The site is located in the southwest portion of Edmonds, just south of State Highway 104. The purpose of our work was to observe the the site conditions and to develop recommendations for the proposed addition. The scope of our work included a visit to the site, observation of the soil conditions in a shallow hand hole excavated by Mr. Wade, and examination of the conditions in nearby soil exposures. The conclusions and recommendations presented in this letter are professional opinions based on our observations and standard engineering practice. No other warranty is expressed or implied. At the time of our visit, we were informed that an addition to the residence would be constructed on the northwest corner of the existing structure. The western foundation wall of the addition is to be located 15 feet east of an existing creek. Also, we understand that a small, concrete -slab patio will be constructed along the west side of the residence. We received preliminary plans from Mr. Wade on February 5 which indicated that another new addition will be constructed on the southwest portion of the residence, and a bridge will.be built over the creek west of the southwest addition. Both additions to the residence will be one story with framed floors over a crawl space. 9 • Steve Wade JN 92041 February 12, 1992 Page 2 SITE CONDITIONS The site is rectangular in shape measuring 104.5 feet by 180 feet, with a small creek (Willow Creek) flowing northward through the middle of the site. The existing residence located on the -east side of the site is a one-story structure constructed over a crawl space. The footings for this structure could be seen on the west edge of the residence No signs of significant settlement or cracking of the footings or foundation wall were visible. A wood deck is adjacent to the west side of the residence and is supported on small columns and concrete pads. The ground surface beneath, and west of, the wood deck slopes moderately to steeply downward to Willow Creek at an inclination of up to 60 percent. The distance between the west foundation wall of the existing residence and -Willow Creek is approximately 30 feet. There is a similar slope extending upward on the opposite side of Willow Creek. The vegetation on the slopes consists of some fir trees and forest underbrush. We did not observe any signs of soil instability on the slopes above the creek. When we arrived on site, Mr. Wade had hand -excavated a small test hole on the slope near the west side of the northwestern addition. The upper soils consisted of a thin layer of topsoil and forest duff overlying reddish -brown, relatively - loose, gravelly, silty sand. At approximately 2-1/2 feet, the silty sand became gray and medium -dense to dense. The maximum depth of the hole was approximately 3-1/2 feet. The soils on the banks adjacent to the creek were similar to those observed in the test hole. CONCLUSIONS AND RECOMMENDATIONS The proposed additions, patio walls, and bridge abutments can be supported on conventional continuous or spread footings which bear on medium -dense to dense, native sand soils. GEOTECH CONSULTANTS, INC. U Steve Wade February 12, 1992 JN 92041 Page 3 Footings should not bear on the loose, near -surface soils, as they are susceptible to movement and downslope creep. Continuous and individual spread footings should have minimum widths of twelve (12) and sixteen (16) inches and should be bottomed at least twelve (12) inches below the lowest adjacent finish ground surface. The footing subgrade must be cleaned of loose or disturbed soil prior to pouring concrete. Depending upon site and equipment constraints, this may require removing the disturbed soil by hand. Footings constructed according to the above recommendations may be desi ned for an allowable soil bearingg pressure of two thousand ?2000) pounds per square foot (psf). A one-third increase in this design bearing pressure may be used when considering short-term wind or seismic loads. Lateral loads due to wind or seismic forces may be resisted by friction between the foundations and the bearing soils, or by passive earth pressure acting on the vertical, embedded portions of the foundations. For the latter condition, the foundations must either be poured directly against relatively level, undisturbed soil or level structural fill must be placed around the outside of the foundation. We recommend the following design values be used for the foundation's resistance to lateral loading: Design Parameter Value Coefficient of Friction 0.40 Passive Earth Pressure 350 pcf Where: (1) Pcf is pounds per cubic foot (2) Passive earth pressure is computed using the equivalent fluid density. If the ground in front of the foundation is loose or sloping, the passive earth pressure given above will not be appropriate. We recommend that a safety factor of at least 1.5 be used for design of the foundation's resistance to lateral loading. The patio floors may be constructed as slabs -on -grade atop native soils that underlie the topsoil or on fill soils placed above the competent native soils. The subgrade soils must be GEOTECH CONSULTANTS, INC. n Steve Wade February 12, 1992 JN 92041 Page 4 in a firm, non -yielding condition at the time of slab construction. All fill soils placed beneath slabs should be adequately compacted. Excessively -wet, silty soils cannot be properly compacted and should not be used. No fill soil should be placed on the slope at the west side of the residence unless it is properly retained. Retaining walls backfilled on, one side only should be designed to resist lateral earth pressures imposed by the soils retained by these structures. The following recommended design parameters are for walls less than twelve (12) feet in height which restrain level backfill: Design Active Earth Pressure* 35 pcf Passive Earth Pressure 350 pcf Coefficient of Friction 0.45 Soil Unit Weight 125 pcf Where: 1) Pcf is pounds per cubic foot 2) Active and passive earth pressures are computed using equivalent the fluid densities. * For restrained walls which cannot deflect at least 0.002 times the wall height, a uniform lateral pressure of one hundred (100) psf should be added to the active equivalent fluid pressure. The values given above are to be used for design of permanent foundation and retaining walls only. The passive pressure given is appropriate only for the depth of level structural fill placed in front of a retaining or foundation wall. An appropriate safety factor should be applied.when designing the walls. We recommend using a factor of safety of at least 1.5 for overturning and sliding. GEOTECH CONSULTANTS, INC. Steve Wade JN 92041 February 12, 1992 Page 5 The above design values do not include the effects of any hydrostatic pressures behind the walls and assume that no surcharge slopes or loads will be placed above the walls. If these conditions exist, then those pressures should be added to the above lateral pressures. Retaining Wall Backfill Backfill placed behind foundation walls should be free - draining structural fill containing no organics. This backfill should contain no more than five (5) percent silt or clay particles and have no particles greater than four (4) inches in diameter. The percentage of particles passing the No. 4 sieve should be between 25 and 70 percent. The on -site soils can be placed, behind the retaining wall for the proposed patio if they are compactible. Placement and compaction of retaining wall backfill should be accomplished with hand -operated equipment. The purpose of these backfill requirements is to assure that the design criteria for the retaining wall are not exceeded because of a build-up of hydrostatic pressure behind the wall. The top foot to eighteen inches of the backfill should consist of a relatively impermeable soil or topsoil, or the surface should be paved. In no case should excavation slopes be greater than the limits specified in local, state, and national government safety regulations. Temporary cuts to a depth of about four (4) feet in unsaturated soils may be attempted vertically. Based upon Washington Administrative Code (WAC) 296, Part N, the soil type at the site would be classified as Type B, and therefore slopes greater than four (4) feet cannot be excavated steeper than 1:1 (Horizontal:Vertical) extending continuously between the top and bottom of the cut. All permanent cuts into native soils should be inclined no steeper than 2:1 (H:V). In addition, water should not be allowed to flow uncontrolled over the top of any slope. Also, all permanently exposed slopes should be seeded with an appropriate species of vegetation to reduce erosion and improve stability of the surficial layer of soil. GEOTECH CONSULTANTS, INC. We recommend that all existing and proposed roof drains be connected to a tightline pipe which discharges west of the new additions and patio, preferably to the creek. We further recommend the use of footing drains at the base of all addition footings and earth retaining walls for the bridge. These drains should be surrounded by at least six (6) inches of one -inch -minus washed rock wrapped in non -woven geotextile filter fabric (Mirafi 140N, Supac 4NP, or similar material). At the highest point, the perforated pipe invert should be at least as low as the bottom of the footing and it should be sloped for drainage. All roof and surface water drains must be kept separate from the foundation drain system. A typical drain detail is attached to this report. The excavation and site should be graded so that surface water is directed off the site and away from the tops of slopes. Water should not be allowed to stand in any area where foundations, slabs, or pavements are to be constructed. Final site grading in areas adjacent to the new residence should be sloped at least two (2) percent away from the building, except where the area is paved. LIMITATIONS The recommendations presented in this report are directed toward protecting the proposed structures from damage due to slope movement. Shallow landslides and soil movement can occur on steep slopes, including those on the subject site, due to natural causes. The owner must accept the possibility of a landslide or soil movement on the slopes outside of the structures. Staff visited the site on Thursday December 21" and determined that the tree in question was a hemlock (typically small root structure) that did not have a straight trunk. This tree is located very near the house, which is indeed a potential target. Staff determined that the tree appeared to show signs of weakness in the trunk and that it may be considered a hazardous tree. Instead of removing the tree entirely, staff recommended reducing its height (so that it will no longer be large enough to fall on the house) and creating a wildlife snag out of the trunk. Mr. Waite agreed and said that he would follow staff's recommendation. To summarize recent events, on November 14" 2005 1 attended a meeting with city staff at their request regarding my Accessory Building Permit Application. The application was for two accessory structures, an art studio and a gazebo, to be constructed on my property located at 111 Elm Street. The plans clearly depict a five-foot setback from First Avenue South for the art studio, which I believed to be in compliance through of my interpretation of the definition of street and the site parameters. Note that this application was made on November 16, 2004. On December 06, 2004, 1 received planning staff comments, one that addressed setbacks specifically for the gazebo structure. On September 09, 2005 1 again received staff commentary on setbacks regarding the gazebo, which I then eliminated. Nothing regarding the art studio setback was mentioned during these two plan reviews, a staff site visit, or a November 10th staff phone to schedule a meeting on November 14, 2005, which is forty-eight hours prior to permit expiration.. The city asserted during the meeting of November 14, 2005 that the setback was insufficient. Since notification was at the last moment then it is only reasonable that the applicant be given the opportunity to submit, if required, a variance application in a timely manner to address all review concerns, without jeopardizing vesting relative to the building permit. I submit that there is justifiable cause to grant this request. Page 2 Waite/Bowman I am in a position of losing my vesting rights because of review oversights and the issue of timely notification. We understand that the planned new building will have a footprint area of 597 square feet and plan dimensions of 16 feet by 37.3 feet. This letter provides geotechnical recommendations for design and construction of the building. OBSERVATIONS Brian Hall, P.E. made the following observations during a site visit on October 29, 2005: • Willow Creek flows in a northerly direction across portion of the property. The existing house is located on the east side of Willow Creek, and the proposed accessory structure will be located on the west side of the creek near the northwest corner of the property. Access to the west portion of the property is by way of a footbridge spanning Willow Creek. • The planned new building will be located 40 feet west of the creek (25-foot setback and 15-foot buffer). At this location, building floor elevation will be approximately 16 feet above creek bed level. • The area of the planned building footprint is relatively level, and minimal site grading earthworks will be required to develop a suitably level building platform. Several large second growth trees including a maple with a trunk diameter of about 2 feet, and a large fir with trunk diameter of about 3 feet are present in the general vicinity of the proposed building footprint, but will not be impacted by the construction. No trees were observed with bent trunks such as are typically indicative of slope creep or slope instability. SUBSURFACE CONDITIONS According to the, geological map "Preliminary Surficial Geological Map of the Edmonds East and Edmonds West Quadrangle, Snohomish and King Counties, Washington "; dated 1975 and prepared by Mackey Smith, the area is underlain by glacial till or possibly recessional outwash deposits. However, the more recent geological map "Geological Map of the Edmonds East and Part of the Edmonds West Quadrangles, Washington "; dated 1983 prepared by James P. Minard identifies the materials underlying the property as either Transitional Beds (Lawton Clay) or Whidbey Formation sediments. According to Minard, the Transitional Beds consist mostly of massive, thick or thin beds of medium to dark gray clay, silt and fine to very fine sand, while the Whidbey Formation sediments comprise bedded, compact, medium to coarse sand. The soil profile in a test pit excavated near the southwest end of the planned building footprint (closest to the creek) consisted of the following: Depth Soil Description 0.0 to 2.0 feet Loose, brown, silty fine and medium SAND with scattered rounded fine and medium gravel, moist. Abundant fine roots. COLLUVIUM/FOREST DEBRIS. 2.0 to 2.8 feet Medium dense, yellow brown, silty fine to medium SAND with scattered fine to coarse gravel, slightly moist. Roots to 2.5 feet. TILL -LIKE MATERIAL (possibly Whidbey Formation). 2.8 feet End of test pit on dense to very dense, silty fine to medium SAND with gravel, dry. No ground water or seepage was observed in the test pit, neither was any vegetation observed in the vicinity of the building footprint that is typically indicative of saturated soil conditions. This soil profile is consistent with the soils encountered in a previous investigation on the northwest side of the existing house ("Geotechnical Engineering Reconnaissance, Waite Accessory Structure 2 HWA GEOSCIENCES INC. November 3, 2005 HWA Project No. 2005-000-21 Task 25 Additions to Single-family Residence, 111 Elm Street, Edmonds, Washington "; dated February 12, 1992 prepared by Geotech Consultants, Inc.). RECOMMENDATIONS The site is suitable for the planned new building provided the following recommendations are followed: • The building footprint should be stripped and cleared of all surface vegetation, organic matter, topsoil and any other deleterious material. The average stripping depth will be about 1-foot, however, locally deeper stripping maybe required. The building should be founded on shallow footings placed on medium dense silty sand that occurs at about 2 feet below existing ground surface. All exterior footings should be founded no less than 1.5 feet below the lowest adjacent finished grade; interior footings should be founded a minimum of 1-foot below the top of adjacent slabs or floors. • The footings should be designed for a maximum allowable bearing pressure of 3,000 psf, subject to minimum footing widths of 1.5 feet and 2 feet for continuous strip and isolated column footings, respectively. The recommended maximum allowable bearing pressure may be increased by 1/3 for short-term transient conditions such as wind and seismic loading. All footing excavations should be trimmed neat and the excavation bottoms carefully prepared such that over -excavation of native soils is avoided. All loose or softened soil should be removed from the footing excavation prior to pouring concrete. If a grade -supported concrete floor is required, the floor should be supported on a minimum thickness of 4 inches of minus 5/8-inch free -draining washed rock. If an impermeable floor covering is proposed (or to prevent effervescence from forming on the surface of the concrete), a 20-mil thick polyethylene vapor barrier should be provided between the concrete and the base layer. • If structural fill is required to provide the floor grade, it should consist of either minus 5/8-inch crushed rock, or pit run sand and gravel with not more than 7% passing the #200 sieve. The structural fill should be compacted to at least 90% of the maximum dry density determined in accordance with ASTM D 1557 (Modified Proctor). Waite Accessory Structure 3 HWA GEOSCIENCES INC. November 3, 2005 HWA Project No. 2005-000-21 Task 25 • For seismic design, the site is considered Site Class C, as described in Section 1615.1 of the 2003 International Building Code. Based on the subsurface conditions observed in the test pit and in the creek slopes, we consider that during a design level earthquake, the site soils are unlikely to experience permanent displacements resulting from either ground surface rupture, landsliding or liquefaction. For design purposes, a coefficient of friction of 0.4 may be assumed between the base of the footing and the medium dense silty sand. An allowable passive earth pressure equivalent to a fluid weighing 260 pcf may be assumed for compacted fill placed against the sides of the footings. These recommended values assume drained conditions that will prevent the build-up of hydrostatic pressures. The recommended allowable passive earth pressure value includes a factor of safety of about 1.5 for static conditions. • If required for the design of roof drainage, the long-term infiltration potential of the subsurface soils should be taken as 0.25 inches/hour. • Because of the proximity to Willow Creek special attention must be given to erosion control. Erosion during construction should be prevented by careful grading practices, and the appropriate use of silt fences and/or straw bales. LIMITATIONS The interpretations in this report should not be construed as our warranty of the subsurface conditions. Experience has shown that soil and ground water conditions can vary significantly over small distances. If, during future site operations, subsurface conditions are encountered which vary appreciably from those described herein, HWA should be notified for review of the recommendations of this letter report, and revision of such if necessary. Because of the nature of the site, the City Parks Division has been directed to make a wooden sign reading "steep trail' which will be placed on a wooden post at the top of the embankment. Recognizing that you are not completed with landscaping and other remodeling improvements to the site, the location of the sign is temporary. As you finalize your improvements, please contact the Engineering Division if relocation is necessary. I am hopeful that the signage provided is useful to you and your neighbors.
