This is to inform you that the City of Edmonds Water Division will
allow your leak credit request for the address 1037 - 6th Avenue
South. Please be aware that this policy was set up for high
consumption in mind. The City will only allow this credit for
house -holds once every three years (see attached sheet).
Your credit would be $6.00 difference in your bill and we would like to
have you notify us if you do want this credit on your account for the
three year period or would you prefer to keep this option open for any
major leak.

WATER LEAKAGE POLICY
The following administrative policy will address situation whereby
water customers request abatement on their water bills because of what
appears to be excess consumption:
1. To qualify for a leak credit, a customer must satisfactorily
demonstrate that (a) the leak was undetected and caused by unusual
circumstances beyond the customer's control; and (b) work to
repair the leak was completed, commenced or is about to commence
in a reasonable amount of time from when the customer is made
aware of the excess consumption.
2. If a leak credit is allowed by the Community Services Director or
his/her designee, the charge shall be determined as follows: the
average consumption for the same period during the previous year
charged at normal customer rates, plus the excess usage charged at
the City's cost, plus a surcha-rge of 15% applied to the excess
only.
3. Only one leak credit will be granted in any three year period
unless very extraordinary circumstances can be demonstrated to the
Community Services Director (or designee).
4. The City will do what it can to ensure notification when possible
by telephoning the owner and by leaving a door hanger at the
affected service address
5. The Community Services Director has the authority to delegate the
responsibility of ruling on water leaks to anyone within t-he
Public Works and Engineering Divisions. The Publi: Works
Superintendent will have this responsibility delegated to him at
this time, and, when deemed appropriate, can delegate it to the
Water and Seaer Supervisor.

The water pressure in your service area is 120 P.S.I. The uniform
plumbing code stipulates that any home that is serviced by pressures
higher than 80 P.S.I. should have a pressure reducing valve to protect
fixtures from excessive pressures and surges. The City of Edmonds also
follows the uniform plumbing code and also stipulates this in our city
codes (see attached).
This is the homeowners responsibility to install these devices and
repair them when they fail. The City can assist you in determining if.
they have failed by checking pressures on our mains and your house.
The City does maintain large pressure reducing stations throughout the
City and checks these pressures monthly to assure proper pressure in
your area.

Section 1007- Water Pressure, Pressure Regulators, and
Pressure Relief Valves
(a) Inadequate Water Pressure. Whenever the water pressure in
the main or other source of supply will not provide a water pressure
of at least fifteen (15) pounds per square inch (103.4kPa), after
allowing for friction and other pressure losses, a tank and a pump or
other means which will provide said fifteen (15) pound (103.4kPa)
pressure shall be installed.
(b) Excessive Water Pressure- Where local water pressure is in
excess of eighty (80) pounds per square inch (551.2kPa), an
approved type pressure regulator preceded by an adequate strainer
shall be installed and the pressure reduced to eighty (80) pounds per
square inch (551.2kPa) or less. For potable water services up to and
including one and one half (11/2) inch (38.1 mm) regulators, provision
shall be made to prevent pressure on the building side of the
regulator from exceeding main supply pressure. Approved regulators
with integral by-passes are acceptable. Each such regulator and
strainer shall be accessibly located and shall have the strainer
readily accessible for cleaning without removing the regulator or
strainer body or disconnecting the supply piping. All pipe size
determinations shall be based on eighty(80) percent of the reduced
pressure when using Table 10-2.
(c) Any water system provided with a pressure regulating device
or check valve at its source or any water system containing storage
water heating equipment shall be provided with an approved, listed,
adequately sized pressure relief valve, except for listed non -storage
instantaneous heaters having an inside diameter of not more than
three (3) inches.
. (d) Each pressure relief valve shall be an approved automatic
type with drain, and each such relief valve shall be set at a pressure
of not more than one hundred fifty (150) pounds per square Inch
(1033.5kPa).
(e) Relief valves located inside a building shall be provided with a
drain, not smaller than the relief valve outlet, of galvanized steel,
hard drawn copper piping and fittings, CPVC or PB with fittings
which will not reduce the internal bore of the pipe or tubing (straight
lengths as opposed to coils) and shall extend from the valve to the
outside of the building with the end of the pipe not more than two (2)
feet (.6 mm) nor less: than six (6) inches (152.4 mm) above the
ground and pointing downward. Such drains may terminate at other
approved locations. No part of such drain pipe shall be trapped and
the terminal end of the drain pipe shall not be threaded.
(f) Any water heating device connected to a separate storage
tank and having valves between said heater and tank shall be
provided with an approved water pressure relief valve.
(g) Nothing contained herein shall prevent the use of an approved
combination temperature and pressure relief valve. Each such
approved combination temperature and pressure relief valve shall
be installed on the water heating device in an approved location
based on its listing requirements and the manufacturer's instructions.
Each such combination temperature and pressure relief valve shall
be provided with a drain as required in subsection (e) of this section.
Section 1008- Installation, Inspection, and Testing
(a) Installation: All water piping shall be adequately supported to
the satisfaction of the Administrative Authority. Burred ends shall be
reamed to the full bore of the pipe or tube. Changes in direction shall
be made by the appropriate use of fittings, except that changes in
direction in copper tubing may be made with bends provided that
such bends are made with bending equipment which does not
deform or create a loss in cross sectional area cf the tubing.
Provisions shall be made for expansion in hot water piping. All
piping, equipment, appurtenances, and devices shall be installed in
a workman -like manner In conformity with the provisions and intent
of the Code. All water service yard piping shall beat least twelve
(12) inches (0.3 m) below the average local frost depth. The
minimum cover shall be twelve (12) inches (0.3 m) below finish
grade.
(b) Water pipes shall not be run or laid in the same trench as
building sewer or drainage piping constructed of clay or materials
which are not approved for use within a building .unless both of the
following conditions are met:
(1) The bottom of the water pipe, at all points, shall beat least
twelve (12) inches (.3 m) above the top of the sewer line.
(2) The water pipe shall be placed on a solid shelf excavated at
one side of the common trench.
(c) Water piping installed within a building and in or under a
concrete floor slab resting on the ground shall be installed in
accordance with the following requirements:
(1) Ferrous piping shall have a protective coating of an approved
type, machine applied and conforming to recognized standards.
Field wrapping shall provide equivalent protection and is restricted to
those short sections and fittings necessarily stripped for threading.
Zinc coating (galvanizing) shall not be deemed adequate protection

and no work shall be covered. up until it has been inspected and
accepted by the water division. No such pipes smaller than three -
fourths of an inch shall be used. (Ord. 413 §13, 1929].
7.10.140 DORMANT SERVICES - CONNECTIONS
Any service connection which shall have been inactive, unused or
abandoned for a period of sixty (60) days or the house removed from
the lot for at least one day shall be considered a dormant service
and the meter shall be removed by the water division. If a service
connection is subsequently desired for all. or a portion of the
premises or property previously supplied by a dormant service, the
owner of the premises or property or his authorized agent shall
make application and pay a service charge in the amount shown in
Section 7.10.09D of this code.
7.10.150 SERVICE PRESSURE CORRECTIONS
A. Where the water pressure at the main ,is 80 PSI or greater, the
customer may install an approved type strainer and pressure
regulator on his own. premises in an accessible location. All
costs of installation, operation, and maintenance shall be
borne by the customer.
B. In services where the water_ .pressure at the main is considered
by the customer to be lower than the desired pressure, such
customer may, after first requesting and receiving approval of
the director of public works, install a pump and pneumatic
tank, or by. other approved means provide in pressure to
the premises. The location of such installation shall be on
the customer's premises and he shall bear all costs of
installation, operation, and maintenance thereof.
7.10.160 STOP AND WASTE VALVES
Customers shall, at their own expense, install and maintain all
pipes, connections and fixtures from the meter placed by
