Permit Required. No person shall begin work on the construction, alteration, repair or removal of any driveway or the paving of any parking strip on any or adjacent to street, alley or other public place in the city, without first obtaining a permit from the Public Works Director. No driveway shall be so located as to create a hazard to pedes- trians, bicyclists or motorists or invite or compel illegal or unsafe traffic movements. 2. Unless otherwise approved by the Public Works Director, all driveways including the returns shall be confined within lines perpendicular to the curb line and passing through the property corners. 3. No driveway shall be constructed in such a manner as to be a haz- ard to any existing street lighting standard, utility pole, traf- fic regulating device, or fire hydrant. The cost of relocating any such street structure when necessary to do so shall be paid by the abutting property owner. The relocation of any street structure shall be allowed only on approval of the person owning the structure involved. 4. On private property every driveway must provide access to parking structures or access specifically designated for parking purposes requiring the entrance of vehicles. C. Size and Number. 1. Except as otherwise provided, the width of any residential drive- way shall not exceed 20 feet exclusive of the radii of the returns. (The measurement being made parallel to the center line of the street.) The maximum width for any commercial driveway shall be 30 feet. The Public Works Director may authorize addi- tional residential driveway widths for three -car garages or for access driveways necessary for off-street parking or recreational vehicles. 2. The width of any driveway shall not be less than ten feet, exclu- sive of the radii of the returns, the measurement being made per- pendicular to the center line of the driveway. 3. The total width of all driveways for any one ownership on a street shall not exceed 50% of the frontage of that ownership along the street. Any driveway which has become abandoned or unused through a change of the conditions for which it was originally intended, or which for any other reason has become unnecessary, shall be closed and the owner shall replace any such driveway curb -cut with a standard curb to be constructed according to, the city's general specifications. 4. There shall not be more than two driveways on one street for any one ownership except where a single ownership is developed into more than one unit of operation, each sufficient in itself to meet the requirements of off-street parking and loading as required by the zoning ordinance and where the necessity for separate access to the street is evident. HAHN DIRECTOR The City of Edmonds has completed the initial review of your street use permit application for a vending cart to be located at the end of James Street on the west side of the posts. All applicable City departments have tentatively approved the proposed site you have selected. However, the street use permit process is not the only approval that you must obtain and issuance of this permit is critically tied to approval of the street vendors permit and gaining Architectural Design Board, (ADB) approval of the vending cart. Denial of either of these two requirements will be an automatic denial of the street use permit. Based on this information, I strongly suggest that you immediately make application to the ADB and apply for the street vendors permit at the City Clerk's office.
