It has recently been our unhappy experience to have the water line to our home crack near the water meter. Heavy trucks drove over the meter causing the cement casing on the water meter to break and the vibration from the trucks cracked the water line. The meter is too close to our private drive (2") and too far from the edge of the property line (30") therefore trucks entering the plat have driven over the meter and are likely to continue to do so. The plumber who repaired the damage to our line can give no guarantee that the pipe will not break again. The original water line was of inferior quality and installed at an improper angle. The plumber found it necessary to install copper pipe at a 45 degree angle. -This is something that should have been done at the time of the plat development. We think that it is unfair that we had to pay for repair to the water line now and that we may have to continue to have it repaired because there is no way to keep vehicles from driving over it and causing it to break in the future. I have tried to get the City to move the meters or at least to install a barrier to prevent people from driving over our meter to no avail. The following summarizes my contact with city employees. I have had contact with Ron Holland, Water & Sewer Supervisor, asking that the water meters be moved to a safer location. He informed me that the City would not do that unless we paid for the move. He stated that there are no standards for rieter installation or for the weight of pipe that a developer must install. He said that the City installs the water meters wherever the builder tells them to. He also said that the City nor we could put up a barrier in the right-of-way. Jeff Wilson, Planner, told me that water meters can be located any place in the city right-of-way but not in driveways. Gordy Hyde, City Engineer, said that the City follows the Uniform Plumbing Code and does inspect from the meter to the house on building lots. In our situation, a short.plat development, the meter is a considerable distance from the house (half a block away) and only the water pipes that our builder installed from the edge of our building lot into the house were inspected - not those from.the meter down the :1 shared private driveway of the plat. -Mr. Hyde also said the city does allow meters in driveways with drive -over boxes installed. He said we could purchase such a box for our meter. I spoke with Loren at Western Utilities in Everett who sells drive -over meter boxes. Loren said those boxes would not be guaranteed against drive over by cement or other heavy loaded trucks. Therefore, there would be no purpose in installing such a device to protect our water lines. I spoke with Dick Mumma, Building Inspector, who said that the city does not inspect water line connections from the meter into a development such as Sea Mountain Estates. I find it completely incongruous that the city does not have design standards for water meter installation in plats. The city was very cautious about inspecting the building of the dwelling itself even so far as to be sure that the railing around our deck would be 36" high and not the 35 1/2" which it was at inspection time. Yet for a matter of health, welfare, and safety such as a water line there are no standards nor inspections. Please take some action to assure that such standards are written into the City Building Code. And if ---you can have our water meter moved to a safer location we sure would appreciate that too.
