In that document you provided one issue that needed to be reviewed and addressed on the August 6, 2009 submittal set engineering plan and drainage report/letter. Included with this cover sheet are copies of the revised plan and letter and I have included a discussion of how the new item has been addressed below. Your comment has been provided in italics with my response directly below. The modeling for the infiltration trench to manage the driveway and entry site runoff needs changes. The StormShed2 modeling for this trench does not use the "Consider Bottom Only" parameter as is done for the other trench. Both trenches should be modeled using the "Consider Bottom Only" parameter and the driveway trench should be resized as necessary. Note that Appendix C in the 2009 King County Surface Water Design Manual specifies the same size trench for medium sands whether it contains a perforated pipe (like the trench designed for the roof water) or not: The stormshed model input has been corrected to "Consider Bottom Area Only" for the driveway infiltration trench. The depth of the trench has been updated to provide the minimum storage depth necessary based on the new calculations. Dear Jerry, This letter has been prepared to address the Drainage portion of the Single Family Residential (SFR) building permit application for the Jorgensen project at 1120 Vista Place. This project proposes to demolish the existing residence and driveway and construct a new SFR and driveway. This will require stormwater mitigation to account for the new impervious surfaces proposed on the site. This project has been visited and reviewed by Robert M. Pride, P.E. a Geotechnical Engineer and all letters and documentation he has prepared are attached to this letter. The Geotech for this project found the site to be underlain by Outwash soil deposits and recommended the stormwater from this site be infiltrated into the existing soil on -site. He further recommended a long-term infiltration rate of 4.0 min./inch which equates to 15 inches/hr. The initial value includes a FOS of 2. 1 have further added a FOS of nearly 4 to come to a design infiltration rate of 4"/hr. The Geotechnical letter dated June 18th includes the site exploration information along with the soil log data and a drawing of the approximate location. For this project the Roof area including the eaves, deck and patio was calculated at 4,116 sf based on the design drawings for the future SFR prepared by Hanson Design. The runoff from the driveway and front steps will be allowed to sheetflow to the west and into a 2-foot wide gravel filled trench for infiltration along the entire length of the western edge of driveway. The necessary amendments and soil treatment notes have been added to the plans for the driveway infiltration trench. Both infiltration areas have been designed to fully infiltrate the runoff from the tributary areas up to the 100-year, 24-hour storm event based on a SBUH analysis as required in the DOE 1992 Stormwater Manual. The rainfall events for the 2-year, 10-year and 100-year events were all analyzed. The precipitation values for each of these events are 1.4", 2.0" and 3.0" respectively. Using StormShed2G software, the roof area was analyzed and an infiltration trench with the following dimensions was calculated: 35'x4'x4'. This trench has an additional 5% capacity over the required "minimum" trench size to account for any irregularities found during construction. The driveway trench is 68'x2'x2' and also has additional 25% capacity built into the design. A note has been added to the plans to require approval of the trenches prior to placing the drain gravel. Since the site is already landscaped and over outwash type soils no runoff from the landscaping will be collected. Rather the runoff from these areas will be allowed to infiltrate naturally into the existing soils. As you can see from the above information the proposed design will provide the necessary infiltration of impervious surfaces proposed on this site. CITY OF EDMONDS This report presents the results of our site investigation and engineering evaluation for the proposed new residence to be constructed on this property. The site is located on the south side of Vista Place and has an existing house that will be demolished before construction of the new residence. Plans for this project are being prepared by Kristin Hanson that will show the new house located on roughly on the same footprint. It is understood that the new residence.will have two levels with a daylight basement above final building pad subgrade. The purpose of this report is to summarize the subsoil conditions on this site, and to provide geotechnical recommendations for design and construction of this single family residence. USGS geologic mapping and nearby geotechnical site investigations were also used as references for this report. Site Conditions The existing residence and garage are situated near the east side of the parcel that has a gentle slope from the house to the west property line. There is an existing cut slope along the east side of the property that descends about ten feet below an existing paved driveway. This slope is covered with ivy and has medium sized trees along the southerly portion of this slope. The slope gradient ranges from 3H:2V to 2H:1V, and shows no evidence of gross instability or surficial failures. The upper soil deposits over the building pad area consist of loose topsoil underlain by medium dense silty sand and gravel that overlie the very dense glacial Outwash deposits (Qva). These Outwash soils are competent for structure support and they are relatively close to the existing ground surface. The majority of these earthquakes are small and usually not noticeable. Large earthquakes do occur as evidenced by the 1949 (M7.2) Olympia event, the 1965 (M6.5) Tacoma event, and the 2001(M6.8) Nisqually event. Normally the epicenter of these larger earthquakes is relatively deep below the ground surface. Generally there are four types of potential geologic hazards associated with large seismic events: 1) ground rupture, 2) landslides, 3) liquefaction, and 4) ground motion. The nearest known fault system is the Seattle fault zone located about eight miles to the south. USGS continues to study this and other fault systems in the Puget Sound region, and it has been determined that they are capable of generating large earthquakes. Return periods for large earthquakes vary from 500 to more than l000 years. The long recurrence intervals for nearby fault systems usually results in a low potential for ground rupture over the life of the proposed residential structures. Based on the subsurface soil and groundwater conditions encountered on this and adjacent sites, the potential for liquefaction is considered low. In our opinion the existing ten foot high slope is stable and not subject to failure under seismic conditions. In accordance with the 2006 IBC the subject site is defined as Class C. Foundation Recommendations Based on geologic research and on our site evaluation, the existing native soils on this site will provide excellent support to the proposed residential structure. Proposed structure loads are expected to be light to moderate and will be carried by continuous bearing wall footings. Minimum depth of these footings should be 18 inches and are expected to bear directly on the medium dense to dense native Outwash soils. Final pad grade for the new house will be established 3 or 4 feet below the existing pad grade. An allowable soil bearing value of 2500 psf may be used in the design of the bearing wall footings placed on the medium dense Outwash soils. Estimated settlement of these footings will be on the order of 1/4 to 1/2 inch, and most of this settlement will occur £' during construction. Resistance to lateral loads may be provided by passive earth pressure equal to 250 pcf. Backfileplaced around the perimeter of the foundation walls should also be compacted to provirie adequate lateral resistance to seismic or wind forces. The site is located on the south side of Vista Place and has an existing house that will be demolished before construction of the new residence. Plans for this project are being prepared by Kristin Hanson that will show the new house located on roughly on the same footprint. It is understood that the new residence will have two levels with a daylight basement above final building pad subgrade. The purpose of this report is to summarize the subsoil conditions on this site, and to provide geotechnical recommendations for design and construction of this single family residence. USGS geologic mapping and nearby geotechnical site investigations were also used as references for this report. Site Conditions The existing residence and garage are situated near the east side of the parcel that has a gentle slope from the house to the west property line. There is an existing cut slope along the east side of the property that descends about 10 to 12 feet below an existing paved driveway. This slope is covered with ivy and has medium sized trees along the southerly portion of this slope. The slope gradient ranges from 3H:2V to 2H:1V, and shows no evidence of gross instability or surficial failures. The upper soil deposits over the building pad area consist of loose topsoil underlain by medium dense silty sand and gravel that overlie the very dense glacial Outwash deposits (Qva). These Outwash soils are competent for structure support and they are relatively close to the existing ground surface. Groundwater seepage conditions were not observed on the exposed face of the slope. The majority of these earthquakes are small and usually not noticeable. Large earthquakes do occur as evidenced by the 1949 W 7.2) Olympia event, the 1965 (M6.5) Tacoma event, and the 2001(M6.8) Nisqually event. Normally the epicenter of these larger earthquakes is relatively deep below the ground surface. Generally there are four types of potential geologic hazards associated with large seismic events: 1) ground rupture, 2) landslides, 3) liquefaction, and 4) ground motion. The nearest known fault system is the Seattle fault zone located about eight miles to the south. USGS continues to study this and other fault systems in the Puget Sound region, and it has been determined that they are capable of generating large earthquakes. Return periods for large earthquakes vary from 500 to more than i000 years. The long recurrence intervals for nearby fault systems usually results in a low potential for ground rupture over the life of the proposed residential structures. Based on the subsurface soil and groundwater conditions encountered on this and adjacent sites, the potential for liquefaction is considered low. In our opinion the existing 12 foot high slope is stable and not subject to failure under seismic conditions. In accordance with the 2oo6 IBC the subject site is defined as Class C. Erosion and Landslide Hazards (ECDC 23.80.070) Our site reconnaissance sho%,ed there are no landslides present on this property. The steep slope along the east side of the existing residence showed no evidence of surficial or deep-seated instability. Surface erosion was seen to be limited to isolated areas of this steep slope that is 12 feet or less in height. Based on our inspection and evaluation of this cut slope we recommend that the building setback be reduced to io feet (15 feet is required by ECDC 23.40.280), which is the proposed setback from the toe of this slope. In our opinion this 10 foot setback (without a required buffer) will be sufficient protection to the new house from surficial erosion due to irrigation or heavy rainfall. Foundation Recommendations Based on geologic research and on our site evaluation, the existing native soils on this site will provide excellent support to the proposed residential structure. Proposed structure loads are expected to be light to moderate and will be carried by continuous bearing wall footings. Minimum depth of these footings should be 18 inches and are expected to bear directly on the medium dense to dense native Outwash soils. Final pad grade for the new house will be established 3 or 4 feet below the existing pad grade. Estimated settlement of these footings will be on the order of 1/4 to 1/2 inch, and most of this settlement will occur during construction. Resistance to lateral loads may be provided by passive earth pressure equal to 25o pcf. Backfill placed around the perimeter of the foundation walls should also be compacted to provide adequate lateral resistance to seismic or wind forces.
