Pursuant to your request I have researched the permit records of the subject site and have
determined that although the original construction was a single family residence, for the
last five years it has been exclusively used as a commercial business. Due to this history it
is my conclusion that a change of use has been granted by the City and therefore no such
change of use permit is required of you for your business.
As we discussed you may want to research your obligations as a business owner as to
what is required of you for providing handicap facilities. The City requires one handicap
parking space and a designated building entry that meets the handicap code.

I''d like to start out by explaining that this Isa very special.
house that I'would very much like to live in and at the same -time
has a.lot of`historical.value which would be of interest to our.
community.' I read much about the -worry that local businesses are
having,a difficult ;time "making it" and if,I were to lease this
house at $1500.just.for the°purpose of retail,.I wouldn't be able
to make.it either,,especially since I am told that the upstairs
portion of the building would need'a second exit to be available.
for retail --this is not feasible.
I bring to'this venture.15 years.of experience owning and
managing a retail.business profitably as well.as about 50 local
artists who.have..put their.confidence.in.me as a gallery owner
and , who- represent,a fine.,..appealing body of artwork. This is
what Edmonds seems to be trying to,attract.and this.home would, be
an.interesting destination point on its own close to the center
of downtown,and the ferry'* Add to it the artwork and gifts, and
I.think its a great combination.
.The upstairs portion.of the.house.does house 2 bedrooms.and.a
bathroom but does not.:allow.the addition of a kitchen which would
be a necessary.component for me y needs.. There is a perfectly good
kitchen and.laundry room facility on the main floor. The' house
is`set up.perfectly for -retail "because there are two.doors at the.
side entrances one:that leads into a parlor off the kitchen and
one that leads into the two main rooms which would be my gallery
and:gift shop. This was used for years successfully as an
antique shop and before that, an herb shop. The families lived
in the rest.of the house and just used.that separate entrance for
the business, thus maintaining' -their privacy. I,am only
proposing that it be used in that same way, but would like to
share the charm'of this house with our community.
I am told doorways :need to -be 32 inches_. 'The front.entrance.is
Just ..over 31.inches so lit could be designated a.wheel chair.
entrance,.I had not planned to use.it for security and privacy
reasons: All other ..doorways are about 2.9 inches. I really.don'.t
feel it would:be feasible to .try. to widen doorways in a vintage
1903 home and would 'hope you would see the value of keeping the
home "as is" under the circumstances.

As I have explained previously, I am in the process of
negotiating this lease and it seems impossible if I don't even
know if.I.'d be allowed to use this space if I could gist it. The
owner of.the building has been very patient.through this.process
but he also has had'other-interest.in.the lease an& I don't want
to lose this opportunity. I also need.to.go back.to the property
owner with a.'list of,just what.would:.be necessary. He -has. -used
it for the'-past-5 years for commercial use with 'no such.improve-
ments and it isn't easy for.him to understand why he should have
'to do so now.
