Engineers/Surveyors/Planners/Development Consultants ` Mr Don Fiene MAY 2 61995 Engineering Department FNGWEfiVt.r City of Edmonds 505 Bell Street Edmonds, WA 98020 =: Subject: Storm runoff control system for Johan nesseh-PropertV, 10727 - 226th Street SW, Edmonds, WA 98020 Dear Don, 19400 33rd Ave. W., Suite 200 Lynnwood Washington 98036 - (206) 775.1591 Seattle: (206) 340.0830 FAX: (206) 672.7998 May 25, 1995 LSA No. 3360 As stated in my previous letter we intended to provide runoff control for the home at the above location using an infiltration system. I have modified the calculations, and as requested increased the width and added the filter fabric wrap to the trench design. The calculated theoretical length of trench is 8,3 fee for the area proposed to be drained into the system (not including the safety factor or the mitigating effect of void space detention volume). Adding a safety factor of 2 seems excessive, given the fact that the size, topography, and soil type of the property makes it impossible for surface runoff to go anywhere else. If the system were found to be performing inadequately over time, a larger one could be easily built in the space available. Any such failure would not cause property damage, would not affect any downstream system, would not affect any other property, and would only cause the temporary inconvenience of surface ponding during an extreme storm event. Even at a length 83 feet, the system provides a safety factor of 1.6 for a 10-year storm, which is as good as most of the rest of the City's systems. The circumstance of this site justify elimination of the safety factor, but at this point I will defer to your final decision. Finally, I was unable to establish with certainty the total area of impervious surface which will ultimately drain into this system. I recommend that if the area is substantially greater than or less than the assumed 7460 square feet, the system be adjusted by 1.15 feet per 100 square feet of impervious surface, multiplied by whatever safety factor is used. This provides a little flexibility to deal with changes. Please call me if you have any questions on this...n 1;a Sincerely, 0,6 -LtA. Method of Analysis/Length of Roof Downspout Infiltration Trenches The length of trench required is based on the assumption of providing a bottom trench area sized to Infiltrate at a rate equal to the rainfall intensity for the peak 10-minute time step for the 10-year, 24-hour duration design storm event (Time step 460 to 470 minutes, 5.4% of total storm volume P,o, see Table 3.5.1A), and by the maximum infiltration rate (1m) which is based on the Soil Texture Class by the United States Department of Agriculture (U.S.D.A.) designation system (see Figure 4.5.16 and Table 4.5.1A). The length of trench required is determined by dividing the required infiltration area (A,) by 4 feet (the two -foot trench widith plus one foot on either side for side wall infiltration). The Critical Areas Checklist contained on this form is to be filled out by any person preparing a Development Permit Application for the City of Edmonds prior to his/her submittal of a development permit to the City. The purpose of the Checklist is to enable City staff to determine whether any potential Critical Areas are or may be present on the subject property. The information needed to complete the Checklist should be easily available from observations of the site or data available at City Hall (Critical Areas inventories, maps, or soil surveys). An applicant, or his/her representative, must fill out the checklist, sign and date it, RECL 11/;,D MAR 0 2 1995 PERMIT COUNTER and submit it to the City. The City will review the checklist, make a precursory site visit, and make a determination of the subsequent steps necessary to complete a development permit application. With a signed copy of this form, the applicant should also submit a vicinitymap or plot plan for individual lots of the parcel with enough detail that City staff can find and identify the subject parcel(s). In addition, the applicant shall include other pertinent information (e.g. site plan, topography map,. etc.) or studies in conjunction with this Checklist to assist staff in completing their preliminary assessment of the site. I have modified the calculations, and as requested increased the width and added the filter fabric wrap to the trench design. The calculated theoretical length of trench is 8for the area proposed to be drained into the system (not including the safety factor or the mitigating effect of void space detention volume). Please call me if you have any questions on this. Sincerely, Craig Campbell, P.E. The purpose of the Checklist is to enable City staff to determine whether any potential Critical Areas are or may be present on the subject property. The information needed to complete the Checklist should be easily available from observations of the site or data available at City Hall (Critical Areas inventories, maps, or soil surveys). An applicant, or his/her representative, must fill out the checklist, sign and date it, and submit it to the City. The City will review the checklist, make a precursory site visit, and make a determination of the subsequent steps necessary to complete a development permit application. With a signed copy of this form, the applicant should also submit a vicinity map or plot plan for individual lots of the parcel with enough detail that City staff can find and identify the subject parcel(s). In addition, the applicant shall include other pertinent information (e.g. site plan, topography map, etc.) or studies in conjunction with this Checklist to assist staff in completing their preliminary assessment of the site. Box 1306 Mukilteo, Wa. 98275 RE: JOHANNSEN REMODEL AT 10727 226TH ST EDMONDS STORM DETENTION REQUIREMENTS Dear Chuck, After reviewing the subject permit application, we have determined that on -site detention will be required because the additional impervious exceeds 2,000 square feet. Based on the drawings submitted, the total additional impervious surface is 6,287 square feet. It has been City policy to include quantities of remodeling when an existing structure is removed and then reconstructed, and to not allow credit for prior impervious surfaces. The existing portion of the house that remains does not have to be included in the detention design, only the additional impervious surfaces. Since the quantity exceeds 5,000 square feet, an engineer must design the detention system using Snohomish County standards of the Y and W method for a 25-year storm and 10-year release. Please submit a drainage plan showing the location of the system and where it will tie into the existing City storm system. If you have any questions, please call me at 771-0220.
