DRAINAGE: The approved drainage plan includes extension of a
city storm sewer system, in the public right-of-way on 4th Avenue
South, with sufficient capacity to accommodate all surface run-off
and site drainage proposed by the development. The net affect
will be positive.
GRADING: The approved grading plan includes retaining walls, for
soil stability, at property lines and grading away from the struc-
ture with minimum net change in topography. The result is a positive
impact.
UTILITIES: The approved engineering plan includes extension of all
public utilities, in the right-of-way on 4th Avenue South, with
sufficient capacity to serve the proposed development.
CIRCULATION: The approved engineering plan provides for the paving
of 4th Avenue South and installing curbs and sidewalks. These
facilities will provide adequate safety and capacity resulting; in
a positive affect on the environment.
OTHER: The density of the proposed development will increase
traffic -flow. The increased vehicular volume will increase
existing noise and exhaust pollution levels.

Dear Mayor Harrison:
On May 1, 1974 we received notice to make arrangements to connect to the.
Edmonds sewer system at the above address. In discussions with the Edmonds
Engineering Department and the Water -Sewer Department we were given an approx-
imate figure for the assessment. To date we have not been notified of the exact
amount. The reason for the delay is understandable in view of the large number
of parcels involved within the city.
We have a problem which we discussed with the Planning Department and it
was determined that the problem was not a planning or Board of Adjustment subject
but an administrative matter. A letter to the Mayor was suggested. While we are
able to take care of the assessment, the additional cost of the side sewer (some
�250 feet) nvolves a burdensome outlay which we feel Mould be of little or no
eneanyone.. It is therefore respectfully requested that consideration
—fie given to a request for delay in making the sewer connection for the following
reasons:
1. There is no health problem involved.
(a) the septic tank drain field was replaced and enlarged 5 years
Ago after some 50 years of service.
(b) there is only one occupant in the house.
2. The city treasury would sustain no loss --all assessments will be paid
promptly.
3. In view of the zoning,increasing taxes and other considerations it may
become necessary to sell the property. In that case, a single family
side sewer would not serve the requirements of a developer and would be
abandoned, thereby constituting a waste of money and material.
4. The additional cost of this side sewer places a hardship on a hard
pressed retiree.

Dear Mr. or Mrs. Hamel:
The matter of your sewer connection at 1070 Fifth Avenue South,
Edmonds, has been investigated by the Engineering and Water/Sewer
Departments. It has been concluded that a waiver is to be granted
you on the sewer connection of your property because your property
is (1) over 200 feet from the existing main line sewer, (2) below
the sewer main elevation, and (3) exceeds 20,000 square feet in area.
However, if your property is subdivided in the future or the house is
removed or remodeled, connection will be required.
Although a waiver for the connection of your property has been
granted, it will be honored only if the following stipulations are
strictly adhered to:
1. Existing septic system shall be maintained properly.
2. Should any problems arise with the septic system, the owner
shall immediately connect to the sewers.
