A site inspection has revealed a site which appears to contain or be adjacent to slopes of 40% or
greater with a vertical elevation change of more than 20 feet.
Based on the above findings, it is determined that there is potentially a steep slope critical area on
or adjacent to the site. A Critical Areas Study is required to delineate the boundaries of this
potential critical area, the buffers and setbacks. For the steep slopes, a licensed surveyor mutt,..
create a topographic map of the site that indicates all areas that slope 40%or more and have a
vertical ain of 20 feet or ore within the 40% slopes. The map must also show the location of
t e steep slope buffers and setbacks.
If the property owner wishes to apply for a specific development permit which they feel would
not impact the Critical Areas located on the site, they may submit their proposal to t e Planning
epartment or review. the Planning Depar'tnrent finds that the proposed development permit
will not adversely impact a Critical Area or its buffers, a conditional waiver may be issued on a
project by project basis.

Development Permit Application fo.r the City of
Edmonds prior to his/her submittal of a development
permit to the City.
The purpose of the Checklist is to enable City staff to
determine whether any potential Critical Areas are, or
may be, present on the subject propem. The
information needed to complete the Checklist should
be easily available from observations of the site or
data available at City Hall (Critical Areas inventories,
maps; or soil surveys).

This engineering report responds the results of a geotechnical evaluation with regard to
the proposed Tenney / Mabey house addition at 10308 - 240th Place S.W., Edmonds,
Washington. Specifically, the issue of slope stability with regard to the existing concrete
retaining wall was addressed.

• Property survey and slope topography by Continental Engineering Company, dated
November 20, 1998
• Proposed house addition site plan for Tenney and Mabey by Hanson Design
• Site photographs by D. Bruce, P.E., dated June 2, 1999
The existing Tenney / Mabey residence at 10308 - 240th Place S.W., Edmonds,
Washington, exists at the base of a 2H:1 V slope. This slope contains dense mature fir trees
and grasses. No evidence of any geotechnical distress was observed: No slides, no
sloughing, no soil creep, nor any erosional degradation was observed. At the base of the rear
(easterly) slope, an approximately three and one-half foot (35) high concrete retaining wall
exists. This retaining wall is approximately four feet (4.0') behind the existing residence. It is
understood that a carport structure had existed adjacent (southerly) of the residence. The
carport has recently been demolished. The proposed house addition project will occur in the
zone of the former carport, and extend slightly westerly beyond the existing house line (see
Hanson Design sketch).
The geotechnical issue involves the condition of the slope, the retaining wall, and the
proposed location for the house addition.
It is understood that the proposed new house addition will be exactly in the same
eastern alianment as the existing house. In other words, the proposed addition will be a
minimum of two to three feet (2' to 3') away from the existing retaining wall.

CONCLUSIONS AND RECOMMENDATIONS:
Based on this engineer's on -site geotechnical evaluation and experience with similar
properties, the following are concluded and recommended:
• The rear slope and existing concrete retaining wall behind the Tenney / Mabey
residence is neotechnically approved. No evidence of any geotechnical distress
was observed.
• The proposed house addition will not affect the existing concrete retaining wall and
slope. The proposed addition is geotechnically approved when constructed in
accordance with City of Edmonds requirements, approved plans, and normal, good
practices.
• No special geotechnical engineering or inspection is required jf the rear (easterly) wall
of the proposed addition is a minimum of two to three feet (2' to 3') away from the
existing concrete retaining wall.
• It is presumed that drainage controls will comply with City of Edmonds requirements.
• This engineer did observe a small (approximately two to three foot high) exposed soil
cut at the southern end of the existing concrete retaining wall. It is recommended that a
small rockery or keystone block wall be placed to prevent minor surficial erosion.
