Water/Sewer Division FROM: Ken Kukuk, Water Leadman SUBJECT: WATER LINE ON VISTA -.PLACE EAST OF OLYMPIC AVENUE Due to the considerable amount of telephone calls regarding the new residence: being built at approximately 1127 Vista Place, an investigation was made as to the size and type of water line which was serving the seven or so residences in the immediate area of Vista Place. It was found that the size of the line is a one inch (1") and was installed.by Mr. John Kallstrom in 1947. Somehow the City of Edmonds has installed meters on this line over the last 31.years. It is apparent that 824 Olympic Avenue, 1110, 1111, 1121 and 1123 Vista Place are all being served by the one inch line heading east from Olympic Avenue. 1136 and 1142 Vista Place are fed by private wells and 1139 and 1141 Vista Place are being supplied through a one inch line going west from 12th Avenue North. The pressure on 12th Avenue North is approximately 60 psi and the pressure on Olympic Avenue is approximately 90 psi. The customers at 1121, 1123 and 1120 have called in to this office requesting that there be no further connections made to the one inch line. Please find attached for your information a topography map indicating the house numbers involved in -this matter. If you require any further information please feel free to contact me. Department, there is a problem providing water services to the house you are constructing. The existing waterline in Vista Place is a small galvanized line of very limited capacity. The line was installed a number of years ago before minimum standards were set. Recognizing the problem of inadequate water, the City is proceeding at this time to arrange for the installation of a large ductile iron water main to replace the old galvanized line. This will be accomplished through a change order to a waterline construction project we are now getting under way. It is anticipated that the waterline could be constructed within the next 60 days. This is dependent, however, on the ability of the contractor to schedule the work subject to material delivery. Also, the City must obtain easements from owners of the properties involved as Vista Place is not a public street. If you wish to obtain water service prior to the new main being installed, it is recommended that you either arrange a temporary water service with a neighbor or make arrangements with the neighbors and the Water Division for the installation of a service line off the existing main. It is hoped that this information will be of some assist- ance to you. We look forward to providing more adequate service to meet all the needs of the neighbors. ON PROBLEM AT KALLSTROM PROPERTY -1121 VISTA PLACE The alleged drainage problem was investigated by the Engineering Division on December 6, 1978. Mr. Jerry Ward, the builder for Property above the Kallstrom residence, had installed dry wells at each.downspout on the new house and it now appears that any drainage from his development is now corrected. However,'this does not correct or abate drainage or runoff from this or other properties which previously existed. Whitcut SUBJECT: KALLSTROM COMPLAINT The following is an outline of the matter noted in Council minutes of November 21, 1978 and for which a report was requested to Council -on December 12, 1978 1) Buil.ding permit #770421 was issued to Mr. Ward on June 24, 1977. It expired on June 24, 1978 and was renewed on October 31, 1973. 2) Inspections by the Building Division were made on December 7, 1977, February 22, 1978, April 4, 1978 and May 19, 1978. 3) Following receipt of a complaint on September 25, 1978, a final inspection was made on October 26, 1978. At this time the home was found to be occupied without final approval. A list of corrections was given to the owner and 60 days given to comply. 4) The Public Works Department had approved a temporary .water service to the home pending. installation and . testing of an extension of the water main from Olympic Avenue. The residence was connected to the water main on November 14, 1978. 5) On November 27, 1978 the owner was requested to furnish the.City a recorded copy of the property's legal description, in order to check the access easement location serving the adjacent property. This has not been received. 6) Lacking compliance with the City's requirements before December 27, 1978, it is my intention to refer the matter to the City Attorney, to effect legal action, since the owner is in.violation of Section 304 UBC, Ordinance 1714. The quarterly payments are also delayed. Len Jorgensen of General Telephone said .they, also, would have no objection. He asked.that the Council review the ordinance.that calls for the quarterly payment and that. it be amended. He said he would like to submit the draft of such a new ordinance to their company's Executive Department. Ted Lovett of Liberty TV Cable said they . pay their franchise fee quarterly and he foresaw no problem with a monthly payment but he had been unable to reach.their corporate people to discuss it. He said they would need some lead time for the change. COUNCILMAN CARNS MOVED, SECONDED BY COUNCILMAN GOULD, THAT THE CITY ATTORNEY BE INSTRUCTED TO DRAFT AN ORDINANCE CHANGING THE PRESENT ORDINANCE RELATIVE TO UTILITY TAX, TO PROVIDE FOR MONTHLY RECEIPT OF PAYMENTS RATHER THAN QUARTERLY RECEIPT OF PAYMENTS:. MOTION CARRIED. Finance Director Art Housler added that Mr. Simons, Treasurer of Washington Natural Gas, had been contacted regarding this matter but he was unable to attend this evening's meeting. He had indicated no objection .to the monthly payment. SLIDE PRESENTATION BY LEE JOHNSON & ASSOCIATES RE,PARK IMPROVEMENT PROGRAM Parks and Recreation Manager Jim Jessel introduced Doug.Jackson, Landscape Architect with Lee Johnson & Associates, whom he had invited to speak to the Council. Mr. Jackson gave a slide presentation reflecting some of the park improvements in which his firm had participated. Councilman Carns voiced a concern that a single firm involved in this type of work should be invited.to appear before the Council. Most . of the other members saw no problem in this, indicating they would be receptive to presentations from several other firms. REPORT FROM ENGINEER AND BUILDING DIVISIONS RE.PROBLEM AT KALLSTROM PROPERTY 1121-VISTA PL. - - Written reports were submitted regarding this complaint, which stemmed from develop- ment of property above the Kallstrom residence. Drainage problems resulting from this development were corrected but runoff existing before this development was not changed. Community Development Director John LaTourelle said they could determine no Building Code violations which were causing difficulties to Mr. Kallstrom,. but there had been some very minor erosion because of the ordinary construction activity. He said the street will be paved as soon as weather permits. Also, the home was occupied before issuance of a final approval which he said was fairly common, a temporary approval being given. The report was discussed in detail. Councilman Herb then stated he did not feel this was a matter for the Council and he felt it had been adequately handled. Councilman Carns, however, felt the public may not have been well served by the Building.Department according to its report, and if this was because of lack of staff then perhaps they should be asking for more staff. He thought this should be considered with the item on the present development processing system. COUNCILMAN HERB MOVED, SECONDED BY COUNCILWOMAN ALLEN, TO ACCEPT THE REPORT. Mr. Kallstrom then asked to speak, saying the problem was that Mr. Ward, the builder on the adjacent property, was dumping a lot of soil on Mr. Kallstrom's property, and he asked if was not the responsibility of the Building Department to protect neighboring properties, such as by requiring that the developer protect the neighboring property with a bulkhead. REPORT ON POLICE DEPARTMENT REORGANIZATION Police Chief Narlo Foster reported on changes made in recent months within his department. He felt efficiency had been increased and was at an all-time high. He noted that training had increased, including cross training, and that field strength had been increased by realigning duties. N.A.A. Dibble added that there are only two management people in the Police Department now, and because the department will be short on management if both the Chief and Assistant. Chief have to be away, a training opportunity will be provided for the sergeants.. He also noted that he gets favorable reports from other cities regarding the Edmonds Police Department. Discussion revealed that 85th Pl.,is a private road and this address should have been changed under an ordinance passed in 1969, but it was only now discovered that this street had been missed. Mayor Pro tem Carns advised Mr. Ellington that there was nothing the Council could do, but he suggested Mr. Ellington discuss the matter further with the Building Official. REVIEW OF CITY-WIDE MORATORIUM ON MULTIPLE CONSTRUCTION OVER 10 UNITS Community Development Director John LaTourelle said he was requesting that the moratorium be extended until the effective date of the Code amendment ordinance, and the City Attorney's recommendation was December.12. Councilman Gould asked that some plans be made regarding the RM-D zoning. Mr. LaTourelle said that part of their ordinance review process will be a review of all the zoning classifications and they hope to map in the RM-D with that. There is no separately stated maintenance charge on water bills.The basic cost of water and cost of maintaining and operating the entire water system is reflected in the overall water rate. Maintenance charges are in- separable from the water rates. Your water charges present and future will, therefore, be based on applicable basic rate and overage charges as covered in the water rate ordinance in effect with the $3.00 surcharge not being imposed. If this meets with your approval, please sign and return a copy of this letter with the executed easement document. We will have the easement recorded. Your immediate attention to this matter would be appreciated as we have to begin work on Vista Place water lines within the next few weeks.
