Design review for signs is considered a Type I decision subject to the requirements of ECDC 20.01.003
as well as ECDC 20.60 (Sign Code).
Analysis:
1. Location. Four of the mural sites (BLD20100358 through BLD20100361) are located within the BD-
1 and are therefore subject to the requirements of ECDC 22.43 — Design Standards for the BD-1
Zone. The remaining mural is located in the BD-2 zone and subject to the general design
requirements of ECDC 20.11. The location of the five murals, mural name, and zone are detailed in
the Table 1 below:

2. The Comprehensive Plan identifies all the sites as Downtown/Waterfront Activity Center — Retail
Core. The murals satisfies the intent of ECDC 22.43, specifically treating blank walls, as well as the
following goals and policies from the Comprehensive Plan:
a. Downtown Design Objectives are found on pages 38-42 and are intended to encourage high
quality, well designed projects to be developed in the downtown waterfront area that reflect the
values of the citizens of Edmonds.
b. "Improve pedestrian access and way -finding by providing a variety in building forms, color,
materials and individuality of buildings" (page 39).
c. "Art should be integrated into the design of both public and private developments, with incentives
provided to encourage these elements" (page 40).
d. "Public art and amenities such as mini parks, flower baskets, street furniture, etc., should be
provided as a normal part of the public streetscape. Whenever possible, these elements should be
continued in the portion of the private streetscape that adjoins the public streetscape" (page 40).
3. Sign type. The murals are considered wall graphics and wall graphics are conditionally permitted
sign types in the downtown business area. Two of the murals (BLD20100358 and BLD20100359)
will be applied via a vinyl film which is pressured applied to the wall surface and then permanently
set with heat -activated industrial adhesive. It is understood that this type of application is meant to
resist degradation and can be easily maintained. The other three signs will be painted on using acrylic
paints. As described above, the murals satisfy the design requirements and objectives in both ECDC
22.43 and in the Comprehensive Plan.
4. Size. According to ECDC 20.60.050, there are no area restrictions on wall graphics. The proposed
mural sizes are identified in Table 1 above.
5. Maintenance: The Mural Society will maintain the signs. The painted on signs will be treated with a
UV -protective sealant to minimize fading or weather damage. The murals will be inspected each
spring for damage and any damage discovered will be immediately repaired.
Decision:
Based on the facts and conclusions of this report, staff finds that the design review for BLD20100357
through BLD20100361 is APPROVED.

Description and Summary for Proposed Mural
SumWise, Moon/Rise by Tracy Kay Fraker (111 5th Ave South)
I am interested in using light and color to explore the division of the picture plane into
quadrants, or rectangular breakdowns.
These are about getting the eye to follow color paths and brushwork and to create a sense
of filtered light. In the case of the Mural Society's theme this first year of "A Moment In
Time" I hope that my quadrant diptych Sun/Rise, Moon/Rise, answers perfectly.
This diptych captures the fleeting moment of sun rise and moon rise. These 18 x 24
paintings in the original are primarily acrylic with mixed media. At the time I painted
these, I was living up on the ridge just off of Maplewood Drive in Edmonds. My
backyard overlooked the Puget Sound. My favorite part of the view there is the sky. I
am from Indiana originally, so sky imagery has always captivated me. So many people
in Edmonds savor and celebrate these two moments of the day cycle, it seemed a natural
choice for a mural.
I hope you like my interpretation of "A Moment in Time."

Schedule for Development, Fabrication and Completion for Proposed Mural

Development:
This mural design was submitted to the Edmonds Mural Society in January 2010 in the
competition to select five murals to be mounted. At that time, by the time the artist
submitted the design, its design development was complete.
Fabrication:
This mural is being heat -mounted on strips of 3M vinyl (called "wall wrap") on the south
wall of Edmonds Bookshop, in the same manner as the Edmonds Mural Society's first
mural was mounted in September 2009. Therefore, there is little fabrication occurring.
Instead, the wall will be pressure -washed the week of June 27 - July 3.
The mural itself, weather permitting, shall be heat -mounted by a 3M-trained installer
whose services are purchased locally either the weekend of September 4-5 or September
11-12. If the weather is not appropriate for the mounting of the mural either of these two
weekends, the Edmonds Mural Society will make arrangements for the mounting of the
mural on a following weekend.
Completion:
At this time, according to the best information available, a follow-up sealant is not
needed for the 3M product. However, should that change, the Edmonds Mural Society is
ready to treat the mural with a UV -protective sealant to minimize fading or weather
damage over the years..

Maintenance Requirements for Proposed Mural
Sun/Rise, Moon/Rise by Tracy Kay Fraker (111 5th Ave South)
This mural shall be mounted on a building wall that has been leased by written contract
for a length of five years, with an option to renew. The Edmonds Mural Society, by
contract with the landowner, is responsible for all maintenance and upkeep for this mural
during the time specified by the contract.
The Edmonds Mural Society shall maintain this mural in the following manner:
This mural shall be mounted in keeping with the finest methods of mural creation to date.
In specific, the wall shall be pressure -washed at least one week in advance of the mural
raising. Second, the mural (digitally transferred to sheets of 3M vinyl called "wall wrap")
shall be heat -mounted to the wall by a 3M-trained installer whose services are purchased
locally. At this time, according to the best information available, a follow-up sealant is
not needed for the 3M product. However, should that change, the Edmonds Mural
Society is ready to treat the mural with a UV -protective sealant to minimize fading or
weather damage over the years.
The two main sources of damage to a mural are sunlight and dampness. Each spring, this
mural shall be examined thoroughly by technical consultants retained by the Board of the
Edmonds Mural Society for signs of fading due to ultra -violet rays or dampness or
weather damage. Any such damage will be immediately repaired in consultation with the
technical consultant and artists hired by the Board of the Edmonds Mural Society. This
mural shall also, at that time, be washed with a light detergent, sponge and water, in
accordance with 3M's technical guidelines.
On a final note, the Edmonds Mural Society is often asked about protecting murals from
vandalism, specifically "tagging." Surprisingly, the wealth of experience of mural
societies across the country all agree: tagging of murals is not a serious concern. It
almost never occurs. Then, too, on those rare occasions that tagging does occur, mural
societies have uniformly found that cost of repairs is relatively cheap. (In this case, a
patch - the section of the mural damaged - will be heat -mounted to cover the tagging.)
Moreover, all the mural societies that we asked agreed that while there are anti -tagging
products available on the market, they are so expensive that their purchase is not justified
when repairs to the rare mural tagged are so inexpensively, and quickly, carried out.

Artist's Resume for Proposed Mural
Sun/Rise, Moon/Rise by Tracy Kay Fraker (1115th Ave South)
ARTIST'S STATEMENT:
I believe that abstracted, even non-representational, art should provide a reassuring sense of
purpose. It needs to be about something.
My paintings are executed in series so they are related both thematically and in assembly
technique. There are several themes to which I am drawn. One is our perception of time passing,
which I represent with such images as stones, trees, wings, clouds, sky and atmosphere. My
portraits are faces that stand in for concepts of self perception, especially from the viewpoint of
the feminine.
I find the geometric patterns of grids reassuring and visually pleasing - a uniquely human device.
Repeating circular shapes signify time and the celestial. I also enjoy using the juxtaposition of
grid alignments with organic imagery.
Concentrating upon strong composition and message, I build each piece in layers of color,
texture and imagery. I employ experimental material if it supports my concept. Texture is vital to
these constructions. At the purely visual level, it enriches the canvas surface. Texture also
enriches the deeper meaning. Creating a sense of depth both visually and metaphorically is
central to my work.

Materials Quality and Durability for Proposed Mural
Sun/Rise, Moon/Rise by Tracy Kay Fraker (1115th Ave South)
This mural shall be heat -mounted to the wall using a 3M vinyl product called "wall wrap"
in the successful manner in which the Edmonds Mural Society's first mural was mounted
in September 2009.
The mural design is digitally transferred to sheets of vinyl, manufactured by 3M, called
3M Controltac Plus Series 250C, a product long used in signage. Controltac Plus Series
250C was specifically developed as a durable and dimensionally stable film intended for
the production of attractive graphics, logos, and signs for commercial and industrial
applications. In addition, it features a re-positionable pressure -activated adhesive, during
installation, intended for use on flat surfaces and corrugated surfaces.
The mural will also be mounted with the Comply Performance feature of Series 250C
which allows air to easily escape through channels under the surface of the film, ideal for
large graphics being smoothly mounted, without ripples, on rough surfaces, such as the
wall on 111 5th Ave South.
On the day of installation, the vinyl sheets are mounted by a 3M-trained installer whose
services are purchased locally.
At this time, according to the best information, no sealant is needed for this vinyl product.
However, should that situation change, the Edmonds Mural Society stands ready to coat
the mural with a clear topcoat of Nova Color #216 Exterior Varnish or Nova Color #206
Gloss Medium & Varnish designed for exterior use by Nova to protect against dampness,
fading due to UV rays or weather damage.

Dear Ms. Sneeringer:
Thank you for your letter dated April 9, 2007. There are two 15 minute parking spaces
located on the east side of 51h Avenue South. One of those stalls is located in front of
your business at 111 51h Avenue South. The City is not considering removing 15 minute
designation for this parking stall.
The parking stall that we are considering removing from the 15 minute parking
requirement is the one located in front of Engels Tavern further to the south on 51h
Avenue South. The Downtown Parking Committee did not feel that it was necessary to
have two 15 minute parking spaces so closely located next to each other:

Hello Duane Bowman and other members of the Downtown Edmonds
Parking Committee,
I know there has been discussion about removing the 15-minute parking
zones on Fifth Ave. S. in the vicinity of the Edmonds Bookshop. I hope
you will consider my fervent request that the space directly in front of
the Edmonds Bookshop be preserved as a short term parking space. In a
meeting of the downtown Edmonds merchant's association last Friday
fellow business owners, Petra Rousu of the Savvy Traveler and Denise
Cole of Cole Gallery, also expressed desire to keep the 15-minute space.
We all agree that it is heavily used and very important for people with a
quick errands to run. I would be happy to poll other nearby business
owners if you think it would add to your discussion. On Friday and
Saturday I kept track of the use of the space and was surprised at just
how many people used it in the hours we were open. On Friday between
the hours of 10 a.m. and 6 p.m. we observed.39 separate cars in the spot.
On Saturday between 9 a.m. and 5 p.m. 22 cars used the spot. One car
on Saturday was there for over an hour but for the most part people
observed the time limit. By contrast I would like to point out that the
same car occupied the space directly in front of the 15-minute space for
the entire time of our survey. (The resident parking permit plan does not
seem to be effective in that case.) We did not count people who pulled
in, realized it was short-term parking and drove off. We may have
missed some cars while we were busy.
People running -quick errands, whether picking up an order or grabbing a
coffee or loading a painting, rely on being able to pull in quickly and the
spaces are very well used. In addition to the quick shoppers the spaces
are also valuable as back-up disabled parking, as they can be used by
those with a placard without regard to time.
Please keep that space as 15-minute parking! It would be helpful to paint
the words "15 Minute Parking" on the curb, we are constantly asked
why the curb is yellow by people who miss the sign on the pole.
