A City worker found that an Edmonds Landscaping work crew had used heavy equipment adjacent to the water channel at 1110 Sierra Place, completely removing vegetation from the site and extensively disturbing the native soils. No evidence of erosion control was evident, and it was determined that the manner in which the work was completed could not have occurred without releasing a large amount of silt and sediment to the on -site water channel. This channel flows to the City's storm drainage system, which ultimately discharges to Hindley Creek. The system is intended for storm runoff only. The storm system provides no treatment downstream, which means that fish and wildlife habitat are impacted by any pollutant discharges. The discharge of untreated wastes to the City's storm water collection system constitutes a violation of Edmonds City Code Chapter 7.200 and is subject to enforcement actions. Payment of a fine to cover administrative and remediation costs associated with this violation is authorized in accordance with Edmonds City Code 7.200.150. The City's policy is to assign a $300 fine to first-time, commercial violators. However, we are willing to reduce or waive the fine if you report back to the City regarding how your organization will prevent future illegal discharges. In accordance with these regulations and policies you are hereby directed to: Report back to the City by July 14, 2006 regarding the proper Best Management Practices that will be employed in future operations by your organization to prevent illegal discharges. Attached is a Best Management Practices handout for contractors that can be used as guidance in accomplishing this requirement. If we do not receive a response from you by 4:00 p.m. on July 14, 2006, we will issue an Order to Correct and uphold the $300 fine in its entirety. The lot is also identified as Lot C, Edmonds S.P S-49-77, Tax Lot No. 5489-000-022-1209. The purpose of the investigation was to determine the loading capacity of the soil at footing depth, and identify possible water or drainage related concerns. The proposed location of the house is indicated on the site map accompanying this letter. Soils were examined in two places believed to adequately represent subsurface conditions in that part or the lot; sample locations are shown in red on the site map. Findings: The site is sloping toward the south and has a complete cover of trees and shrubs. The soils under the proposed house resemble those of the Alderwood series (see Soil Survey of Snohomish County Area Washington; July1983; U.S.DA. Soil Conservation Service). Water flows abundantly on top of the lodgment till during the winter and spring months. Properly installed footing drains will prevent water from entering the crawl space under the house.
