I There have been a number of different memorandums and letters circulating with differing parking requirements and different floor space figures for the Soundview Plaza, located at 110 — 3`d Avenue N., which is being constructed under building permit #980471. The following is our best estimate to date, given all of the information submitted. All parking for retail or office uses are based on gross floor area, not just the office area. For the first floor I have relied on Ola Grosset's calculations that the leasable areas are 1550 and 1501 square feet and the common area is approximately 600 square feet (Ola scaled this off the floor plan) for a total of 3651. The second story calculations are from the leasable area shown on the plans as 2888 and 1788 square feet, and Warren Lafon's calculations that the common area on that floor is 835 square feet. This results in a total second floor area of 5511 square feet. It has been pointed out that this does not match the area shown on the plans submitted, which as revised on 7/22 were 4410 square feet of retail, and 5610 square feet of office space, but we are relying on the applicant and builder to have provided us with updated and accurate information. w.amr.�,.n, rnic.w(YaePd;Nfo+xrt@^,.,iJ�;FrRz;it�tiFl7, The following are the required parking for various proposed uses. The required spaces for retail is one space per 300 square feet (ECDC 17.50.020.B.1). The required spaces for offices providing on -site customer service is one space per 400 square feet (ECDC 17.50,020.B.5). The required spaces for offices with NO on -site customer service is one space per 800 square feet (ECDC 17.50.020.B.6). We have been given conflicting information about what the use of the first floor will be. Ola Grosset has said that it will only be office use with no on -site customer service. Larry Naughten in a letter dated February 16, 1998, states that the use will be mixed, either office or retail. As stated above, we find no revised plans in the Building Permit application file, nor the Architectural Design Board file, nor any notes on the elevations stating that any revisions were approved. Even if John Bissell waived the changes shown on the drawings submitted today, what has been constructed is different from those drawings, including different railings, a window replaced by a sliding glass door, and an additional light placed by this door. We find that these changes are significant enough to warrant further review by the Architectural Design Board. Please submit drawings or pictures reflecting what has been constructed for review by the Architectural Design Board. John Bissell presented the staff report and stated that this proposal is for a new freestanding building, located on a site currently developed with a printing business, which will be designed to allow for cars to drive up on two sides for coffee service. The application was previously reviewed by the.Board and was denied because the materials did not seem to clearly represent the proposal, and because the design did not appear to be consistent with the surroundings nor with the requirements of the landscaping ordinance. The applicant is proposing a triangular building design in order to accommodate vehicle traffic circulation on the site and around the building. The building will have a flat roof with driftwood white lapped siding and green wood trim. No new exterior lighting is being proposed. Signage will include a painted wood sign located on the building below the service windows. The proposed sign has red letters on the white background of the building and will be 4 feet high, where 14 feet is allowed, and 12 feet in area, where 15 square feet is allowed. An additional 0.5 square foot red neon sign is proposed for the window of the building. Mr. Bissell noted that in order to approve this proposal, the Board must find that the application is consistent with the requirements of the Design Guidelines. There were no audience comments on this proposal. Boardmember Goodrick clarified that the location of the proposed planter boxes would face Highway 99, and asked about the side of the building which faces 212th. She also stated that a window box would add relief to the building as well. Jack Trogdon stated that hanging baskets will be utilized on the side which faces 212th due to the setback restrictions and to avoid any interference with vehicles. He also indicated that a window box might be in the way of vehicles driving up to the window for service. Boardmember Oaklief asked about the trim color and indicated that he would prefer that the entire parapet be painted with the same color as well. John Bissell presented the staff report and stated that this proposal is for a new mixed use building on two lots, which are each 60 feet by 120 feet in size. The north lot is currently developed with a single- family residence, while the southern lot is vacant. He pointed out that the two lots must be legally combined through lot line adjustment or covenant prior to the issuance of a building permit. The proposed building will have a total interior space of approximately 30,000 square feet with 10,000 square feet each for parking, office space and four dwelling units. Mr. Bissell explained that the applicant has submitted a SEPA checklist and that the City has issued a Mitigated Determination of Nonsignificance, with mitigation required to offset traffic impacts. The applicant is proposing a brick building with three stories visible to the west (street side) and two stories visible from the east (alley side), with portions of the second floor (alley level) parking on the north, south and east sides being open. Commercial uses and parking will occupy the street level, with the commercial space fronting on the street and the parking behind. The alley level (2nd floor) will also have parking and commercial use, with the parking accessing the alley and the commercial space fronting on the street side. The third floor will house four residential units. Mr. Bissell stated that the bulk of the roof is flat, with portions proposed with a 4:12 pitch to give relief and added light to the dwelling units. An alternative design, using a barrel roll or arched type roof has also been proposed, however, this alternative design would require either a code amendment or a variance to be approved. The proposed building has considerable modulation and visual interest, accomplished through the use of a variety of shapes, including arched first floor windows, square second floor windows and peaked windows on the roof line. The north, south and west elevations also include decks with metal railings on the third floor and wall openings with pipe rail on the second floor. The barrel roll roof option also includes arched windows on the second floor, which tie the roof line through the second floor to the arches located on the first floor. He also explained that both design alternatives presented appear to be in compliance with Design Guidelines. A mixture of different colored red brick will be used for the exterior, with black aluminum window frames black and pipe railings. Since the building is in a zone which allows and encourages zero setbacks, and nearly completely fills the site, no landscaping i� is being proposed. A trash enclosure will be located in the building off the alley. UWJa Warren LaFon showed samples of the brick colors being proposed. He also presented color renderings of the two design alternatives and explained the features � U. U Q of each, including a nautical theme and the use of fiber optics to create prisms of light. He explained that if this proposal is approved, his client would not have space for trash collection and would not be j{; allowed to continue to operate his restaurant. Mr. Oaklief clarified that the location of the neighbor's trash enclosure is not an issue that the Board has authority over. i Boardmember Goodrick agreed with other Board comments and stated that she likes the design features { of the stucco with the brick, and that she too, prefers the barrel vault design alternative. ' Boardmember Sullivan commented that the sides of the building seem too long and out of balance and clarified some design features with Mr. LaFon. He also agreed that the barrel vault design alternative is © preferable, if possible, and that the parking design is very well done. Boardmember Chalupnik also agreed with other Boardmember comments and stated that he likes the design of the project and prefers the barrel vault design alternative as well. Boardmembers Sullivan and Oaklief discussed changing the exterior design slightly regarding the brick and stucco surfaces and the paint choices to be used. John Bissell presented the staff report and explained that Wells Fargo Bank has purchased First Interstate Bank and is proposing to change the sign plan to conform to their colors and logos. The current sign plan consists of a non -illuminated monument sign at the corner of 4th Avenue So. and Dayton Street, two non -illuminated plastic -faced signs hanging down from the awning at the corner of 5th Avenue So. and Dayton Street, facing both streets, and an internally illuminated sign on the west side of the building facing the parking lot. The proposal includes replacing each of these signs with the same type and style as existing signs, but with the Wells Fargo colors and logos. Vinyl letters are proposed for the monument sign while the west elevation wall -mounted sign will be a plastic faced illuminated cabinet sign, and the marquee signs hanging from the awning will be plastic faced non -illuminated cabinet signs. All the signs will have orange letters on a burnt orange and black background with white logo. All signs are well below the maximum height limit. Existing landscaping is adequate. In order to approve this application, the Board must find that it is in compliance with the Design Guidelines found in the Comprehensive Plan and the Zoning Ordinance. Lee Matlick clarified that a large portion of the sign is black, and will not emit any light, and that the sign dimensions are being reduced as well. There were no audience comments on this proposal. ADB-95-84 I have had the opportunity to visit the site, review the environmentally sensitive map, the environmental checklist, site plans, building elevations prepared by Warren LaFon, Architect, dated August, 19, 1996, and traffic study prepared by Reid Middleton, Inc. and dated December 5, 1996, a copy of which are filed in the official file for this permit. Based on my review of all available information and adopted policies of the City, I have recommended that a mitigated determination of nonsignificance be issued for the project. The traffic study prepared by Reid Middleton, Inc. has revealed an impact to the level of service at the intersection of 9th Avenue and Main Street. The City of Edmonds Transportation Plan has indicated the correction to the reduced level of service at that intersection will be to replace the four way stop sign with a traffic signal. The applicant has calculated the subject project share of the signalized intersection. The City concurs with the calculations presented by the traffic study. Based on my review of all information and adopted policies of the City, I have recommended that the proposal be changed or clarified to include the following mitigating measures so that a Mitigated Determination of Nonsignificance (MDNS) can be issued. Recommended Mitigation Measures: 1. The applicant is required 'to contribute a traffic mitigation fee of $1,094.00 for the improvement to the intersection of 9th avenue and main street prior to the issuance of an occupancy permit for the proposed building. Our November 1, 1996 report provided traffic generation and distribution in terms of peak hour traffic as requested by the Washington State Department of Transportation. The City has now requested that we also provide traffic generation and distribution based on Average Daily Trip (ADT) volumes. The City has suggested that an earlier mitigation offer of $4,040 to address the impact of 443 ADTs through the referenced intersection should be used as a basis for determining mitigation requirements for Soundview Plaza. Introduction: The applicant has proposed a new mixed use building on two lots. The north lot is currently developed with a single family residence, while the southern lot is currently vacant. The proposed building would have a total interior space of approximately 30,000 square feet with approximately 10,000 square feet each for parking, office and four dwelling units. D. Background: 1. Description of Property: The subject property is comprised of two lots which are each 60 feet by 120 feet. Thus the building site is a 1 :10 feet by 120 feet square. The applicant should be aware that the two lots must be legally combined though lot line adjustment or covenant prior to the issuance of a building permit. 2. Zoning: The property is zoned Community Business (BC), which allows mixed use commercial building with the primary use being commercial and the secondary use being residential with one dwelling unit for every 3,000 square feet of lot area. This zone district allows zero foot setbacks with a maximum allowable height of 25 feet plus 5 feet for roofs with a 4:12 pitch. 3. Environmental Review: The subject proposal is not exempt from the State Environmental Policy Act (SEPA). In this case the Applicant has submitted an environmental checklist and the City has issued a Mitigated Determination of Nonsignificance (MDNS). The mitigation's required for this development through SEPA are to offset traffic impacts. 4. Issues: Design of the building, site, and landscaping have all been addressed by the applicant in their proposal, and the Architectural Design Board must determine the appropriateness of the proposal. E. Staff Analysis: 1. Building Design: The applicant has proposed a brick building with three stories visible to the west side (street side) and two stories visible from the east side (alley side). Portions of the 2nd floor (alley level) parking on the north, south and east sides will be open. The applicant has proposed parking and commercial on the street level, with the commercial space fronting on the street, and the parking behind. The alley level (2nd floor) will also have parking and commercial, with the commercial fronting on the street side and the parking accessing the alley side. The bulk of the roof is flat with portions proposed with 4:12 pitch to give relief and added light to the dwelling units. The applicant has also proposed an alternative to the 4:12 pitch portions. This alternative uses a barrel roll or arched type roof. The proposed alternative would require either a code amendment or a variance to be approved. LEIB The proposed building has considerable modulation and visual interest. This is accomplished through a variety of shapes including arched first floor windows, square second floor windows and peaked windows on the roof hne. The north, west, and south elevations also include decks with metal railings on the third floor and wall openings with pipe rail on the second floor. The east elevation shows the least modulation and visual interest using only a flat roof, square windows and wall openings for the parking area. It should also be noted that the barrel roll roof option also shows arched widows on the second floor which would tie the roof line through the second floor to the arches located on the first floor. a) MatgdWL In the proposal before the Board, the applicant has chosen to use brick as the siding material. b) Lighting: No site lighting is proposed for this application c) Colors: A mixture of different colored red brick is proposed The applicant has proposed black aluminum window frames and black pipe railings. d) Signing: No signing is proposed. 2. Site Design: a) Access / Parking: The applicant is proposing pedestrian access directly off 3rd Avenue North. The parking access will be divided with half the parking located on the first floor, accessing from the north part of the west (street) elevation. The other half of the parking will be located on the second floor with access provided from the alley. b) Landscaping: Since the applicant is proposing a building in a zone which allows and encourages zero setback development, the proposed building nearly completely fills the subject lot. Therefore, the applicant has proposed no landscaping with this project. c) Trash Enclosure: The applicant has provided a trash enclosure located in the building off the alley. The size of the enclosure shown on the plans is not adequate. However, the applicant has presented a plan to the Public Works Division which is adequate. The new plan does not change the configuration of the building. 3. Technical Review: a) Engineering Division: • On street parking revisions and signage will need to be shown. • The project will require that a site plan prepared and stamped by a Professional Engineer be approved by the City Engineer. • The project will have to comply with storm water quality and quantity requirements per Ordinance 3013. Drains in underground parking garages are to be routed to the sanitary sewer system. • Provision for power transformer to provide power for elevator must be made. Pole mounted transformers are not allowed. (Information only). • Existing paving in alley is to be inspected by the City Engineering staff. Repaving may be required. • Existing curbs, gutters, and sidewalks on Third Ave. N. are to be inspected by the City Engineering staff. Discussion with Sound Disposal, who would provide garbage and recycling service to this building, led to acceptance of the general site for refuse containers along the alley on the east side and the access using a 7 to 8 foot wide overhead door. However the actual space proposed for the containers is insufficient. The area itself needs to be wider to permit easy movement of the containers when servicing. This is critical especially when recycling containers are present because they require a separate service vehicle for collection and moving one or more containers to get to the one needing service is inefficient and therefore adds to costs. Per Edmonds City ordinance, space for refuse containers needs to allow inclusion of appropriate recycling containers. The solution that presents itself on the proposed plan is to expand the container site to the south, claiming the adjacent full parking space, and enclose accordingly. There is an indication that there are extra parking spaces on the plan. As per Fire Code, this area would need to have sprinklers. An expanded container area would not only facilitate servicing, but would most likely handle any configuration of containers needed.
