MS-7SP Double Action Station The MS-7SP is a double action station similar to the MS-7 station, with the additional feature of both English and Spanish instructions molded into the unit. The HPFF8 connects to any 12 or 24V Fire Alarm Control Panel (FACP) or stand alone. Available in 8.0 amps, they provide regulated and filtered 24VDC power to each of the four NACs and an auxiliary output. The SpectrAlert Advance series of notification appliances is designed to simplify your installations, with features such as: plug-in designs, instant feedback messages to ensure correct installation of individual devices, and eleven field -selectable candela settings for wall and ceiling strobes and horn/strobes. More specifically, when installing Advance products, first attach a universal mounting plate to a four -inch square, four - inch octagon, or double -gang junction box. The two -wire mounting plate attaches to a single -gang junction box. Then, connect the notification appliance circuit wiring to the SEMS terminals on the mounting plate. Finally, attach the horn, strobe, or horn/strobe to the mounting plate by inserting the product's tabs in the mounting plate's grooves. The device will rotate into position, locking the prod- uct's pins into the mounting plate's terminals. The device will temporarily hold in place with a catch until it is secured with a captured mounting screw. SpectrAlert Advance products allow you to choose: • 12 or 24 volts. • At 24 volts, 15, 15/75, 30, 75, 95, 110, 115, 135, 150, 177, or 185 candela by way of rear -mounted slide switch and front viewing window. • Horn tones and volume by way of rotary switch. The SpectrAlert Advance series includes outdoor notification appliances. Outdoor strobes and horn/strobes (two -wire and four -wire) are available for wall or ceiling. Outdoor horns are available for wall only. All System Sensor outdoor products are rated between —40°F and 151°F (-40°C and 66°C) in wet or dry applications. In response to your request, Fire Marshal John Westfall and I have performed considerable research that included review of original permit drawings and other archive documents, review of "as -built" drawings under the current building permit, a site visit, plus numerous conversations with Mr. Jay Grant, who is a resident of the building as well as the applicant for the current permit. It is evident that the fire -resistive construction that was designed into the original building is significantly lacking in its presence as well as effectiveness. The construction of the area separation walls appear to be building code deficient in several aspects: a. The associated doors are improperly positioned in the corridors and do not stack one above the other from floor level to floor level, as required by the building code. b. The door frames are labeled as 20-minute as opposed to the required 90-minute fire rating. c. Some of the doors are well out of alignment within their frames, presenting gaps between the door and frame. d. The walls themselves do not appear to be continuous within the concealed wall and ceiling framing. e. The lowest floor level does not contain of any fire doors across the corridor. By building code definition, area separation walls are to be continuous from the foundation to the roof, including roof parapets that do not exist. Your proposed plan to mitigate these deficiencies through the alterations under the current permit and the installation of a new fire alarm system throughout the building will significantly improve the level of safety of the building and its occupants. Comments regarding the alarm system from Fire Marshal Westfall are as follows: IFC 104.8 Modifications and IFC 104.9 Alternative materials and methods. The level of coverage required for this fire alarm system exceeds that, required by IFC 4603.6.6 for existing R-2 (multifamily) buildings. The level of coverage exceeds that required upon building design and acceptance. Designed in 3 multiple -story "towers" within allowable area (7900 s.f. each tower) for 1976 UBC and provided with area separation walls (ASW). Approvals for driveway slope from Edmonds Fire Chief 2/29/1980. The design provides interior corridors serving units and two stair enclosures providing egress. Memoranda on file indicate a problem with certificate of occupancy due to insufficient evidence of proper construction of ASWs. Fire sprinklers were required, however, Board of Appeals (BA) determination was made on that decision. Limited documentation can be found in Building for the BA determination, except that for 1979 UBC, the allowable area was recalculated to where only a single ASW was then required. No fire sprinklers were required. Automatic fire (& smoke) alarm system installed providing detection to interior corridors at each level and common areas plus notification throughout dwellings. By March 171982, City of Edmonds passed ordinance requiring new and existing upgrades to "automatic, manual" fire alarm systems. The enforcement effort also called to evaluation other life safety features of the existing buildings, including emergency lighting, dwelling smoke alarms and verification and testing of all dwelling entry assemblies (corridors). This effort appears to have included improvements made to a (limited) manual and automatic detection system to a automatic system throughout corridors for this building. Records show all improvements had been completed by 11/24/1982. An Ademco Model #868 fire alarm control panel (FRCP) was initially installed at construction. In March 1988, problems with existing FACP caused replacement of FACP panel board, with Fire Department acceptance. The years following indicate that multiple water leakage issued may have degraded some initiating devices installed, particularly a heat detector over FACP in 1995. Various initiating devices were replaced for this and other reasons. Inspectors found FACP "trouble" on routine inspection in November 1996. By 1997, a new FACP Firelite MS-44126. Service report in January 1997 indicates 25 horns, 13 smoke, 14 heat detectors and 4 pull stations on system. Since 1997 to date, alarm system has required minimal service replacement problems to initiating devices and batteries. The most recent report on file performed 3/26/12. On -site inspection by myself and Building Official (BO) Bjorback identifies aged devices and installation shortfalls in coverage by current standards. FROM BUILDING FILES: TCO 6/27/1980. Building repairs due to automobile crash against building, prompted Building Department to pursue final certificate. Notes of improperly constructed ASW. Apparent completed repairs due to CO 10/31/1985 FROM ORIGINAL PLANS: Manual fire alarm was required (review corrections added) with rate of rise heat detectors in parking garages and storage rooms per 1976 UFC. The upgrade to full automatic coverage in corridors may have been part of BA decision or a community life safety initiative implemented by EFD in 1982. CURRENT: Building plans accepted under 2009 IBC. Maintenance issues and concerns plus ventilation and accessibility improvements have come to owner consideration for improvement to City. ASW installation shows deficiencies in the corridor doors where incomplete separation are been identified. For accessibility and ventilation concerns, as well as an aging tenant population, two mid -interior corridor doorways are proposed to be removed. 2009 IBC allows the additional allowable area by removal of corridor doors, however, fire sprinkler installation is assumed as a protective overlay upon this increase. 20 minute smoke- and draft -assemblies to stairways are being upgraded to 90 minute FR assemblies, as originally required, but not installed, and tested to close and latch completely. Settling has occurred over the 34 year old structure. Additionally, stairway doors from interior corridors are proposed on hold -opens by new fire alarm system (IBC Chapter 7 and NFPA 80). Future plans will replace elevator that will also require fire alarm interface. The HOA/applicant has been forthcoming with the issues and is motivated by building safety and interested in correcting the building deficiencies while improving some problem functional issues there. DISCUSSION: Building was accepted by City in 1985 and CO issued. The population of Homeowner's Association is aging and few, if any, original owners remain. The effectiveness of the ASW as constructed/accepted, and as eroded by age and settling over 34 years, has come into question by BO. For instance, corridor doors at the ASWs do not align and there are no parapets. Shortfalls in the fire alarm system to existing standards are proposed to be upgraded, that could allow tie in to future upgrade efforts like elevator. New technology addressable FACP and upgraded components would assure that early warning and detection can improve the occupant notification, and improve the effective fire department response to this building. Complete coverage throughout the living and storage spaces will improve the automatic system and provide confidence that impairments to coverage meets standards. Owners are of fixed income and this discussion includes consideration that HOA could do nothing to improve any of their building life safety features, including those the City may have accepted under original CO. This request was made based on a number of factors of which we would like to articulate. We consider the safety of our residents and guests to be paramount in our overall objective. We are trying to resolve issues based on the current condition of a 1979 building by mitigating the fire prevention risk in the most appropriate manner though it may not fall within standard compliance of IBC 2009 edition requirements. 'However requirements can be meet though objectives based on consideration of IBC 2009 edition, Section 104.11 as an alternative construction method and should amply satisfy and comply with the intent of the provisions of the code. We found the building to be lacking in many areas that seemed compliant in fire safety. Specifically some of the issues include: the two internal hallway separation doors on each residential floor vary in placement and do not stack upon one another in order to offer a compliant stack barrier. In addition the fire separation doors are required to be in alignment with the unit's fire separation barrier, which they are not. There is no provision to mitigate this in the entire corridor area with the exception of the furthest west end where some additional separation was added. The revised drawing shows the actual separation door placement, which cannot be clearly .seen by observation. Measurement of the doors clearly shows the imperfection as indicated on the residential floors. We have offered supporting data as provided in Section 104.11.1 relating to our research inspection. Not only are the separation doors placed improperly, we found there was no type of fire block where the fire doors where built. Supporting evidence of this are pictured in the attached Exhibit "A" offering a view of one of the doors on the third residential floor. This shows how far off some of the doors are from the where the fire door should have been located. In addition inspection of all the .fire doors throughout the envelope, which includes those at the stairwells in addition to the internal separation doors, do have compliant 90 minute rated doors, but all the jams are 20 minute fire rated negating the barrier itself. Because of these deficiencies, as outlined, we have alternatively offered solutions that mitigate the risks and provides for a higher safety solution and remedies fire prevention offering real protection. The solutions are provided in the revision plans as identified on permit revision #3 dated July 26, 2013. On page A-1.1, we call for installation of a replacement fire alarm system. This would replace the existing fire alarm control panel (FACP) with a state of the art analog addressable FACP and new power supply. The installation includes new detection devices in common areas to provide complete automatic and manual detection; replaces existing bells in common areas with ADA compliant synchronized horn strobes; provides magnetic door holders, which were previously approved in the current permit, on corridor / stairwell doors with specifications as outlined on page A-2.1 of the revision, and prewires the elevator machine room for planned future elevator panel upgrade. The system will also allow for offsite monitoring with a U.L. Listed monitoring device that is not currently in place. All exit signs will be replaced and new LED emergency lighting are to be installed. Each of the two stairwells on each of the residential floors and the one basement entry which provide for the envelope will have new 90-minute medal fire rated frames and doors installed. At the front east entrances we are relocating the current fire door from its current position 1' west to avoid conflict with the fire extinguisher cabinet and to allow for the opening of the door not to interfere with the flow path of the staircase. There was a problem discovered in the heat detector in the fire alarm panel room. Apparently water had managed to enter the detection device and damage it. Although the detector was replaced, a water leakage problem could damage the new device. A situation involving excessive heat or fire in this area could spread before being discovered, if the heat detector was faulty. This matter has been brought to my attention because your buildings are still not in compliance with this law in the following respects: Emergency lighting has been installed but is inadequate, the alarm system has not been up -graded to an acceptable level, and eight unit doors have not had self -closing devices installed. I am sure that I don't need to elaborate upon the need for compliance with the.Uniform Fire Code. It is a matter of insuring the safety of the occupants of your building. The City of Edmonds is charged with the duty of protecting its citizens from fire hazards and cannot ignore non-compliance with its fire code. Failure to comply with the Uniform Fire Code of the City of Edmonds is a misdemeanor, punishable by up to $500 and/or ninety days in jail. Furthermore, each day that a violation exists constitutes a separate violation subject to these penalties. If within ten days of the date of this letter you have not corrected this violation of the fire code and notified the Edmonds Fire Marshall of your compliance, I will have no choice but to file a criminal citation in South District Court to seek redress of this situation. The City has no desire to bring such charges, however, I am sure you will agree that the City cannot expect others to comply with its ordinances unless it insists upon your compliance as well.
