This memo is in response to the City of Edmonds Plan Review Comments dated December 19th,
2007 and May 19th, 2008. Specifically, this memo is in response to the comments requesting a
geotechnical engineer to review the proposed footing design with respect to the nearby rockery and
to provide any necessary recommendations. Our March 28, 2008 geotechnical letter report should
be reviewed for background information.
We reviewed the plans and discussed the use of pin piles instead of drilled and cast -in -place
concrete piers (which we originally recommended). We agree in concept that properly installed pin
piles will adequately transmit the deck loads such that they are not conveyed into the existing
rockery. Because of the potential for buried rocks and other obstructions behind the rockery, the
pin pile should consist of nominal 3-inch (minimum), Schedule 80 steel pipe. Use of 3-inch
diameter pin piles is necessary to develop the design 6.5 kip load capacity; and the increased in wall
thickness will provide increased durability during driving and potentially increase the chances of
penetrating through or around potential obstructions. The 3-inch Schedule 80 pipe should also be
galvanized to reduce the potential for corrosion and prolong the life of the pin pile.
Our final concern is that of flexibility in the layout of the pin pile. We spoke with Jeff Nelson of
Nelson Consulting Engineering PS and indicated the potential for early refusal on unknown
obstructions may require relocating the pin pile. Mr. Nelson acknowledged this 19730 - 64th Avenue W.
and has designed the proposed deck addition with flexibility in mind. Jeff Suite 200

the proposed grade beam alignment. We explained that in the event we are not able to avoid
obstruction while within in the current grade beam alignment, it will be necessary to move the pin
pile east (away from the rockery) until we are able to found the pin pile below the rockery base
level. Mr. Nelson acknowledged that if this is necessary, then the reinforced concrete beam design
could be modified to accommodate such a change.
Pin Pile Driving Recommendations
We recommend that the pin pile be driven to practical refusal using a 140-pound pneumatic
jackhammer. For this project, practical refusal is defined as a penetration rate of less than one inch
of penetration in one minute of driving with the operator leaning heavily on the 140-pound
jackhammer. The pin pile should be driven to a tip elevation at or below the exposed base of the
rockery. If obstructions are encountered above the base of the rockery that cannot be penetrated,
the pin pile should be abandoned in place or removed, and a new pin pile should be advanced at a
new location approximately 12 inches away from the abandoned pin pile. An HWA geotechnical
engineer should be on site to inspect pin pile driving and to verify that the pin pile installation
satisfies these criteria.
Closure
In summary, providing that the pin pile foundation is constructed in accordance with these
recommendations, the proposed deck will not decrease the stability of the adjacent slopes and
rockeries. The deck plans should be revised to reflect 3-inch galvanized Schedule 80 steel pipe. A
note on the plans should specify the above driving criteria and minimum pin pile tip elevation.

SPECIAL INSPECTION AND TESTING AGREEMENT
The project at �'`'�� ' issued under building permit
number requires special inspection and/or testing per IBC Chapter 17. The
complete list of special inspections is attached to this document.
BEFORE A PERMIT CAN HE ISSUED: The owner and contractor and special inspector shall complete
this agreement and the attached structural test(s) and inspections schedule including the required
acknowledgements.
APPROVAL OF SPECIAL. INSPECTORS: Each special inspector shall be approved by the Building
Official prior to performing any duties or inspections. Each special inspector shall submit Statement of
Qualifications to the Building Official for review. Special inspectors shall display identification when
performing special inspections on site. Special inspection and testing shall meet the minimum requirements
of IBC Chapter 17 and the following:
A. Duties and Responsibilities of the Special Inspector
1. Observe Work
The special inspector shall observe the site work for conformance with the approved (stamped) plans
and specifications and applicable workmanship provisions of the IBC. Architect or Engineer
reviewed shop drawings may be used only as an :yid to inspection. Special Inspections are to be
performed on a continuous basis —meaning that the special inspector is on site at all times observing
the work requiring special inspection. Periodic inspections, if any, must have prior approval by the
City based on a separate written plan reviewed and approved by the Building Official and the
engineer or architect of record.
Z. Report Non -conforming Items
The special inspector shall bring non -conforming items to the immediate attention of the contractor
and note all such items in the daily field report. Any item not resolved in a timely manner shall be
immediate cause of the special inspector to notify the Building Official of the plan deviation, error,
change or omission. It shall also be the duty of the special inspector to promptly notify the engineer
or architect.
3. Complete Daily Reports
Each special inspector shall complete and sign both the special inspection record and the daily report
forth for each day's inspection. These records shall remain at the jobsite With the contractor for
review by the City Building Inspector.
4. Furnish Weekly Reports
The special inspector or inspection agency shall furnish the City with weekly reports of tests and
inspections. The project engineer or architect, and others as designated shall also be copied on
report.-,. Weekly reports must include -the following:
• Description of daily inspections and tests made with applicable locations
• List of all non -conforming items
• Report on status of non -conforming items (resolved or unresolved)
• Itemized changes authorized by the Architect, Engineer and City if not included in non-
conformance items.
5. Furnish Final Construction Report
The special inspector or inspection agency shall submit a final signed report to the City stating that
all items requiring special inspection and testing were fulfilled and reported. And, to the best of

+ his/her knowledge the project is in conformance with the approved plans and specifications,
approved change orders and the applicable workmanship provisions of the IBC. Items not in
conformance or unresolved items or any discrepancies in inspection coverage, (Le-, missed
inspections, periodic inspection when continuous inspections were required, etc.) shall be specifically
itemized in this report.
B. Contractor Responsibilities
1. Notify the Special Inspector
It is the duty of the contractor to notify the special inspector when work is ready for special
inspection. Note, the items listed on the attached schedule and as noted on the approved plans and
specifications are required to have special inspections. Adequate notice shall be provided by the
contractor so that the special inspector has time to become familiar with the project.
2. Provide Access to Approved Plans
The contractor is responsible for providing the special inspector access to approved plans at.the
jobsitc.
3. Retain Special Inspection Records
The contractor is responsible to retain at the jobsite all special inspection records submitted by the
special inspector. These records are to be provided to the City building inspector upon request.
C.. City of Edmonds Building Department Responsibilities
I . Approve special inspectors or inspection agencies
The building department shall approve all special inspectors and special inspection requirements.
2. Monitor special inspection and approve weekly reports
Work requiring special inspection and the performance of special inspectors shall be monitored by
the City Building inspector. Ws/Her approval must be obtained prior to placement of concrete or
other similar activities in addition to that of the special inspector.
3. Issue Certificate of Occupancy
The Building Official may issue a Certificate of Occupancy after all weekly special inspection reports
including the final report have been submitted and accepted.
D. Owner Responsibilities
The project owner or the engineer or architect of record acting as the owner's agent shall fund
special inspection services.
>. Engineer or Architect of Record Responsibilities
The engineer or architect of record shall include special inspection requirements on the plans and
specifications.

Dear Mr. Malott;
As requested, HWA GeoSciences Inc. (HWA) has developed foundation
recommendations for your proposed deck repair and extension at 1130 Sierra Place,
Edmonds, Washington. The location of the property is shown in Figure 1. It is our
understanding that the proposed deck repair and extension is to consist of replacing the
existing decking boards and railing with new material, and extending a new deck
structure on the south side of the house, as indicated in Figure 2. The deck extension will
provide wheelchair access to the deck structure from an existing patio and will require
two new foundation elements near the landing of the proposed deck.
It is our understanding that exiting deck supports have been inspected by your Architect
and determined to be in satisfactory condition. Our work scope did not include an
evaluation of the existing deck footings. You indicated that the existing deck supports
will not be replaced during the deck repair.
Based on our site observations on March 14, 2008, the two new foundations for the
proposed deck extension will be located behind the top of an approximately 8 foot tall
rock wall (rockery). Based on visual observations we conclude that the existing rockery
is in satisfactory condition, as it showed no signs of instability at the time of our site visit.
Rockeries are generally suitable as a protective facing for cut walls in stable soils.
Furthermore, rockeries are not generally suitable for supporting surcharge loads (such as
deck foundations), due to the weak internal frictional forces provided by the rock to rock
contacts. Therefore, in order to maintain the stability of the existing rockery, we
recommend that shallow deck footings not be constructed at the top of the rockery.
Foundation Recommendations
Based on our observations and understanding of rockery stability, we 19730 - 64th Avenue W.
recommend that the proposed deck foundations be constructed so as to suite 200

recommend that the proposed deck foundations be constructed using 8-inch diameter
drilled piers, as indicated in Figure 3. These piers would be advanced using conventional
gas driven auger equipment to a depth of 9 feet below the ground surface. Depending on
the soils encountered during excavation, the shaft excavation may need to be cased with a
Sonotube during excavation to avoid soil caving. If obstructions are encountered during
excavation such that the shaft cannot be excavated, the obstruction should be spudded
and broken up; or the pier should be relocated where the design depth can be obtained.
Deck Pier Construction Recommendations
To avoid loading the soil above the desired elevation and subsequently loading the
existing rockery, an 8-inch diameter Sonotube should be installed in the excavation from
the ground surface to a depth of 6 feet. Installation of this sleeve will reduce the
frictional adhesion of the pier to the soil for the first 6 feet of the pier, therefore, reducing
the lateral load on the existing rockery. In order to ensure the functionality of this sleeve,
concrete placement should be conducted in a 2 phased operation, described as follows.
Phase 1 of concrete placement should consist of placing concrete from the bottom of the
pier excavation up to 1 foot above the base of the Sonotube. Phase 2 should commence
once the Phase 1 concrete has cured for a minimum of 12 hours, and should consist of
filling the inside of the Sonotube with Concrete up to top of shaft elevation. Placing
concrete in this order will prevent fresh concrete from flowing up around the exterior of
the Sonotube. This is to be avoided to eliminate soil/concrete adhesion along the pier
above the desired elevation. This phased concrete operation is illustrated in Figure 3.
It is our opinion that if the recommendations presented in this report are followed, the
construction of the deck extension will not decrease the stability of the exiting rockery or
surrounding properties.
CONDITIONS AND LIMITATIONS
We prepared this letter for Ralph Malott for use in permitting and construction of his
deck repair and extension project. This report should be provided in its entirety to the
engineer for design purposes; however, the conclusions and interpretations presented in
this letter should not be construed as our warranty of the subsurface conditions. Our
scope of work was limited to one site visit and no subsurface investigation. Because we
did not explore soil conditions behind the existing rockery, we cannot comment on the
potential presence or absence of obstructions to shaft excavation at the proposed deck
pier locations. If during construction, obstructions are encountered such that the
foundations recommended herein cannot be excavated, we should be contacted to inspect
the work and to provide revised recommendations appropriate to the ground conditions
that are revealed.

It should be understood that the recommendations provided in this report are for the
repair and extension of a light weight deck structure. These recommendation do not
apply to a covered or enclosed deck structure. If at any time in the future this deck
structure is to be enclosed or covered, HWA should be contacted to revise our design
recommendations.
Experience has shown that soil and ground water conditions can vary significantly over
small distances. Inconsistent conditions can occur and may not have been detected
during our site visit. If, during future site operations, subsurface conditions are
encountered which vary appreciably from those described herein, HWA should be
notified for review of the recommendations of this letter, and revision of such if
necessary.
In summary, it is our opinion that the proposed footings should be constructed in such a
way as to transmit the anticipated design load to an elevation below the base of the
existing rockery. We appreciate having had the opportunity to provide geotechnical

SUMMARY OF FIELD TIME SPENT ON PROJECT TODAY:

MISCELLANEOUS ACTIVITIES, OBSERVATIONS AND/OR COMMENTS:
-I arrived on site at 9:40 AM to observe the location which Mr. Ralph Malott proposed to extend his existing deck to provide wheel
chair access to the deck from outside the residence (Picture 1). My observations indicated that the proposed deck extension would
require foundation support at the top of an existing 8 foot tall rockery (Picture 2). Mr. Ralph Malott indicated that the deck repair and
extension would require foundation recommendation pertaining to the proposed extension. Mr. Ralph Malott also indicated that the
existing deck supports were to remain (Pictures 3 and 4)
-I informed Mr. Ralph Malott that rockeries do not provide lateral capacity and that placing conventions deck foundations at the top of
the rockery could reduce the integrity of the existing rockery. I recommended that all foundations at the top of the rockery be installed
in such a way as to transmit the load of the deck to soil below the elevation of the base of the rockery. I informed Mr. Ralph Malott
that this could be accomplished by excavating 8 inch diameter post holes to a depth below the elevation of the base of the rockery.
Once the excavations are made, they could be backfilled with concrete and appropriate deck brackets.
-I also informed Mr. Ralph Malott that the presence of the rockery could result in complications during excavation for the deck
supports. If refusal on rocks or other obstructions is encountered before the specified depth, the excavation should be moved to a
location that can be excavated tot the desired depth.
