Re: Open Flame in Assembly Occupancies/Restaurants
Dear Mr. Roundhill:
The Fire Prevention Office has been notified of a concern by one of your customers regarding
open flame gas burning appliances. On or about August 23, I visited your establishment to
evaluate your existing fireplace installation, that is a ventilated gas -fueled fireplace with no
physical barriers between clientele and the open fireplace flames.
The 2009 International Fire Code (IFC) is specific that "open -flame devices shall not be used in a
Group A (assembly) occupancy" (IFC 308.3). Assembly occupancies include restaurants such as
Rory's, however, this requirement is new since the 2003 Fire Code.
I searched electronic Building Department permit records and Department of Fire Prevention
address files to identify the date of installation for your fireplace, in order to identify the
prevailing code requirements for that time. I found a 1981 floor plan calling out the fireplace, so I
am assured the installation occurred prior to this time.
Department of Fire Prevention address records identify (original) new business license
information. The former Sail In Tavern was established in 1972 by applicant, Mr. George Paige,
Sr. that year.
Search through City's permit database from 1981 to 1972 found one mechanical permits,
presumably where the fireplace and hood were installed under mechanical permit #BLD 1972-
0498.
At that time, the prevailing 1971 Uniform Fire Code provided guidance that "No person shall
cause or permit any open flame to be used in any place of public assemblage, or drinking or
eating establishments, except when used in conjunction with approved heating or cooking
appliances, or under written permit of the (Fire) Chief'.

On April 14, 1973, Building Official Harry Whitcutt conducted a site inspection, noting that the
structure could be occupied as an eating and drinking establishment, "provided fire hazards are
not increased." and accepted during Mr. Whitcutt's site inspection in 1973.
The Sail In, now Rory's of Edmonds Bar & Grill, has changed ownership in 1976, 1994, and
2008, with no significant change in function, use, or hazard.
Additionally, I've searched fire and emergency medical response incident records to 105 Main
Street since 1/l/2010, when the fire department logged records into a searchable database. Of the
ten emergency response incidents identified, none relate to injuries or unwelcome fires due to use,
or misuse of your fireplace.
No changes or improvements are required for your existing fireplace.
Please note that future changes to your dining and drinking establishment, including increased
capacity, building improvements, or other changes to the "fire (and life safety) hazard" could
trigger upgrades to current building or fire protection requirements.

I talked to Jeff earlier today and he indicated that both the building code and zoning code operate in such a way
that unless a permit is requested, a requirement to conform to new regulations is not required. If the fire code
operates in a similar fashion such that business establishments are not required to keep their buildings up-to-
date but rather are grandfathered into the code under which they established operation unless they ask for a
permit to remodel etc., then I would say that your letter is ok to send out as it reiterates this point.

Subject: Occupant Load Reduction at Rory's 105 Main St
The new owners (Heather & Elton Roundhill) of Rory's requested their occupant load be
reduced from 102 to 99 for monetary reasons.
I spoke with Ann Bullis, Building Official, who requested a memo for the file.
A new Fire Permit was issued with the reduced number. The owners are required to
post the new occupant load in place of the old one.
I advised the owners should they change their mind and want an increased occupant
load the FD will require fire sprinklers per the 2006 IFC.

Narrative
E17 was dispatched at 1756 hrs to Rory's of Edmonds, 105 Main Street, Edmonds, WA for a
"wierd smell". E17 arrived on scene and found nothing from outside. E17 crew entered the
establishment and found an odor of burned food present. E17 made contact with the manager,
Jason Stevens, and was informed that the hood system in the kitchen had stopped working
today. The kitchen crew, at the direction of the owner, attempted to use the deep fryer and
created a light haze of smoke from the fryer. After lunch service, the deep fryer and grill were
shut off and only the oven and range were in use upon our arrival. E17 crew used a four gas
detector to verify there was nothing harmful in the atmosphere. There were no hazards, only
the lingering smell of the fryer from earlier in the day. E17 advised Mr. Stevens to leave the
fryer and grill off until the hood service company could make repairs on Monday. E17 returned
to.service at 1814 hrs.

Pursuant to notice duly given, an administrative hearing
was held before James D. Stanford, duly appointed administrative
law judge, at the Washington State Liquor Control Board Enforcement
Office, 9502 19th Avenue Southeast, Everett, Washington, on the
28th day of March, 1994, in the matter of the suspension or
cancellation of the liquor license of Zenk Enterprises, Inc., d/b/a
Sail In Tavern.

Predicated upon reports by liquor control agents and
officers of the Edmonds Police Department, the Washington State
Liquor Control Board, pursuant to the Washington State Liquor Act,
RCW 66.24.010(3), and the revised rules and regulations of the

board, WAC 314-04-010, caused a complaint under the date of
December 20, 1993, to be issued and a hearing to be held. The
Washington State Liquor Control Board charged Zenk Enterprises,
Inc., doing business as the Sail In Tavern at 105 Main Street,
Edmonds, Washington, to wit:
I
That on or about August 20, 1993, the above
named licensee, or employee thereof, allowed a
person apparently under the influence of liquor to
consume liquor on the licensed premises, contrary
to WAC 314-16-150.
II
That on or about August 20, 1993, the above
named licensee, or employee thereof, allowed
disorderly conduct on the licensed premises,
contrary to WAC 314-16-120(1) and (2).
The administrative law judge, having considered the
entire record in this proceeding, now enters the following findings
of fact:
FINDINGS OF FACT
1.1 Zenk Enterprises, Inc. (licensee) is the holder of
a class B-C-E-F liquor license, number 358942, issued by the
Washington State Liquor Control Board (board) pursuant to chapter
66.24 RCW and does now and did on April 20, 1993 control and was
responsible for the premises known as the Sail In Tavern located at
105 Main Street, Edmonds, Washington.
1.2 On August 20, 1993, the municipality of Edmonds
conducted a local festival identified as "The Taste of Edmonds."
The community festival drew large numbers of individuals from

neighboring communities as well as local residents. To provide
additional space for beverage distribution, the community obtained
authorization to conduct a beer garden. At approximately 9:30 p.m.
on August 20, 1993, the beer garden closed.
1.3 The city of Edmonds had three taverns located in
the general vicinity of The Taste of Edmonds. These licensed
establishments are the Sail In Tavern, the Engle's Pub and the
Edmonds West. Each of these businesses is heavy patronized during
The Taste of Edmonds. Police officers assigned to control the
crowds attending the festivities would frequently pass through the
taverns to ensure compliance with safety, liquor and behavioral
codes.
1.4 The Sail In Tavern is a moderately sized tavern
with a maximum internal capacity of eighty-six patrons. The tavern
also has an outside deck with a maximum capacity of sixteen
patrons.
1.5 In anticipation of possible liquor control problems
at The Taste of Edmonds, the board, acting through its local agent,
Kate Miyasato, contacted each of the licensees, including Dorothy
L. Zenk, owner of the licensee, to disseminate information
concerning the responsibility of licensees to avoid overservice and
to control crowd size and the behavior of patrons. During her
conversation with Dorothy Zenk, Kate Miyasato noted that the Sail
In Tavern had an overcapacity crowd and been the scene of a
disorder during the previous festival. She suggested to Dorothy
Zenk that she retain doorpersons to ensure that patronage to her

tavern did not exceed its capacity and her ability to maintain
control.
1.6 On August 20, 1993, at shortly before 11 p.m.,
detective Michael Bard and officer Falk, Edmonds Police Department,
went to the Sail In Tavern on a routine patrol. Upon approaching
the front entrance, they observed an accumulation of people seeking
to enter. They decided to go into the tavern through the rear door
to observe the conditions therein. As the officers entered the
rear door, they did not observe any individual controlling entry
through that portal. When he was inside, detective Bard observed
that the patronage of the tavern appeared to substantially exceed
its maximum approved capacity. Patrons were crowded around the bar
three to four persons deep. Movement through the tavern was
extremely difficult. Detective Bard, with great difficulty,
contacted Dorothy Zenk behind the bar. He advised her that the
tavern appeared to be being patronized by more people than its
capacity. She should take immediate steps to reduce the crowd size.
Upon leaving the tavern, detective Bard and officer Falk requested
that the Edmonds Fire Department conduct an inspection of the
premises.
1.7 On August 20, 1993, at approximately 11 p.m.,
captain Mark L. Petrella, Edmonds Fire Department, approached the
Sail In Tavern and observed the large crowd. Captain Petrella
first observed the deck and counted approximately twenty-five to
thirty people occupying that space. He noted that the exterior
deck was approved for a capacity of sixteen. He then entered the

tavern. He observed no one controlling the door as he entered. He
counted the patronage within the tavern and determined that there
were approximately one hundred twenty persons occupying the space
which had been approved for a maximum of eighty-six. After making
these observations, captain Petrella contacted Dorothy Zenk and
advised her that the tavern was seriously over crowded. She must
post door guards to ensure that no other patrons were admitted
until the crowd reduced to the allowable level. Dorothy Zenk
misrepresented that the tavern had stopped serving beverages an
hour before the captain's entry. She further stated that she was
finding it difficult because those currently in the tavern were not
leaving.
1.8 At approximately 10:15 p.m., liquor control agent
Kate Miyasato and liquor control agent Barbara Hantsman also went
to the Sail In Tavern on a routine premises check. They also
observed that access through the front entrance was difficult due
to the -crowd size and went to the rear door to enter. As the
liquor control agents walked through the rear entrance, they
observed no individual controlling the door. The tavern was
heavily patronized with persons pushing and shoving each other.
Agent Miyasato went to the front entrance where she observed a
large blonde man apparently attempting to keep patrons from
entering through the door. He had a beer in his hand from which he
was consuming. When confronted by agent Miyasato about his
position, he stated that he was "just helping out." Agent Miyasato
then contacted Dorothy Zenk at the bar concerning the overcrowded

conditions. Dorothy Zenk told agent Miyasato that she and her
employees were "doing the best we can." After these contacts, the
liquor control agents left the tavern to inspect the other
premises.
1.9 At or near 11 p.m., the liquor control agents
returned to the Sail In Tavern and again observed that the tavern
was seriously overcrowded. While agent Miyasato was within the
tavern and agent Hantsman was outside speaking to police officers,
two male patrons got into an altercation. Due to the size of the
crowd, one of the male patrons inadvertently shoved or bumped
another male patron. This caused the patron who had been bumped to
become agitated. He aggressively confronted the patron who did the
bumping. The two men engaged in a wrestling match during which
they fell to the floor. The glasses of one of the men were broken.
When the police officers arrived to intervene, the two men had
regained their feet, but were facing off in combative stances. The
police officers interceded and escorted the combatants from the
establishment. The two combatants mutually acknowledged that a
shove or bump had caused the initial confrontation.
1.10 On one of the visits to the Sail In Tavern, agent
Hantsman observed a white male approximately twenty-three years of
age, five feet six inches tall and weighing one hundred sixty
pounds wearing a Mariner's baseball cap, a chambray shirt and dark
denim shorts standing approximately five feet from Dorothy Zenk.
Agent Miyasato observed that his eyes were red and that his speech
was slurred when he spoke. As he spoke, he used animated gestures
which caused his beer to spill. He was extremely uncoordinated and
appeared to be disoriented. He used tables and door posts to
maintain his balance. At one point, he talked to Dorothy Zenk who
made no attempt to remove his beverages from him. The man had a
schooner of beer in one hand and a pitcher of beer in the other.
Periodically he consumed from the schooner of beer. This
consumption was made in the direct view of Dorothy Zenk.
1.11 Dorothy Zenk claims that the tavern was well
policed during the evening hours of August 20, 1993. She had three
bartenders, Joyce Bruso, Ben Brown and Laura, on duty. She
maintains that she personally assumed the duties as the doorperson
at the front door. A volunteer, who Dorothy Zenk identifies as
Doug, was assigned to the back door. From her observations, the
night of August 20, 1993, was a slow night. The presiding officer
cannot credit this testimony. Five public officers from three
separate agencies failed to observe either Ms. Zenk or Doug acting
as a doorperson. The activity in the tavern could hardly be
described as a slow night. Dorothy Zenk personally did not observe
any altercation between her patrons. She does not recall the
individual observed by agent Miyasato as being overserved.
1.12 A number of times in the previous two to three
years, the licensee, specifically Dorothy Zenk, was advised of her
obligation to control the patrons within her tavern. The tavern
has been the scene of several disturbances between patrons and of
overservice complaints.

From the foregoing findings of fact, the administrative
law judge now enters the following conclusions of law:
CONCLUSIONS OF LAW
2.1 The Washington State Liquor Control Board has
jurisdiction over the licensee, Zenk Enterprises, Inc., d/b/a Sail
In Tavern, who is the holder of a class B-C-E-F liquor license
issued by the board pursuant to chapter 66.24 RCW and is subject to
the provisions of RCW 66.24.010.
2.2
Beer is liquor. RCW
66.04.010(2) and
(15).
2.3
No retail licensee or
employee thereof
permit any
person apparently under the influence of liquor to consume liquor
on the licensed premises. WAC 314-16-150.
2.4 Prior to allowing an individual to consume
intoxicating liquor on the licensed premises, each licensee, or
employee thereof, must use his or her normal powers of observation
to see that which easily can be seen and hear that which easily can
be heard under existing conditions and circumstances to determine
if an individual customer is apparently intoxicated.
2.5 A person is intoxicated when the use of
intoxicating liquors has affected his reason or his faculties, or
has rendered him slurred or incoherent of speech, or has caused his
eyes to become red, or has caused him to lose control of his
actions or the movements of his body, or has caused him to become
disoriented, or have caused him to be unable to maintain his
balance. When the degree of absorption of alcohol into the blood
stream of a patron reaches a stage where there are outward

manifestations of these conditions, the licensee, or an employee
thereof, is required to terminate liquor service and to order and
enforce the termination of liquor consumption while that person is
on the licensed premises.
2.6 Whether a person is intoxicated or not is to be
judged by the person's appearance at the time the liquor is allowed
to be consumed. A bartender, waitress or owner has the duty to
insure that the patrons in a tavern who were apparently intoxicated
are not allowed to consume liquor. On April 20, 1993, the male
patron observed by agent Hantsman was apparently intoxicated prior
to being allowed to consume beer on the licensed premises. That
apparent intoxication was demonstrated by his slurred speech, red
eyes, animated movements, disorientation and inability to maintain
his balance. The male was in plain view of Dorothy Zenk while he
was displaying numerous signs of apparent intoxication.
Notwithstanding this apparent intoxication, he was allowed to
consume beer on the licensed premises. Dorothy Zenk failed to
comply with the provisions WAC 314-16-150.
2.7 It is the duty and responsibility of the licensee
to control the conduct of employees and patrons at all times. WAC
314-16-120(1). No licensee, or employee thereof, shall permit any
disorderly or boisterous person to be on the licensed premises.
WAC 314-16-120(2). The term "disorderly" connotes overt misconduct
contrary to the rules of good order and behavior, which is
violative of the public peace. Corral, Inc. v. Licruor Control
Board, 17 Wn. App. 753, 566 P.2d 214 (1977).

2.8 The fight between two patrons was clearly disorderly
conduct. The cause of the fight was a bump or shove which was the
direct result of the overcrowded conditions within the tavern. The
licensee of a- liquor licensed premises is responsible for operation
of the licensed premises in compliance with the liquor laws and the
rules of the board. WAC 314-12-125(1).
2.9 The common meaning of allow is to permit; to let
enter; or to permit the presence of. Webster New World Dictionary
of the American Language (World Publishing Company, 1966). The
word "allow" as used in RCW 66.44.310(1)(a) does not imply that the
licensee must have permanently sanctioned the prohibited act. It
refers to the licensee's actual or constructive knowledge of the
circumstances which would foreseeably lead to the prohibited
activity. Reeb v. Liquor Control Board, 24 Wn. App. 349, 353, 600
P.2d 578 (1979).
2.10 Dorothy Zenk, owner of the licensee, had knowledge
of the circumstances within the tavern. She had been warned of the
overcrowding by at least three of the five public officers who
inspected the premises on August 20, 1993. She took no observable
action to rectify this condition. She also failed to take
affirmative action to terminate consumption by an apparently
intoxicated patron who was manifesting signs of intoxication five
feet in front of her. There is no other conclusion other than that
the licensee violated the provisions of WAC 314-16-120(1) and (2)
having allowed or permitted disorderly behavior and WAC 314-16-150

by having allowed or permitted a person apparently under the
influence of liquor to consume liquor on the licensed premises.
2.11 The Liquor Control Board may, in its discretion,
suspend or cancel the liquor. -license and all rights of the licensee
to keep and sell liquor thereunder, if the licensee has violated
the provisions of WAC 314-16-150 and WAC 314-16-120(1) and (2).
RCW 66.24.010(3).
2.12 The evidence of the licensee failed to establish
any facts or circumstances in mitigation to warrant a deviation
from the penalty recommendations of the board in its initial
disposition. The violations identified herein are sufficiently
egregious to have 'warranted significantly greater sanctions.
However, the presiding officer will not recommended an enhanced
penalty.
From the foregoing conclusions of law, NOW -THEREFORE,
INITIAL ORDER
IT IS HEREBY ORDERED That the board's complaint be
sustained and that the liquor license privileges granted to Zenk
Enterprises, Inc., doing business as the Sail In Tavern at 105 Main
Street, Edmonds, Washington, liquor license 358942, be and the same

HANTSMAN AND I ENTERED THROUGH THE BACK ENTRANCE. 'THERE WAS NO
OUTSIDE LIGHT ON AND IT WAS DARK. WHEN WE CAME IN, I ASKED THE,
PERSON CLOSEST TO THE DOOR IF HE WAS WORKING THE DOOR. AND HE SAID

DIFFICULT TO WALK THROUGH THE TAVERN.
PEOPLE "--' YWHERE I LOOKED. AGENT HANTSMAN AND I MADE OUR WAY TO
THE FRONT -")OR AREA TO SEE IF SOMEONE WAS KEEPING MORE PEOPLE FROM
ENTERING. THERE WAS A TALL WHITE MALE, BLOND HAIR, LIGHT BLUE
SHIRT, JEANS BLOCKING THE FRONT DOOR. HOWEVER, HE HAD A BOTTLE OF
BEER IN HIS HAND AND WAS LETTING PEOPLE INSIDE. I WAS ACTUALLY
TRAPPED IN A CORNER BY THE FRONT DOOR FOR ABOUT 5 - 10 MINUTES.
THE OWNER OF THE TAVERN, DOROTHY, ZENK, FINALLY CAME OUT FROM
BEHIND THE BAR AND WAS AT THE FRONT DOOR. I TOLD HER IT WAS
DANGEROUSLY CROWDED AND SHE REPLIED " WE'RE DOING THE BEST WE
CAN." ZENK STOOD AT THE DOOR AND STILL CONTINUED TO LET PEOPLE IN.
I WAS 'FRYING TO TALK TO HER BUT SHE WAS EITHER IGNORING ME OR
COULDN'T HEAR ME. I TOLD HER AND THE BLOND MAN NOT TO LET ANY MORE
PEOPLE IN UNTIL A LOT OF PEOPLE LEFT. I SAW ZENK AND THE BLOND
MALE STILL LETTING PEOPLE IN, THE PEOPLE ALLOWED IN, SEEMED TO BE
REGULARS. IT LOOKED AS IF ZENK RECOGNIZED THEM, SHE LET THEM
INSIDE AND IF SHE DIDN'T KNOW THEM, THEY COULDN'T GET IN. TWO

WAS SO FULL OF PEOPLE, WE COULDN'T GET OUT THERE. WE MADE OUR WAY
OUTSIDE THE TAVERN TO GET A LOOK AT THE DECK FROM THE OUTSIDE.
THERE APPEARED TO BE ABOUT 50-60 PEOPLE ON THE DECK. HANTSMAN AND
I RAN INTO OFFICERS BARR AND FALK AND DISCUSSED THE OVERCROWDING
SITUATION AT THE SAIL IN TAVERN. I EXPLAINED TO THE OFFICERS, THAT
IF THE SAIL IN RECEIVED A CITATION FROM THE FIRE DEPT. FOR THE
OVERCROWDING, I COULD TAKE ADMINISTRATIVE ACTION. ONE OF THE
OFFICERS PUT IN A CALL TO ATTEMPT TO GET THE FIRE MARSHALL. JUST
ABOUT THE SAME TIME, A CALL CAME TO THE OFFICERS REGARDING A FIGHT
AT THE SAIL IN. THE OFFICERS RESPONDED TO THE FIGHT. HANTSMAN AND
I WENT BA R TO THE SAIL IN AT THE SAME TIME.
I MADE CONTACT WITH A
WATCHING THE DOOR IN
WAS VERY SLURRED AND
OVER. I DON'T KNOW IF
AT THE REAR OUTSIDE 0
GUY AT THE BACK DOOR WHO STATED HE WAS
AN ATTEMPT TO HELP DOROTHY OUT. HIS SPEECH
HE SAID HE HAD BEEN DRINKING. THE FIGHT WAS
IT STARTED INSIDE OR OUTSIDE, BUT IT OCCURRED
F THE TAVERN.
THE TAVERN WAS STILL VERY CROWDED. I TRIED AGAIN TO SEE OUT ONTO
THE DECK. I COULDN'T GET OUT THERE WITHOUT PUTTING MYSELF IN
FEAR OF BEING TRAMPLED, SO I STAYED INSIDE THE TAVERN. ZENK AND
TWO BARTENDERS WERE BEHIND THE BAR AND IT WAS SO BUSY, I WAS
UNSUCCESSFUL AT CONTACTING ZENK. I WANTED TO TELL HER IT WAS STILL
TOO CROWDED IN THE TAVERN. ALL OF A SUDDEN TWO MALES NEXT TO ME
STARTED A FIGHT. I YELLED TO HANTSMA.N TO GET THE OFFICERS FROM
OUTSIDE AND THEY CAME IN AND REMOVED THE TWO INVOLVED IN THE
FIGHT. AFTER THE FIGHT, SOME OF THE CUSTOMERS BEGAN LEAVING.
PRIOR TO THE FIGHT, I WOULD ESTIMATE THE CROWD INSIDE AND OUTSIDE
THE TAVERN WAS WELL IN EXCESS OF 200 PEOPLE. I FOUND IT IMPOSSIBLE
TO DO A HEAD COUNT. THE PEOPLE WERE SO THICK IN FRONT OF THE BAR,

I SPOKE TO ZENK SEVERAL TIMES PRIOR TO THE TASTE OF EDMONDS
WEEKEND ABOUT BEING PREPARED AND TRYING TO GET EXTRA PEOPLE TO
HELP HER OUT. CLEARLY, SHE LET THE SITUATION GET OUT OF CONTROL. I
DO,v°il BELIEVE SHE TRIED TO CONTROL THE SIZE OF THE CROWD UNTIL IT
WAS ALREADY AN UNMANAGEABLE SITUATION. TOO MANY PEOPLE WERE

ON FRIDAY, AUGUST 20, 1993 AGENT MIYASATO AND I WERE WORKING IN
EDMONDS. AT APPROXIMATELY 10:15 P.M. WE ENTERED THE SAIL IN
TAVERN. WE WERE FORCED TO ENTER THROUGH THE REAR ENTRANCE DUE TO
THE LONG LINE AT THE FRONT DOOR. THERE WAS NO LIGHTING AT THE
REAR ENTRANCE. AS WE ENTERED THE PERSON CLOSED TO THE DOOR BEGAN
TO YTT4J "FEDS, FEDS". THE ESTABLISHMENT WAS VERY CROWED WHICH
MAD9f-..-IFFICULT TO MOVE. THE CUSTOMERS WERE ELBOW TO ELBOW
THROUGNUUT THE ENTIRE PLACE. WE FINALLY PUSHED OUR WAY TO THE
FRONT ENTRANCE TO TRY TO STOP THE INFLUX OF PEOPLE. AT THE FRONT
ENTRANCE WE FOUND A WHITE MALE TRYING TO BLOCK THE DOOR, HE WAS
LETTING ADDITIONAL CUSTOMERS IN AND DRINKING FROM A BOTTLE OF
BUDWEISER BEER. HE SAID HE WAS NOT WORKING FOR DOROTHY ZENK BUT
JUST TRYING TO HELP HER. ZENK MADE HER WAY TO THE FRONT DOOR FROM
BEHIND THE BAR AND AFTER AGENT MIYASATO TOLD HER OF THE VERY
OBVIOUS CROWDING PROBLEM SAID "WE'RE DOING THE BEST THAT WE CAN".
SHE DID NOT SEEM CONCERNED WITH THE POSSIBLE DANGER INVOLVED WITH
THE OVERCROWDING. AGENT MIYASATO TOLD THE MAN AT THE DOOR AND
ZENK NOT TO LET ANY MORE PEOPLE IN UNTIL SOME LEFT BUT BOTH
CONTINUED TO LET IN CUSTOMERS THEY APPEARED TO RECOGNIZE. TWO
EDMONDS POLICE OFFICERS PUSHED THEIR WAY THROUGH AND TOLD ZENK NOT
TO LET ANY MORE PEOPLE INTO THE TAVERN.
AGENT MIYASATO AND I TRIED TO CHECK THE PREMISES FOR MINORS AND
OVERSERVICE. WE HAD A VERY DIFFICULT TIME MOVING ANYWHERE. I
FELT TRAPPED BY THE FRONT DOOR BECAUSE I COULD NOT GO OUT THE DOOR
NOR COULD I MOVE BACK THROUGH THE TAVERN. THE DECK WAS IN THE
SAME CONDITION AS THE REST OF THE TAVERN. AS AGENT MIYASATO WAS
TALKING WITH THE EDMONDS POLICE OFFICERS REGARDING THE
OVERCROWDING A FIGHT BROKE OUT INSIDE THE TAVERN. THE OFFICERS
RAN INTO THE TAVERN AND GOT TO THE COMBATANTS AS QUICKLY AS
POSSIBLE.
AGENT MIYASATO AND I BECAME SEPARATED BUT I COULD STILL SEE WHERE
SHE WAS THROUGH THE MASS OF PEOPLE. SUDDENLY SHE TURNED AND
YELLED TO GET THE POLICE ANOTHER FIGHT HAD STARTED. I SUMMONED
THE OFFICERS WHO REMOVED THE PARTICIPANTS IN THE ALTERCATION.
AFTER THIS FIGHT THE TAVERN CLEARED OUT A BIT BUT WAS STILL
DANGEROUSLY CROWDED.
I TRIED SEVERAL TIMES TO MAKE A BODY COUNT INSIDE THE TAVERN BUT
COULD NOT MOVE THROUGH IT ENOUGH TO HAVE AN ACCURATE COUNT. I'M
SURE IT WAS WELL OVER THE CAPACITY IF NOT TWO TO THREE TIMES THE
CAPACITY.

2. Provide print of cooking equipment to be used.
3. Provide print of fire protection system.
