As mentioned I am a member of the SEAVUE Board of Directors and I am a member of the SEAVUE Building Committee. My intention with this email is to protect my, as well as other owners, safety and financial investment. My back ground; I have extensive back ground experience in Commercial and Residential Construction. Currently I own a business that is based on supplying design and development of engineered wood based products used in the Concrete Forming and Shoring Industry and Scaffolding Industry. I am involved with several building industry groups. SAFETY CONCERN; Currently there is a hole in the ceiling on the lower level area that has been open for over a month. (see attached photo) I have request that the hole be repaired on several occasions. To date it is still open and no reply to request for repair has been received. As you know in older wood structures fire travels rapidly. An opening in a ceiling acts like a chimney drawing fire upward into the building. We have many elderly residents that would easily become trapped should a fire break out. Work being done without a Building Permit; We recently had a water leak that resulted in shutting off the water to the building. The leak was repaired. However, during that time a hole was opened in the hall, nowhere near the leak and new shut off valves were installed. I question whether a permit was issued and was told no, none was required. After conversation with you, I have learned that is not true. I have learned additional shut off values are planned throughout the building. SEAVUE BUILDING PERMIT CONCERN Recently you received a request for permit on several proposed improvements at SEAVUE. Many were overwhelming approved by the owners; however one item in particular was rejected by several of the owners, but remains on the drawings for approval. The first area in question on the drawing It is high -lighted as NEW ENTRY SIDEWALK & SITE LIGHTING @ THIS AREA. A-1.1. A description of proposed work is on page A-2.1. Should a permit be issued for this area of work it will result in the following. • Removal of a section of wall used as a retaining wall and part of a keyway interlocking a load bearing wall. • Removal of a very healthy mature tree. • It would create a dangerous entry to the building. Access would mean walking down a step drive that is slippery when wet. • Will cause the driveway to collapse. I would agree that the current step design is not correct. However, a simple rework of the steps would correct this issue. The second area in question is titled PROJECT AREA #5 (AT BASEMENT LEVEL ONLY) A-2.1 The reason for this work is very important for the structural stability of the building as well as the safety of the owners. Structural concern; Above the existing concrete retaining walls is a 3'-3" cantilevered section of the building that is sagging several inches. After investigation it was learned that the builder did'not use the beams that were required and as a result the cantilever is failing. To correct the issue SEAVUE hired Swanson Fay Faget Engineering to investigate. (Report attached). As you can see it calls for improvements to the retaining walls that are not reflected on the architectural. When I addressed this concern I was told that another engineer had been hired that feels the current retaining walls will work without improvement. I am concerned that this is simply not the case as there are no structural drawing details from the original construction plans that show the retaining walls or how they were to be built. As a Board Member I am responsible to myself, and 17 other owners, to ensure that when work is done on the building it is done complying with all applicable governing rules. Warlikowski SEAVUE Board 1130 51h Ave South Edmonds, WA 98020 RE: SEAVUE Condominiums Structural Evaluation This memo summarizes the findings of a brief investigation of the existing condominium building located at 1130 5'h Ave S, Edmonds, WA. The building is approximately 170ft x 82ft in plan dimensions and consists of 3 stories of wood framing over a concrete basement on a sloping site. Original construction documents suggest a construction date on or around 1979. On August 6, 2012 Evin Gibson of Swenson Say Faget visited the site in order to review structural concerns in areas as directed by John Warlikowski of the SEAVUE board. Items observed include over -deflecting and water damaged cantilevered floor framing at the southwest corner of the building (referred to as the "01 stack"), cantilevered decks enclosed and converted to interior space at several units, and a proposed earth retaining wall to support and possibly expand the drive aisle at the southwest corner of the building. This investigation utilizes the findings of the site visit along with the original architectural and structural drawings provided for use by Swenson Say Faget. The 01 stack includes a portion of cantilevered wood framing at the upper 3 stories extending approximately 4ft to the south over the parking area. The cantilevered framing appears to be experiencing moderate to severe deflection, with approximately 1 "-2" of observed downward movement. Evidence of cracking at interior wall finishes and out -of -level floors was found throughout the 01 stack units. Although the cause of the deflection is difficult to verify without extensive destructive investigation, it appears to be the result of undersized framing and poor construction practices together with possible damage to the structure due to water intrusion. We recommend that additional framing be installed to support the cantilevers and arrest any ongoing settlement. A suggested repair is included as an attachment to this memo, please see sketches SK-1, SK-2, and SK-3. A small bay window located in the 01 stack directly west of the cantilevered framing mentioned above was observed for evidence of water damaged wood framing. It appears as though rainwater has penetrated the exterior building envelope, allowing rainwater to accumulate within the structural framing. Water damaged plywood sheathing and stud wall framing were observed where the exterior sheathing was recently removed. The extent of the damage suggests that water intrusion has occurred for an extended period of time, perhaps on the order of several years. We recommend all damaged framing be replaced with equal or better structural members. The building envelope, including roofing, siding, flashing, exterior sheathing, and any other waterproofing elements should be repaired to prohibit further damage. It appears as though the owners of several units have elected to enclose the decks by adding exterior walls and window systems and by modifying the existing flooring. If these modifications were performed without proper consideration of the additional weight imposed on the structure there is an increased risk of overstressing the existing framing. The original construction drawings indicate the decks are designed for 60 pounds per square foot of live loading. Any dead load added to the structure beyond what was accounted for in the original design will result in a corresponding reduction in this live load capacity. It is recommended that units with enclosed decks be individually examined to determine how much additional weight has been added to the structure. If the added weight exceeds safe limits the structure may need to be reinforced, or the added weight may be removed to restore the original design loading. This examination may require partial demolition of floor, wall, and ceilings in order to determine the composition of the underlying construction. An existing earth retaining rockery and metal mesh fence supporting the steep slope adjacent to the drive aisle at the southwest corner of the building appears to be failing, resulting in noticeable settlement of the asphalt drive. A request was made for schematic options for a new earth retaining system at this location for the purpose of obtaining construction cost estimates. Two options are presented in the attached SK-4 and SK-5. This first option utilizes a driven wide flange pile shoring wall to support the grade. The second option consists of a concrete retaining wall with pipe piles and tie backs. Please do not hesitate to call with any questions about the contents of this memo and associated sketches. City Engineer City of Edmonds 200 Dayton St. Edmonds, WA 98020 RE: Drive Grade -- 1130--5th Ave. South Dear Mr. Adams: In a letter dated October 23, 1979, we requested a waiver of the 14% maximum grade requirement for our -driveway at the above address. You responded with your letter of October 31, 1979, indicating a modification to the city code allowing you to auth- orize slopes to a maximum of 200. You further requested infor- mation as per a copy of the City Ordinance relative to runoff and non-skid surface for the driveway. As per our telephone conversation on February 25, you indicated that in Section 1, paragraph (g) ; subparagraph (a) through '.(d) , we were to respond in writing our answers relative to these sub- paragraphs. In subparagraph (a), it refers to the question whether there is other economically and/or environmentally rea- sonable alternatives to our driveway slope. We feel that due to the natural slope.of the land, there is no other alternative than to leave this slope as per the plans and profile. In sub- paragraph (b), it refers to the traffic and pedestrian safety hazards. We intend to make the entrance to the driveway on 5th Ave. South one-way going west. We feel there is no problem com- ing onto the property because you.have a visual perspective of the entire driveway. There would be no hazard to current traffic patterns or pedestrian traffic. The exit onto 4th Ave. South is clear and presents no hazards to traffic or pedestrian travel. Subparagraph (c) refers to the police and fire chief approvals which you said you would take care of. The final sub- paragraph (d) encompasses public health, safety and general wel- fare. We feel there is no detrimental effect on any of the above. The problem with run-off is taken care of by the location of the catchbasins on the property. Prior to the time when the new water line was installed on Fifth Avenue there was.a "..no parking past -this point" sign. ..approximately 50 fe.et north of our driveway. During the construction of the new water line the sign was removed. The removal of this sign has resulted in cars parking immediately adjacent to.our driveway. This situation has caused two pro- blems: 1) It creates a very dangerous situation when one attempts to pull out on"Fifth Avenue as it'is-impossible to see traffic coming up the hill; and 2) cars parked in this manner.block access'to our mail box and the mail carrier.will not stop..
