Edmonds, WA 98020 STREET FILE Attention: Mr. Bob Jones Reference: Monte Clouston Apartments - Edmonds, Washington Dear Mr. Jones: At your request, we have visited the above referenced site and reviewed the supplied drawings (Development Plan Pages 1 and 2) to determine the impact of the proposed drainage system on the proposed rockery wall. The above referenced site is located on the west side of 5th Ave. S., just north of the SR 104 underpass. A fairly level cut and fill pad extends out into the site from 5th Ave. S. The northern and western portions of the lot appear to be at or near original grades. These areas slope slightly to moderately in a westerly direction. The supplied drawings showed a rockery wall, approximately four (4) feet high, being placed over the parking lot area storm water infiltration system. Minimum depths for the storm water infiltration system were not given. The rockery wall is being used to retain fill placed in the parking lot area. Materials excavated from percolation test holes were viewed and classified in the field. In general, these exposed soils consisted of fine - to coarse -grained sands with varying amounts of gravels. The materials appeared to be fairly uniform in the area of the proposed drainage system. The relative depths of the sands is unknown, but from conversations with Mr. Bob Jones of Lovell- Sauerland, they are at least ten (10) feet deep. Page 2 Based upon our review of the supplied drawings and the observa- tions made during our site visit, we believe there is a potential impact on the stability of the rockery from the placement of the infiltration system. However, the probability of the rockery being impacted may be greatly reduced by implementing the following recommendations: 1. The top of the. infiltration system should be placed a min- imum of (2) feet below the base of the rockery. Prior to finalizing any grades in the lower parking lot area, we recommend that the parking lot infiltration system be installed, backfilled and brought up to minimum grades with compacted structural fill. The structural fill should be placed in minimum six (6) inch lifts compacted to 95% of the ASTM D-1557 maximum density proctor value. On site sands free of deleterious materials will be suitable for use as structural fill below the rockery. 2. Structural fill placed in the lower parking lot area should extend a minimum five (5) feet beyond the front of the rockery. After the infiltration system has been installed and back - filled the lower part of the parking lot may be brought up to final grades with structural fill. The fill should be placed as outlined above and extend a minimum five (5) feet beyond the front of the rockery. Upon completion of the placement of structural fill in the lower parking lot area, the fill should be cut back and removed as necessary to install rockery and associated drainage as per the approved plans and specifications. , The above recommendations, if implemented, will greatly reduce and possibly eliminate any potential impact on the stability of the rockery from the placement of the parking lot area storm water infiltration system. These recommendations are presented within the scope of the requested investiqation and are in accordance with generally accepted soils and foundation engineering practices.
