition to the clubhouse is also planned on the south side of the existing building. We also understand that, to accommodate the added surface runoff due to the added impervious surface, an infiltration gallery is also planed in the driveway area to dispose off the water_ SUBSURFACE CONDITIONS Three test pits were excavated at the approximate locations indicated on Figure 1. The test pits were excavated on August 1, 2007 using a small track -mounted excavator. Summary test pit logs are attached for references purposes. In summary, the subsurface conditions encountered in Mr. Rick Ashleman Klahaya Swim & Tennis Club August 28, 2007 the test pits were consistent, and consisted of up to 2 feet of fill underlain by dense sandy gravel and sand that extended to the maximum depth of the test pits at about 6 feet. We interpret the sand and gravel as Advance Outwash, which is anticipated to exhibit high strength and low compressibility in its undisturbed state. GEOTECHNICAL RECOMMENDATIONS SITE CLASS FOR SEISMIC DESIGN We understand that the design of the proposed improvements will conforni to the 2003 edition of IBC, which specifies a design earthquake having a 2% probability of occurrence in 50 years (return interval of 2,475 years). For design purposes, it is our opinion that Site Class D is considered conservatively appropriate for this project. HOUSE FOUNDATION AND DESIGN PARAMETERS We anticipate the presence of competent bearing strata at or near the foundation level of the proposed additions to the swimming pool and clubhouse building. An allowable bearing pressure of 3,000 psf may be used .for sizing the footings bearing on the native sand and gravel, or on properly compacted structural fill placed on native soil. The recommended allowable bearing pressure may be increased by 1/3 for transient conditions such as wind and seismic loadings. All footings should be founded a minimum depth of 18 inches below the adjacent finish grade- or for interior footings, 12 inches below floor slabs. Spread and continuous footings should have minimum widths of 24 and 18 inches, respectively. Total and differential settlements arc anticipated to be within tolerable limits for footings designed and constructed as discussed above. Footing settlement under static loading conditions are estimated to be less than about %-inch and differential settlement across the house should be less than about '/a -inch. Most settlement will occur during construction as loads are applied. Lateral forces from wind or seismic loading may be resisted by the combination of passive earth pressures acting against the embedded portions of the foundations and basement walls and by friction acting on the base of the foundations. Passive resistance values may be determined using an equivalent fluid weight of 350 pounds per cubic foot (pcf). This value includes a factor safety of at least 1.5 assuming that a properly compacted structural fill will be placed adjacent to the sides of the footings. A coefficient friction of 0.4 may be used to determine the frictional resistance at the base of the footings. This coefficient includes a factor safety of approximate 1.5. All footing excavations should be trimmed neat and footing subgrades should be carefully prepared. Any loose or softened soil should be removed from the footing excavations. Mr. Rick Ashleman Klahaya Swim & Tennis Club August 28, 2007 excavations should be observed by PanGEO to confirm that the exposed footing suhgrrade is consistent with the expected conditions and adequate to support the design bearing pressure. POOL WALL DESIGN PARAMETERS The pool walls should be properly designed to resist the pressure exerted by the soils behind the walls. Our geotechnical recommendations for the design and construction of the basement walls are presented below. Lateral Earth Pressures — The walls should be designed for a static lateral earth pressure based upon an equivalent fluid weight of 50 pcf. A uniform pressure of 7H psf should be added to reflect the increase loading for seismic conditions, where H corresponds to the buried depth of the walls. The recommended lateral pressures assume that the backfill behind the wall consists of a free draining and properly compacted fill with adequate drainage provisions. Lateral Resistance — Lateral forces from seismic loading and unbalanced lateral earth pressures may be resisted by a combination of passive earth pressures acting against the embedded portions of the foundations and by friction acting on the base of the foundations. Passive resistance values may be determined using an equivalent fluid weight of 350 pounds per cubic foot (pcf). This value includes a factor of safety of 1.5, assuming that the structural fill adjacent to the sides of the footing has been compacted. A friction coefficient of 0.4 may be used to determine the frictional resistance at the base of the footings. This coefficient includes a factor safety of approximately 1.5 as well. Wall Backfill —The on site sand and gravel are considered suitable for wall backfill. Wall backfill should be moisture conditioned to within about 3 percent of optimum moisture content, placed in loose, horizontal lifts less than 8 inches in thickness, and systematically compacted to a dense and relatively unyielding condition and to at least 95 percent of the maximum dry density, as determined using test method ASTM D 1557. Within 5 feet of the wall, the backfill should be compacted to 90 percent of the maximum dry density. C:ONCRFTE SLAB ON GRADE Conventional slab on grade construction may be used for the new clubhouse addition. Concrete slab on grade .floors should be supported on native dense sand and gravel or properly compacted structural fill placed on top of the native soil. The floor slab design may be accomplished using a modulus of subgrade reaction of 120 pci. Slabs should be underlain by a capillary break consisting of at least of 4 inches of free -draining crushed rock or well -graded gravel compacted to a firm and unyielding condition. The capillary break material should have no more than 10 percent passing the No. 4 sieve and less than 5 percent by weight of the material passing the U.S. 07-1 14 Klahaya Club - Rpt.doc 3 PanGEO, Inc. Mr. Rick Ashleman Klahaya Swim & Tennis Club August 28, 2007 Standard No. 100 sieve. We also recommend that a 6-mil polyethylene vapor barrier be placed below the slab. INFILTRATION RA'rE Infiltration rates of the site soils were evaluated based on grain size distributions using the methodology outlined in the Stormwater Management in PVestern Washington manual (Washington State Department of Ecology, 2005). The method correlates soil infiltration rates with the DIo (grain diameter corresponding to 10% finer by weight) gradation parameter developed by ASTM test method D-422. According to the Department of Ecology Stormwater Manual (2005), the design soil infiltration rate can be estimated using the parameters summarized in the following table: Table 1. "ON Mr. Rick Ashleman Klahaya Swim & Temns Club August 28, 2007 We understand that the infiltration facility will be located in the vicinity of the driveway where TP-1 and TP-3 were excavated. As such, it is our opinion that a long tern infiltration rate of 9 inches per hour may be used for design of the infiltration system CONSTRUCTION CONSIDERATIONS TEMPORARY CUT SLOPES Temporary excavations may be up to about 7 to 8 feet deep to expand the swimming pool. The excavations are anticipated to encounter mostly dense sand and gravel. Temporary excavations greater than 4 feet deep should be properly sloped or shored. All temporary excavations should be perfonned in accordance with Part N of WAC (Washington Administrative Code) 296-155. The contractor is responsible for maintaining safe excavation slopes and/or shoring. For planning purposes, the temporary excavations may be sloped to as steep as 1H:1 V (horizontal:vertical), but may be re-evaluated in the field during construction based on actual observed soil conditions. STRUCTURAL FILL Structural fill will be required at locations where fill needs to be placed to raise grade and where the iunderlving subgrades are unsuitable for foundation support. Where needed, it is our opinion that the on -site sand and gravel maybe re -used as structural fill. hmported structural till, if needed, should consist of granular soils containing less than 7% fines (passing a 8200 sieve) and a maximum particle size of 4 inches. The structural fill should be moisture conditioned to within about 3 percent of optimum moisture content, placed in loose, horizontal lifts less than 8 inches in thickness, and systematically compacted to a dense and relatively unyielding condition and to at least 95 percent of the maximum dry density, as determined using test method ASTM D 1557. WET WEATHER. EARTHWORK In our opinion, the proposed site construction may be accomplished during the winter without adversely affecting the site stability. Winter construction, however, will require the implementation of best management erosion and sedimentation control practice to reduce the chances of off -site sediment transport. Some of the site soils contain a high percentage of .fines and are moisture sensitive. Any subgrade soils that become softened either by disturbance or rainfall should be removed and replaced with properly compacted granular structural fill or CDF. General recommendations relative to earthwork performed in wet conditions are presented below: 07-114 Klahaya Club - Rpt.doc 5 PanGEO, Inc. Mr. Rick Ashleman Klahaya Swim & Tennis Club August 28, 2007 • Site stripping, excavation and subgrade preparation should be followed promptly by the placement and compaction of clean structural G)i, capillary break material or base course material. • Foundation and pavement subgrades must be protected from softening from rainfall. • The size and type of construction equipment used may have to be limited to prevent soil disturbance. • During wet weather, the allowable fines content (material by weight passing the #200 sieve) of the structural fill should be reduced to no more than 5 percent, based on the. portion passing'/4-inch sieve. The fines should be non -plastic. • The ground surface within the construction area should be graded to promote run-off of surface water and to prevent the ponding of water. • Bales of straw and/or geotextile silt fences should be strategically located to control erosion and the movement of soil. As a minimum, erosion control along the east property boundary (down -slope side) should be in place before construction begins. GENERAL SURFACE DRAINAGE AND EROSION CONSIDERATIONS Surface runoff can be controlled during construction by careful grading practices. Typically, this includes the construction of shallow, upgrade perimeter ditches or low earthen berms in conjunction with silt fences to collect runoff and prevent water from entering the excavation or to prevent nunoff.from the construction area from leaving the immediate work site. Temporary erosion control may require the use of hay bales on the down gradient side of the construction area to prevent water from leaving the site and potential storm water detention to trap sand and silt before the water is discharged to a suitable outlet. All collected water should be directed under control to a positive and permanent discharge system such as a storm sewer. Temporary provisions may also be required such as the use of quarry spalls at the entrance to the construction site to reduce the possibility of the offsite transport of soil on the truck tires. Pennanent control of surface water should be incorporated in the final grading design. Adequate surface gradients and drainage systems should be incorporated into the design such that surface runoff is directed away from structures. Potential problems associated with erosion may also be reduced by establishing vegetation within disturbed areas immediately following grading operations. CLOSURE We have prepared this report for use by Klahaya Swim & Tennis Club and the project design team. Recommendations contained in this report are based on a site reconnaissance, a review of 07-1 14 Klahaya Club - Rpt.doc 6 PanGEO, Inc. Mr. Rick Ashleman Klahaya Swim & Tennis Club August 28, 2007 pertinent subsurface information, and our understanding of the project. The study was performed using a mutually agreed -upon scope of work. Variations in soil conditions may exist between the locations of the explorations and the actual conditions underlying the site. The nature and extent of soil variations may not be evident until construction occurs. If any soil conditions are encountered at the site that are different from those described in this report, we should be notified immediately to review the applicability of our recommendations. Additionally, we should also be notified to review the applicability of our recommendations if there are any changes in the project scope. The scope of our work does not include services related to construction safety precautions. Our recommendations are not intended to direct the contractors' methods, techniques, sequences or procedures, except as specifically described in our report for consideration in design. Additionally, the scope of our work specifically excludes the assessment of environmental characteristics, particularly those involving hazardous substances. We are not mold consultants nor are our recommendations to be interpreted as being preventative of mold development. A mold specialist should be consulted for all mold -related issues. This report has been prepared for planning and design purposes for specific application to the proposed project in accordance with the generally accepted standards of local practice at the time this report was written. No warranty, express or implied; is made. This report may be used only by the client and for the purposes stated, within a reasonable time from its issuance. Land use, site conditions (both off and on -site), or other factors including advances in our understandino of applied science, may change over time and could materially affect our findings. Therefore, this report should not be relied upon after 24 months from its issuance. PanGEO should be notified if the project is delayed by more than 24 months from the date of this report so that we may review the applicability of our conclusions considering the time lapse. It is the client's responsibility to see that all parties to this project, including the designer, contractor, subcontractors, etc., are made aware of this report in its entirety. The use of information contained in this report for bidding purposes should be done at the contractor's option and risk. ,Any party other than the client who wishes to use this report shall notify PanGEO of such intended use and for permission to copy this report. Based on the intended use of the report, PanGEO may require that additional work be perfonmed and that an updated report be reissued. The Hearing Examiner approved the CU on March 8, 1996. The club is located at 10307 238`h Street SW, and is currently a nonconforming use because it is zoned residential and is not located on an arterial. The property was annexed to the City in December, 1995. At that time, the applicant had already begun the application process with the County. Although the application had begun with the County, the City accepted the application primarily because the Klahaya Swim & Tennis Club was applying for improvements which were intended to bring its entrance and shower facilities into compliance with ADA requirements. This was a "reasonable accommodation" recommended by the City Attorney in order to comply with Federal laws, notably the Americans With Disabilities Act (ADA) and the Fair Housing Act (FHA). The reasonable accommodation process was developed as a result of the City's litigation concerning Oxford House. In sum, the combination of factors (timing of the annexation and application for ADA improvements) was unique and not likely to be repeated. First, the City doesn't care how many members you have and will not base its parking requirements on the number of members you have. Second, parking will be required based on the capacity of the facility to accommodate people. That said, improvements that increase your storage space and the like, do not increase the facilities capacity and therefore will not increase your parking requirements. However, if you plan on adding a lane to the pool, and the City determines that increases the capacity of your facility, you will be required to add parking based on section of our code you refer to in your letter. First, in checking your file, you could not find record of limitations on Klahaya club membership capacity and don't believe that there are any. Second, if the club undertook facility improvements but did not expand the membership capacity, then increase in parking capacity would not become an issue. However, facility expansion (area increase) would trigger the city Design Review process. Examples discussed included adding a 6eh lane to the swimming pool and/or increasing the physical plant for chlorine storage, etc.: these would not change membership capacity but would require design review (though they might possibly be handled administratively in lieu of a full hearing process). Last, if the club undertook improvements that increased membership, then we would need to meet zoning code parking requirements. Chapter 17.50.020 of the code does not have a specific category of parking requirements for private swim pool clubs. The category most closely related appears to be B. Business, 8. Commercial Recreation (1 car stall required/500sf or 1 stall/occupant allowed by the maximum permitted occupant load), though any proposal would need to be reviewed on a case -by -case basis.
