You authorized our work by accepting our proposal, P-3317, dated May 3, 1994. The subsurface conditions of the proposed development site were explored with seven test pits that encountered varying depths of fill. In general, if positive drainage to a storm water system is unavailable, we do not recommend the construction of the basements. 0 • GEOTECHNICAL ENGINEERING STUDY Geotechnical Engineering Study Proposed Elderly Housing Development 2nd Avenue and James Street Edmonds, Washington This report presents the findings and recommendations of our geotechnical engineering study for the site of the proposed elderly housing development to be constructed adjacent to the ferry waiting area in Edmonds, Washington. The general location of the site is illustrated on the Vicinity Map, Plate 1. Development of the property is in the planning stage, and detailed plans were not made available to us. The plans provided to us show the development will consist of three, three- story buildings. It is assumed that the buildings will be constructed near the existing grade. We have not been provided with a site survey or other details of the building construction. Surface The irregular -shaped property is bordered on the east by 2nd Avenue, on the south by Dayton Street, and on the north by James Street. The Edmonds -Kingston ferry waiting area, adjacent to State Route 104 (Edmonds Way), is on the west side of the property. The northwest and southeast corners of the site are paved parking lots. A metal -framed building and a concrete block building are on the southwest corner of the lot. The remainder of the site is landscaped with grass, trees, and shrubs. The site is relatively level. Subsurface The ubsurfacecconditlor s were;explore`d l* excavating'•seven-test,"pits>'at the approximate locations shown on"the 'Site Exploration Plan, Plate 2. The field exploration program was based upon the proposed construction, the site access, the scope of work outlined in our proposal, and the time and budget constraints. The test pits were excavated `on'May 1 ' 1994 with a rubber -tired backhoe: A geotechnical engineer from our staff observed the excavation process, logged the test pits, and obtained representative samples of the soils encountered. 'Grab' samples of selected subsurface soils were collected from the backhoe bucket. The Test Pit Logs are attached to this report as Plates 3 through 6. :Test pits 1 to 3 on the southwest part of the property encountered 3 feet of fill and topsoil overlying weathered glacial till, which became dense at a depth of 6 to 8 feet below the ground surface. The remainder of the test pits encountered peat below the fill soils. The final logs represent our interpretations of the field logs and laboratory tests. The stratification lines on the logs represent the approximate boundaries between soil types at the exploration locations. The actual transition between soil types may be gradual, and subsurface conditions can vary between exploration locations. The logs provide specific subsurface information only at the locations tested. The relative densities and moisture descriptions indicated on the test pit logs are interpretive descriptions based on the conditions observed during excavation. Compaction of backfill was not in the scope of our services. Loose soils will therefore be found in the area of the test pits. If this presents a problem, the backfill will need to be removed and replaced with structural fill during construction. If a foundation were placed on these soils and the overlying fill soils, c nsiderable foundation settlement would occur. Based on the test pit results, it appears th it would be possible to place the western perimeter of the south building on conventional foundations on the glacial till. The footings would need to be placed at a depth of 5 to 7 feet below the ground surface on the dense soils to prevent differential settlement between the pier or pile foundations and the conventional foundations: Therefore, it is our recommendation that the entire structure be placed on pier or pile foundations, even if some of its piers or piles are relatively short.,`4,r The building floor slab should be structurally supported. Careful attention should be paid to the building entrances. Based on past experience, we recommend that the entrance walkway slabs be supported on one end by the foundation crOW--_aI cnNsuLIANIs, INC. The to a"�yaximy m; of30to�35 fee. �naybe,fequir�ed To further define soils conditions and to assist with project cost estimating, we recommend that two borings be drilled in the northern building footprint through the existing parking lot and that one boring be drilled in each of the two other building footprint locations. Geotech Consultants, Inc. should be allowed to review the final development plans to verify that the recommendations presented in this report are adequately addressed in the design. Such a plan review would be additional work beyond the current scope of work for this study, and may include revisions to our recommendations to accommodate site, develop- ment, and geotechnical constraints that become more evident during the review process. RRMTIM t u• The proposed structure may be supported on sound, pressure -treated, timber piles driven into the underlying sand or glacial till soils. The piles shou!d conform to the specifications as outlined in the Uniform Building standard. Timber piles should have a minimum tip diameter of 8 inches. Timber piles should be placed no closer than three pile diameters, center -to -center. An allowable compressive pile capacity of 25 tons can be used for piles driven to refusal. Refusal is defined as 30 blows per foot for the last 1 foot of driving, when driven with a hammer having a rated energy of 15,000 foot-pounds. The piles should be marked in 1400t increments to facilitate the recording of blow counts during the driving process. The pile number should be clearly marked on the location stake. We recommend that the piles be driven with a steam, air, or diesel hammer with fixed leads. We anticipate that pile lengths will vary between 10 and 30 feet below the existing grade. Because soil conditions can be variable, we recommend that at least six test piles be driven before ordering the production piles to obtain a more accurate estimate of the pile lengths needed and to determine driving characteristics. The test piles and the hammer used should be the same type as those to be used in the production driving. Geotech Consultants personnel should observe the installation of both the test piles and the production piles on a full-time basis. G[OIT-CH CONSULTANTS, INC 9 Bob Henning May 27, 1994 JN 94175 Page 4 We anticipate that timber piles which are driven to refusal will have total or differential settlements on the order of one -quarter inch. Lateral loads due to wind or seismic forces may be resisted by the piles and by passive pressure on the grade beams. We anticipate that vertical piles will have a lateral capacity of 1 ton per pile. Additional lateral loads can be resisted by battered piles, friction between the slab and the subgrade, and passive earth pressures on the grade beams. Piles may be battered at an angle of 1:5 (Horizontal: Vertical) without any reduction of vertical load capacity. The lateral capacity of a battered pile can be assumed to be equal to the horizontal component of the axial capacity. Passive earth pressures on the grade beams can be assumed to be equal to that pressure exerted by a fluid having a density of 250 pounds per cubic foot (pcf). Augercast Concrete Piers capacity of 20! tons 'can :be,'attained 2 inc wind or seismic loads, the_allowable pier -capacity may be increased by one-third. We can provide design criteria for different pier diameters and embedment lengths, if greater capacities are required. The minimum center -to -center pier spacing should be three times the pier diameter. We estimate thatttotal'�settlement of single `piers' installed as described above, WiIP be. on the' or�derof one=haff;inch Most of this settlement should occur during the construction phase as the dead loads are applied. The remaining post -construction settlement would be realized as the live -loads are applied. We estimate differential settlements over any portion of the structures should be less than about one -quarter inch. We recommend that the piers be reinforoed:their: entire length-1 The piers can be assumed to have a point of fixity at 10 feet below the ground surface for computation of lateral load resistance. The loose soils against the piers can be assumed to have a design passive earth resistance of 150 pounds per cubic foot (pcf) acting on two times the pier diameter. Passive earth pressures on the grade beams will also provide some lateral resistance. If structural fill is placed against the outside of the grade beams, the design passive earth pressure from the fill can be assumed to be equal to that exerted by an equivalent fluid having a density of 250 pcf. Augercast piers should be installed with continuous flight, hollow -stem auger equipment. Concrete grout must be pumped continuously through the auger as it is withdrawn. LEnsure that the grout pressure at the grout pump is in the range of 150 to 250 psl, depending on the length of feeder hose used. �3)Equip the grout pump with a calibrated stroke counter so that grout 4r volumes per pier may be calculated. As the completed below -ground pier below cannot be observed, judgement and experience must be used as the basis for determining the acceptability of a pier. We recommend that the installation of all piers be observed by a representative of Geotech Consultants, Inc., who can fully evaluate the contractor's operation, collect and interpret installation data, verify bearing stratum elevations, and understand the implications of variations from normal procedures with respect to the design criteria. KITIO-ITMO•1 . .� The site is located within Seismic Zone 3 as illustrated on Figure No. 23-2 of the 1991 Uniform Building Code (UBC). In accordance with Table 23-J of the 1991 UBC, the site soil profile is best represented by Profile Type S3. Permanent Foundation and Retaining Walls Retaining walls backfilled on only one side should be designed to resist the later:.al earth pressures imposed by the soils they retain. If these conditions exist, then those pressures should be added to the above lateral soil pressures. Also, if sloping backfill is desired behind the walls, then we will need to be given the wall dimensions and the slope of the backfill in order to provide the appropriate design earth pressures. The above recommendations are not intended to waterproof the below -grade walls. If moist conditions or some seepage through the walls is not acceptable, then damp -proofing or waterproofing should be provided. This could include limiting cold joints and wall penetrations, and possibly using bentonite panels or membranes on the outside of the walls. Applying a thin coat of asphalt emulsion is not considered waterproofing, but it will help to prevent moisture, generated from water vapor or capillary action, from seeping through the concrete. No excavated slopes are anticipated other than for utility trenches. However, in no case should excavation slopes be greater than the limits specified in local, state, and national government safety regulations. Temporary cuts to a depth of about 4 feet in unsaturated soils may be attempted vertically. G EOTE C1 I CONS U LTAN-1 INC. a Bob Henning JN 94175 May 27, 1994 Page 9 All building and pavement areas should be stripped of surface vegetation, topsoil, organic soils, pavements, and other deleterious material. The stripped or removed materials should not be mixed with any materials to be used as structural fill, but could be used in non-structural areas such as landscape beds. Structural fill is defined as any fill placed under the building, behind permanent retaining or foundation walls, or in other areas where the underlying soils need to support loads. All structural fill should be placed in horizontal lifts with a moisture content at, or near, the optimum moisture content. The optimum moisture content is that moisture content which results in the greatest compacted dry density. The moisture content of fill soils is very important and must be closely controlled during the filling and compaction process. The allowable thickness of the fill lift will depend on the material type selected, the compac- tion equipment used, and the number of passes made to compact the lift. In no case should the loose lift thickness exceed 12 inches. If the subsurface conditions encountered during construction are significantly different from those observed in our explorations, we should be advised at once so that we can review these conditions and reconsider our recommendations where necessary. Unanticipated soil conditions are commonly encountered on construction sites and cannot be fully anticipated by merely taking soil samples in test pits. Subsurface conditions can also vary between exploration locations. Such unexpected conditions frequently require that additional expenditures be made to attain a properly constructed project. In this report, we recommended that the proposed building be placed on pile foundations, and that the building floor slab be structurally supported. Since reviewing our report, you have proposed.that a building be constructed on the northern portion of the subject lot, and that this building be placed on .conventional foundations following the placement of lean -mix concrete down to bearing soils. The proposed elevation of the new building is 13.6 feet. This will result in an excavation of 4 to 6 feet on the downslope side of the building and an excavation of up to 12 feet in the upper northeastern corner of the building. We recently observed the excavation of six additional test pits near the property lines for the proposed building. The locations of these test pits are illustrated on the attached Site Exploration Plan. A summary of the test pit logs is also attached. The depth to competent soils varied from more than 1-2 feet at the northwestern corner to approximately 8 to 9 feet on the western side of the project near 2nd Avenue South. Caving soils were encountered in Test Pits 12 thro:agh 14 on the northwestern corner of the site. Groundwater was encountered near an elevation of 12 feet on the lower portion of the site. The groundwater levels were not monitored. This seepage level therefore simply represents the seepage level in the test pit at the time of excavation. We anticipate that groundwater levels may increase in wetter times of the year. Based upon the results of our new explorations, it is still our recommendation that at least a portion of the building be supported on augercast piers. Conventional foundations are possible on the western side of the site, where competent soils will be exposed in the i OCT 0 " 1995 --------------------------- J Homestyle Construction JN 94175 October 4, 1995 Page 2 footing excavation. The amount of conventional foundations may be increased by using lean -mix concrete where it is feasible to excavate to competent soils. It is our opinion that this method is unfeasible in the areas of Test Pit 8 and Test Pits 12 through 14. We therefore recommend the use of augercast piers in these areas. The exact location of the augercast piers can be determined by our personnel at the time of excavation. We recommend that the foundation design include alternatives for both conventional foundations and augercast piers. An allowable bearing capacity of 2,500 pounds per square foot (psf) may be used to design conventional foundations. Slabs placed on organic soil will experience some settlement. It appears that some temporary shoring will be required unless easements can be obtained from the City of Edmonds within the James Street and 2nd Avenue South right-of-ways. As shown on the civil engineering drawings, the building will be located adjacent to the property line at least along James Street. The maximum allowable cut is 1:1 (Horizontal:Vertical) above the groundwater level, and we do not recommend open cuts below the groundwater level, which is at an elevation of about 12 feet. The 1:1 (H:V) slope cannot extend to the edge of the street. Traffic should be kept back behind a line that has an inclination of 2:1 (H:V) from the base of the excavation in the area of Test Pits 12 and 13. Drainage is a concern on the subject site, since the proposed building excavation will be near the historic high -tide level. As discussed in our meetings, we recommend that underslab drainage be provided in case water levels rise to near the bottom of the slab. A tidal gate should be placed in the storm drainage system where the drains have an elevation lower than the maximum high tide. At two locations on the site, we have found it necessary to exceed the standard 12 percent grade in order to keep the building within the height limitations. We have found that both locations require 15 percent slopes for very short distances. Most of the proposed driving surface within the development will have slopes substantially less than 12 percent. However, the one-way ramp from James Street down into the property, and the one-way ramp exiting the parking garage on the west side of the building need the steeper slope. The only other way make up the elevation difference between James Street and the floor of the parking garage is to redesign the site circulation, which I have been told involves major structural changes to the building. The City of Edmonds Community Development Code, section 18.80.070 states that street slopes shall not exceed 12 percent unless authorized by the Public Works Director. On behalf our client I request authorization for the roadway to be constructed at the design grade of 15 percent. This proposal is consistent with common engineering practice and does not create any extraordinary hazard or present any safety or health problems. Other mitigating factors include the fact that the roadway is technically a driveway, and driveways are allowed to be built up to 14 percent without special permission. Also, it is intended for one-way traffic, and there is no requirement for emergency vehicle access. If this request is denied, we ask that the denial be in written form giving reasons as required in the Edmonds Code. Please let us know if you require further information to reach your decision. PRESENTATION BY ASCENT 21 ASCENT 2' Sue Gould, Co -Chair of Ascent 21, was present to introduce the organization to the Council. She introduced the other co-chairs of this group as follows: Brian Benzel, Allan Darr, Bob Drewel, and Tom Gaffney. She explained the purpose of the organization is to improve the ability of the County and communities to build and maintain critical infrastructures to support the quality of life within the County and the communities. She introduced Charlie Earl, who will make a brief presentation as to what this organization's efforts involve. Charlie Earl said the purpose of tonight's presentation is to provide information and receive feedback from the Council and to relate the next steps to anticipate in the coming weeks. He provided overhead transparencies throughout his presentation. He noted that there has been a tremendous population growth within the county over the last decade. Another 125,000 people are expected between the years 1995 and 2005. This is reflected in the employment information, as well. There has been a substantial growth in jobs and this trend is expected to continue. Mr. Earl displayed a chart showing the funding which had been set aside for road maintenance and construction. It includes information regarding the vehicle miles traveled each year. The difference between these two items reflects the sense that there is currently overcrowding on the roadways. The purpose of ASCENT 21 is to figure out ways to assist the local governments in building and maintaining critical infrastructures to meet the needs of the local communities and the County. The group's name, ASCENT 21, stands for Addressing Snohomish County's Environment Now & Tomorrow. This group's task involves the formation of public/private partnerships and improving the community's ability to build and maintain critical infrastructure (funding for roads, parks, stormwater facilities, water/sewer systems, educational facilities, criminal justice facilities and linkages with other community planning efforts). It is critical that they consider issues such as quality of life, safety, economic viability and environmental health. Mr. Earl explained that this is a three-phase effort. The first phase was completed last spring and involved the gathering of data to determine if this type of project would be feasible. Once it was determined to be feasible, they were ready to move to the second phase, which is the organization of the program. Their first effort will be the planning process to determine what projects could be formed and under what time frame they should operate. They are also working to form a coalition to reach out to a much larger decision making body. This is the purpose of tonight's presentation. Once phase 2 is accepted by the jurisdictions, they will move to phase 3, which will involve implementation of the program through voter campaigns, lobbying, and the formation of partnerships. Mr. Earl informed the Council that Berk & Associates, Inc. from Seattle conducted the feasibility study. The feasibility study indicates that the infrastructure needs are estimated at $1.7 billion for 1,200 projects from 53 jurisdictions. There are committed funds for these projects totaling $700 million. This leaves approximately $1 billion of unfunded needs. He reviewed both the funded projects and the unfunded projects by type of infrastructure with the use of a transparency overhead. The Kiosk will be equipped with phone and power. The closest phone service is located on the utility pole in the northwest corner of the property. The closest 110V power is an additional 235 feet away and would require a variance to run an overhead wire between those two poles. This is an expensive option for several technical reasons. My staff contacted Noel Miller about running power under James Street and connecting with the lighting in the City's parking lot. As it turns out, there is a 110V line separate from the lighting circuit at the southern edge of that lot. It was apparently installed to run an automated ticket machine sometime in the past. We would like to connect to that circuit to power the lighting system on the Kiosk structure. As designed, the power requirements would not exceed 5 kilowatt hours per month. The wiring under James Street will involve approximately 200 feet of underground conduit. All costs associated with the utilities infrastructure will be the responsibility the Port. The connection on the north side of James Street would be made in the existing aboveground box. The information Kiosk Project is sponsored by a grant from the Snohomish County Department of Planning and Development Services and is intended to benefit the business community in the City of Edmonds. The Port is financing and managing the construction. GTE is supplying the phone equipment and installation. The landowner is donating the use of his property. Once completed, the Kiosk will be operated as a community service by the Edmonds Alliance for Economic Development. The connection to the City owned lighting circuit is the most practical and cost effective, technical approach.
