DEVELOPMENT K' ` I CJ C:YR CITY OF EDMONDS Foundation Recommendations Washington This engineering report presents the results of a geotechnical evaluation of the property at 1142 Vista Place, Edmonds, Washington. This evaluation was required due to owner / developer concerns, as well as City of Edmonds requirements. REFERENCES: • Vicinity Map • Lot survey map with topography and layout of proposed new residence • New house plans • Photographs BACKGROUND: The property at 1142 Vista Place contains an existing residence (one level with daylight basement) that is estimated to be approximately 35 to 45 years old. It is understood that Pacific Emerald Homes proposes to. demolish the existing residence, and construct a new one in approximately the same footprint location (see plans). The overall property is approximately one hundred fifty-five foot (155') wide (in the north -south direction), and approximately two hundred forty (240') deep. The existing residence occupies a relatively flatter portion of the overall lot. Both the eastern portion and southwestern portion of the property contain slopes exceeding fifty percent (50%). Visual evaluation of the existing residence revealed no evidence of any geotechnical distress: No settlements, no foundation cracking, no sloughing, or any SOILS • FOUNDATIONS • SITE DEVELOPMENT • INSPECTION • DRAINAGE • DESIGN & PERMIT • LEGAL P.O. Additionally, visual evaluation of the overall property revealed no evidence of any geotechnical distress. The natural drainage pattern follows the topography down hill to the southwest. The property adjacent (southerly) to this property is a heavily vegetated drainage swale / forested greenbelt zone (see photos). The existing residence is approximately fifteen to eighteen feet (15' - 18') setback from the top -of -slope to the south. It is understood that the new residence will be in the same alignment and setback distance as the existing residence with regard to the southerly top -of -slope. EVALUATION: In order to augment the existing site geotechnical information, soil test pits were dug under this engineer's observation on October 10, 2000, using a rubber -tired . backhoe (see photographs). A total of two soil test pits were dug. Test Pit No. 1 was dug approximately fifteen feet (15') off the northwest corner of the existing residence. Test Pit No. 2 was dug approximately twelve feet (12') off the southwest corner of the existing residence. Both Test Pit No. 1 and No. 2 revealed similar subgrade conditions, namely: 0" to 6" Lawn, organics, roots, and organic silt 6" to approx. 14" Brown reddish -brown sandy loam, grading to sandy silt 14" to approx. 34" Increasingly dense sandy silt with occasional gravels 34" to approx. 8' (bottom of pit) Dense to very dense weathered glacial till (hardpan) grading to glacial till No water was encountered in either of the two test pits. Both test pit walls remained vertical and stable. No sloughing or caving occurred. CONCLUSIONS / RECOMMENDATIONS: Based on the findings of this investigation, and experience with similar sites in the area, the property at 1142 Vista Place, Edmonds, Washington, is geotechnically approved for the proposed new (replacement) single family residence, subject 'to the following: • Standard reinforced continuous and spread footings. Allowable bearing pressure: 2,000 p.s.f. Pacific Emerald Homes Page three • Setback from top -of -slope: This engineer to verify setback distance from new foundation to top -of -slope. It is understood that the setback distance will be greater than twelve feet (12'). A setback of less than twelve feet may be geotechnically acceptable with specialized foundation designs. • Equivalent fluid pressure of 35 p.c.f. is recommended for any retaining wall design provided drainage zone is inspected and verified by this engineer. • For retaining wall design, use friction factor of 0.55 and passive pressure of 350 p.c.f. • Geotechnical inspection by this engineer prior to any foundation concrete placement. The proposed structure can be supported on conventional continuous and spread footings bearing on undisturbed native soils or on structural fill placed above native soils. See the later sub -section entitled General Earthwork and Structural Fill for structural fill placement and compaction recommendations. Continuous and individual spread footings should have minimum widths of eighteen (18) and twenty- four (24) inches, respectively, and should be bottomed at least eighteen (18) inches below the lower adjacent finish ground surface. Depending on the final site grades, some overexcavation may be required below footings to expose competent native soils. Unless lean concrete is used to fill the over excavated hole, the width of the overexcavation at the bottom must be at least as wide as the sum of two times the depth of the overexcavation and the footing width. For example, an overexcavation extending two feet below the bottom of a three-foot wide footing must be at least seven feet wide at the base of the excavation. Footings constructed according to the above recommendations may be designed for an allowable soil bearing pressure of three thousand (3,000) pounds per square foot (p.s.f.). A one-third increase in this design bearing pressure may be used when considering short-term wind or seismic loads. For the above design criteria, it is anticipated that total post -construction settlement of footings founded on competent, native soils (or on structural fill up to five (5) feet in thickness) will be about one-half inch, with differential settlements on the order of one -quarter inch. Lateral loads due to wind or seismic forces may be resisted by friction between the foundations and the bearing soils, or by passive earth pressure acting on the vertical, embedded portions of the foundations. For the latter condition, the foundations must either be poured directly against undisturbed soil or the backfill placed around the outside of the foundation must be level structural fill. We Pacific Emerald Homes Page four recommend the following design values be used for the foundation's resistance to lateral loading: Parameter Coefficient of Friction Passive Earth Pressure Where: Design Value 0.55 350 p.c.f. (1) p.c.f. is pounds per cubic foot. (2) Passive earth pressure is computed using the equivalent fluid density. We recommend that a safety factor of at least 1.5 be used for design of the foundation's resistance to lateral loading. SLABS -ON -GRADE: Slab -on -grade floors may be supported on undisturbed, competent native soils or on structural fill. The slabs may be supported on the existing soils provided these soils can be recompacted prior to placement of the free -draining sand or gravel underneath the slab. This sand and gravel layer should be a minimum of four (4) inches thick. We also recommend using a vapor barrier such as 6-mil. plastic membrane beneath the slab with minimum overlaps of 12 inches for sealing purposes. PERMANENT FOUNDATION AND RETAINING WALLS: Retaining walls backfilled on one side only should be designed to resist lateral earth pressures imposed by the soils retained by these structures. The following recommended design parameters are for walls less than twelve (12) feet in height which restrain level backfill: Parameter Design Value Active Earth Pressure* 35 p.c.f. Pacific Emerald Homes Pacific Emerald Homes Page five Where: (1) p.c.f. is pounds per cubic foot (2) Active and passive earth pressures are computed using equivalent fluid densities. For restrained walls which cannot deflect at least 0.002 times the wall height, a uniform lateral pressure of one hundred (100 p.s.f. should be added to the active equivalent fluid pressure). The values given above are to be used for design of permanent foundation and retaining walls only. An appropriate safety factor should be applied when designing the walls. We recommend using a safety factor of at least 1.5 for overturning and sliding. The above design values do not include the effects of any hydrostatic pressures behind the walls and assume that no surcharge slopes or loads will be placed above the walls. If these conditions exist, then those pressures should be added to the above lateral pressures. Also, if sloping backfill is desired behind the walls, then we will need to be given the wall dimensions and slope of the backfill in order to provide the appropriate design earth pressures. Heavy construction equipment should not be operated behind retaining and foundation walls within a distance equal to the height of the wall, unless the walls are designed for the additional lateral pressures resulting from the equipment. Placement and compaction of retaining wall backfill should be accomplished with hand -operated equipment. Retaining Wall Backfill Backfill placed within eighteen (18) inches of any retaining or foundation walls should be free -draining structural fill containing no organics. This backfill should contain no more than five (5) percent silt or clay particles and have no particles greater than four (4) inches in diameter. The percentage of particles passing the No. 4 sieve should be between twenty-five (25) and seventy (70) percent. Due to their high silt content, if the native soils are used as backfill, a drainage composite, such as Mirafi and Enkadrain, should be placed against the retaining walls. The drainage composites should be hydraulically connected to the foundation drain system. the purpose of these backfill requirements is to assure that the design criteria for the retaining wall as not exceeded because of a build-up of hydrostatic pressure behind the wall. The subsection entitled General Earthwork and Structural Fill contains Pacific Emerald Homes Page six recommendations regarding placement and compaction of structural fill behind retaining and foundation walls. EXCAVATION AND SLOPES: In no case should excavation slopes be greater than the limits specified in local, state and national government safety regulations. Temporary cuts up to a height of four (4) feet deep in unsaturated soils may be vertical. For temporary cuts having a height greater than four (4) feet, the cut should have an inclination no steeper than 1:1 (Horizontal:Vertical) from the top of the slope to the bottom of the excavation. Under specific recommendations by the geotechnical engineer, excavation cuts may be modified for site conditions. All permanent cuts into native soils should be inclined no steeper than 2:1 (H:V). Fill slopes should not exceed 1:1 (H:V). It is important to note that sands do cave suddenly, and without warning. The contractors should be made aware of this potential hazard. Water should not be allowed to flow uncontrolled over the top of any temporary or permanent slope. All permanently exposed slopes should be seeded with an appropriate species of vegetation to reduce erosion and improve stability of the surficial layer of soil. DRAINAGE CONSIDERATIONS: Footing drains are recommended at the base of all footings and retaining walls. These drains should be surrounded by at least six (6) inches of one -inch -minus washed rock wrapped in non -woven geotextile filter fabric (Mirafi 140N, Supac 4NP, or similar material). At the highest point, the perforated pipe invert should be at least as low as the bottom of the footing and it should be sloped for drainage. All roof and surface water drains must be kept separate from the foundation drain system. No groundwater was observed in either of the test pits during the field work. Seepage. into the planned excavation is possible, and likely if excavation occurs during winter months, and if encountered should be drained away from the site by use of drainage ditches, perforated pipe, French drains, or by pumping from sumps interconnected by shallow connector trenches at the bottom of the excavation. The excavation and site should be graded so that surface water is directed off the site and away from the tops of slopes. Water should not be allowed to stand in any area where foundations, slabs, or pavements are to be constructed. Any exposed slopes to be covered with plastic to minimize erosion. Final site grading in areas Pacific Emerald Homes Pacific Emerald Homes Page seven adjacent to buildings should be sloped at least two (2) percent away from the building, except where the area adjacent to the building is paved. GENERAL EARTHWORK AND STRUCTURAL FILL: The proposed building and pavement areas should be stripped and cleared of all surface vegetation, all organic matter, and other deleterious material. The stripped or removed materials should not be mixed with any materials to be used as structural fill. Structural fill is defined as any fill placed under the building, behind permanent retaining or foundation walls, or in other areas where the underlying soils needs to support loads. This engineer should observe site conditions during and after excavation prior to placement of any structural fill. All structural fill should be placed in horizontal lifts with a moisture content at or near the optimum moisture content. The optimum moisture content is that moisture content which results in the greatest compacted dry density. The moisture content of fill soils is very important and must be closely controlled during the filling and compaction process. The allowable thickness of the fill lift will depend on the material type, compaction equipment, and the number of passes made to compact the lift. In no case should the lifts exceed twelve (12) inches in loose thickness. The following table presents recommended relative compaction for structural fill: Location of Fill Placement Beneath footings, slabs or walkways Behind retaining walls Beneath pavements Minimum Relative Compaction 95% 90% 95% for upper 12 inches of subgrade, 90% below that level Where: Minimum relative compaction is the ratio, expressed in percentages, of the compacted dry density to the maximum dry density, as determined in accordance with ASTM Test Designation D-1557-78 (Modified Proctor). Use of On -Site Soils Pacific Emerald Homes Pacific Emerald Homes Page eight If grading activities take place during wet weather, or when the silty, on -site soils are wet, site preparation costs may be higher because of delays due to rains and the potential need to import granular fill. The on -site soils are generally silty and thus are moisture sensitive. Grading operations will be difficult when the moisture content of these soils exceeds the optimum moisture content. Moisture sensitive soils will also be susceptible to excessive softening and "pumping" from construction equipment traffic when the moisture content is greater than the optimum moisture content. Ideally, structural fill which is to be placed in wet weather should consist of a granular soil having no more than five (5) percent silt or clay particles. The percentage of particles passing the No. 200 sieve should be measured from that portion of the soil passing the three -quarter -inch sieve. The use of "some" on -site soils for fill material may be acceptable if the upper organic materials is segregated and moisture contents are monitored by engineering inspection. DRAINAGE CONTROLS: No drainage problems were evident with the existing residence and property at 1142 Vista Place, Edmonds. Currently, the existing residence controls its impervious storm water by means of gutter and downspout and tightline release into the natural drainage swale to the southwest. It is understood that the new residence will control drainage in a similar fashion. Compliance with standard storm water detention methods in accordance with City of Edmonds requirements is geotechnically acceptable. CONCRETE: All foundation concrete (footings, stem walls, slabs, any retaining walls, etc.) shall have a minimum cement content of 5-1/2 sacks per cubic yard of concrete mix. INSPECTION: The recommendations of this report are only valid when key geotechnical aspects are inspected by this engineer during construction: Pacific Emerald Homes Pacific Emerald Homes Page nine • Soil cuts • Setback distance verification from top -of -slope • Foundation subgrade verification • Retaining wall, or rockery placement • Any fill placement • Subsurface drainage installation SUMMARY: The proposed new single family residence at 1142 Vista Place, Edmonds, Washington, is geotechnically viable when constructed in accordance with the recommendations herein, compliance with City of Edmonds approved plans and requirements, and key geotechnical inspection during construction. FINAL GEOTECHNICAL REVIEW OF PLANS: Prior to permit issuance, geotechnical review of final project plans is required. The purpose of this final review is to verify compatibility with the understood nature of the project and the geotechnical conditions, as well as have an opportunity to make final recommendations for any design changes incurred prior to construction.' CLOSURE: The findings and recommendations of this report were prepared in accordance with generally accepted professional engineering principles and practice. No other warranty, either express or implied, is made. The conclusions are based on the results of the field exploration and interpolation of subsurface conditions between explored locations. The original critical areas determination, issued July 13, 2000, indicates that a study is required. The site is adjacent to property along Sierra Place where known wetlands are located. Upon further visit to the site at 1142 Vista Place, it appears that in fact a stream exists, near and or on the property. If the stream is a Class 2 stream, the Edmonds Community Development Code requires that development be 40 feet from the stream. This includes a 25-foot stream buffer and a 15-foot building setback. It appear that the proposal is more that 65-feet from the stream. As a result, the proposed single family house does not appear to impact the stream. Further study by a wetland biologist will not be required for the proposed building permit provided that the following conditions are met: 1. A Native Growth Protection Area Easement (NGPAE) must be established on the lot. It must include the easternmost 40 feet of the site. 2. The NGPAE must be recorded with Snohomish County. A copy of the recorded document must be provided to the City of Edmonds Planning & Development Services Department. 3. The NGPAE must be indicated on the plot plan. 4. No development will be allowed to occur within the NGPAE until which time a critical areas study is completed. Based on the study findings, the NGPAE may be revised or removed accordingly. Changes to the NGPAE must also be recorded with Snohomish County. This conditional waiver is specific to the single family house building permit submitted September 12, 2000. Any future development proposals must be individually reviewed to determine whether a critical area study is required. The following criteria was used in making the determination per ECDC Section 20.15B.140(A)(2): 1. There will be no alteration of the critical area or its buffer. 2. The development proposal will not impact the critical areas in a manner contrary to the goals, purposes, objectives and requirements of this chapter. 3. The development proposal meets the minimum standards of this chapter. Kathleen Taylor I�FLOXOOOO November 21, 2000 Name Signature Date October 15, 2013 To Whom It May Concern, STREET FILE We are writing regarding stormwater damage to our property due to an undersized City storm drain pipe which is failing. We believe the city bears responsibility for the repair and maintenance of this pipe and storm drain easement, as we will describe here. Briefly, in the early 1960's, Gordon Henrikson wished to develop what was then called Maplewood Village No. 1, on 12th Avenue. He obtained an easement from the Nelsons, owners of the property below his development, "...for the installation, operation and maintenance of a storm drain over, across, through and below the following described property, ..." Please see attached this document, AF#1495750, which describes our property and the easement (currently noted on City maps.) Then in January of 1992 Mr. Henrikson relinquished the easement and granted it to the City of Edmonds, "... in consideration of the mutual benefits to be derived from the maintenance of said easement by the City of Edmonds for and on behalf of the public..." Please see the attached document, AF#9204160429. We believe this contract binds the City to the continued maintenance of this easement. We have appreciated the maintenance performed to date. This culvert is on the routine surveillance list and has been cleared by the Vactor crews approximately 8 times over the past 5-6 years, including 3 times in the last 2 months. However, due to the recent spate of high water events, more damage has occurred in the past 3 months and further maintenance is required. Last Wednesday, October 91h, we invited the City and a DFW biologist, Jamie Bails, to review the recent damage. Jennifer Lambert, Jen Machuga, Mike Johnson and others were kind enough to tour the easement, including 2 sections of the storm pipe that have failed due to erosion and surcharging of this undersized 12 inch pipe. Previously, the City acknowledged the shortcomings of this drainage system. "This stream receives stormwater runoff from an area of at least 16 acres, encompassing 40+ lots and City right -of way that were developed largely before stormwater management was required." Please see this attached document from the City of Edmonds from April of 2013, written during the hearing process concerning the previous owners' wish to build a home on this land. The undersized nature of this pipe and the lower culvert have since been confirmed independently by 2 civil engineers, a senior project ecologist and the State biologist with whom we have consulted. Substantial downstream damage is a direct result of the erosion and deterioration of the watercourse due to this failed pipe and is threatening our properties downstream. You can get further details of the serious nature of this damage from your City staff who were present. We appreciate the City accepting responsibility for repairing the damage from this storm pipe and look forward to speaking with you about how we might collaborate. With regards to stormwater flows at the subject site, the City has relied on the statements and documentation of a licensed professional Wetland Ecologist. As provided in Attachment 8 of the City's Report and Recommendations to the Hearing Examiner dated March 7, 2013, the Wetland Ecologist has indicated that stormwater from the subject site flows to the northwest culvert. It is the applicants responsibility to show compliance with stormwater codes with a city -prescribed design that attempts to match the post -development stormwater runoff rates with the pre -development stormwater runoff rates from the property up to the 10-year, 24-hour storm event only. As stated by the Wetland Ecologist and the neighbors, during heavy rain events the stream may overflow along the west property line and outfall via the southwest culvert. As the culvert is only used as an overflow outlet in both pre and post development conditions, there is no approval needed by the owners of I I I I Sierra Pl. City Engineering staff wishes to reiterate that monitoring of the proposed site stormwater management system to verify that it fully prevents any increase in stormwater discharges to 0023 neighboring properties is problematic. Flow onto the Hillman property in part comes from the City's storm system that discharges into the stream. This stream receives stormwater runoff from an area of at least 16 acres, encompassing 40+ lots and City right-of-way that were developed largely before stormwater management was required. In addition, the site is also subject to groundwater seepage from the surrounding upstream area and surface runoff from adjacent parcels, which may influence the surface water flows that come off the Hillman property. In closing, Planning and Engineering Division staff confirms its position made in the City's April 8, 2013 request for reconsideration and respectfully requests that the Hearing Examiner reconsider/clarify the findings and conclusions of the decision on the Hillman variance request in addition to Conditions #1 and #2 and add clarification of the City's appeal procedures. We're appreciative of your time and efforts in this matter and are very optimistic as we move forward together to resolve these drainage problems. 4 EXECUTIVE SUMMARY Sierra Place Storm Drainage Meeting, 11/15/13 Present: Phil Williams Steve Schroeder Rob English Todd Brown (also representing Barry Hachler) Jerry Schuster Bill Lider Jennifer Lambert The above representatives of the City and the Sierra Place properties met to discuss the storm water erosion problems at 1142 Vista Place (Schroeder), 1135 and 1139 Sierra Place (Brown) and 1111 Sierra Place (Hachler). There was mutual agreement on the following: 1. The causes of the problem — a failing 12 inch circa 1962 concrete tile storm pipe from 12tn Ave., unable to convey high stormwater flow, is eroding back into the hill. The high pressure flow during high storm water flows is scouring the bed and incising the stream bank, moving sediment downstream, occasionally obstructing the downstream 12 inch culvert and requiring maintenance by the city's Vactor crews. This sediment is also being deposited on the 1111 Sierra property, changing the direction of stream flow and endangering the home on the property. 2. The legal definitions of the various easements — the uppermost easement (Maplewood Village #1) is an easement managed by the City. The pipe outfall section is a private easement on 1142 Vista Place property, for which the city has acknowledged responsibility. The middle and lower portions are a public maintenance easement assigned to the City in 1992. It was noted that the lower storm drain easement did not accurately describe the location of the 12 inch culvert and portions of the stream within the lower easement. While the main body of the 12 inch culvert is within this easement, the entrance to this culvert is outside the easement. The general nature of the needed repairs — restore the 2 failed pipe sections and install an energy dissipation system at the outfall; slow the stream flow with log check dams (shown on the Lider Engineering preliminary drawing dated 11/14/13, distributed at the meeting) to reduce bank incising and sediment flow; shore up the bank in several locations in the middle stream section; and, further evaluate what repairs are needed in the lower section to protect the house on 1111 Sierra Place. Upsizing the storm drains is not a viable option. The following commitments were made: 1. The City will video inspect the storm drainpipe from Maplewood Village #1, then perform and fund the necessary repairs to the upper pipe outfall and construct an energy dissipater on the Schroeder property at 1142 Vista Place. 2. Steve Schroeder will grant a temporary construction access easement to the City on 1142 Vista for necessary supplies and equipment needed for said repairs with steps taken to mitigate damage to the property. 3. The property owners and the City will serve as co -applicants for any necessary SEPA or HPA permits. 4. Jerry Schuster will explore the option of performing the necessary outflow pipe repairs under the City's maintenance HPA agreement. r� v S. The City will send delegates to meet on -site with the WDFW biologist and engineer on November 26 at 10:00 AM. 7. REFERENCES: • Vicinity Map • Lot survey map with topography and layout of proposed new residence • New house plans • Photographs BACKGROUND: The property at 1142 Vista Place contains an existing residence (one level with daylight basement) that is estimated to be approximately 35 to 45 years old. It is understood that Pacific Emerald Homes proposes to demolish the existing residence, and construct a new one in approximately the same footprint location (see plans). The overall property is approximately one hundred fifty-five foot (155) wide (in the north -south direction), and approximately two hundred forty (240') deep. The existing residence occupies a relatively flatter portion of the overall lot. Both the eastern portion and southwestern portion of the property contain slopes exceeding fifty percent (50%). Visual evaluation of the existing residence revealed no evidence of any geotechnical distress: No settlements, no foundation cracking, no sloughing, or any SOILS • FOUNDATIONS • SITE DEVELOPMENT • INSPECTION • DRAINAGE • DESIGN & PERMIT • LEGAL P.O. Additionally, visual evaluation of the overall property revealed no evidence of any geotechnical distress. The natural drainage pattern follows the topography down hill to the southwest. The property adjacent (southerly) to this property is a heavily vegetated drainage swale / forested greenbelt zone (see photos). The existing residence is approximately fifteen to eighteen feet (15' - 18') setback from the top -of -slope to the south. It is understood that the new residence will be in the same alignment and setback distance as the existing residence with regard to the southerly top -of -slope. EVALUATION: In order to augment the existing site geotechnical information, soil test pits were dug under this engineer's observation on October 10, 2000, using a rubber -tired backhoe (see photographs). A total of two soil test pits were dug. Test Pit No. 1 was dug approximately fifteen feet (15') off the northwest corner of the existing residence. Test Pit No. 2 was dug approximately twelve feet (12') off the southwest corner of the existing residence. Both Test Pit No. 1 and No. 2 revealed similar subgrade conditions, namely: 0" to 6" Lawn, organics, roots, and organic silt 6" to approx. 14 Brown reddish -brown sandy loam, grading to sandy silt 14" to approx. 34" Increasingly dense sandy silt with occasional gravels 34" to approx. 8' (bottom of pit) Dense to very dense weathered glacial till (hardpan) grading to glacial till No water was encountered in either of the two test pits. Both test pit walls remained vertical and stable. No sloughing or caving occurred. CONCLUSIONS / RECOMMENDATIONS: Based on the findings of this investigation, and experience with similar sites in the area, the property at 1142 Vista Place, Edmonds, Washington, is geotechnically approved for the proposed new (replacement) single family residence, subject to the following: • Standard reinforced continuous and spread footings. Allowable bearing pressure: 2,000 p.s.f. Pacific Emerald Homes Page three • Setback from top -of -slope: This engineer to verify setback distance from new foundation to top -of -slope. It is understood that the setback distance will be greater than twelve feet (12'). A setback of less than twelve feet may be geotechnically acceptable with specialized foundation designs. • Equivalent fluid pressure of 35 p.c.f. is recommended for any retaining wall design provided drainage zone is inspected and verified by this engineer. • For retaining wall design, use friction factor of 0.55 and passive pressure of 350 p.c.f. • Geotechnical inspection by this engineer prior to any foundation concrete placement. The proposed structure can be supported on conventional continuous and spread footings bearing on undisturbed native soils or on structural fill placed above native soils. See the later sub -section entitled General Earthwork and Structural Fill for structural fill placement and compaction recommendations. Continuous and individual spread footings should have minimum widths of eighteen (18) and twenty- four (24) inches, respectively, and should be bottomed at least eighteen (18) inches below the lower adjacent finish ground surface. Depending on the final site grades, some overexcavation may be required below footings to expose competent native soils. Unless lean concrete is used to fill the over excavated hole, the width of the overexcavation at the bottom must be at least as wide as the sum of two times the depth of the overexcavation and the footing width. For example, an overexcavation extending two feet below the bottom of a three-foot wide footing must be at least seven feet wide at the base of the excavation. Footings constructed according to the above recommendations may be designed for an allowable soil bearing pressure of three thousand (3,000) pounds per square foot (p.s.f.). A one-third increase in this design bearing pressure may be used when considering short-term wind or seismic loads. For the above design criteria, it is anticipated that total post -construction settlement of footings founded on competent, native soils (or on structural fill up to five (5) feet in thickness) will be about one-half inch, with differential settlements on the order of one -quarter inch. Lateral loads due to wind or seismic forces may be resisted by friction between the foundations and the bearing soils, or by passive earth pressure acting on the vertical, embedded portions of the foundations. For the latter condition, the foundations must either be poured directly against undisturbed soil or the backfill placed around the outside of the foundation must be level structural fill. We Pacific Emerald Homes Page four recommend the following design values be used for the foundation's resistance to lateral loading: Parameter Coefficient of Friction Passive Earth Pressure ►Viy/iTM Design Value 0.55 350 p.c.f. (1) p.c.f. is pounds per cubic foot. (2) Passive earth pressure is computed using the equivalent fluid density. We recommend that a safety factor of at least 1.5 be used for design of the foundation's resistance to lateral loading. SLABS -ON -GRADE: Slab -on -grade floors may be supported on undisturbed, competent native soils or on structural fill. The slabs may be supported on the existing soils provided these soils can be recompacted prior to placement of the free -draining sand or gravel underneath the slab. This sand and gravel layer should be a minimum of four (4) inches thick. We also recommend using a vapor barrier such as 6-mil. plastic membrane beneath the slab with minimum overlaps of 12 inches for sealing purposes. PERMANENT FOUNDATION AND RETAINING WALLS: Retaining walls backfilled on one side only should be designed to resist lateral earth pressures imposed by the soils retained by these structures. The following recommended design parameters are for walls less than twelve (12) feet in height which restrain level backfill: Parameter Design Value Active Earth Pressure* 35 p.c.f. Pacific Emerald Homes Pacific Emerald Homes Page five Where: (1) p.c.f. is pounds per cubic foot (2) Active and passive earth pressures are computed using equivalent fluid densities. For restrained walls which cannot deflect at least 0.002 times the wall height, a uniform lateral pressure of one hundred (100 p.s.f. should be added to the active equivalent fluid pressure). The values given above are to be used for design of permanent foundation and retaining walls only. An appropriate safety factor should be applied when designing the walls. We recommend using a safety factor of at least 1.5 for overturning and sliding. The above design values do not include the effects of any hydrostatic pressures behind the walls and assume that no surcharge slopes or loads will be placed above the walls. If these conditions exist, then those pressures should be added to the above lateral pressures. Also, if sloping backfill is desired behind the walls, then we will need to be given the wall dimensions and slope of the backfill in order to provide the appropriate design earth pressures. Heavy construction equipment should not be operated behind retaining and foundation walls within a distance equal to the height of the wall, unless the walls are designed for the additional lateral pressures resulting from the equipment. Placement and compaction of retaining wall backfill should be accomplished with hand -operated equipment. Retaining Wall Backfill Backfill placed within eighteen (18) inches of any retaining or foundation walls should be free -draining structural fill containing no organics. This backfill should contain no more than five (5) percent silt or clay particles and have no particles greater than four (4) inches in diameter. The percentage of particles passing the No. 4 sieve should be between twenty-five (25) and seventy (70) percent. Due to their high silt content, if the native soils are used as backfill, a drainage composite, such as Mirafi and Enkadrain, should be placed against the retaining walls. The drainage composites should be hydraulically connected to the foundation drain system. the purpose of these backfill requirements is to assure that the design criteria for the retaining wall as not exceeded because of a build-up of hydrostatic pressure behind the wall. The subsection entitled General Earthwork and Structural Fill contains Pacific Emerald Homes Page six recommendations regarding placement and compaction of structural fill behind retaining and foundation walls. EXCAVATION AND SLOPES: In no case should excavation slopes be greater than the limits specified in local, state and national government safety regulations. Temporary cuts up to a height of four (4) feet deep in unsaturated soils may be vertical. For temporary cuts having a height greater than four (4) feet, the cut should have an inclination no steeper than 1:1 (Horizontal: Vertical) from the top of the slope to the bottom of the excavation. Under specific recommendations by the geotechnical engineer, excavation cuts may be modified for site conditions. All permanent cuts into native soils should be inclined no steeper than 2:1 (H:V). Fill slopes should not exceed 1:1 (H:V). It is important to note that sands do cave suddenly, and without warning. The contractors should be made aware of this potential hazard. Water should not be allowed to flow uncontrolled over the top of any temporary or permanent slope. All permanently exposed slopes should be seeded with an appropriate species of vegetation to reduce erosion and improve stability of the surficial layer of soil. DRAINAGE CONSIDERATIONS: Footing drains are recommended at the base of all footings and retaining walls. These drains should be surrounded by at least six (6) inches of one -inch -minus washed rock wrapped in non -woven geotextile filter fabric (Mirafi 140N, Supac 4NP, or similar material). At the highest point, the perforated pipe invert should be at least as low as the bottom of the footing and it should be sloped for drainage. All roof and surface water drains must be kept separate from the foundation drain system. No groundwater was observed in either of the test pits during the field work. Seepage into the planned excavation is possible, and likely if excavation occurs during winter months, and if encountered should be drained away from the site by use of drainage ditches, perforated pipe, French drains, or by pumping from sumps interconnected by shallow connector trenches at the bottom of the excavation. The excavation and site should be graded so that surface water is directed off the site and away from the tops of slopes. Water should not be allowed to stand in any area where foundations, slabs, or pavements are to be constructed. Any exposed slopes to be covered with plastic to minimize erosion. Final site grading in areas Pacific Emerald Homes Pacific Emerald Homes Page seven adjacent to buildings should be sloped at least two (2) percent away from the building, except where the area adjacent to the building is paved. GENERAL EARTHWORK AND STRUCTURAL FILL: The proposed building and pavement areas should be stripped and cleared of all surface vegetation, all organic matter, and other deleterious material. The stripped or removed materials should not be mixed with any materials to be used as structural fill. Structural fill is defined as any fill placed under the building, behind permanent retaining or foundation walls, or in other areas where the underlying soils needs to support loads. This engineer should observe site conditions during and after excavation prior to placement of any structural fill. All structural fill should be placed in horizontal lifts with a moisture content at or near the optimum moisture content. The optimum moisture content is that moisture content which results in the greatest compacted dry density. The moisture content of fill soils is very important and must be closely controlled during the filling and compaction process. The allowable thickness of the fill lift will depend on the material type, compaction equipment, and the number of passes made to compact the lift. In no case should the lifts exceed twelve (12) inches in loose thickness. The following table presents recommended relative compaction for structural fill: Location of Fill Placement Beneath footings, slabs or walkways Behind retaining walls Beneath pavements Minimum Relative Compaction 95% 90% 95% for upper 12 inches of subgrade, 90% below that level Where: Minimum relative compaction is the ratio, expressed in percentages, of the compacted dry density to the maximum dry density, as determined in accordance with ASTM Test Designation D-1557-78 (Modified Proctor). Use of On -Site Soils Pacific Emerald Homes Pacific Emerald Homes Page eight If grading activities take place during wet weather, or when the silty, on -site soils are wet, site preparation costs may be higher because of delays due to rains and the potential need to import granular fill. The on -site soils are generally silty and thus are moisture sensitive. Grading operations will be difficult when the moisture content of these soils exceeds the optimum moisture content. Moisture sensitive soils will also be susceptible to excessive softening and "pumping" from construction equipment traffic when the moisture content is greater than the optimum moisture content. Ideally, structural fill which is to be placed in wet weather should consist of a granular soil having no more than five (5) percent silt or clay particles. The percentage of particles passing the No. 200 sieve should be measured from that portion of the soil passing the three -quarter -inch sieve. The use of "some" on -site soils for fill material may be acceptable if the upper organic materials is segregated and moisture contents are monitored by engineering inspection. DRAINAGE CONTROLS: No drainage problems were evident with the existing residence and property at 1142 Vista Place, Edmonds. Currently, the existing residence controls its impervious storm water by means of gutter and downspout and tightline release into the natural drainage swale to the southwest. It is understood that the new residence will control drainage in a similar fashion. Compliance with standard storm water detention methods in accordance with City of Edmonds requirements is geotechnically acceptable. CONCRETE: All foundation concrete (footings, stem walls, slabs, any retaining walls, etc.) shall have a minimum cement content of 5-1/2 sacks per cubic yard of concrete mix. INSPECTION: The recommendations of this report are only valid when key geotechnical aspects are inspected by this engineer during construction: Pacific Emerald Homes Pacific Emerald Homes Page nine • Soil cuts • Setback distance verification from top -of -slope • Foundation subgrade verification • Retaining wall, or rockery placement • Any fill placement • Subsurface drainage installation SUMMARY: The proposed new single family residence at 1142 Vista Place, Edmonds, Washington, is geotechnically viable when constructed in accordance with the recommendations herein, compliance with City of Edmonds approved plans and requirements, and key geotechnical inspection during construction. FINAL GEOTECHNICAL REVIEW OF PLANS: Prior to permit issuance, geotechnical review of final project plans is required. The purpose of this final review is to verify compatibility with the understood nature of the project and the geotechnical conditions, as well as have an opportunity to make final recommendations for any design changes incurred prior to construction. CLOSURE: The findings and recommendations of this report were prepared in accordance with generally accepted professional engineering principles and practice. No other warranty, either express or implied, is made. The conclusions are based on the results of the field exploration and interpolation of subsurface conditions between explored locations. No structure of any kind shall be erected in the easement area, except as noted in Attachment C, nor shall the native growth maintained in the areas be disturbed in any manner including but not limited to grading, trimming, cutting or any other removal of any vegetation including, but not limited to trees, shrubs, brush or aquatic plants, shall occur within the easement area. Vegetation within the area shall not be removed through the use of fire, herbicides or the application of any chemicals. In the event of the death or destruction of the native growth within the area, it shall promptly be replaced with trees, shrubs, vegetation and aquatic plants of a kind and type similarly occurring in natural undisturbed areas of Western Washington. All such species introduced shall be reviewed and approved prior to planting by the City of Edmonds. In the event that any tree of other vegetation within the area poses a threat to the safety of adjacent property or property owners, application for its removal may be made to the Edmonds Planning Division. The easement is legally described in Attachment A and shown in the map on Attachment B. This easement shall be binding upon the parties hereto, their successors and assigns, and shall run with the land, until which time a study is completed to verify the location of the critical area and its buffer.
