Subject: GEOTECHNICAL ASSESSMENT REPORT

Dear Mr. Waite;
As requested, HWA GeoSciences Inc. (HWA) conducted a geotechnical assessment of
your property at 1142 2"d Avenue West where you are planning to construct a new
residence. This letter provides geotechnical recommendations for design and
construction of the planned residence. At the time of preparing this report, detailed plans
for the proposed new residence had not been developed. Once final plans are available,
the recommendations given in this report should be reviewed for potential revision, if
necessary.
OBSERVATIONS
Brian Hall, P.E., of HWA made the following observations during a site visit on
October 29, 2005:
• The lot is bounded on the north, south and east sides by developed.lots, and on the
west property line by Willow Creek. Access is provided by a shared driveway
that slopes downwards from 2"d Avenue on the northeastern side of the property.
• The planned house will be located at least 40 feet (25-foot buffer and 15-foot
setback from Willow Creek. The ground surface in the vicinity of the footprint of
the planned building slopes gently down towards the creek. Minimal site grading
earthworks will be required to develop the building platform.
• Willow Creek flows in a northerly direction in a shallow ravine of about 15 feet
depth. A concrete stairway, which to our understanding was constructed about
10 years ago, leads down to the creek. Despite several old trees on the creek bank...
having bent trunks, probably as a result of undercutting and creeping of the creek
bank, the stairway shows no damage or cracking indicative of slope instdbility4

• Except for the concrete stairway and large rocks remaining from a previous
rockery on the site, the lot is undeveloped. Several trees are present.
SUBSURFACE CONDITIONS
According to the geological map, "Preliminary Surficial Geological Map of the Edmonds
East and Edmonds West Quadrangle, Snohomish and King Counties, Washington "; dated
1975 and prepared by Mackey Smith, the area is underlain by glacial till or possibly
recessional outwash deposits. However, the more recent geological map, "Geological
Map of the Edmonds East and Part -of the Edmonds West Quadrangles, Washington
dated 1983 and prepared by James P. Minard, identifies the materials underlying the
property as either Transitional Beds (Lawton Clay) or Whidbey Formation sediments.
According to Minard, the Transitional Beds consist mostly of massive, thick or thin, beds
of medium to dark gray clay, silt and fine to very fine sand, while the Whidbey
Formation sediments comprise bedded, compact, medium to coarse sand.
The soil profile in a test pit excavated on the planned building footprint (portion of the
building footprint closest to the creek) consisted of the following:
Depth Soil Description
0.0 to 0.5 feet Loose, dark brown, silty SAND with abundant organics and root
mat, moist. TOPSOIL/FOREST DEBRIS.
0.5 to 1.7 feet Medium dense, yellow brown, fine sandy SILT with scattered fine
and medium gravel, moist. Many fine roots. TILL -LIKE
MATERIAL (possibly Whidbey Formation).
1.7 to 3.3 feet Medium dense, friable, light yellow brown, sandy SILT/silty fine
SAND with fine and medium gravel, slightly moist; occasional
roots.
3.3 feet End of test pit on very dense, sandy SILT/silty fine to medium
SAND with gravel, dry.
No ground water or seepage was observed in the test pit, neither was any vegetation
observed in the vicinity of the building footprint that is typically indicative of saturated
soil conditions.
This soil profile is consistent with the soils encountered in a previous investigation on the
northwest side of the existing house ("Geotechnical Engineering Reconnaissance,

Additions to Single-family Residence, 111 Elm Street, Edmonds, Washington "; dated
February 12, 1992, prepared by Geotech Consultants, Inc.
RECOMMENDATIONS
In our opinion, the site is suitable for the planned new residence provided the following
recommendations are followed:
• The footprint area of the proposed new house should be stripped and cleared of all
surface vegetation, organic matter, topsoil and any other deleterious material. The
average stripping depth will be about 1-foot; however, locally deeper stripping
may be required.
• The house should be founded on shallow footings placed on medium dense silty
sand that occurs at about 1.5 feet below existing ground surface. All exterior
footings should be founded no less than 1.5 feet below the lowest adjacent
finished grade; interior footings should be founded a minimum of 1-foot below
the top of adjacent slabs or floors.
The footings should be designed for a maximum allowable bearing pressure of
3,000 psf, subject to minimum footing widths of 1.5 feet and 2 feet for continuous
strip and isolated column footings, respectively. The recommended maximum
allowable bearing pressure may be increased by 1/3 for short-term transient
conditions such as wind and seismic loading.
• All footing excavations should be trimmed neat and the excavation bottoms
carefully, prepared such that over -excavation of native soils is avoided. All loose
or softened soil should be removed from the footing excavation prior to pouring
concrete.
If a grade -supported concrete floor is proposed, the floor should be supported on a
minimum thickness of 4 inches of minus 5/8-inch, free -draining; washed rock. If
an impermeable floor covering is proposed (or to prevent efflorescence from
forming on the surface of the concrete), a 20-mil thick polyethylene vapor barrier
should be provided between the concrete and the base layer.
• If structural fill is required to provide the floor grade, it should consist of either
minus 5/8-inch crushed rock, or pit run sand and gravel with not more than 7%
passing the #200 sieve. The structural fill should be compacted to at least 90% of
the maximum dry density determined in accordance with ASTM D 1557
(Modified Proctor).

• For seismic design, the site is considered Site Class C, as described in
Section 1615.1 of the 2003 International Building Code.
• Based on the subsurface conditions observed in the test pit and in the creek
slopes, we consider that during a design level earthquake, the site soils are
unlikely to experience permanent displacements resulting from ground surface
rupture, landsliding or liquefaction effects.
For design purposes, a coefficient of friction of 0.4 may be assumed between the
base of the footing and the medium dense silty sand. An allowable passive earth
pressure equivalent to a fluid weighing 260 pcf may be assumed for compacted
fill placed against the sides of the footings. These recommended values assume
drained conditions that. will prevent the build-up of hydrostatic pressures. The
recommended allowable passive earth pressure value includes a factor of safety of
about 1.5 for static conditions, and assumes that the ground surface providing
passive resistance is level for. a horizontal distance not less than twice the footing
burial depth.
• Because of the proximity to Willow Creek special attention must be given to
erosion control. Erosion during construction should be prevented by careful
grading practices, and the appropriate use of silt fences and/or straw bales.
Permanent landscaping, slope protection and vegetation measures should also be
implemented, as required, to prevent future erosion problems.
LIMITATIONS
The interpretations in this report are based on limited observations and site exploration
activities, and should not be construed as our warranty of the subsurface conditions.
Experience has shown that soil and ground water conditions can vary significantly over
small distances. If, during future site construction operations, subsurface conditions are
encountered which vary appreciably from those described herein, HWA should be
notified for review of the recommendations of this letter report, and revision of such if
necessary.
The scope of work did not include environmental assessments or evaluations regarding
the presence of wetlands or hazardous substances in the soil, surface water, or ground
water at this site.

During review and inspection of the subject site, it was found that the site contains or is adjacent
to a critical area including a stream pursuant to Chapter 20.15B of the Edmonds Community
Development Code (ECDC).
Based on this finding, prior to submission of any development permit, you will be required
satisfy the requirements of ECDC 20.15B by completing the following:
• Stream
The site investigation has shown that your property is adjacent to a stream that runs roughly
parallel to the rear (west) property line. Based on the above findings, a Critical Areas Study is
required to determine the hydrology of the area and to delineate the boundaries of the stream and
identify its buffers. In addition, the study will determinde whether or not salmonids, migrating
fish, use this reach of the adjacent stream. If they do, a 50 foot buffer and a 15 foot building
setback is required from the top of the stream bank. If salmonids do not use this portion of the
stream, a 25 foot buffer and a 15 foot building setback is required from the top of the banks.
The required qualified critical areas consultant needed to perform the study shall be a specialist
in botany, fisheries, wetland biology, and/or hydrology with a minimum of two years' field
experience with wetlands and/or streams in the Pacific Northwest. This part of the required
Critical Areas Study shall be performed as a three party agreement with the city selecting the
consultant and the property owner or applicant paying the fees as required in ECDC
20.15B.140(D). The applicant may suggest qualified professionals for the City's approval.
The qualified critical areas consultant shall perform the following:
1. Classification of the stream pursuant to the criteria established in ECDC Section
20.15B.060(A)(4) and (5).
2. Delineate the edge of the stream on the site.
• 3. State any mitigating measures appropriate to preserving and protecting the stream.
After the qualified critical art consultant has delineated the stream Idary, a surveyor .
licensed by the State of Washington must perform the following:
L Delineate the required buffer (see ECDC 20.15B.120.(A) and 20.15B.130.(C)).
2. Delineate the required building setback from the buffer (required setback is 15 feet).
3. Create a map showing the buffer and the building setback.
The Land Surveyor is not required to enter into a three party contract.
If the results of the Critical Areas Study determine that the lot may not be developed, the
applicant may apply for a Reasonable Use Exception and Variance pursuant to ECDC
20.15B. 1 70(A) and 20.15B.040(C)).
If the property owner wishes to apply for a specific development permit which they feel
would not impact the Critical Areas located ou.the site, they may submit their proposalto
the Planning Department for review. If the Planning Department finds that the proposed
development permit will not adversely impact a Critical Area or its buffers, a conditional
waiver may be issued on a project by project basis.

Dear Mr. Waite,
In response to your letter received today --in order to request that a minimum permit
submittal item be waived or reduced, you must make a written request and provide
documentation, reasoning, etc. to the City as to why the item is not applicable to your
project.
The advantage of having a soils report in advance of foundation design is to include all
soil related design parameters in the original design so that costly field adjustments are
not required, construction delays do not occur and longevity settling and other
geotechnical related problems are mitigated or. avoided. This is especially true for sites
that are subject to steep slopes and erosion, high water tables, wetlands and associated
poor soils, etc. As I understand this specific project your site is located near a stream
which may be subject to a high water table, loose outwash, old silt deposits, etc. that may
affect the foundation design. If you want to pursue this issue I will be happy to review
any documentation that you formally submit.
Lastly, in order to assure that this project is not delayed I am instructing the Permit
Coordinator to route the application for review by all applicable divisions with the caveat
that additional comments may be forthcoming pending the soils report submittal or final
decision on this matter.
