The Telguard TG-7FS is the ideal cellular alarm communications solution
for commercial fire systems. The TG-7FS transmits alarm signals from
the fire panel over the digital cellular network to the designated
monitoring station.
Compliant with the 2010 Edition of NFPA 72, the TG-7FS can serve as
the sole communications path for the fire alarm system, replacing all
of the landlines currently dedicated to the master control unit. On
average, cellular monitoring costs the end user significantly less than
a dedicated landline. For each landline replaced with a TG-7FS, the
monthly communications bill decreases.
By being able to signal failures to the central station within five
minutes of an outage, the TG-7FS can be installed as the sole path for
commercial fire installations. For existing installations, all landlines
can be swapped for a single TG-7FS because of the new five minute
supervision mode.
The TG-7FS can also be installed as a backup path, and upgraded to
sole path at a later date.

Fire Marshal TG7FS Sole Path Information
TG7GS (part # TG7GFS03) is UL Listed for Commercial Fire applications and is approved by California
Fire Marshal. TG7FS is tested based on NFPA72, year 2010 version and passed all the tests from.UL864
Rev9, including the use of single (sole) path.
TG7FS uses GSM/GPRS/UMTS technology on a Cellular Network to transfer the alarm messages
captured from an alarm panel. All the messages including supervisory messages are sent to Telular
Communications Center (TCC) where the messages are decoded and forwarded to an appropriate
central station over a PSTN line.. All messages are encrypted on top of the security provided by GSM/
UMTS networks.
All messages are acknowledged by TCC to ensure the proper reception. To ensure message integrity, In
case of a failure to get Acknowledgement from the TCC, messages are repeated at least 5 times with 90
seconds interval. If the message delivery fails even after 5 attempts, TG7FS will trip the relay on the
panel, so that a local annunciation will occur to show the failed delivery. All messages are also encrypted
with 128-bit encryption to ensure the exact transmission, so there are no issues with data loss because of
poor radio conditions.
UL has tested TG7FS for sole path communications. TG7FS provides constant 5 minute supervision
when configured as a sole path commercial fire unit and can provide 200 second supervision when
configured as sole path commercial burglary with standard line security. Please find the UL Listing Card
and Test Records attached.
Data throttling doesn't apply for TG7FS as the GPRS data usage is very limited. In case of a GPRS
failure, supervision is provided by SMS messages, so, there are no issues with throttling. As long as we
have cellular service in the area, SMS will work as it utilizes the signaling channels, not the data
channels. The message throughput is tested internally and by UL and certainly meets the NFPA72
requirements of 90 seconds.
When configured for dual path communication, TG7FS monitors the Incoming Telephone connection (if
present) to the panel at least once every 60 seconds. If it detects the telephone path is compromised, it'll
automatically switches to cellular backup mode. It'll also trip an alarm on the panel using the STC relays
connected to it and sends the alarm to the central station. So, a trouble is detected for the Telco path in
less than 5 minutes.

When configured for sole path communication, TG71FS periodically sends check -in messages to TCC
every 2 minutes. If TCC doesn't receive the check -in messages in the last 5 minutes, an alarm is
automatically generated by TCC to the central station, indicating the path loss. This way, we meet the
specs from section 26.6.3.1.4.1.
If there is any errors or incomplete transmissions by TG7FS, TCC will either send a NACK or ignore the
messages, prompting TG71FS to retry the messages. All incomplete, corrupted or other signal errors are
recorded and stored at TCC. The message decoding, formatting it to send to a central station is all done
automatically and is done by a powerful Dell 1950 servers, so the processing delay is about 1 second. It
employs multiple modems to process alarms to the central stations and can process simultaneous alarms
without any delay. TCC keeps,a record of all the alarms processed through it, but those will not be
displayed to any personnel, unless a customer reports an issue with his/ her unit(s).
TG7FS installation manual clearly states the minimum requirements for cellular radio signal strength
indicator (RSSI). If the signal levels are below the threshold, the installer needs to move the unit where
there is a good cellular coverage or use external antenna or do both. Data integrity can be tested by the
installer by simply removing the antenna and make sure there is no cellular signal and tripping an alarm in
that condition. TG7FS will send the alarm 5 times with 90 second interval. The installer can connect the
antenna back during this interval period and ensure the alarm is transmitted as soon as the TG7FS gets
the cellular signal.

SUBJECT: PRODUCT FAILURE EDMONDS FIRE DEP_L
I have recently been in contact with the Consumer Product Safety Commission (CPSC)
regarding the failure of a power strip. This power strip, brand name, SL WABER, UL
listing #E60255, possible model #46D0; was brought to my office by Fire District #3,
Monroe. Apparently one of the firefighters had purchased two of the, strips at Costco
and used them in his residence. Each had a very light load on them when they failed:
One had only an alarm clock, a lamp and a radio. The first sign of trouble.was when
the firefighter smelled something unusual and after investigating found the power strip''
had a discolored area the size of a silver dollar between the first plug-in and the on -off
switch. The unit was unplugged and when it cooled down was brought to me.
CPSC advises me that there is an open file on that particular product but .there .is no
recall at this point in time. The strips have only been brought to their attention because
of the discoloration and not as the direct cause of any fires. It is important to keep
accurate information during the investigation and overhaul of fire scenes and to get the
data to CPSC so that they can add it to their files. Keep your eyes open regarding this
particular brand of power strip in the event you or anyone you know has purchased
one.

We have the following requirements for the new office building
at 115 2nd Ave. North, Edmonds:
1. Install a dry stand pipe in accordance with
UBC 3803 and UFC 13-310. Fire Department
connection to be located near the northeast
property corner.
2. All partition.walls between use areas and
corridors shall be one hour fire resistive
construction, 13-2.5.2, Life Safety Code.
3. All doors and frames into corridors from use
areas to be 20 min. rated assemblies, 13-2.5.2.1,
Life Safety Code.
4. Install fire extinguishers as indicated on the
attached print. Minimum rating 2-A, 10-B:C,
5 lb. chemical type.
5. Remove the dumpster location from under the .1 r W S s
building or provide an approved waste storage 0'r Yd'
room per National Fire Code, Volume -82, Chapter 6.
6. Emergency lighting in accordance with 5-9 of the
Life Safety Code shall be required in any bus-
iness occupancy building where the building is
two or more stories in height above the level of

7. Signs designating exits shall be provided.
8. Interior finish of exits and enclosed corridors
shall be Class A or Class B, Life Safety Code
13-3.2.1.

6-1 Waste storage rooms in a building or structure shall comply
with specified requirements for a waste storage room if it is used
for the keeping, storage, or handling of waste that is loose, baled, or
compacted or in containers in an amount exceeding three cubic
yards (uncompacted measure).
6-2 Waste storage rooms shall be separated from other parts of
the building by walls and floor and ceiling assemblies having a
fire resistance rating of not less than 2 hours. Openings to such rooms
shall be protected by approved automatic- or self -closing fire doors
suitable for Class B openings.
6-3 Waste storage rooms shall be provided with automatic
sprinklers installed in accordance with the Standard for the Installa-
tion of Automatic Sprinkler Systems, NFPA 13-1976. These sprinklers
may be supplied from the domestic water supply. Hand hose of
adequate length to reach all portions of the room shall be provided.

7-6.3.2 Signal notification shall be a presignal or general audible alarm -type system
as required by the authority having jurisdiction. When permitted by the authority
having jurisdiction, notification may also be by visual signals or permanently recorded
printout.
Exception: Presignal systems are not permitted where prohibited by Chapters 8
through 30.
7-6.3.3 Notification of Occupants.

7-6.2.5 Each manual fire alarm station on a system must be accessible, unobstructed,
visible, and of the same general type.
7-6.2.6 Where a sprinkler system provides automatic detection and alarm system
initiation it shall be provided with an approved alarm initiation device that will operate
when the flow of water is equal to or greater than that from a single automatic
sprinkler.
7-6.3 Signal Notification.
7-6.3.1 As required in Chapters 8 through 30, actuation of the system shall provide
signal notification of fire or other emergency as required by the authority having
jurisdiction.
(a) Alert occupants
(b) Notify local fire brigade
(c) Notify fire departments.
Acceptable means of transmitting an alarm to the fire department are:
(a) A connection of the building alarm to the municipal fire system.
(b) A connection of the building alarm to an approved central station.
(c) An approved remote station connection to a municipal or other alarm
headquarters which is manned 24 hours a day.
Fire alarm equipment installed for the notification of occupants of a building, in
localities under the protection of a regularly organized fire department or private fire
brigade, can be arranged to give automatic transmission of alarms (either directly or
through an approved central office) to the fire department or brigade upon operation
of an alarm -sending station or system. When no such connection is provided, a fire
alarm box arranged to signal the fire department could be installed either at the main
entrance to the building, at the telephone switchboard, or somewhere outside the
building plainly visible day or night and conveniently accessible from the main
entrance. (Note that while this arrangement is desirable, it is not required by 7-6.3.1
unless the occupancy chapter specifically requires this feature.)
Visible alarm devices, in addition to the audible alarms, are desirable in buildings
occupied by deaf persons.
7-6.3.3.2 The general evacuation alarm signal shall operate throughout the entire
building.
Exception No. 1: Where a building is divided by: (1) 2-hour fire barriers into
separate fire compartments, or (2) by other means with adequate safeguards against
the spread of fire or smoke from one compartment to another, each compartment may
be considered a separate building.
Exception No. 2: When total evacuation of occupants is not practical due to
building configuration, only the occupants in the affected zones shall be initially
notified. Provisions shall be made to selectively notify occupants in other zones to
'_,afford orderly evacuation of the entire building.
Exception No. 2 to 7-6.3.3.2 normally applies to high-rise buildings. It makes
provisions for zoned staged evacuation. This exception is closely related to Exception
' No. 1 in that 2-hour fire separation is usually provided between floors of high-rise
;,buildings.
ception No. 3: Where occupants are incapable of evacuating themselves because
age, physical/mental disabilities, or physical restraint, only the attendants and
ler personnel required to evacuate occupants from a zone, area, floor, or building
required to be notified. This notification shall include means to readily identify

Exception No. 3 commonly applies to health care and detention and correctional
occupancies. It is a common application in these occupancies to use coded chimes or
a similar method of announcing throughout the facility, the location of the fire
'emergency. Notification by telephone would not be acceptable :or this purpose.

conditions of occupancy.
The authority having jurisdiction needs to carefully review the types and locations
'Of alarm indicating devices. A balance must be achieved between being able to hear

Exception: Existing installations may be continued in use, subject to the approval of
the authority having jurisdiction.
1-6.1.3 All systems and components shall be approved for the purpose for which
nstalled.
Approval by the authority having jurisdiction of both the system as a whole and its
components is required. Substantiating data could be in the form of test reports,
listings in approval lists issued by such organizations as the Factory Mutual System
or Underwriters Laboratories, Inc., or approval by another recognized source. .
I-6.1.4 For the purposes of this Code a protective signaling and control system is
used for initiation, notification and control.
(a) Initiation. The initiation function provides the input signal to the system.
Both automatic and manual signal initiation is considered. See 7-6.2.
(b) Notification. The notification function is the means by which the system
'Idvises that human action is required in response to a particular condition.
This covers all forms of notification whether audible or audible and visual (see
7-6.3). It includes both notification of occupants (see 7-6.3.3) and notification of the
fire department where required (see 7-6.3.4).
(c) Control. The control function provides outputs to control building facilities to
:nhance protection of life.
This covers functions which the system may actuate to make the building safer,
such as elevator recall and door closing (see 7-6.4).
t'-6.2 Signal Initiation.
i-6.2.1 As required in Chapters 8 through 30, actuation of the protective system
hall occur by any or all of the following means of initiation but not limited thereto:
(a) Manual fire alarm initiation
(b) Automatic heat detection
(c) Automatic smoke detection
(d) Extinguishing system operation
(e) Automatic detection of hazardous condition which could cause fire or
;xplosion.
The location of detector system components is of prime importance. If they are too
close to a wall/ceiling intersection, particularly over a door, air currents may cause
heat and smoke to bypass the unit completely. Likewise, location with respect to a
dropped beam or other construction can have a similar nullifying effect. This can
pose problems when partitions are moved without regard to the location of detector
units. The problem is illustrated in Figure 7-1. NFPA 72E, Standard on Automatic
Fire Detectors,' gives extensive guidance in this area.

= Where both manual and automatic systems are in use, they should he
complementary. If, due to poor maintenance, abuse, or mechanical failure, one
a: 1 system becomes inoperative, the second will provide backup support.
Any automatic fire detection system for life safety from fire should have a high
degree of reliability. This indicates the need for such features as:
1. An electric current supply independent of the electric power source for the
building;
2. Trouble signals to give warning in case of short circuits or breaks in wires, or
other conditions which might interfere with the proper operation of the
system;
3. Gongs or other such signals located so as to ensure warning even to those
sleeping; and
4. Above all, a regular maintenance program.
There is a very considerable diversity in types of automatic fire detection and
alarm equipment commercially available, and selection of types suitable for any given
situation calls for the exercise of judgment based upon experience.
7-6.2.2 Manual fire alarm stations shall be used only for fire protective signaling
purposes.
7-6.2.3 A manual fire alarm station shall be provided in the natural path of escape
near each required exit from an area unless modified by Chapters 8 through 30.
Where manual fire alarm boxes are required by Chapters 8 through 30 of the
Code, they are required to be located near an exit, in the natural path of escape, and
in a position of maximum visibility. The purpose is to expedite the turning in of an
alarm in a time of stress and to reduce the possibility of the person involved being
caught by the fire between a remotely located alarm and an exit. While the designer
may not wish to detract from some special effect at the end of a corridor, the
advantage from the life safety point of view is obvious, as shown in Figure 7-2.
7-6.2.4 Additional fire alarm stations shall be so located that, from any part of the
building, not more than 200 ft (60.96 m) horizontal distance on the same floor shall be
traversed in order to reach a fire alarm station.

devices, and having sound close to decibel levels that could damage hearing and
economics.
7-6.3.3.4 Audible alarm indicating devices shall produce signals that are distinctive
from audible signals used for other purposes in the same building.
Where the provisions of Chapters 8 through 30 require an evacuation alarm signal,
the uniform fire alarm evacuation signal described in NFPA 72A, Standard on Local
Protective Signaling Systems,' should be used.
The manner of sounding alarms should be standardized with a view to obtaining
uniformity throughout as large a geographic area as practicable. In that way, people
moving from one locality to another will not be misled and confused by differences in
the manner of sounding alarms.
Two multiple fatality fires in hotel occupancies that occurred in late 1978 and
1979 illustrate the need for standardized adequate fire alarm signals. In both
incidents, which were in the middle of the night, many survivors reported not hearing
any alarm device or mistaking the alarm for telephones or alarm clocks. An
additional multiple fatality fire in a hotel in 1978 showed the special problems with
alarm notification when hearing is impaired. In this fire, several elderly occupants
removed hearing aids before going to bed, thus creating severe evacuation
problems.
7-6.3.3.5 Pre-recorded or live voice evacuation instructions to occupants shall be
permitted. Pre-recorded instructions shall be preceded by not less than 5 seconds or
more than 10 seconds of a continuous alerting signal. Upon completion or failure of
pre-recorded instructions, the fire alarm evacuation signal shall sound. Pre-recorded
instructions shall be repeated two or more times. Live voice instructions shall be
permitted to interrupt the pre-recorded message or the fire alarm evacuation signal.
7-6.3.3.6 Audible and visual fire alarm devices required by Chapters 8 through 30
shall be used only for fire alarm system or other emergency purposes.
Exception No. 1: When a system has a continuously manned central control room
with trained operators, selective paging is permitted.
Exception No. 2: Where otherwise permitted by Chapters 8 through 30.
7-6.3.3.7 Alarm notification signals shall take precedence over all other signals.
7-6.3.4 Notification of Fire Department.
7-6.3.4.1 When required by Chapters 8 through 30, a system shall be arranged to
automatically transmit an alarm directly to the municipal fire department or, if such
service is not available, to such other outside service as may be available.

7-6.4 Emergency Control.
7-6.4.1 A signaling system shall, where required by Chapters 8 through 30, be
arranged to automatically actuate control functions necessary to make the protected
premises safer for building occupants.
7-6.4.2 When required by Chapters 8 through 30, the following functions shall be
permitted to be actuated by the fire alarm system:
(a) Elevator capture and control

(b) Release of automatic door closers
(c) Stairwell pressurization
(d) Control of building environmental systems to provide smoke control
(e) Control of fire and smoke dampers
(f) Initiation of automatic fire extinguishing equipment
(g) Emergency lighting control
(h) Unlocking of doors
(i) Emergency shut off of gas and fuel supplies that may be hazardous providing i
continuation of service is not essential to the preservation of life.
7-6.4.3 The performance of emergency control functions shall not, in any
impair the effective response of all required alarm notification functions.
7-6.5 Location of Controls.
.-7-6.5.1 Operator controls, visual alarm annunciators, and manual communicatic
capability shall be installed in a control center at a convenient location. Controls us
by the fire department shall be located adjacent to an entrance as designated by t

SECTION 7-7 AUTOMATIC SPRINKLERS AND
OTHER EXTINGUISHING EQUIPMENT
7.1 Automatic Sprinklers.
_,7-7.1.1 Each automatic sprinkler system shall be installed in accordance wi

Experience shows that automatic sprinklers, properly installed and maintaine
are the most effective of the various safeguards against loss of life by fire. Their val,

There have been claims made by the uninformed that water in a sprinkler systel
can be heated to scalding temperatures and literally sprayed out onto occupants, thu
causing injury and panic. Another fallacy is the belief that merely the spraying a
large quantities of water will itself cause panic. As stated before, NFPA records a
over a hundred thousand cases of sprinklers operating in building fires show n
