or alteration in the public right-of-way requires approval prior to that action.
The 1991 letter to your father from Snohomish County relating to a claim for damages is
not considered a perpetual right to alter the public right-of-way without a permit in the
City of Edmonds.

liable for the cause of the damage. The County's
position in this matter concurs with state law: Rights
of ways are the property of abutting landowners except
for the county's primary easement for road purposes..
Until they are needed for road purposes, they remain
the property of the private landowner and the removal
of all trees and shrubs remains the financial burden of
the landowner.
