RE: Relocation of Water Meter at 1118 Olympic Avenue
Dear Mr. Thompson:
We have reviewed your June 11, 1996 letter stating your concerns over the
charges associated with relocating the water meter for your property. The City
agrees that the $31.776 cost for the meter should not have been changed since
the old meter was reused. We apologize for this over sight.
In review of the labor charges, we believe the six hours charged is very
reasonable to perform this work in conjunction with the other work performed for
the property at 1120 Olympic Avenue. Please note that charges for equipment
used were dropped from your original bill of April 1, 1996.
Please remit the remaining amount as stated on the attached invoice at your
earliest convenience.

On November 2, 1995, Scott Highland met with Mr. Jerry Thompson at 1118 Olympic
Avenue to discuss the installation of a new 3/4" meter. At that same time a new meter
was being installed at 1120 Olympic Avenue
On November 7, 1996, Scott Highland marked for locates to install two new meters. On
November 8, 1996, Scott stopped by to verify the marking and the contractor was not
ready at this time. On November 14, 1995, all marking were marked and ready for
installation.
On December 7, 1995, Scott was called to the job where city crews were installing
services at 1118 and 1120 Olympic Avenue. The owner of 1114 Olympic Avenue
wanted to know if a third meter could be installed. This was okayed and the owner was
quoted the cost and it would not exceed $632 for moving the line.
Crews completed the jobs on December 8, 1995 and the billing was done by myself for
1114 Olympic Avenue as this was the only job that did not have a project number
attached. It was billed out at the cost of $315.33 for time and material (Invoice
#RW6005).
The other two meter project numbers are W5J051 (1120 Olympic Avenue) and W5JS052
(1118 Olympic Avenue) were billed by Conni Curtis. This is standard procedure for all
service installations.

Mr. Thompson called me concerning the invoice dated April 1, 1996 for $838.21. He
stated that he did not feel this was fair as his neighbor was only billed $315.33. I checked
into this and found that the bill was much higher due to the fact that a gas main was hit
when installing the meter and therefore increase labor time considerably. I did revise the
bill for Mr. Thompson and resubmitted a new bill on April 10, 1996 via Conni Curtis.
This bill is the fairest price I can give and is well below the cost of an average new meter
which is $832. I have provided all the paperwork for your review and request the bill
stand as is.
To answer the question, who wrote on the check. "For two, services." I have to assume
the writer of the check did this. The cost for one meter should have been $832.
